Summary Description

Under direction, performs a variety of professional level accounting duties involved in preparing, maintaining, analyzing, verifying, and reconciling complex financial transactions, statements, records, and reports; maintains the accuracy of the City’s ledgers and subsidiary financial systems; assists in the preparation of assigned budgets, annual audit, and year end closing; and provides highly responsible staff assistance to assigned management staff.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.      Perform a variety of professional accounting functions supporting City-wide operations; maintain accuracy of general, revenue, and expenditure ledgers and subsidiary financial systems.

2.      Reconcile financial ledgers and records; prepare financial statements and reports, general and subsidiary ledgers and supporting schedules; research and resolve discrepancies.

3.      Review and audit all accounts payable, purchase orders, cash receipts, business licenses, payroll, utility billing, and other accounting records and transactions; ensure money is posted to correct accounts and that all accounts balance.

4.      Provide assistance in the development of the annual budget; assist in the review and validation of the annual City budget; create a variety of spreadsheets, documents, and graphs; assist in preparing the final budget document for approval by City Council.

5.      Prepare bank reconciliations and related journal entries for a variety of accounts.

6.      Prepare a variety of monthly, periodic, and annual financial and statistical reports and account summaries; prepare treasurer reports; prepare and file annual State Controllers Report.

7.      Assist in preparation of year end closings and accompanying financial reports.

8.      Perform grant accounting work related to federal, state or grant agency funding; maintain records for audit purposes.

9.      Maintain and track fixed asset inventory control records for the City.

10.   Participate in the year-end audit; compile and prepare supporting schedules, work papers, and financial reports as requested by auditors.

11.   Prepare property tax remittances for payment.

12.   Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve issues in an efficient and timely manner.

13.   Provide responsible staff assistance to management staff; perform special department projects as assigned.

14.   Serve as department liaison to various City committees as necessary.

15.   Perform related duties as required.

The City of Patterson is currently recruiting to one (1) part-time position for Pool Manager with the Recreation & Community Services Department for their Summer program and to establish an Eligibility List. Under the supervision of the Recreation and Community Services Director and the Recreation Coordinator, the Pool Manager will be responsible for the operations of the pool. The Pool Manager will be expected to schedule Lifeguards to work as well as oversee the Lifeguards. The Pool Managers are to teach Lifeguards the pool policies and to assist any Lifeguard in decisions made at the pool. The Pool Manager must also be able to resolve confrontations from citizens if not to direct them to the next person in the chain of command. Performs other duties as assigned.

This position is established for 28 hours a week, but will vary depending on programming needs, and will be working weekdays, evenings, weekends, and holidays.

The City of Patterson is seeking to fill one (1) part-time Recreation Leader position in the Recreation Department for their Senior Program and to establish an eligibility list.  Duties include, but are not limited to: under supervision, works with staff to provide programs and activities for Seniors; organizes and teaches participants games and activities such as dance, music, arts & crafts, etc. and with assistance, coordinate, schedule, and plan the programs; ensures participant safety and well being during all activities; ensures the proper handling of first aid and emergency situations.  

 

The City of Patterson is seeking to fill several part-time Recreation Specialist position in the Recreation Department for their Summer sports program and to establish an eligibility list.  Duties include, but are not limited to: implement a wide range of programs that foster community development that include youth/adult sports, special events, open gym, and youth development activities.  This position will require assistance of general office duties and may include supervision of volunteers and staff, and performs related duties as assigned.

This position is established for 19 hours a week, but will vary depending on programming needs, and will be working weekdays, evenings, weekends and holidays.

The City of Patterson is seeking to fill several part-time Cashier positions in the Recreation Department for their Summer program and to establish and eligibility list.  Duties include, but are not limited to: under direct supervision, responsible for collecting concession fees, and admissions. Responsible for the financial integrity of all funds collected and is responsible for tallying and reconciling funds received at the end of the shift. Deposit daily aquatic revenues as instructed at appropriate city facility or with appropriate staff.  Prepare financial reports related to pool and concession revenues.  Responds to phone inquiries, rental requests and performs registration of aquatics programs.  Performs other work as required.

