Air Quality Planning Section (AB 617 Role)

The AB 617 Principal Environmental Planner will join a high performing and motivated team of professionals who work in deep partnership with the communities most impacted by air pollution. You will lead and contribute to the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members, partner organizations, local governments, the California Air Resources Board, and other state agencies. You will work to support community steering committees and other community partners determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication, project management and analytical skills, and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to lead and conduct research, analyze issues, prepare community centered planning materials including preparing and delivering presentations, writing summaries and plan documents, and craft recommendations to support community and Air District decision making.
 

Air Quality Planning Section (State and Federal Attainment Planning Role)

The Vocational Rehabilitation Services (VRS) team of the Human Services Agency (HSA) of San Mateo County is seeking qualified candidates for the position of Rehabilitation Production Supervisor I/II. This current vacancy is a permanent position assigned in Catering Connection and/or the WorkCenter program. The position is a shared assignment and will be scheduled weekly to work in Catering Connection and/or the WorkCenter. Under supervision, Rehabilitation Production Supervisor I/II will perform a variety of support activities and supervise the operation of Vocational Rehabilitation Services’ Catering Connection, and WorkCenter. The Construction Services Manager will directly perform a variety of new construction, skilled building and grounds repair and restoration work, supervises construction crews of staff, and manages the work of licensed contractors. This is skills-based physical labor work, in all weather conditions, for a person at an intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

The position reports to the Division Chief. Assorted tasks may be supervised by the Deputy Executive Officer. The position supervises 6-12 other staff.  

ESSENTIAL FUNCTIONS

• Schedule and prioritize construction projects.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to lift and carry items weighing up to 60 pounds for a distance up to 50 feet both indoors and outdoors;  frequently operate heavy equipment, hand tools, light equipment and power tools; constantly work in outdoor weather conditions; frequently move about work sites; communicate and exchange information; observe and document site conditions; transport equipment and tools between vehicles and work sites on a daily basis; and occasionally ascend/descend a ladder to access areas of work.

The Watershed Planning Project Manager (Class: Project Analyst II or Project Analyst III) will manage projects related to urban river restoration, public access, and open space conservation, master planning, and park development, including design and construction of new park amenities, creation of parkland in urban neighborhoods, renovation of infrastructure and buildings, acquisition of land, and planning in a watershed context. Capital projects include renovation of existing facilities, new construction by contractors and force account, and fee acquisition of land interests.

This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others, for a flexible person at an intermediate level. Project managers must also build community and political support, seek funding opportunities, actively cooperate with other government agencies and non-profit organizations, and keep abreast of related planning processes. Supervision

This position may report to the Chief of Watershed Planning, Chief of Park Development, or other Executive-level staff depending on MRCA's needs. Assorted tasks may be supervised by Executive Staff and may include participation in multi-division teams. The position supervises no other staff.

ESSENTIAL FUNCTIONS

• Implement multiple projects simultaneously: The project manager is the central point of contact on all issues concerning assigned projects and will be responsible for project quality. Perform project tracking, scheduling, and budget management.
• Analyze various planning documents and processes for consistency and impacts on MRCA's watershed planning priorities. Write formal comment letters and informal memoranda.
• Participate in planning processes related to the Los Angeles River and other local watersheds, at both regional and individual project scales.
• Identify potential projects and assess feasibility.
• Write and coordinate grant proposals and research new funding opportunities for land acquisition, park development, and related planning efforts.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, observe site conditions, and operate a computer and other office productivity machinery. Required Hours and Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. Remote working or a hybrid schedule may be allowed, subject to supervisor approval.

Wages

The range of hourly rates for a Project Analyst II is $27.27 to $33.15.

The range of hourly rates for a Project Analyst III is $30.57 to $37.15.

Classification Level

The selected candidate may be hired as a Project Analyst II or Project Analyst III, depending on experience. A Project Analyst II will perform the functions with a moderate level of supervision, making some judgments independently, and regular check-ins for guidance and task prioritization. A Project Analyst III will perform the functions with a low level of supervision and less frequent check-ins to verify tasks and decision support. Essential functions of the class include:

• Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).
• Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.
• Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.
• Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.
• Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.
• Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. Nature of work
Involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.  Some positions may also require the ability to operate both automatic and manual automobile transmission as needed. Employees may be required to work rotating shifts, nights, weekends, and holidays, and a shift of up to 12 hours.

MINIMUM QUALIFICATIONS:

1. Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building; AND

2. Possession of a valid California Driver’s License; AND

3. Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution: (Any of the following may be substituted for the required experience)

• Completion of a recognized four-year Stationary Engineer apprenticeship program
• Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology
• Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower

Medical Services Assistants II who are assigned to the clinics and perform advanced patient care duties as defined in the classification specification shall receive a differential of 6.2% in addition to all other compensation.

Qualifications

Certification Requirement:

• Theory and practice of total body substance isolation.
• Patients' rights.
• Elder and child abuse, and domestic violence reporting requirements.

Skill/Ability to:

• Follow oral and written instructions.
• Communicate effectively orally and in writing.
• Perform a variety of tasks and activities.
• Develop and maintain empathetic attitudes toward patients.
• Provide assistance in delivering patient care in a medical setting such as bathing, feeding, bed making, dressing, and sterilization of patient care equipment.
• Observe and record patient conditions and vital signs.
• Lift and transport patients and heavy items such as supplies and equipment.
• Work with patients with multiple diagnoses.
• Work with a culturally, socio-economically diverse patient population of varying ages.

Other Requirements:
These positions may require that employees work weekends, holidays, evenings or other shifts and be on-call.

Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.
