THE POSITION:

The ideal candidate for the Senior Secretary position in the City Clerk's Office will be a highly organized and detail-oriented individual, capable of handling a wide range of administrative and clerical duties. They should possess excellent communication skills, both written and verbal, to efficiently interact with members of the public, City officials, and other departments. Strong proficiency in office software, including word processing and spreadsheets, is essential for this role. The candidate will also need to demonstrate a deep understanding of record-keeping and be able to maintain confidentiality with sensitive information. Familiarity with the City's legislative process, Municipal Code, and Public Records Act is a plus. Additionally, the ideal candidate should be a proactive problem solver, with the ability to prioritize tasks and manage multiple projects simultaneously. Experience in taking minutes for a public body and interacting with members of the public is highly desirable.

The Senior Secretary position is a City-wide classification utilized in many departments. The current vacancy is in the City Clerk's Office; however, this list will also be used as vacancies open in other City departments.
 

 

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Relieve supervisor or other department staff of administrative support service functions; utilize independent judgement and initiative.
• Act as interdepartmental liaison relating to administrative or project support functions for the office and for compliance with city regulations and practices relating to those functions.
• Perform administrative clerical duties related to area of assignment such as rent review, automated inventory systems or plan review.
• Interpret, apply and explain polices and procedures related to area of assignment; determine eligibility of participation by individuals requesting services related to area of assignment.
• Prepare correspondence and supporting documentation relating to area of assignment; maintain accurate records and files of program activities.
• Plan, assign and review the work of assigned clerical  personnel including providing input on performance evaluations.
• Respond to public inquiries, both on the telephone and in person, and refer to appropriate staff member for more specific information as appropriate; exhibit familiarity with functions of the city.
• Assist in preparing procedures, operating manuals, written material, budgets, forms, charts and/or other documents for internal or external distribution.
• Act as information source to inquiries not requiring the supervisor's attention and otherwise assist in representing the department by telephone and in person.
• Type letters, reports, memoranda and other documents relating to the department or division which may include contracts, proposals, technical documents, statistical and/or special forms, budgets, and charts.
• Compose routine correspondence and memoranda; proofread for accuracy, correct form, content and proper English usage.          
• Collect information from a variety of documents pertinent to assigned department or functional area of responsibility; compile data for reports; prepare routine reports as required.
• Maintain and monitor records and files; follow up on due dates; perform other monitoring functions to ensure timely completion of work.
• May make appointments for staff and maintain daily  calendars; may arrange meetings and conferences for supervisor and/or other administrative staff; prepare material and handle transportation when necessary.
• Perform related duties as assigned.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Drives and operates a variety of collection vehicles and equipment including one or two-person-staffed refuse collection truck, front, rear and side loaders in the collection and transportation of residential and commercial refuse; responds to afterhours call-outs if assigned.
• Maintains assigned truck by regular cleaning and washing, including inspecting for mechanical or other operating problems; reports mechanical or related problems for maintenance; may perform minor maintenance as appropriate.
• Operates hydraulic/mechanical controls to load, compress, and dump refuse; collects and disposes of debris on assigned route; transports refuse to/unload at appropriate landfill sites and/or sewage treatment plant.
• Assists with battery sorting, electronic waste collection, bin repair or delivery, cardboard removal, illegal dumping cleanup, and any other related solid waste program or assignment.
• Completes and posts notification tags on containers, bins and dumpsters for unacceptable contents for refuse collection.
• Prepares, maintains and submits records, reports and forms including time records, equipment and maintenance records, and route maps and logs.
• Responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.
• Performs other related duties as assigned.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

SENIOR TRANSPORTATION ENGINEER

One (1) Position Available

The Organization

The Public Works, Transportation Engineering Division plans and operates a multi-modal transportation system with safe and convenient choices for walking, bicycling, driving and using transit, through local actions, and in coordination with regional and state transportation agencies. Our work is guided by a City adopted Mobility Action Plan, Vision Zero Action Plan and in Coordination with the City's Mobility Commission. 