The Summer program typically runs June 1st through August 31st.

The City of Patterson is seeking to fill several part-time Recreation Leader positions in the Recreation Department for their Summer program.  Duties include, but are not limited to: officiate youth sports, score keep, and field preparation; interact with coaches, parents, and children ages 5-18; organize and teach participants special interest classes such as dance, music, arts & crafts, etc. and with assistance coordinate, schedule, and plan the programs; ensures participant safety and well being during all activities; ensures the proper handling of first aid and emergency situations.

The City of Patterson is currently recruiting to fill several part-time vacancies for Lifeguard with the Recreation & Community Services Department for their Summer program and to establish an Eligibility List.

Under the supervision of the Recreation Supervisor and the Pool Managers, the Lifeguard will be responsible for the safety of the patrons at the Patterson Aquatics Center.  The Lifeguard must remain alert and knowledgeable as well as physically fit.  Duties include, but are not limited to: maintain the office, answer phones, maintain correspondence with the public and respond to all inquiries, be generally available to answer and refer patrons to resources within the community; teach swim lessons; enforce all aquatic facility policies, rules, and regulations; recognize and respond effectively in emergencies; complete additional duties as assigned by supervisor.  All Lifeguards are responsible for keeping the facilities clean and safe for all patrons.

This position is established for 19 hours a week, but will vary depending on programming needs, and will be working weekdays, evenings, weekends and holidays.

The anticipated hiring range for the Engineering Assistant position is $91,185 - $113,982 annually, with a full salary range up to $136,778.  

The anticipated hiring range for the Engineering Associate position is $100,652 - $125,815 annually, with a full salary range up to $150,978. 

The anticipated hiring range for the Associate Engineer position is $111,100 - $138,876 annually, with a full salary range up to $166,651.

DESCRIPTION 

The Capital Improvement Division of the Public Works Department is seeking up to two motivated and capable individuals who can approach challenges with confidence and professionalism. Ideal candidates will have experience/background in civil engineering and utilities design and/or construction.  

The position may be filled as an Engineering Assistant, Engineering Associate, or Associate Engineer, depending on the candidate’s experience, qualifications, and certifications. 

PRIMARY RESPONSIBILITIES 

• Prepare and oversee the preparation of  design plans and specification, construction documents, engineering studies and reports 

• Assist the Project Team (Division Manager, Senior Engineer, and outside consultants) in managing and performing varying responsibilities including permitting, preparation of construction documents, drawings, specifications, and estimates or the city capital projects, which may include water, wastewater, storm drain, landscape, pavement, and roadway improvements.

The City of Thousand Oaks is seeking a highly skilled and collaborative technology leader to serve as its first Deputy Chief Technology Officer (Deputy CTO). This position will play a critical role in supporting the Chief Technology Officer (CTO) in building, operating, and maturing the City’s newly established Information Technology (IT) Department. 

The Deputy CTO will serve as a key partner to the CTO, helping translate the City’s Information Technology Strategic Plan (ITSP) into effective, day-to-day operations and successful project execution. While the CTO focuses on long-term vision, executive leadership, and Citywide strategy, the Deputy CTO will provide strong operational leadership, oversee core technology functions, and ensure consistent delivery of high-quality IT services across the organization. 

This is a unique opportunity to help build a new department from the ground up in a forward-thinking, well-resourced municipal organization, while shaping how technology supports City services, employees, and the community. 

The Deputy CTO will report directly to the Chief Technology Officer and may serve as the CTO’s designee in meetings, projects, and decision-making as assigned. 

PRIMARY RESPONSIBILITIES 

Department Operations & Leadership 

• Support the CTO in establishing and maturing the City’s standalone IT Department, including policies, procedures, governance, and service delivery models. 

• Provide day-to-day operational leadership for IT functions, ensuring stability, reliability, and performance of Citywide technology systems. 

• Supervise, mentor, and develop IT management and technical staff; promote a culture of service, accountability, collaboration, and continuous improvement. 

• Assist with organizational planning, staffing strategies, and implementation of new IT positions outlined in the ITSP. 

