About the Position: The Water Resources Specialist II or III is responsible for cataloging, organizing, tracking, and long-term planning for water resources management in the District’s open space preserves. In this position, you will manage and obtain water rights and water quality (Clean Water Act) permits and generate required reports for submittal to regulatory agencies and other governing bodies and engage in related activities in the restoration and management of aquatic resources. General responsibilities of this position will also include managing consultants and contractors; writing detailed technical summaries and reports for District staff and the public; preparing grant applications; and conducting surveys in the field.

Basic requirements include the knowledge of California water-related regulations, beneficial uses, and water rights. Knowledge of hydrology, principles and practices of aquatic resource management, water diversion and distribution systems, and environmental planning.  The ability to plan and conduct water use/ hydrological monitoring, analyze and interpret data, use GIS software, and prepare clear and concise reports, as well as to be able to secure and maintain records for regulatory agency permits, and manage complex projects utilizing consultants and contractors.  Knowledge of CEQA is desired, but not required.

The Water Resource Specialist II supports the Senior Resource Management Specialist and works in collaboration with other staff to facilitate complex projects. The Water Resource Specialist II may directly manage smaller projects and does not have any supervisory responsibilities.  This is a non-exempt/hourly position.

The Water Resource Specialist III has broad, technical experience with water resources, is self-directed, and works independently managing complex large-scale projects.  May supervise an intern.  This is an exempt/salaried position.

Work Environment: The Water Resources Specialist II and III functions within a team environment with other Resource Management staff. The position is located in Midpen’s District’s Los Altos office, reporting to the Senior Resource Management Specialist. Work will occur in both a field and office environments, with travel from site to site, and field data collection. When conducting field assignments, work may include traversing rough, difficult terrain in inclement or hot weather with exposure to poison oak.

Education & Experience

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Water Resources Specialist II: Equivalent to graduation from an accredited four-year college or university with major coursework in watershed science/management, hydrology, water law/policy, engineering, ecology, biology, earth sciences or other closely related subject, and two years increasingly responsible experience in the field of resource planning and management. Requires excellent organizational, interpersonal, oral and written communication skills. A Master’s Degree is desirable.

Water Resources Specialist III: Equivalent to graduation from an accredited four-year college or university with major coursework in watershed science/management, hydrology, water law policy, engineering, ecology, biology, earth sciences or other closely related subject, and three years increasingly responsible experience in the field of resource planning and management. Requires excellent organizational, interpersonal, oral and written communication skills. A Master’s Degree is desirable.

DEFINITION

To perform technical duties that support and ensure compliance with the City’s Industrial Waste Pretreatment Program compliance with local, State, and Federal requirements; to issue and renew industrial discharge permits; and to perform related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Environmental Utilities Compliance Administrator.

Exercises technical and functional supervision over other technical staff, as appropriate.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Interpret and enforce pretreatment regulations; inspect industrial facilities to ensure compliance with Environmental Protection Agency (EPA), Regional Water Quality Control Board (RWQCB), and City pretreatment regulations.
• Issue and renew industrial discharge permits for new and existing industries; maintain complete and accurate industrial user performance/compliance records.
• Enter laboratory data into a computer system for further analysis and reporting purposes; maintain laboratory records, chain of custodies and prepare required reports; prepare and upload EDD files from contract labs to the HDR; update and institute necessary changes to the HDR IW database.
• Maintain and enforce the City’s Fats, Oil and Grease Program; issue and renew Food Service Establishment (FSE) permits.
• Collect wastewater from industrial facilities, potable water, swimming pool and surface water samples for chemical, bacteriological and biological analysis to ensure compliance with local, State, and Federal regulations.
• Set up, calibrate, and operate a variety of field instruments such as pH, conductivity, dissolved oxygen meters and portable composite/discrete samplers.
• Respond to inquiries from the public about water and wastewater issues.
• Maintain professional relationships with industrial users; respond to their inquiries and serve as a technical resource; interpret regulations and advise industrial users on actions to ensure compliance.
• Prepare detailed written and oral reports of inspections and prepare related correspondence; prepare required quarterly and annual Industrial Pretreatment reports; monitor submission of compliance reports from categorical industries and other permitted users.
• Communicate and coordinate with regional partners to ensure consistent interpretation of pretreatment regulations.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Wastewater treatment processes used in monitoring the effectiveness of such processes.
• Operation and maintenance of equipment used for the control of industrial waste; laws and ordinances governing the treatment, control and discharge of industrial waste.
• Principles and practices of biology, chemistry and bacteriology, including methods and techniques of laboratory testing and analysis.
• Pertinent local, State and Federal ordinances, laws, and regulations.

Ability to:

• Perform technical duties in the collection and testing of wastewater, drinking water, sludge, industrial waste, surface water, and other related sample sources; check pretreatment facility plans.
• On a continuous basis, know and understand operations, and observe safety rules; analyze problem equipment and/or procedures; know and apply techniques and terminology; communicate and explain test results to others.
