The Finance Department monitors the fiscal operations of the City of Albany and coordinates the preparation and publication of the biennial operating budget, midyear budget review, debt issuance, annual update of the master fee schedule, annual financial statements, development of five-year revenue  and expenditure forecasts, and cost analyses of labor contracts.

The Department performs the operating functions of cash receipts, accounts payable/receivable, payroll, business licenses, revenue invoicing, administration of bonded debt, business/residential transactions, and financial reporting for all funds including special revenues, grants, and investments and completes the Annual Comprehensive Financial Report (ACFR).

THE POSITION

Under supervision of the Utilities Superintendent, the Water Treatment/Distribution System Operator will be responsible for a variety of operational and general maintenance tasks on the City’s water treatment and distribution systems. The position will entail the proper operation of each of the City’s well sites, laying and fitting pipelines, installing, reading, repairing water meters, maintaining records of water infrastructure, and other duties as required and assigned.

Water Treatment/Distribution System Operator I
The Water Distribution/Treatment System Operator I is an entry level class responsible for a variety of operations and maintenance of the water distribution and treatment system, and incumbents are expected to perform the full scope of assigned duties. This classification is alternatively staffed with a Treatment/Distribution System Operator II and incumbents may advance to a higher level after gaining experience, obtaining required certification’s and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Salary: $4,017.05 - $4,882.75 Monthly

Water Treatment/Distribution System Operator II
The Water Treatment/Distribution System Operator II is the journey level class expected to perform the full range of water system activities and related support duties with minimum supervision. Incumbent is responsible for the performance of the division’s complex and difficult assignments and may provide training to entry level staff. This classification is distinguished from the next higher classification of Senior Water Distribution/Treatment System Operator in that the latter is responsible for division supervision and performance of the divisions most complex tasks. 

Salary: $4,571.77 - $5,557.03

THE POSITION

The City of Hughson is seeking to fill the position of Wastewater Treatment Plant Operator. The classification is alternatively staffed with Plant Operator II, and incumbents may advance to the higher level after gaining experience, obtaining required certifications and demonstrating a level of proficiency that meets the qualifications of the higher level class.

This classification is distinguished from the next higher classification of Public Works Supervisor in that latter is responsible for the overall operation and supervision of the wastewater treatment program.

THE POSITION

Under general supervision, the Senior Traffic Signal Technician performs semi-skilled tasks involving maintenance, repair, modification, inspection and testing of traffic signals, controllers, and street lighting systems; leads and participates in a work crew; and performs other duties as assigned. This advanced journey-level classification in the Traffic Signal Technician series is distinguished from the Traffic Signal Technician by the added responsibility of providing day-to-day lead direction to section activities and staff.

Examples of Duties:

• Schedules maintenance, repair, construction, and replacement for traffic signal and street lighting assignments
• Assigns and monitors the work of assigned staff, including contractors
• Troubleshoots and evaluates maintenance and repair needs