Strategic Plan Execution & Major Initiatives 

• Lead or support execution of the City’s Information Technology Strategic Plan (ITSP), ensuring initiatives remain on scope, on schedule, and aligned with City priorities. 

• Provide hands-on leadership for major enterprise initiatives such as ERP, CMMS, CRM, PRA, Utility Billing, and Data Analytics system modernization projects. 

• Coordinate project management, vendor relationships, system integrations, and change management efforts across departments. 

• Track progress, risks, and dependencies; prepare status updates and recommendations for the CTO and executive leadership. 

Technology Operations & Governance 

• Oversee and coordinate core IT operational areas, which may include:

  • Cybersecurity and risk management 
  • Digital services and end-user support 

• Help standardize technology platforms, processes, and service delivery models across the organization.

• Monitor technology trends and recommend practical, value-driven solutions that improve service delivery and organizational efficiency. 

Cross-Department Collaboration 

• Serve as a trusted partner to City departments, helping translate business needs into effective technology solutions. 

• Facilitate collaboration between IT and operational departments to improve business processes, user experience, and system adoption. 

• Represent IT in interdepartmental meetings, steering committees, and project teams as assigned by the CTO. 

Priorities 

• Establish strong, reliable IT operations that build confidence and trust across the organization. 

• Ensure successful execution of complex, high-impact technology projects, particularly enterprise system modernizations. 

• Support staff development and help create clear career pathways within the IT Department. 

• Drive consistency, documentation, and process maturity across all IT functions.

DESCRIPTION 

The City of Thousand Oaks is seeking a highly skilled and experienced Senior Human Resources Analyst to serve as the program manager for employee and labor relations. 

Working under the general direction of the Deputy Director and Director of Human Resources, the Senior Human Resources Analyst oversees complex employee relations matters; conducts and coordinates workplace investigations; manages employee discipline processes; and supports labor negotiations with the City’s three recognized employee associations. 

This role works closely with the City Attorney’s Office, outside labor counsel, and external investigative firms to ensure employee and labor relations matters are handled consistently, lawfully, and in accordance with City policies and labor agreements. The position also partners with department management and supervisory staff to address employee concerns, promote consistent practices, and support effective performance management. 

In this role, you will serve as a trusted advisor to City departments and executive leadership, ensuring employment decisions align with applicable laws, labor agreements, and best practices. You will play a key role in maintaining productive labor-management relationships and supporting a fair, consistent approach to employee conduct and performance. 

While the primary focus of this position is employee and labor relations, the position may also be assigned responsibilities within the City’s safety and risk program. Specific duties will depend on the qualifications and skills of the selected candidate. 

PRIMARY RESPONSIBILITIES 

• Coordinate and manage employee relations matters across City departments, including guidance on performance management, disciplinary actions, conflict resolution, and policy interpretation, under the direction of HR leadership. 

• Conduct and coordinate workplace investigations involving allegations of misconduct, discrimination, harassment, and other policy violations, in collaboration with HR leadership, the City Attorney’s Office, and external investigators, as appropriate. 

• Support disciplinary processes by ensuring consistency, legal compliance, and adherence to due process requirements. 

• Support labor negotiations with the City’s three recognized employee bargaining units, including data analysis, proposal development, contract drafting support, and preparation of negotiation materials and communications. 

• Interpret and administer Memoranda of Understanding (MOUs) and assist departments in understanding and applying negotiated agreements and relevant labor laws. 

• Serve as a key liaison among Human Resources, City departments, labor organizations, legal counsel, and external partners to support constructive labor-management relationships. 

• Provide advanced analysis and recommendations to HR leadership on employee and labor relations matters, employment law considerations, and policy development. 

• Develop and deliver training for supervisors and managers on employee relations topics, disciplinary processes, investigations, and contract compliance. 

• Monitor changes and trends in labor and employment law and assist HR leadership in evaluating impacts on City policies, procedures, and practices. 

• Serve as a technical resource on risk and workplace safety regulations and policies, as assigned, and support compliance and advisory efforts.
