THE POSITION

Under supervision of the Utilities Superintendent, the Water Treatment/Distribution System Operator will be responsible for a variety of operational and general maintenance tasks on the City’s water treatment and distribution systems. The position will entail the proper operation of each of the City’s well sites, laying and fitting pipelines, installing, reading, repairing water meters, maintaining records of water infrastructure, and other duties as required and assigned.

Water Treatment/Distribution System Operator I
The Water Distribution/Treatment System Operator I is an entry level class responsible for a variety of operations and maintenance of the water distribution and treatment system, and incumbents are expected to perform the full scope of assigned duties. This classification is alternatively staffed with a Treatment/Distribution System Operator II and incumbents may advance to a higher level after gaining experience, obtaining required certification’s and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Salary: $4,017.05 - $4,882.75 Monthly

Water Treatment/Distribution System Operator II
The Water Treatment/Distribution System Operator II is the journey level class expected to perform the full range of water system activities and related support duties with minimum supervision. Incumbent is responsible for the performance of the division’s complex and difficult assignments and may provide training to entry level staff. This classification is distinguished from the next higher classification of Senior Water Distribution/Treatment System Operator in that the latter is responsible for division supervision and performance of the divisions most complex tasks. 

Salary: $4,571.77 - $5,557.03

The classification is alternatively staffed with Plant Operator II, and incumbents may advance to the higher level after gaining experience, obtaining required certifications and demonstrating a level of proficiency that meets the qualifications of the higher level class.

The Wastewater Treatment Plant Operator II is the advanced journey level class responsible for the full range of treatment plant responsibilities and for the performance of the most complex and difficult assignments within the series. This classification is distinguished from the next higher classification of Public Works Supervisor in that latter is responsible for the overall operation and supervision of the wastewater treatment program.

Primary responsibilities:

Circulation Services staff perform a variety of clerical and office support duties in a teamwork-oriented environment.  Primary responsibilities include providing in-person service at a Circulation Desk and over the phone, checking materials in and out, resolving problems such as lost and damaged or claims returned items, and registering or updating library cards.  Hourly Library Aides also assist full-time staff in tracking overdue materials, collection notices, and hold requests.

The City of Thousand Oaks has an exciting opportunity! We are seeking a knowledgeable and results oriented Plan Check Supervisor who will be responsible for staff oversight, assigning, reviewing, organizing, and participating in the work of the Plan Check Section staff in the Building Division of the Community Development Department.

Plan check functions include ensuring permits are issued only for those plans that meet all state and local codes regulating life-safety, quality of life, energy conservation, and structural safety standards. This position is responsible for the more technical and complex plan check tasks and serves as a technical resource to staff.

• Plans, organizes, supervises, and evaluates the work of assigned plan check staff; develops, implements, and monitors work plans to achieve goals and objectives; supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Plans, organizes, directs, and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation and provides other rewards to recognize performance; recommends disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the City’s Personnel Rules and Regulations.
• Participates in the selection of plan check staff; provides or coordinates staff training; works with employees to correct deficiencies.
• Establishes schedules and methods for providing plan check services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.

