THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. This position will also support the City's leave management program.

MINIMUM REQUIREMENTS

Possession of a bachelor's degree with major coursework in public or business administration, finance, human resources, economics, or a closely related field;

AND

Three (3) years of increasingly responsible professional experience performing public administration, finance, housing, or human resources functions; or

One (1) year of experience at a level equivalent to the City’s class of Associate Management Analyst or Administrative Analyst.

When assigned to a specific functional area as noted above, additional knowledge and experience in such area may be desirable.

Public sector experience is preferred.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver's License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

Planning, Building and Code Enforcement position:

The Public Information team works closely in support of each of the Department's divisions to provide information to the public and within the organization. ?The Department is currently seeking a highly qualified and experienced individual to fill the role of Public Information Manager. As the Public Information Manager, you will be responsible for developing and implementing public information strategies to effectively disseminate information to the public, media, and other stakeholders regarding the department's operations, policies, and initiatives.

Working under the direction of the Director, this includes additional aspects such as developing marketing and communication programs, developing and maintaining effective communication with media, community, and public relations sectors, developing and strengthening community partnerships and commitment to public education, as well as managing marketing and internal/external outreach strategies.

Parks, Recreation and Neighborhood Services position:

The PRNS Department is seeking an experienced senior communicator with a diverse skillset to establish and guide the strategy for all communications, website, public relations messages, and collateral to represent the PRNS Department to the public. The successful candidate will demonstrate excellent writing and presentation skills and have substantial experience with developing and executing effective communication plans using a wide range of appropriate tactics, including traditional and new media. Creativity, good judgment, initiative, and a collaborative attitude are essential, as well as the skills necessary in developing strategic partnerships, including with potential partners and donors, to ensure that equitable access to recreational opportunities are provided to all San José residents.

• Develop and execute internal and external communication plans, including implementing communication/media strategies, marketing efforts, development updates, and educational resources

Pioneer Community Energy Seeks a 
Senior Manager, Quantitative Analysis and Modeling

The Senior Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in the work of personnel engaged in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Developing pricing and calibration models for a variety of products.
• Solving challenging quantitative problems related to setting rates and valuations for structured products.
• Developing Monte-Carlo simulations on a large scale across several variables with relevant coefficients. 
• Performing fast and accurate market risk measurements.
• Conducting complex market and portfolio modeling and analysis of Pioneer’s power supply position to effectively monitor exposure to adverse market changes.
• Coordinating and participating in Pioneer’s integrated resource planning process including providing analysis and input related to production cost modeling from the CPUC, CAISO, IOUs, and CalCCA.
• Creating and implementing measures to benchmark system implementations, enhancements, or modifications by providing documented system specifications, evaluating vendor proposals, and recommending appropriate course of action.
• Developing portfolio dashboard showing key metrics and risk positions.
• Using a variety of computer software programs to prepare reports, graphs and other materials related to energy resources, finance models and customer statistics. 
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.

Qualified candidates will possess a knowledge of California energy industry and electric power markets including CAISO, CPUC, CEC, and CARB, energy/financial markets and quantitative investment approaches, advanced computer modeling of power supply system operation and cost analysis and have the ability to perform complex professional analytical work in support of a variety of Pioneer’s product structuring and resource planning activities.

The total salary range for the Council Chief of Staff classification is $86,318.44 - $172,058.64. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience. 

The District 8 Council Office, supporting Councilmember Domingo Candelas, is recruiting for a Chief of Staff position. The position will work closely with the Councilmember and lead the staff support team for the Councilmember. The Chief of Staff is an integral link between the Councilmember and the Mayor and City Council colleagues, City administration, and the community. The Chief of Staff must have excellent oral and written communication skills, effective organizational, analytical, and management skills, and a dedication to public service. The position requires the ability to develop and maintain effective and collaborative working relationships with community members and neighborhood organizations, key stakeholders, and City staff. The Chief of Staff will serve as a liaison to the Councilmember and will regularly represent the Councilmember at City-related meetings and functions. Bilingual language skills (Vietnamese, Chinese and/or Spanish) both oral and written are highly desirable.  

Responsibilities for this position may include, but are not limited to the following:  

• Advises the Councilmember on policy, budget, and community matters. 
• Manages the day-to-day office operations. 
• Supervises staff to implement office projects and achieve identified objectives. 
• Manages staffing to include workloads, training, performance evaluations, and assisting with hiring and corrective or disciplinary actions. 
• Creates and maintains a collaborative team culture within the Councilmember's office. 
• Oversees budgetary, legislative, and strategic planning processes. 
• Manages communications and public relations, interfacing with media, governmental officials, department directors, business leaders, advocacy groups, constituents, and others on behalf of the Councilmember. 
• Responds to other matters as needed. 

Candidates must be willing to work occasional evenings and weekends, and as exempt management employees, are not eligible for overtime compensation. Employees in this classification are not members of the classified civil service and are appointed "at will." Each appointment is for a specified period to be determined by the appointing Councilmember and does not extend past the end of the elected official's or appointing authority's term.
