Under general or direct supervision at the lower level and under direction at the higher level, incumbents perform varied professional technical, analytical, and administrative tasks in providing staff support to departments and divisions to; perform contract administration functions; compile and maintain records; conduct special studies, surveys, and research assignments in a variety of project, program, service, and/or operational procedures; and, to perform related work as required.

CLASS CHARACTERISTICS:

The Sustainability Analyst I is the entry-level class in the Sustainability Analyst series. Incumbents in this class provide varied professional clerical and technical support in the administration of solid waste, recycling, organics and related sustainability programs.

The Sustainability Analyst II is the journey-level class in the Sustainability Analyst series. Incumbents are expected to be fully competent in all major solid waste and recycling program functions and able to independently perform assignments.

Incumbents at both levels are required to have an in-depth and comprehensive knowledge of the policies and procedures necessary to achieve program results.

Positions in the Sustainability Analyst series are flexibly staffed. Incumbents may advance to the higher level after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

EXAMPLES OF DUTIES (illustrative only): 

• Perform research, field investigations and statistical analyses related to integrated solid waste management including waste reduction, reuse, recycling, and composting; compile and analyze data; identify and evaluate discrepancies, and proactively find solutions; formulate recommendations and viable alternatives; prepare, deliver, and/or present a variety of oral and/or written reports. 
• Assist in developing and conducting special projects, studies, surveys, and research assignments, policy, services, public education and outreach, data management, contract administration, for an office, department or division, as assigned. 
• Designs and develops a variety of materials and activities to promote, implement, and evaluate assigned sustainability and environmental programs in a manner that will enhance public awareness, educate citizens to relevant environmental issues, and encourage proactive and cooperative problem-solving activities. 
• Works with program staff on contract administration, program development, maintenance and continuous improvement. 
• Provide sustainability related technical assistance to city departments, divisions, staff, the public, community organization and businesses. 
• Analyze and initiate recommendations to develop, improve, and/or ensure legislation compliance for department or division programs, systems, procedures, and methods of operation. 
• Organizes and participates in assigned program area activities, including contract management and compliance, customer service and outreach, data collection and analysis, and presentation of technical and specialized data. 
• Assist in the implementation and maintenance of programs, services, systems, policies, processes, procedures, manuals, and forms for use in operation; provide personnel training on related areas. 
• Assist in the development, coordination, and monitoring of the department or division budget; research and evaluate costs; provide budget tracking tasks as required. 
• Participate in administering contracts with contractors, subcontractors and consultants, ensure documents and reports comply with City contract standards; monitor programs for compliance with applicable scopes of service, rules, regulations, laws, and policies. 
• Represent the City and/or department in interdepartmental, community, civic and professional meetings, public forums, and conferences as required; make presentations as necessary. 
• Builds and maintains positive working relationships with coworkers, other City employees, other organizations and their representatives, and the general public, exhibiting effective customer service and communication skills. 
• Participates with other City departments, community service providers, consultants, other jurisdictions and agencies in sustainability and environmental program development and coordination efforts as well as legislative advocacy and education. 
• Monitor and coordinate the daily operation of assigned functional area; perform detail-oriented work and maintain accurate records, systems, processes, and statistics; evaluate using appropriate metrics. 
• Develops and maintains databases, contract compliance tracking records, and forms as needed. 
• May conduct presentations related to City's sustainability and solid waste and recycling programs and services upon request.

SUPERVISORY RELATIONSHIP:

DISTINGUISHING CHARACTERISTICS:
 
This is an unrepresented mid-management classification that oversees, directs, and participates in the day-to-day operations of an assigned Human Resources division, including planning, and budgeting, coordinating with other divisions and departments, and managing and accomplishing the complex and varied functions of the department. The position is distinguished from the Senior Human Resources Analyst, which is an advanced journey-level classification that performs a wide variety of professional level duties independently but does not have full division management responsibility.  The classification is distinguished from the Deputy Director of Human Resources, which is a single management-level classification that provides oversight of the entire Human Resources program and assists the Director of Human Resources in overall Human Resources management and policy development.