• Participates in the development of the assigned program budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends budgetary adjustments as necessary.
• Performs the more difficult and complex engineering tasks related to plan checking; reviews complex and difficult construction plans including those for single- and multiple-family dwellings, residential additions, alterations, and repairs, commercial and industrial structures and buildings as well as additions, alterations and repairs, and other projects.
• Reviews and verifies engineering calculations and architectural plans, grading plans, soil engineering recommendations, and related items to ensure compliance with applicable codes and ordinances as well as seismic design provisions; indicates corrections for both plans and calculations; communicates in writing with engineers, architects, and others regarding plan review findings and proposed corrections.
• Reviews and evaluates the most difficult and complex proposed building plans and specifications to insure that proposed construction complies with building, fire, environmental, flood hazard, design, energy, grading, trades, and related codes.
• Makes code interpretations for, responds to more complicated inquiries from, and provides information to architects, engineers, contractors, building designers, owners, and the general public regarding plan review and other code-related items and issues.
• Explains, interprets, and provides guidance regarding applicable codes, regulations, hand-outs, and related materials to the public, architects, engineers, contractors, developers, owners, staff, and other interested parties; answers questions regarding building codes and requirements and interprets plans for field inspectors; resolves highly complex and sensitive customer service issues, including alternate methods and materials, either personally, by telephone or in writing; maintains records and documents of customer service issues and resolutions.
• Coordinates activities and plan review processing with other City staff and staff from other agencies including counter technicians, planners, inspectors, building officials, engineers, fire inspectors, health department plan checkers, and others; assists other Divisions and Departments, including Planning, Public Works, and Finance, in providing information and answering inquiries regarding various projects, fees, plans examination, code interpretations, internal divisional policy and procedures, determination and calculation of valuations, permit costs, and related fees.
• Performs document research and filing; enters data; prepares and maintains records and produces correspondence and documentation as necessary.
• Performs field inspections and site visits as necessary; visits building and construction sites to make determinations on code compliance, answer inquiries related to plans, and to resolve problems.
• Establishes and maintains emergency operation processes and procedures.
• Maintains current knowledge of new trends and innovations related to area of assignment including new and revised codes as well as new materials and products; attends and participates in job related seminars and professional group meetings

Summary:
Under general supervision, monitors and maintains the District’s central reservation system and main­tains schedules for outdoor facilities including fields, parks and picnic areas; and performs other related duties as assigned.

Essential Duties and Responsibilities:

• Maintains reservation system for the District comprising of outdoor and indoor spaces; manages mobile staging and equipment to include establishing reservation reschedules, posting schedules online, and providing direct oversight of outdoor space usage.
• Responds to online, telephone and in-person inquiries from the public and co-workers, receives web and paper reservation applications, reviews applications for proper use of space according to District guidelines, determines approval/rejection of applications, notifies applicants of decisions, and files documents for recordkeeping.
• Assists in authorizing permits for private and public entities, reviews permit holder’s evidence of insurance, submits and files insurance forms.
• Accepts payments from permit holders including deposits for space, processes payments for accounting purposes, obtains information on after-use condition of facilities, determines amount of refunds, providing justification as needed if part or all of refund is withheld, and processes deposit refunds as appropriate.
• Accurately processes monetary transactions including credit card transactions, issues receipts, reconciles cash and receipts, and prepares bank deposits.
• Researches, studies and interprets city and District rules and regulations related to use of public facilities, provides expert knowledge of space availability, codes and ordinances to the public on use of facilities.
• Assists with troubleshooting issues related to functionality of reservation software program, receives feedback on reservation system, and proposes modifications to program to enhance user experience.
• Distributes printed and posted material related to reservations in marketing efforts.

Other Duties and Responsibilities:

• May drive a District or personal vehicle.
• Participates during disasters or when emergency response is needed.
• Non-exempt employees may be required to work overtime.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satis­factorily.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an associate degree from a two-year college and one year of increasingly responsible clerical experience with frequent public contact; or an equivalent combination of education and experience.

Language Ability: Ability to read, interpret and relay information obtained from documents such as ordinances relating to public use of facilities, understand operating instructions in spoken and written formats, and execute protocols and apply standard procedures per manuals. Ability to communicate effectively in written and oral forms. Ability to write routine reports and interact with the public in a positive manner. Ability to speak Spanish is desirable

Math Ability:Ability to use basic math to perform tasks such as addition, subtraction, multiplication and division in all units of measure, using whole numbers and common fractions and decimals, and prepare bank forms.

Reasoning Ability: Ability to exercise common-sense understanding to carry out instructions provided in written or oral form. Ability to synthesize necessary information related to encounters with the public and District customers in the course of work. 

Other Required Skills: Proficient use of Microsoft Office Suite including Word and Excel, type on a standard keyboard, navigate various office computer applications, operate a calculator, fax machine and other office equipment.

Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.

SENIOR RECREATION LEADER

Part-time Position

Summary Description

Under the direction of an assigned supervisor/coordinator, the Senior Recreation Leader is responsible for implementing programs at a given site, including administering program curriculum and supervising program staff.  This is an at-will, intermittent, part-time, hourly wage position without City-paid benefits.  Work a flexible work schedule, which may include evening, weekdays, weekends and holidays.

Representative Duties
