The City of San José is recruiting for a Business Automation and Development Services Supervising Applications Analyst (SAA) in the Business Automation and Development Services Division of the Information Technology Department. The position requires a highly motivated and self-driven individual to lead a team responsible for the City's Permitting and Compliance System (Granicus GovService Amanda platform), Public Web Portal, Records Management System, Electronic Plan Review System (ProjectDox from Avolve), Business Intelligence System, Queue Management System, and Digital Inspection System. The position will oversee new technology implementations, enhancements, integrations, reports, and application upgrades for all Development Services systems. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and direct others in an ever-changing business and technical environment.

The ideal candidate will have solid information management experience, strong interpersonal and communication skills, strong management skills, strong collaboration skills, a commitment to customer service, and the ability to simultaneously manage multiple projects and issues. A team leader, team player, and positive attitude are essential to this position.

Duties may include but are not limited to:

• Understanding of Planning, Building, and Code Enforcement (PBCE) business processes inside a large municipality.
• Planning, organizing, scheduling, and coordinating work related to Development Services applications and systems, ensuring efficient utilization of resources.
• Providing advanced technical leadership to integrate complex existing or new information system technologies.
• Maintaining Development Services Technologies and technical documentation to high standards to support planning, building, code enforcement, fire prevention, and related services.
• Hiring, selecting, training, directing work assignments, and evaluating staff performance to accomplish tasks and established objectives.
• Acting as a technical expert, analyzing complex development services business needs, recommending technological solutions, and managing implementation of complex projects with other City departments, project teams, and agencies.
• Researching complex commercial products and technology solutions and participating in the development of project scoping documents, performing vendor management and contract management duties, and preparing and evaluating Requests for Proposal (RFPs).
• Overseeing the creation and deployment of Power BI reports, Yellowfin reports, and Crystal Reports.
• Participating in all aspects of the software development cycle: Requirement Development, Planning, Design, Code, Test, Implementation, and Integration.

Salary Information:The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Supervising Applications Analyst (SAA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

The Supervising Applications Analyst (SAA) classification is represented by the City Association of Management Personnel (CAMP) . Education: A Bachelor's Degree from an accredited college or university in a relevant field.

Acceptable Substitution

• Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis.
• Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one year of the required two (2) years of experience include the responsibility for the development, implementation, and maintenance of major communications or computer systems.

The City of San José is hiring an Oracle Planning and Budgeting Cloud Services (PBCS) Technical Lead (Enterprise Supervising Technology Analyst) to provide technical support for Oracle PBCS which is used to prepare the City's Capital, Operating, and Revenue Budgets. The PBCS Technical Lead will also support the three custom budget applications: Fees and Charges, Ordinance Tracking, and Budget to Finance ERP Interface and the Budget Office (BO). The BO is responsible for developing and managing the City's operating and capital budgets and service fees and charges. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and lead others. We are seeking an individual who is willing to adapt to an ever-changing environment.

The ideal candidate will have a strong technical and functional background supporting Oracle PBCS and/or Oracle Hyperion Planning, and multi-dimensional databases with strong analytical skills. In addition, development experience using .NET Framework, Java, or JavaScript to effectively manage and support custom-developed applications is essential. Expertise should cover the entire system implementation lifecycle including gathering business requirements, creating functional and technical designs, application development, and administration.
Key duties include but are not limited to:

• Collaborating with the Budget Office to understand their Oracle PBCS requirements.
• Translating business requirements into technical solution designs.
• Developing new calculations and performance-tuning existing rules.

The Business Analyst will play a crucial role in analyzing and documenting business processes, identifying needs, and providing data-driven recommendations to improve the organization's efficiency and productivity.

This is an exciting opportunity under the Technical Infrastructure Division in the Information Technology Department (ITD). The Technical Infrastructure Division designs and engineers solutions that address and meet the City's strategies built around Smart City initiatives, such as Digital Inclusion and Digital Equity, Public Wi-Fi expansion for Economic Development, Endpoint Modernization and virtualization, Multi-cloud frameworks, and digital analytics to support data-driven decisions. In addition to the starting salary, employees in the Enterprise Information Technology Engineer (EITE) I/II shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Enterprise Information Technology Engineer II: $128,812.32 - $156,942.24 annually

The City of San José Information Technology Department (ITD) seeks a Cybersecurity Analyst (Enterprise Supervising Technology Analyst) to support new and existing initiatives in the Cybersecurity Office. The position will focus on Risk Mitigation as well as Identity & Access Management with exposure and support on all aspects of the Cybersecurity practice, including cross-support.

The ideal candidate will be part of one of the largest, most innovative communities in the nation. Led by the City Information Security Officer (CISO), the Cybersecurity Analyst will implement and manage information and system security programs across the City that keep municipal services secure and resilient. The Cybersecurity Analysts will support the CISO and the City by administering risk identification, protection and compliance, threat detection, incident response, and recovery services for all City departments to achieve business resilience.

The City of San José requires Cybersecurity Analysts to be highly skilled and adapt quickly to deal with emerging challenges. The candidate must be able to apply expertise in all aspects of security, interface with vendors, keep their skills current, manage security projects, and provide security services to City departments with strong outcomes.

• Identifying and mitigating threats utilizing existing technologies. Working with other teams to mitigate identified vulnerabilities from identification to closure. Tracking and reporting mitigation efforts. Be familiar with the Plan of Action and Milestones in tracking, remediating, socializing, and getting them to completion.
• Working with other teams preparing, detecting, eradicating, and restoring operations in the event of incidents.
• Managing Plan of Action and Milestones for existing vulnerabilities
• Working with relevant teams to ensure the restoration of systems and technologies in accordance with policy and based on business group needs.
• Interfacing with the Virtual Security Operations Center (V-SOC) and using deployed tools and services to ensure system and network monitoring is taking place in accordance with defined service levels, contracts, and established standards.
• This role requires flexibility and adaptability to meet the Security needs of the ITD. The individual must be able to support other areas of expertise within the security domain, such as but not limited to NIST Cybersecurity Framework implementation, Identity Access Management, Risk Management & Compliance, Risk Assessments, Training, Audit Support, and others.

Salary Information: The final candidate's qualifications and experience shall determine the actual salary. The City of Santa Clara is recruiting for the Electric Utility Chief Operating Officer for its Electric Utility, Silicon Valley Power (SVP).  Reporting to the Chief Electric Utility Officer (CEUO), the Electric Utility Chief Operating Officer (COO) is a senior management position in the City's unclassified service responsible for the oversight and direction for the fiscal, administrative, and managerial operations of the utility. The COO has supervisory and support responsibilities for the utility's divisions: Utility Operations, Customer Development and Project Management, Resource Planning and Customer Engagement, and Business Services. The COO will help guide SVP through the extraordinary period of growth related by doubling the existing capacity of the electrical system to meet new customer demands over the next 10 years. In addition to the expansion, the COO will work to ensure new renewable resources are added to meet the City's and State’s climate goals. The COO is responsible for forecasting service requirements and for planning, organizing and directing assigned resources of the electric utility division in order to meet those requirements. This includes developing and administering the department operations and capital improvement budgets. The COO is expected to exercise critical thinking and detail oriented oversight in ensuring that utility operations are smooth, efficient, and compliant, with responsibility for results including costs, methods, and staffing.
