THE POSITION: The Public Works Department at the City of San Mateo has an opportunity for a per diem laboratory analyst to perform a variety of physical, chemical, biological and bacteriological analyses of water and wastewater according to standard methods and procedures.

MINIMUM QUALIFICATIONS:

• Two years of college study with at least twenty semester units of chemistry, biology or related science. A Bachelor's degree in chemistry, biology or related science would also be qualifying.
• One (1) year of work experience in an analytical laboratory.
• Able to work independently with direction from senior laboratory analyst/ laboratory supervisor

Recreation Supervisor (Aquatics and Fitness)

This is an exciting opportunity to join our team at the forthcoming state-of-the-art aquatic and recreation facility set to open in Summer 2024. The brand-new 49,360 sq ft facility will feature indoor and outdoor lap pools, a zero-entry wading pool, fitness amenities, a gymnasium, a walking track, and ample space for programming and rentals. 

The successful candidate will be responsible for professional recreation duties, encompassing the planning, organization, coordination, and supervision of aquatics and fitness programs at the facility. We are seeking candidates with substantial experience in Aquatics and Fitness, and preference will be given to those holding certifications such as AFO, CPO, LGI, WSI, or other relevant Aquatics and Fitness Certifications.

Responsibilities of the Recreation Services Supervisor include, but are not limited to:

•    Managing and supervising assigned operations to achieve goals within available resources; planning and organizing workloads and staff assignments; trains, motivates and evaluates assigned staff and volunteers; reviews progress and directs and implements changes as needed.

•    Providing leadership and direction in the development of short and long range plans; gathering, interpreting, and preparing data for studies, reports and recommendations; coordinating department activities with other departments and agencies as needed.

•    Providing professional advice to supervisors; making presentations to supervisors, boards, commissions, civic groups and the general public.

•    Communicating official plans, policies and procedures to staff and the general public.

Requirements

In addition to graduation from a four-year accredited college or university with major coursework in recreation, physical education, social work, gerontology, public administration or another closely related field of study – the candidate will also have three (3) years related paid recreation work experience at a level comparable to Recreation Services Coordinator or similar position with significant experience in the implementation of recreation and human services program or activities. 

Additionally, the candidate should possess a valid California driver’s license or ability to obtain one, and may be required to obtain and maintain a Class B driver’s license. First Aid, American Red Cross Lifeguard  Instructor, CPR, and other specialized certifications may be required based on supervisory assignment.

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

• OPERATOR II (COLLECTION)
  Duties may include, but are not limited to the following:
  • Lead a crew in the safe performance of preventive, corrective, and emergency maintenance of sanitary sewers
  • Respond to service requests, unclog mainline stoppages, and keep records on sewer line cleanings and state of existing problems within the Collections System
  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.

THE DEPARTMENT

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings.  The Transportation Division promotes the safe movement of people and goods throughout the city by maintaining and enhancing a functional and efficient transportation network.  The division promotes the use of public transit, ride sharing, bicycles, and walking and manages the City’s 40 traffic signals, 2200 streetlights, and overall roadway network. They also coordinate the free shuttles, safety education, and neighborhood traffic calming programs. 

Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including: 

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has 72 full-time equivalent staff members and a nearly $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximately $100 million capital program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

THE POSITION

The Assistant Public Works Director – Transportation is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Transportation Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to transportation planning and engineering, and/or utilities sections.

In managing and coordinating division service for large and complex transportation projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain procedures, permitting, and transportation impact analyses. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements.  They will also prepare transportation impact analysis reports and transportation sections of environmental impact reports in accordance with local, CEQA and NEPA requirements.

COMMUNITY SERVICE OFFICER

This is a Full Time, non-sworn, recruitment. 

Under direction of a Division Commander and supervision of a Sergeant, relieves sworn police personnel from a variety of non-hazardous tasks and responds to service calls of a non-felonious and non-violent nature, and performs other duties as assigned.

Summary Description

Under the administrative direction of the Public Works Director, assists in planning, directing, and organizing the activities and operations of the Water, Wastewater, Streets, Parks, Facilities and Fleet Divisions of the Public Works Department. Specifically responsible for providing leadership, management and administration of highly complex technical, financial, statistical and analytical work of the Department. The incumbent may assist the Director in public activities or meetings and oversees coordination of other services areas as directed.  Provides general supervision to subordinate level professional, technical, maintenance, recreation, and clerical staff.  Performs other job-related work as required.

1. Provides direct technical and administrative assistance to the Director of Public Works concerning the operations of the Public Works Department.
2. Bachelor’s degree from an accredited college or university with major course work in civil engineering, urban studies, public administration, physical or natural sciences, or a related fields. A Master’s degree is highly desirable.

Experience:

Four years of increasingly responsible professional experience with a public agency in engineering, planning, public administration, or closely related field including two years of administrative and supervisory responsibility.

License or Certificate:

Possession of an appropriate, valid driver’s license.

The Department

The Library and Community Services department is responsible for providing excellent customer service through recreational, educational, and cultural programs for children, adults and seniors. Our facilities include 221 acres of parkland distributed among 13 parks, two libraries, two community centers, two public pools, three childcare centers, two gymnasiums, and one gymnastics center. Included in the parks and recreation areas are tennis and pickleball courts, dog parks, softball diamonds, picnic areas, playgrounds, soccer fields, a skate park, shared use of a performing arts center and open space.  The City of Menlo Park is preparing to open a state-of-the-art new facility that will incorporate a community center, gymnasium, aquatics center, senior center, youth center, and branch library in 2024.

THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. JOB SUMMARY:  The Maintenance Instructor is responsible for all the classroom and on-the-job training activities relating to current bus maintenance for the San Mateo County Transit District (SamTrans), Caltrain, and the San Mateo County Transportation Authority (TA).

EXAMPLES OF ESSENTIAL FUNCTIONS:

• Develops classroom on-the-job training and exit examinations relating to SamTrans Core Maintenance Training Curriculum: Shop Safety and PM Procedures, Core Repair Skills, Air Brake Systems, HVAC Systems, Basic Electrical Systems, Multiplex and Charging Systems, Diesel Engine Electronic Controls, Diesel Engine Tune-up and Troubleshooting, Light Duty (hydraulic) Brake Systems, Vehicle Subsystems, HD Steering Hydraulic Systems, and Suspension Systems, Automatic Transmission, ACS Diagnostics & Repair, Fare Collection Equipment, Hybrid Drive Systems, Battery Electric Drive Systems and Fuel Cell Battery Electric Bus Systems, Camera System Maintenance & Repair, Medium Duty Gasoline Engines.
• Serves as one of the principal instructors.  Oversees and evaluates vendor provided training activities.
• Oversees on-the-job training activities, mentors, coaches, guides, and directs progressive maintenance training. Maintains written and electronic records and performs proficient evaluations. 
• Collaborates in the development and implementation of testing programs for bus maintenance personnel.
• Develops and implements all maintenance safety training programs in collaboration with the Safety Department and management. Certifies that District employees meet established requirements for Forklift Operation, Hazardous Materials First Responder, First Aid, CPR, and AED Training.
• Oversees the District’s maintenance training programs.

EXAMPLE OF DUTIES:

• Stays current with new developments in the field of Training and Adult Learning Strategies.  Assesses the effectiveness of in-house training programs and recommends program upgrades with presented examples.
• Conducts skills gap assessments.  Develops a comprehensive training curriculum for all mechanic classifications, including Utility Workers, and reviews and updates as needed based on current technologies.
• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.
• Performs all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

SUPERVISION: Works under the general supervision of the Deputy Director, Bus Maintenance who establishes goals and objectives and evaluates performance.