The City is currently developing its first Active Transportation Plan (ATP), which updates and consolidates its previous Bicycle Master Plan and Pedestrian Master Plan and provides guidance for its active transportation programs for the next five years.

 

The Position

The Senior Transportation Engineer plays a key role in implementing Fremont's General Plan vision to be "a national model of how an auto-oriented suburb can evolve into a sustainable, strategically urban, modern city." Specific City goals and current projects include implementing the "Vision Zero" traffic safety improvement program, transforming Fremont's transportation corridors into "complete streets" that are safe, comfortable, and convenient for all travel modes and users of "All Ages and Abilities", reducing the number of vehicle miles traveled, expanding available transit services, modernizing the City's traffic signal system, upgrading State Highway corridors, and supporting new innovations in transportation technology.

In 2019, the City completed a Mobility Action Plan and formed a Mobility Commission to assist with plan implementation. Interested applicants are encouraged to read the Mobility Action Plan as well as the Mobility Chapter of Fremont’s General Plan available for viewing on the City’s website www.Fremont.gov. Minimum Qualifications

The successful candidate will typically possess the following:

• Experience: Five years of professional Transportation engineering experience at the fully qualified working level.
• Licenses/Certificates/Special Requirements:
  • Possession of valid registration as a traffic engineer or civil engineer issued by the California State Board of Registration for Professional Engineers is required. Dual registration is highly desirable.
  • This classification requires the ability to travel independently within and outside the City limits. Positions in this classification require possession of a valid Class C California Driver's License by the time of appointment. Failure to possess or maintain the valid required license shall result in discipline up to and including termination of employment.

ESSENTIAL JOB FUNCTIONS

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City park and recreation sites as needed. Water, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular and consistent attendance.

 

OTHER JOB FUNCTIONS

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Works as a member of the City pest control crew spraying various fertilizers, herbicides, pesticides, and other related chemicals in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, conduits, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves.  Work cooperatively with others. Work any shift including weekends and holidays. Perform related duties as assigned.

 

QUALIFICATIONS

Park Maintenance Worker I

Education:  High School Diploma or equivalent.

Experience:  Six (6) months of experience in the care and maintenance of landscapes or facilities.

License and Certificate:  Required upon hire, possession of a valid California Driver’s License

QUALIFICATIONS

Knowledge of:           

• Proficient knowledge of Adobe Acrobat and MS Office including Outlook, Word, Excel, PowerPoint, and Access.
• Working knowledge of enterprise-wide financial software preferred
• Bookkeeping principles and procedures; business mathematics
• Strong command of English language; spelling, grammar, and punctuation
• Type accurately at 45 words per minute

Ability to:      

• Communicate clearly and effectively in both oral and written form
• Understand and follow a variety of oral and written instructions with minimal supervision
• Apply operating rules and procedures of assigned department
• Establish and maintain effective work relationships with colleagues
• Maintain financial records and general filing systems
• Understand and perform routine accounting procedures
• Be proficient with and able to assimilate upgrades to a variety of computer software programs; operate standard office equipment and machines.
• Manage multiple tasks, meet deadlines and work under time constraints

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

 

Experience:

Four years (4) of experience performing duties comparable to those of an Office Assistant, including one year of standard bookkeeping duties.

 

OR

                       

Two years (2) of experience performing standard clerical duties, including usage of Microsoft Office Suite.

 

Education:     

The equivalent of the successful completion of twelfth grade; college degree preferred.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Human Services Specialist (Family Partner) will work as part of a team with counselors and case managers to provide services to parents and their children in Fremont, Newark and Union City. The incumbent will provide peer support and assist families in navigating systems and accessing needed services while promoting independence and advocacy skills through a respectful and non-judgmental manner. The Family Partner uses their own personal lived experience and ensures that the family’s perspective is represented in the provision of all services which will be conducted in the child’s home or school, at Youth and Family Services’ clinic located at the Fremont Family Resource Center or in other community settings.
