SUMMARY DESCRIPTION:

Under direction, performs a wide variety of professional analytical and administrative duties in support of assigned functions, operations, programs, department, and/or division; performs duties in support of various administrative operations and activities including special projects, research studies, budget analysis, and other specialized functions; coordinates and performs a variety of contract and grant administration duties; prepares various reports to improve the efficiency and effectiveness of operations; coordinates assigned activities with other departments, divisions, outside agencies, and the general public; provides information and assistance to the public regarding assigned programs and services; and may assign work or provide lead direction to clerical staff.

REPRESENTATIVE DUTIES:

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Administer and coordinate assigned functions or projects; participate in the development and implementation of goals, objectives, and priorities for assigned functions or programs; recommend and implement resulting policies and procedures; create and modify policy and procedural manuals and guidelines. 2. Prepare and present comprehensive reports that present technical, financial and statistical data, identify alternatives, and include conclusions, forecasts, and recommendations. 3. Participate in the budget development and administration for assigned area of responsibility; analyze proposed capital, operating, and maintenance expenditures; prepare reports and analyses related to impact of budgetary decisions; prepare financial forecasts; track and monitor budget expenditures. 4. Provide assistance in resolving operational and administration issues; identify issues and conduct research to find alternative solutions; make recommendations and assist in implementation. 5. Investigate, analyze, develop and prepare special studies or projects; perform complex research and analysis of new programs, services, policies, and procedures; prepare and present reports. 6. Plan, coordinate, and evaluate activities associated with assigned contracts; participate in research and evaluation of proposed contractual obligations and agreements; assist in contract negotiations and administration; monitor compliance with applicable contractual agreements. 7. Coordinates grant administration activities; prepare, write, review, and monitor grant applications; monitor existing programs for compliance with regulations. 8. Analyzes federal, state, and local legislative proposals for impact on assigned operations. 9. Coordinate, prepare, and conduct marketing, public relations, and outreach programs; prepare marketing material including brochures, posters, articles, advertisements, flyers, schedules of events, and pamphlets; attend and participate in community groups and meetings; educate the public on assigned programs. 10. Provide staff assistance to higher-level management staff; participate on and provide staff support to a variety of committees, boards, and commissions; prepare and present staff reports and other correspondence as appropriate and necessary. 11. Coordinate and collaborate with departments, divisions and outside agencies; serve as a liaison with public and private organizations, community groups and other social organizations; provide information and serves as a resource. QUALIFICATIONS:

Understand the organization and operation of assigned department and outside agencies as necessary to assume assigned responsibilities. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, economics, environmental science/studies, or a related field. Experience: Four years of increasingly responsible administrative, analytical, and/or budgetary experience.

The City of Patterson is seeking a qualified Assistant Engineer to design and develop plans, specs, and standards for public works in the City.  Ensure compliance, issue permits, and coordinate bidding processes/surveys for future public-works projects. 

 

The City of Patterson is currently seeking to fill one (1) vacancy for a part-time Facility Custodian with the Public Works Department and to establish an Eligibility List.

Duties include, but are not limited to: under general supervision, performs routine custodial and cleaning duties in municipal buildings and adjacent grounds; sweeps, mops, scrubs, and polishes floors; sweeps and vacuums rugs; empties, cleans and lines waste receptacles and disposes of trash; moves office furniture and equipment and may make minor repairs; maintains equipment and materials in proper condition; performs related work as assigned.

This is a part-time position with hours up to 19 hours per week.  Must be available to work evenings, holidays, and weekends with varying shifts and schedules.  

 

THE POSITION

This position receives general supervision from the assigned Director and will be considered a position that carries dual responsibilities. The selected candidate will exercise direct supervision over park maintenance workers, janitorial staff, and support service personnel.  He/she will be a working supervisor who provides leadership and direction to assigned staff while also functioning as a skilled tradesperson who is able to take the lead and fill in as needed, in any section of Parks and Facilities.

As Parks Supervisor, the incumbent directs and coordinates park maintenance employees and supports service crews.  

• He/she will oversee, coordinate and/or lead park and facilities personnel, support service crews, and park maintenance crews.
• Schedules and directs the work of assigned parks maintenance personnel, including ensuring parks and facilities are properly prepared for rentals and reservations.
• Works with crews to assure accuracy and compliance with City standards.
• Submits weekly logs of work in progress and jobs completed by crews.
• Responds to public complaints regarding parks projects through proper channels and informs appropriate staff of City standards and policies.
• Coordinates with the Recreation Division on all events to ensure parks and facilities are properly prepared; assigns staff to assist with events as needed.
• Performs employee evaluations for assigned staff.

