 The Accounting and General Services Specialist III position is in the Community Action Department. This position performs a variety of highly complex technical para-professional administrative duties including lead and/or supervisory duties in support of one or more of the following functional areas; facilities management, fiscal and accounting; department administrative or department projects, or programs, that require a thorough knowledge of the terminology, procedures, and practices for the assigned functional area; and performs related work as assigned. The Accounting and General Services Specialist III classification differs from the level II classification, which is the journey level in the series and does not provide supervision or handle highly complex administrative support duties. This position is full-time and is scheduled for forty (40) hours per week. 

WHAT YOU’LL DO

• Maintains routine and highly complex administrative, accounting, personnel, payroll, and/or fiscal records.
• Maintains journals and general ledgers of financial transactions and prepares analytical reports on revenues and expenditures.
• Enters data into computer systems and maintains information systems database; processes transactions, assesses and validates data, compiles documentation, reconciles reports.
• Reviews, verifies, and processes documents related to department activities including budgets, contracts, grants, claims, legislation, purchasing, and other specialized documents based on area of assignment.
• Verifies and reconciles various information, reports, journals or related fiscal and statistical data.
• Prepares presentations, general and technical correspondence, develops forms, tracking systems, databases, and spreadsheets.
   

The Yuba County Probation Department is seeking to fill a full-time Correctional Technician position at its Youth Detention Facilities. Working under general supervision, the Correctional Technician is responsible for monitoring video and audio systems to maintain the safety and security of both youths and staff within the secure detention areas. Additional responsibilities include performing various technical and clerical tasks related to the intake and release process for juveniles at the Tri-County Juvenile Hall and Maxine Singer Youth Guidance Center, inputting relevant data into the booking system, documenting observations of juveniles, providing public reception and assistance, and other related duties as assigned.

EXAMPLES OF DUTIES:

Essential:

• Process paperwork provided by law enforcement officer or the courts for new inmates or youth; verify information on booking forms; obtain signatures; oversee telephone usage; obtain photographs; inventory and securely process property and money for safekeeping.
• Gather and enter inmate or youth information into computerized booking system; prepare and route computer-generated booking; complete files, logs, charts and other documents associated with jail or juvenile detention facility booking activities.
• Participate in monitoring safety and security of the staff, inmates, juveniles, visitors and facility; notify appropriate staff of any incidents, problems, or suspicious behavior.
• Observe and assess the behavior of inmates or youth from a control room; monitor radio communications; and operate intercom and electronic door controls in routine and emergency conditions.
• Process court paperwork, process discharge paperwork, and enter data into computer system.
• Update manual and automated inmate or youth records and tracking systems.
• Monitor inmates or youth on exercise yard from a controlled area; monitor and document inmates’ or youths’ recreational activities.
• Process and monitor visitors, ascertains nature of business, assist and/or direct visitors to appropriate person, observe visitation, report security violations.

POSITION

Provides staff assistance to a City Administrative official; performs responsible professional and technical administrative and analytical duties.  Duties involve budgets, policies, procedures, organization, planning, contracts, facilities, systems, equipment, supplies, special projects, etc., depending on the job assignment, all or some of the following duties and qualifications may be invoked at the discretion of the Department Director.  The purpose of this recruitment is to fill an upcoming vacancy in the Community Development Department and in the Police Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

Candidate must be able to learn the complex duties of the Department, including budget preparation, creating and monitoring revenue projections, and reviewing expenditure reports, as this position is responsible for overseeing the department budget for all program areas. The Ideal Candidate for this position must be a “team player” with excellent interpersonal and time management skills along with a well-established approach to customer service with both the public and staff. The Ideal Candidate must demonstrate the ability to understand complex issues, demonstrate excellent supervisorial skills as well as make proper independent decisions related to budgeting, department administration, contract management, and complex administrative processes and projects. Effective written and verbal communication skills are essential.  Ability to understand and speak a second language is highly desirable.

Management Analyst I - This is the entry level class in the Management Analyst series.  Positions at this level are distinguished from the II level by the performance of less than the full range and complexity of duties as assigned to the journey level class within the series.  Incumbents at this level typically have limited related work experience and are unfamiliar with the functions, operations and procedures of assigned department or office. This class, therefore, is typically used as a training class within the series.

