The City of Ceres is pleased to offer the opportunity for a Facility Maintenance Worker I or II. The level at which an individual is hired depends on the applicant's qualifications and work experience. Ceres offers an excellent benefits package, including 100% employer paid medical premiums for several of the plan options and a retirement pension paid out upon eligible retirement from the City (reciprocity with CalPERS in some situations). 

Those candidates qualified as level II who get hired, usually start out at $3231 per month in the salary range.

Summary Description

Under immediate supervision (Facility Maintenance Worker I) or general supervision (Facility Maintenance Worker II), performs a variety of skilled facility maintenance and repair work on City buildings.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Install new plumbing; maintain, repair, and replace plumbing systems and fixtures such as faucets, drinking fountains, water heaters, water closets, urinals, water regulators, and pressure valves; repair boiler and boiler piping and pumps.
2. Maintain, repair, and replace electrical systems including light switches, outlets, interior and exterior light fixtures, computer lines, electrical panels, and card readers; replace light bulbs.
3. Install and repair door lock sets; rekey locks and padlocks; cut keys.
4. Perform carpentry and trim and finish work; frame walls, doors, and windows; build or remodel offices; replace doors and windows; build or assemble cabinets, shelving, and furniture; hang, tape, and texture drywall.
5. Perform painting work; prepare and paint or stain interiors, exteriors, and furniture of various material.
6. Performs welding, masonry, flooring, and general repair work on buildings and furniture.
7. Operate heavy equipment as needed.
8. Perform custodial duties as needed.
9. Monitor and update HVAC control program.
10. Operate and troubleshoot audio/video equipment used to record City Council meeting.
11. Maintain records of work performed.
12. Perform related duties as required.

Facility Maintenance Worker I - This is the entry level class in the Facility Maintenance Worker series. This class is distinguished from the Facility Maintenance Worker II by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

Facility Maintenance Worker II - This is the full journey level class within the Facility Maintenance Worker series. This class is distinguished from the Facility Maintenance Worker I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Operations, services, and activities of a building maintenance, repair, and construction program.

Materials, methods, terminology, equipment and tools used in the maintenance, repair, and construction of building structures and systems including those used in performing rough and finished carpentry, plumbing, heating, electrical, mechanical, and painting work.

Operational characteristics of tools and equipment used in building maintenance activities.

Proper procedures used in the maintenance and repair of hand and power tools.

Basic mathematical principles.

Facility Maintenance Worker I

Education/Training:

Equivalent to the completion of the twelfth grade.

Experience:

Two years of increasingly responsible general maintenance experience in a variety of trades.

License or Certificate:

Possession of a valid California Driver License.

Possession of a valid forklift certificate within one year of employment.

Facility Maintenance Worker II

Education/Training:

Equivalent to the completion of the twelfth grade. Additional specialized training in building trades is desirable.

Experience:

Two years of performing duties at a level comparable to the Facility Maintenance Worker I with the City of Ceres.

License or Certificate:

Possession of an appropriate, valid driver's license.

Possession of a valid forklift certificate.

Summary Description

POSITION SUMMARY

This is a Level I Peace Officer designation that performs a wide variety of duties in the enforcement of law and order; and to carry out special assignments in the protection of life and property within the City of Ceres. Receives general supervision from a police sergeant or other designated authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Patrol an assigned area by motor vehicle, on foot, or by other designated means to answer calls for the protection of life and property, and the enforcement of city, county, and state laws; conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, robberies, death and other criminal incidents.
• Make arrests as necessary; interview victims, complainants and witnesses; interrogate suspects; gather and preserve evidence; testify and present evidence in court.
• Investigate major crimes against property, persons, and narcotics and vice-related crimes.
• Gather evidence using a variety of methods and techniques, including taking photographs, lifting fingerprints, tracing movements and talking with informants.
• Present information upon completion of investigations to the District Attorney's office for filing charges; appear in court, as directed.
• Serve warrants and subpoenas; file complaints; perform other work related to the processing of misdemeanor and felony complaints.
• Prepare reports on arrest, traffic violation, impounded property and other case reports.
• Check buildings for physical security; report street lamps or traffic signals that are not working; report or remove traffic hazards and report and take corrective action on other conditions detrimental to the general public.
• Detain drivers who are operating vehicles in violation of laws; warn drivers against unlawful practices; issue citations and make arrests as necessary.