As Facility Supervisor, the incumbent directs and coordinates maintenance, repair, and upkeep of City buildings and facilities, and supervises janitorial staff responsible for the cleaning and sanitizing of City buildings and facilities.

• Performs a variety of work in the maintenance, construction, alteration, and repair of City buildings and facilities; identifies and corrects building and equipment problems to maintain facilities in a safe condition, prevent degradation of City property, and prevent failures that would cause reduction in service.
• Performs skilled work across multiple building trades including carpentry, plumbing, painting, electrical, HVAC, welding, and related crafts to maintain and repair City buildings, structures, and equipment.
• Inspects City buildings and structures to identify repair needs; evaluates conditions and recommends appropriate corrective action or modifications to meet City standards and building codes.
• Obtains estimates and quotes for materials and equipment needed for repairs and completion of job tasks; prepares reports of inspections and labor and material estimates for the Director.
• Supervises janitorial staff responsible for cleaning and sanitizing City buildings, facilities, and park restrooms; ensures facilities are properly prepared for rentals and reservations; monitors service standards and schedules.
• Performs general maintenance and janitorial duties as needed.
• Installs, programs, and maintains security camera systems at City buildings, parks, and facilities to ensure proper coverage and functionality.
• Performs and schedules preventative maintenance on City buildings, facilities, and equipment to minimize deterioration and reduce the need for costly repairs.
• Remains current on job-specific expertise through trade publications, vendor communication, and other sources to keep abreast of the latest technological developments and products.
• Performs related work as required.

RESPONSIBILITIES:

May include, but are not limited to, the following:

Knowledge of the methods, procedures, equipment, tools, practices, and techniques used in facilities building maintenance and parks, including carpentry, plumbing, woodworking, painting, electrical, heating, welding, and/or ventilation work; methods, materials, practices, and tools of the building and construction trades; principles and practices of effective supervision, training, and performance evaluation; cost estimating and design; basic principles of mathematics; occupational hazards and standard safety procedures; pest control; and irrigation systems. Ability to oversee, coordinate, and direct the work of others in a supervisor capacity; plan, organize, and implement a comprehensive maintenance program for the City's parks and facilities; inspect buildings and equipment to locate conditions needing repair; estimate time and materials needed to complete work projects; program computerized energy control systems; interpret and work from blueprints, diagrams, and sketches; safely operate necessary equipment efficiently and skillfully; maintain records and logs; observe safety principles; follow written and oral directions; prepare accurate written reports; establish and maintain effective working relationships; and communicate clearly and concisely, both orally and in writing. Skill to safely and effectively operate a variety of power and hand tools used in the construction, maintenance, and repair of facilities.

Resources:  Including Equipment, Materials and Records; various hand and power tools, digging and cutting tools, portable generator, telephone, reports, forms, pencils, and pens, calculators, automobile, maps, plans, and blueprints, key to City locks.
 

Solving Problems and Performance of Others: Troubleshoots and resolves non-routine maintenance and repair issues across parks and building systems and independently determines appropriate corrective action. Supervises parks maintenance workers, janitorial staff, and support service personnel and performs building and facilities repair and maintenance work independently.
 

Relations: Internally works with supervisors, other construction and maintenance personnel, and all City departments. Externally represents the city and communicates with various outside agencies.
 

Communications: Communicates effectively in oral and written form; prepares accurate written reports; recognizes unusual, inefficient, or dangerous operating conditions and takes appropriate action.

Safety: Daily exposure to hazardous conditions associated with tool and equipment usage and exposure to the elements while performing duties. Consequences range from minor injury such as scrapes, contusions, burns, and abrasions up to and including permanent disability or death.

• Plans, develops, coordinates and executes work programs and resource management projects.
• Assists in maintaining park water distribution and irrigation systems.
• Maintains park areas to reduce fire hazards and performs fire fuel-reduction activities, as necessary.

• Administers emergency first aid to sick or injured park visitors.
• May be required to drive District or personal vehicle.
• May operate heavy motorized equipment.

Qualifications:

Education/Experience: A typical way to obtain the knowledge and abilities would be: an Associate of Science degree with work in natural resources or a closely related field, and one year of experi­ence in trail care, protection of flora and fauna, public facilities care, law enforcement and interpretation; or an equivalent combination of education and experience.