Management Analyst II - This is the full journey level class of the Management Analyst series.  Positions at this level are distinguished from the Management Analyst I level by the performance of the full range and complexity of duties as assigned with minimal assistance or direction.  Incumbents are thoroughly familiar with the operating procedures of the department or office to which assigned, and possess technical expertise related to assigned program responsibilities.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

• Compiles data and assists in developing recommendations on the formulation of policy, procedure, staffing, and organizational changes; participates in the installation of new and revised programs, systems, procedures and methods of operation.
• Conducts surveys and performs research and statistical analyses on administrative, fiscal, personnel, and/or operational problems.
• Assists in the process of identifying City wide or Department-wide information system needs, including computer hardware/software and training programs.
• Researches and/or assists in the preparation, analysis, and administration of the department operating and/or capital budget.
• Researches, develops, reviews, and prepares grant applications, including monitoring existing programs for compliance with regulations.
• Represents the City in intra-departmental, community, and professional meetings.
• Develops budget documents.  
• Tracks expenses to ensure compliance with the budget.
• Responsible for managing contracts within the City.  This includes developing Request for Quotations (RFQ), Request for Proposals (RFP) and monitoring for compliance and budget.
• Compiles materials and prepares and/or assists in the preparation of reports, manuals, and publications.
• Assists in the coordination of departmental activities with departmental divisions, other City departments and outside agencies.
• Assists in the design and implementation of systems and forms for use in a City department or administrative office including, but not limited to, City wide information systems.
• Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to employees, department and the public.
• Performs related duties as assigned.

Education

Management Analyst I and II:

Equivalent to a Bachelor’s degree from an accredited college with major coursework in public administration, business administration, or a closely related field

Experience

Management Analyst I:

One (1) year of administrative, budgetary or other management analysis or similar experience

Management Analyst II:

Two (2) years of experience comparable to that of a City of Woodland Management Analyst

Knowledge of a second language is highly desirable.

The Community  Action Program Specialist determines client’s needs for program services and provides case management and/or crisis intervention in one or more various program areas. The Community Action Program Specialist II is the full journey level class within the series and is   distinguished from the entry level class by the performance of the full range of duties, including the more complex cases. This position is full-time and is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Analyzes clients’ financial and eligibility information to determine initial or continuing eligibility for programs.
• Secures case documentation, records, and/or other information from other agencies as required.
• Interview and evaluates clients for specific program services eligibility and/or employment opportunities, including service needs assessment and crisis intervention, to assist individuals/families in achieving self-sufficiency. 
• Conducts orientation workshops for new and returning participants; explains regulations, rules and policies to clients and apprises them of their rights and responsibilities for program participation.
• Receives and responds to inquiries regarding program services from clients, other agencies, and the general public.

The County of Yuba is currently recruiting for a Deputy Director of Community Development and Services Agency - Planning Department. The incumbent will Assist the Community Development and Services Agency (CDSA) Director in planning, organizing and administering the work in the programs and activities of the Planning Department. Implementation and management of the strategic plan and performance management in a manner that supports CDSA program development and decision-making; act as a liaison with other County departments and agencies that have a regulatory or shared interest in service provision with CDSA; and perform related duties as assigned.  

Examples of Duties:

• Provide day-to-day supervision over assigned divisions, programs, and special support functions.  
• Manage, plan, organize, administer, review and evaluate the activities of assigned CDSA staff and contract staff through subordinate levels of supervision; evaluate program effectiveness and modify accordingly.  
• Assist in developing and directing the implementation of goals, objectives, policies, procedures and work standards for assigned functional areas of CDSA; implement policy and procedural changes as required.  
• Assist in the development of funding sources and oversee the submission of grant applications and the administration of grants, including the timely submission of required program, audit and financial reports. 
• Direct the preparation and administration of multiple budgets for assigned functional areas of CDSA. 
• Interpret laws and regulations and resolve complex administrative and service provision problems within the required laws, regulations and standards.  
• Monitor changes in laws, regulations, programs and techniques in all functional areas; evaluate their effect upon CDSA activities; recommend and implement policy and procedural changes as appropriate.
• Prepare and direct the preparation of a wide variety of analytical and statistical reports on behalf of CDSA for county management, governmental agencies, community partners, and private organizations; make presentations to the County Administrator, CDSA Director, Board of Supervisors and other agencies; represent the County in meetings with individual and groups.   

Salary Range is $150,000- $225,000 negotiable; likely starting salary in the $180,000 to $200,000 range. 

The City Manager is the administrative head of the government of the City. Under the direction and control of the City Council, the City Manager is responsible for ensuring that the policy directions set forth by the City Council are carried out and the day-to-day operations of the City government run smoothly.

Some of the duties of the City Manager include:
