Under immediate supervision, the Assistant Planner evaluates projects to ensure compliance with local policies and regulations as well as California planning laws and provides information to the public. This position provides a high level of service to a variety of clients and stakeholders, including professionals in architecture, engineering, and construction, as well as individual property owners. The Current Planning Division is a collaborative, team-oriented environment that coordinates with other County divisions and departments, as well as other agencies and districts.

As a key member of the Fire Department, the future Fire Inspector has the unique opportunity to work closely with colleagues across department lines – including Police, Public Works, Code Enforcement and Community Development. This role will be responsible for enforcing laws related to fire prevention, suppression, and investigation, contributing to the overall safety of the community. The Fire Inspector works 40 hours/week. EXPERIENCE AND TRAINING

Any combination of experience and training that would provide the required knowledge, skills and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Education:

• Possession of a high school diploma or equivalent.

Experience:

• Six (6) months of experience dealing with the public in an enforcement, inspection, investigation, or high demand customer service capacity.

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment

VEHICLE ABATEMENT OFFICER - TEMPORARY (Approximately 20 hours per week)

The Associate Planner supports the Town’s planning and development functions by reviewing and analyzing a variety of land use and development applications to ensure compliance with local, state, and federal regulations. This position provides technical assistance and guidance to property owners, developers, and the public on zoning, design review, environmental assessment, and related planning matters. The Associate Planner also prepares staff reports, presents recommendations to the Planning Commission and Town Council, and contributes to long-term planning initiatives that promote thoughtful, sustainable development consistent with San Anselmo’s General Plan.

The Bolinas Fire Protection District is a combination paid/volunteer fire department providing services in emergency medical care, fire protection, disaster response, fire prevention and community education. Bolinas is a unique coastal community with approximately 1,500 year-round residents. Thousands of visitors are also attracted to our beaches and surrounding National Parks year-round. The District employs a full-time Chief, full-time Administrative Manager, and three full-time Firefighters. We also rely on the support of a dedicated group of approximately 20 volunteer firefighters and EMT’s. The department responds to approximately 300 emergency and public assistance calls annually, with approximately 80% medical aid calls.

DUTIES:

• Report to the Bolinas Fire Chief
• Perform scene command and personnel supervision during incidents
• Perform fire apparatus engineer and firefighting duties
• Perform fire prevention activities and public education
• Assist in leading volunteer trainings and support the volunteer firefighting program
• Provide BLS emergency medical care
• Drive and operate fire apparatus and related equipment
• Maintain fire station, grounds and related equipment & apparatus

ABILITY TO:

• Maintain proficiency in a variety of technical fire and EMS applications
• Maintain effective working relationships with colleagues, volunteers, and the public

MINIMUM QUALIFICATIONS:

• At least 18 years of age
• In possession of a high school diploma or a General Equivalency Diploma (GED)
• Have good vision in both eyes, with the ability to distinguish Occupational Safety and Health Act (OSHA) color codes for hazardous materials and have no depth or peripheral impairment
• Possession of Firefighter 1 (FF1) certification from an accredited organization
• Possession of California Emergency Medical Technician (EMT) certification
• Possession of (or ability to obtain within 3 months) a California Driver’s License (Class C w/ FF endorsement or Commercial Class B) with a driving record in good standing
• Possession of a current Candidate Physical Ability Test (CPAT)
• Pass a standard pre-employment background check
• Desire to advance by acquiring new skills and responsibilities

About the Department

The Public Works and Engineering Department is responsible for the maintenance and improvement of the City’s infrastructure, including streets, storm drains, public facilities, and capital projects. The Management Analyst will play a key role in helping the department deliver efficient, high-quality services through strong project coordination, data-driven analysis, and effective communication with residents, consultants, and other agencies.

Typical Duties

Under direction of the Public Works Director or designee, the Management Analyst performs a variety of professional-level administrative, analytical, and technical duties, including:

• Prepares RFPs and coordinates consultant selection; administers consultant and construction contracts, including bidding, invoicing, and compliance tracking.

• Conducts research, analysis, and prepares reports on departmental projects, programs, and compliance activities such as the Clean Water/NPDES Program.

• Supports geographic data analysis and mapping using GIS to track infrastructure assets, stormwater facilities, and project locations.

• Assists with operating and capital improvement budgets, including analysis of revenues, expenditures, and performance measures.

• Coordinates and supports Capital Improvement Projects (CIPs) through planning, design, and construction phases.

• Manages grant applications, tracking, and reporting; assists in identifying and securing funding opportunities.

• Provides information to the public and represents the department in meetings; responds to inquiries and complaints regarding City projects and programs.

• Researches records, maps, and other sources to obtain engineering data and respond to Public Records Act requests.

• Prepares staff reports, correspondence, and presentations for the City Council, commissions, and committees.

• Assists in the development and implementation of departmental procedures and policies.

Education and Experience

Education:

Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, civil engineering, environmental studies, or a related field.  A master's degree is desirable.

Experience:

• Management Analyst I:  Some professional-level administrative, analytical, or budgetary experience, preferably in a public works, engineering, or local government setting.
• Management Analyst II:  At least three (3) years of progressively responsible experience performing duties at the Management Analyst I level.

Licenses:

Possession of, or ability to obtain, a valid California Class C driver’s license.

Special Requirements:

• Ability to work in an office environment with occasional travel to field locations and meetings, including occasional evening or weekend commitments.  
• Ability to successfully pass a pre-employment drug screen, background check and Live Scan.

The individual will perform a variety of clerical and technical duties in support of the department’s operations.