Language Ability:
Ability to read, analyze and interpret common professional and technical journals and legal documents. Ability to respond to common inquiries or complaints from visitors. Ability to write routine reports and present information to the public.

Math Ability:
Ability to work with mathematical concepts such as probability and statistical inference. Ability to calculate figures and amounts such as percentages, area, circumferences and volume. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability:
Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret a variety of technical instructions and deal with abstract and concrete variables.

Certificates and Licenses:

• First Aid/CPR/AED certification required within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Possession of, or ability to obtain, certification as a limited peace officer of the State of California (P.C.832).

Under general supervision, performs technical paraprofessional accounting duties including payroll processing and accounts receivables and payables for Conejo Recreation & Park District (CRPD) and Mountain Recreation & Conservation Authority (MRCA); prepares accounting records and journal entries as necessary; generates reports and reconciles data; and performs other related duties as assigned.

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal entries; corrects discrepancies.
• Compiles timesheets from District and MRCA employees, inputs payroll data into payroll system, prints proof list and verifies hours; corrects errors in time reporting; processes payroll and allocates payroll costs to budget appropriation accounts.
• Calculates and prepares payment for a variety of taxes including sales tax, payroll taxes and income withholdings; assists with issuance of employee, contractor and vendor tax statements.
• Processes routine and special check runs; validates accuracy of coding and payments and prepares checks for mailing or distribution.
• Prepares direct deposit, warrants and wire transfer information for approval and transmittal to the bank before established deadlines; prepares bank deposits.
• Maintains independent contractor and vendor records and databases including contracts, payment and ACH information.
• Assists with generating financial reports, spreadsheets and records; maintains purchase order file and records expenses; scans and files data and documents in accordance with District and MRCA records management policies and procedures.
• Gathers statement backup and reconciles Cal-Card statements; processes approved payments.
• Researches and answers District and MRCA employee and department inquiries regarding payroll, reimbursements and general status inquiries.  

Other Duties and Responsibilities

• Provides backup to divisional administrative staff.
• Assists in research and preparation of data for payroll and financial audits and special reports requested by auditors, MRCA administrators, and other public agencies.

Qualifications

Language Ability: Ability to read and interpret accounting documents, procedure manuals and govern­mental regulations. Ability to write routine reports and correspondence. Ability to effectively communicate business needs.  

Math Ability: Ability to accurately calculate figures and amounts such as discounts, interest, commis­sions, proportions and percentages. Ability to apply concepts of basic accounting and finance.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to analyze and reconcile fiscal recording, banking and payroll records. Ability to interpret a variety of instructions provided in written or oral form.

The City of Stockton Human Resources Department is seeking a Program Manager III who will be responsible for managing the department’s budget, contracts, compiling and analyzing data, as well as preparing reports in support of division operations, departmental initiatives, and labor negotiations. The incumbent will work a City of Stockton 9/80 schedule: 7:30am - 5:30pm Monday through Thursday; 8:00am - 5:00pm Fridays, with every other Friday off.

SUMMARY DESCRIPTION

To operate a computer aided dispatch (CAD) and radio system, receiving calls and dispatching public safety equipment and personnel, and maintaining public safety records and reports.

DISTINGUISHING CHARACTERISTICS

Serves as a relief Public Safety Dispatcher. The Reserve Dispatcher performs the routine tasks and duties assigned to Public Safety Dispatchers working on-call and subject to various shifts and workday assignments including nights, weekends and holidays.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from sworn or other supervisory personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

·         Receive emergency and non-emergency telephone calls from the public and other jurisdictions.

·         Dispatch police personnel and equipment in response to such calls; transfer fire and medical                communications to appropriate agencies.

·         Relay emergency and non-emergency information to public safety personnel in the field.

·         Relay information to other agencies as required; search and relay warrant information.

·         Monitor multiple radio frequencies; maintain status of public works units, as necessary.

·         Maintain accurate record of location and status of public safety units.

·         Monitor security cameras and monitors for the various city facilities.

EXAMINATION PROCESS 

Those applicants who meet the employment qualifications will be contacted via email regarding next steps in the recruitment process, a comprehensive multitasking test that assesses memory recall, map reading, spelling, sentence clarity, reading comprehension and data entry. Testing may be limited to the number of seats allowed in the testing center.  Those candidates who achieve a passing score on the multitasking test will be invited for a panel interview.  Successful candidates from the interview will be placed on an eligibility hiring list for hiring consideration.
