THE POSITION: The Public Works Department at the City of San Mateo has an opportunity for a per diem laboratory analyst to perform a variety of physical, chemical, biological and bacteriological analyses of water and wastewater according to standard methods and procedures.

MINIMUM QUALIFICATIONS:

• Two years of college study with at least twenty semester units of chemistry, biology or related science. A Bachelor's degree in chemistry, biology or related science would also be qualifying.
• One (1) year of work experience in an analytical laboratory.
• Able to work independently with direction from senior laboratory analyst/ laboratory supervisor

EXAMPLES OF DUTIES:

• Duties may include, but are not limited to the following:
• Following established procedures, perform physical, chemical, and bacteriological analyses of water,
• wastewater, and related materials.
• Collect varied samples for analysis from specific locations according to a predetermined schedule; may collect special samples as conditions indicate.
• Compile and record onto standardized worksheets, logs, and forms, perform calculations and transfer data to database.
• Prepare chemicals, bacteriological media, and standard test solutions.
• Clean and maintain laboratory, equipment, and instruments.
• Maintain inventory of supplies.

This position will perform a variety of responsible law enforcement and crime prevention work, including patrolling assigned areas, answering calls and complaints, investigating crimes, serving civil papers, and providing court room security; enforce all federal and state laws and local ordinances related to public safety and welfare.

WHAT YOU’LL DO

• Performs routine patrol duties, including but not limited to patrolling assigned areas of the County; responding to emergency calls and/or public calls for assistance; investigating disturbances, prowlers, burglaries, thefts, vehicle accidents and other crimes; checking buildings for physical security, etc.

• Administers first aid in emergency situations.

• Participates in other special projects and programs as assigned.

• Performs duties related to crime prevention and community relations.

• Performs general administrative work, including but not limited to attending meetings, preparing correspondence and reports, entering computer data, maintaining files, answering the phone, etc..

This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.

WHAT YOU’LL DO

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.
• Maintains the safe and orderly operation of the County jail facility; monitors security cameras and door warning lights; screens and monitors visitors. Inspects all of inmates’ incoming and outgoing mail and telegrams.
• Inspects facilities regularly.
• Monitors the condition and activities of prisoners.
• Prepares prisoners for court appearances; provides transportation as necessary.
• Administers First Aid in emergency situations.
• Performs general office work, including but not limited to entering computer data, copying and filing documents, etc.
• Prepares and submits required records and reports.
• Performs related duties as assigned.

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

• Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. 
• Positions in this classification require one to bend, stoop, kneel, reach, climb, and stand for long periods of time. 
• Employees must be able to lift, carry, push, and pull materials and objects necessary to perform job functions. 
• Must be able to adapt and work day, swing or graveyard shift.
• Environmental Factors
  • Employees work primarily in the field and are exposed to noise, dust, pollen, grease, smoke, fumes, chemicals, noxious odors, gases, heat, and cold in confined workspaces and in all types of weather conditions. 
  • Employees may interact with upset staff, public and private representatives, and contractors in interpreting and enforcing regulations and departmental policies and procedures.
     

BASIC EXAMPLE OF DUTIES

• OPERATOR I (COLLECTION)
  Duties may include, but are not limited to the following:
  • Performs operation and maintenance on sanitary sewer pump station.
  • Responds to service requests regarding clogged mainline stoppages, mainline breaks, manholes and related structures.
  • Performs mechanical work in repairing and installing equipment.
  • Operates compressor, air gun tamper, backhoe and other related construction tools.
  • May undertake minor carpentry, plumbing, cement work and electrical.
  • Performs general grounds maintenance work, sweeping, sanding, painting.
  • Maintains routine and daily records.
     
• OPERATOR II (COLLECTION)
  Duties may include, but are not limited to the following:
  • Lead a crew in the safe performance of preventive, corrective, and emergency maintenance of sanitary sewers
  • Respond to service requests, unclog mainline stoppages, and keep records on sewer line cleanings and state of existing problems within the Collections System
  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.

This position is a working level civilian class in law enforcement, performing a variety of non-sworn duties in support of law enforcement activities.  Incumbents may perform civil, code enforcement, and criminal services including a variety of routine to more complex non-sworn law enforcement and crime prevention work including patrolling assigned areas, answering calls for service and complaints, serving civil papers, providing court room security; and enforcing local ordinances related to public safety and welfare.  As a County Services Officer he/she will enforce Division 14 of the Agricultural Code of the State of California and enforce the County ordinance governing the animal and rabies control program, in an effort to maintain public safety and welfare.  This position is scheduled for forty (40) hours per week. 

WHAT YOU’LL DO

• Enforce Title 8 of the County Code and Division 14 of the California Agricultural Code pertaining to animal control and treatment.
• Prepares various reports and case files on investigations, issues citations and warnings for violations of ordinances; files charges with District Attorney as appropriate; testifies and presents evidence in court.
• Works with other law enforcement agencies in matters related to the investigation of crimes and apprehension of offenders. 
• Process and serve documents involved in civil actions including summons, complaints, claims of plaintiffs and orders; declarations and orders of examinations, Notice of Entries of Judgments, civil and criminal subpoenas, Notice to Vacate Premise and process writs of execution including the preparation of orders for wage garnishment.
• Performs general office work as required, including but not limited to preparing reports, maintaining records and files, and entering computer data.

Under direction of a Division Commander and supervision of a Sergeant, relieves sworn police personnel from a variety of non-hazardous tasks and responds to service calls of a non-felonious and non-violent nature, and performs other duties as assigned.

Public Health Nurse Intern: is a recruiting and training level class established to qualify candidates for duties as a PHN in Yuba County Health & Human Services Department. Under close supervision, incumbents learn and perform a variety of public health nursing duties in assigned program areas while pursuing a Public Health Nurse Certification. Upon satisfactory completion of the PHN Certification, the PHN Intern are eligible for promotion to the level of PHN. Incumbents who do not successfully complete the PHN certification as prescribed herein may be released from employment.

Public Health Nurse: is the entry level in this class series. Initially under close supervision, incumbents learn and perform a variety of public health nursing duties in assigned program areas. As experience is gained, assignments become more complex and are performed under more general supervision.