Essential Duties:

• Duties may include, but are not limited to the following:
• Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the assigned program area. 
• Selects, trains, and provides for the professional development of department staff; plans, organizes, administers, and evaluates the work of department staff; evaluates and monitors workflow and distribution of work; authorizes discipline as required.
• Interprets and applies City rules, policies and procedures, Memoranda of Understanding, and local, state, and federal laws; provides policy guidance and interpretation to staff.
• Develops City policies and procedures related to the assigned program area; monitors changes in laws, regulations, and technology that may impact operations and revise rules as needed.
• Prepares, administers, and is responsible for the budget for assigned program areas; forecasts additional funds needed for staffing, equipment, materials, and supplies; administers the approved budget; monitors and controls expenditures.

Minimum Qualifications:

EXPERIENCE AND EDUCATION:

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible Human Resources management experience including assignments in the areas of recruitment, selection, classification, training, compensation, employee and labor relations, worker's compensation and safety administration, and employee benefits or other pertinent job-related areas, including two (2) years of supervisory or lead experience.

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in human resources, business, or public administration or closely related field.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims management including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. THE POSITION

This position is focused on coordinating and monitoring information technology operational systems for the City including analyzing, diagnosing, maintaining, and troubleshooting assigned system areas such as applications, operating systems, and database systems. This position has a wide breadth of responsibility and is the backbone for ensuring the City’s technology systems always stay up and running. An example of duties are:

• Performs configuration, modification, testing and implementation of vendor software; develops, coordinates and implements plans to test business and functional processes during system development and quality assurance testing.
• Assists with the installation of new and existing software; ensures training of staff in the use of new and existing software.
• Conducts systems analysis; develops business and technical requirements; designs functional and technical specifications; writes source code; tests applications.

The Position

The Solid Waste Manager reports directly to the Environmental Services Manager and is responsible for the administration of multiple integrated waste management contracts and programs within the Environmental Services Division. This position supervises a team of technical staff who execute various integrated solid waste management activities and may serve as the division head in the absence of the Environmental Services Manager.

Examples of Duties

• Manage multiple City franchise agreements for solid waste collection, material transfer and recovery, and landfill disposal including negotiating contract terms and monitoring performance.
• Oversee the division’s solid waste programs including planning, organizing, and implementing programs to create environmentally sound and cost-effective methods for the disposal of garbage and household hazardous waste, recovery of recyclables, diversion of organic material, and waste prevention.
• Plan, develop, and oversee the work of integrated waste management staff, providing leadership and fostering staff development.
• Receive and respond to complex customer service requests concerning scope of program, technical information, and service delivery issues.
• Oversee the Division’s public education, outreach, and special events to promote environmentally responsible and sustainable behavior.
• Analyze proposed legislation affecting integrated waste management activities, develops and implements program and policies to ensure City compliance with regulatory mandates.
• Conduct analysis and prepare reports and documents as required by regulatory agencies and for City Council study sessions and meetings.
• Participate in budget preparation and administration.
• Make presentations to City Council, boards, commissions or other public groups and acts as the City designated representative as assigned.

The Program Manager II will collaborate with the IT Director/CIO, other IT leads and City department heads (and/or their delegates) to provide the vision and leadership necessary to plan and execute strategic programs and tactical projects.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge and skills for this position is: Equivalent to graduation from a four year college or university with major coursework in business, public administration, or a related field and five (5) years in the development and implementation of programs.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record. Must be able to attend evening and weekend meetings. 

In addition to the qualifications above, the ideal candidate will be a thought leader, a consensus builder, and an integrator of people and processes. While the PM is the leader of the IT portfolio, they must also be able to coordinate disparate drivers, constraints and personalities while maintaining objectivity and a strong understanding that portfolio management is just one of the critical, integrated functions within IT.
