The County of Yuba is currently recruiting for the County-wide classification of Senior Accounting Technician. The current vacancy exists within the Treasurer – Tax Collector’s Office. Under direction, the incumbent performs a variety of technical financial and accounting duties that require a specialized knowledge; provide administrative support to assigned supervisor; perform the most difficult and responsible types of duties assigned to classes within this series, which may include providing lead direction over assigned personnel and performing duties including, but not limited to, verifying and updating assessment tax roll information, leading the centralized payroll function, and assisting with the preparation of budget documents and perform other duties as assigned. This is the advanced journey level in the technical accounting series.

Water Resources Mechanics perform a wide range of tasks involving mechanical maintenance and repairs of pumps, plumbing systems, electric motors, compressors, piping, boilers, underground infrastructure, facilities and buildings, carpentry, HVAC systems, mechanical drives, gear boxes, blowers, collectors, belt filter presses, and chemical feed systems. The work is done at the Water Reclamation Plant, located at 101 West Jack London Boulevard in Livermore.

A Water Resources Mechanic I performs a range of tasks requiring journey level mechanical ability and aptitude. Work assignments are performed according to established rules and procedures. Independent judgment is required and is supported at regular intervals by supervisory review and direction. A Water Resources Mechanic II is distinguished from the WR Mechanic I by the possession of advanced journey level mechanical ability and aptitude and is responsible for solving more difficult technical problems.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

The County of Yuba is currently recruiting for Extra Help-Cook within the Yuba County Jail. Under close supervision, prepares and provides institutional meals following federal and state nutritional guidelines, and performs other duties as assigned.  Yuba County staffs the Cook classification at the County Jail division in the Sheriff’s department  This position performs a full range of tasks associated with the preparation and distribution of meals to juvenile detainees and adult inmates.  The incumbent ensures that properly prepared nutritional meals are produced in a large volume, institutional setting.  Responsibilities also include overseeing detainees and/or inmates and institution workers assisting with food preparation. 

For successful performance, the incumbent would be required to have knowledge of principles, methods and equipment used in high volume meal preparation in an institutional setting; basic food groups and nutritional values; safe work practices related to food preparation, storage and service; basic business arithmetic; and basic inventory and record keeping principles and practices. Skill in overseeing and preparing meals in a large scale, institutional setting; overseeing and training others in basic cooking and work procedures; operating, cleaning and performing minor maintenance to large institutional food preparation and cooking equipment; maintaining accurate records and preparing work related reports; directing others in work procedures; and reading, understanding and following recipes and oral and written directions. Ability to interpret instructions and menus given by supervisor; know and understand how to clean and use kitchen equipment; observe inmates at work site; solve operational problems; remember cooking instructions; and explain work procedures to staff and inmate workers; supervise a kitchen facility utilizing inmate workers; and maintain intense concentration on activities going on around one’s location on a constant basis throughout the entire work shift. This is only a representative summary of the major duties and abilities for this position.

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff.   The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated.  The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.

The Department’s nationally and internationally recognized programs support thousands of residents throughout their life course, from infants to elders. The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team strives to provide and AFS staff work together to provide a continuum of supportive services that range from health promotion activities to home-based end of life care. AFS has a Senior InfoLine (phone and email) that is answered in 4 language (Farsi, English, Spanish and Chinese) that is often an entry point. As an older adult or their caregiver’s situation changes, they seamlessly have access to a continuum of programs that include counseling and emotional support; care coordination and resource assistance; specialized family caregiver support and education. Many of these supportive services are provided in the resident’s home. We also provide regular expert clinical consultation, supervision, opportunities for self-reflection, and team building, fostering a culture of empathy, inclusivity, humility, and respect.

The Position

Under the supervision of the Age Well Center Managers, the Chef/Food Services Manager position manages meal programs for the City of Fremont’s Age Well Centers. Chef responsibilities across both Age Well Center locations include the performance of menu planning, purchasing of foodstuffs, preparing quantity meals, supervising and assisting kitchen employees and volunteers and maintaining clean and orderly kitchens.

The incumbent will be responsible for properly cooked, economical, and wholesome, well balanced meals in City operated Age Well Centers. This position is not limited to being responsible for the assignment of work, supervision and evaluation of paid and volunteer food service workers. The review and approval of proposed menus, food purchases, control and monitoring of expenditure rates; and institution of disciplinary actions are functions reserved for the Program Coordinator or Age Well Center Managers.

Examples of Duties

• Plan menus with consideration for the dietary needs of older adults, wholesomeness, quantity of food to be prepared and budgetary constraints.
• Estimate food requirements and requisitions for food and supplies.
• Prepare, cook, and serve a wide variety of foodstuffs for quantity food service.
• May cut/carve and cook meats; bake breads, cakes and pastries; peel and prepare vegetables; and make salads.
• Place food in serving containers and serves food.
• Maintain proper temperature, rotation and storage of food.
• Direct and assist in cleaning kitchens and kitchen equipment after each meal.
• Estimate food requirements and requisitions for food and supplies.
• Direct and assist in the cleaning of the kitchen and kitchen equipment after each meal.
• Oversee that the kitchen and equipment are kept clean, sanitary and in proper working condition. Schedule regular maintenance of kitchen equipment as needed. Maintain standards of safety and sanitation in kitchen area.
• Recruit, train, supervise, instruct, and direct employees and volunteers assigned to working in the kitchens.
• Develop and support additional meal programs, including, but not limited to fundraisers, catering events and cooking demonstrations and special events.
• Keep records and prepare reports as required. Inclusive of any certification requirements and/or medical clearances required of subordinate employees and volunteers.
• Oversee community garden program, including crop rotation, seasonal planting, and maintenance assignment.
• Coordinate with office staff, marketing and sales strategies to increase visibility and participation for meal programs.
• Ensure kitchen compliance with health regulations and participate in health inspections.
• Other duties as assigned.
