The City of Thousand Oaks is seeking a Purchasing Supervisor to join our team!

We are seeking a collaborative and results-oriented Purchasing Supervisor with excellent communication, strong technical experience, and effective leadership skills to join our Finance Department team. The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. With an emphasis on customer service, this position ensures material and service requirements are met in a timely, efficient, effective, and ethical manner. The ideal candidate will be an energetic problem-solver, ready to embrace challenges with creative solutions and advancements in technology.

The ideal Purchasing Supervisor candidate is a flexible and enthusiastic individual who can develop, mentor, and build relationships with team members and across the various departments they serve. The Purchasing Supervisor guides a team of six staff members located at three different City facilities.

The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. These cross-functional teams work collaboratively to improve processes and procedures for efficient vendor management and payments, ensuring effective internal controls are implemented, monitored, and audited.

Primary Responsibilities:

• Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Participates in the selection of Purchasing and warehouse staff; provides or coordinates staff training; works with employees to correct deficiencies; conducts staff meetings as necessary.
• Establishes schedules and methods for providing Purchasing and warehouse services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
• Plans, organizes, and supervises the City’s purchasing operations; reviews, monitors, and approves City purchases; approves purchase requisitions, purchase orders, and related documents for completeness, accuracy, and compliance with purchasing and budgetary policies and procedures; ensures effective inventory control and issuance of equipment and supplies.
• Trains other departmental staff on purchasing rules and regulations, meeting with division managers, and one-on-one meetings; conducts procedural research when new issues arise and need to be researched, evaluated, and implemented.
• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.

The position will receive a 2.5% base salary increase in July 2024.

THE POSITION

The City Attorney's Office seeks a well-qualified, motivated attorney for the position of Assistant City Attorney. This is an at-will position that serves as part of the City's executive management team. 

The Assistant City Attorney will provide legal advice, counsel, and representation to the City in areas including, but not limited to, land use, real estate, housing, and environmental law. Duties include drafting and reviewing contracts, ordinances, resolutions, deeds, permits, licenses, and other legal documents, conducting research, interpreting and updating the City Municipal Code, and providing advice to City staff. 

The Assistant City Attorney will provide counsel to the Planning Commission, the Community Development Department, other City departments, and assist with the enforcement of City Municipal Code. The Assistant City Attorney receives general direction and supervision from the City Attorney and may provide oversight and supervision to support staff. The Assistant City Attorney will oversee the work of the City Attorney's Office in the absence of the City Attorney.

THE IDEAL CANDIDATE

The ideal candidate will have a broad base of knowledge and experience in a variety of areas of municipal law such as the Brown Act, Political Reform Act, Public Records Act, contracts, personnel matters, public safety, public works, and advisory and litigation services. Extensive expertise in land use, Planning and Zoning, the Subdivision Map Act, CEQA, and Housing is especially desirable. However, applicants without land use expertise are also encouraged to apply.

THE DEPARTMENT

The City Attorney's Office consists of the City Attorney, Assistant City Attorney, and Department Administrative Specialist and has a departmental budget of, $1,118,400. The City Attorney's Office advises the Rocklin City Council, City Boards and Commissions, and City Departments on the legal propriety of proposed municipal actions. The City Attorney's Office also prepares and/or reviews all ordinances, resolutions. contracts and other documents and represents the City in civil litigation and acts as liaison to outside special counsel.

MINIMUM QUALIFICATIONS

Graduation from a law school accredited by the American Bar Association with a Juris Doctorate degree;

AND

Five (5) years of increasingly responsible experience as an attorney in the practice of civil or municipal law.

Licenses and Certificates:

• Active membership, in good standing, in the State Bar of California.
• A valid California Class C driver license or higher is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

The Dixon Fire Department is opening their first Firefighter/Paramedic Recruit position for someone to attend the Fire Academy in August 2024. The "Firefighter/Paramedic Recruit" is an entry-level classification designed for recruits with a current paramedic license to gain firefighting, fire rescue, and fire prevention skills and training necessary through an accredited Fire Academy. Training may include firefighting techniques and procedures; emergency medical training; technical rescue and hazardous materials training.

The City of Patterson is recruiting for a Firefighter Paramedic.  This safety position will respond to fire alarms, emergency medical calls, traffic accidents, rescue and other emergency calls to protect life and property.  This position will also participate in trainings, drills, study activities and in the maintenance of the department apparatus, equipment, and facilities.  Under the supervision of the Fire Engineer or Fire Captain, performs ALS care to patients of medical emergencies and other medical procedures. Summary Description

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.      Perform a variety of professional accounting functions supporting City-wide operations; maintain accuracy of general, revenue, and expenditure ledgers and subsidiary financial systems.

2.      Reconcile financial ledgers and records; prepare financial statements and reports, general and subsidiary ledgers and supporting schedules; research and resolve discrepancies.

3.      Review and audit all accounts payable, purchase orders, cash receipts, business licenses, payroll, utility billing, and other accounting records and transactions; ensure money is posted to correct accounts and that all accounts balance.

4.      Provide assistance in the development of the annual budget; assist in the review and validation of the annual City budget; create a variety of spreadsheets, documents, and graphs; assist in preparing the final budget document for approval by City Council.

5.      Prepare bank reconciliations and related journal entries for a variety of accounts.

6.      Prepare a variety of monthly, periodic, and annual financial and statistical reports and account summaries; prepare treasurer reports; prepare and file annual State Controllers Report.

7.      Assist in preparation of year end closings and accompanying financial reports.

8.      Perform grant accounting work related to federal, state or grant agency funding; maintain records for audit purposes.

9.      Maintain and track fixed asset inventory control records for the City.

10.   Participate in the year-end audit; compile and prepare supporting schedules, work papers, and financial reports as requested by auditors.

11.   Prepare property tax remittances for payment.

12.   Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve issues in an efficient and timely manner.

13.   Provide responsible staff assistance to management staff; perform special department projects as assigned.

14.   Serve as department liaison to various City committees as necessary.

15.   Perform related duties as required.

The Dixon Fire Department is looking to fill a full-time vacancy for a Fire Captain and to establish an eligibility list for any future vacancies. This position coordinates and directs advanced firefighting activities, emergency medical aids, emergency rescue and other emergency and prevention activities, in protecting life and property; oversees subordinate personnel engaged in training, station and equipment maintenance; assists and participates in training programs; drives, operates and maintains all fire apparatus and equipment. Performs related work and other duties as required.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims management including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments.