RECREATION LEADER

Open until filled – two positions available

Summary Description

Under the direction of the Senior Recreation Leader or an assigned supervisor/coordinator, the Recreation Leader is responsible for assisting in organizing and leading activities for children and adults in the City’s recreation programs including youth and adult programs, aquatics programs and senior programs; or when assigned to site responsibilities, monitoring the public and private use of city-owned facilities. Such use may include, but is not limited to, meetings, weddings, parties, dances, recreational events, etc. This position will provide excellent customer service both internally and externally at all times and can require set-up and clean-up for scheduled activities.  This is an at-will, intermittent, part-time, hourly wage position without City-paid benefits. Some evening and weekend work may be required.

2. Assist Senior Recreation Leader in implementing program objectives and collecting relevant data.
3. Assist with maintaining on-site safety for participants, observers, volunteers and other involved in the program.
4. Instruct program participants in rules, model appropriate behavior and monitor strict adherence to program guidelines and enforce rules.
5. Exercise sound judgment in addressing behavior problems.
6. Responsible for appropriate use, maintenance and storage of all program supplies and equipment.

The Assistant Engineer class is distinguished from the Engineering Associate by the performance of less than the full range of duties as assigned to the journey level class within this series. This class is typically used as a training class. Incumbents work under direct supervision while learning job tasks.

ASSOCIATE Engineer - This is the journey level class in the engineering series. Positions in this class possess the applicable educational background and work experience required for classes in the engineering series. The Associate Engineer is distinguished from the Assistant Engineer by the performance of the full range of duties with only minimal instruction or assistance. Incumbents work independently, seeking assistance only as new or unusual situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Engineer class.

Distinguishing Characteristics

This is position is the advanced journey level class in the engineering series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing direct supervision over assigned personnel including Assistant or Associate Engineers. Positions in this class are flexibly staffed and are normally filled by advancement from the Associate Engineer class.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Participate in the development and implementation of goals and objectives; implement policies and procedures related to the engineering division.
2. Assist City Engineer in the preparation and monitoring of the capital improvement program.
3. May provide direct supervision as assigned by City Engineer to professional and technical engineering staff within the engineering division; assign daily work and monitor work progress; evaluate work in progress and provide training and technical assistance.
4. Administer development reviews for site plan approval for streets, utilities, tentative final subdivision and parcel maps.
5. Administer public works construction contracts, supervise quality and exercise control on all public works projects; supervise and perform preparation and maintenance of all required legal descriptions and documents necessary to acquire land, rights of way; and easements; process encroachment requests into City Easements and rights of way.
6. Supervise, oversee and participate in the development of Civil Engineering designs and plans including the calculation of the quantity, quality and cost of materials and the development of specifications related to the assigned project.
7. Participate in the review and approval of subdivision plans; ensure that public improvements comply with City standards, applicable codes, local, federal and state legislation, as well as sound engineering practices.
8. Provide administrative and engineering assistance to developers, contractors, consultants, other agencies and the general public to resolve complaints and problems and ensure successful project completion.
9. Review the design plans and check results of consulting engineers for compliance with sound engineering principles and City standards and specifications.
10. Resolve work problems and interpret routine administrative policies to subordinates, other departments, contractors, consultants and the public.

Summary Description

Under direction, performs advanced, technical paraprofessional engineering office and field work involving drafting and design of public works facilities, construction inspection and surveying. Responsibilities may include technical and functional supervision of subordinate paraprofessional positions.

Distinguishing Characteristics

This is the advanced journey level class in the Engineering Technician series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, and complexity of duties assigned as well as the additional years of experience working on similar assignments and projects, and becoming an expert in one or more related, specialized areas.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Inspect a variety of public works construction and street maintenance projects to ensure compliance with plans, specifications, City standards, State and Federal Law and acceptable industry standards.
2. Maintain necessary records of daily operations including man-hours, equipment hours and materials on site.
3. Perform contract administration duties as assigned, including preparing cost/quantity estimates as well as preparing and making recommendations on change orders.
4. Review and interpret construction plans and specifications.
5. Meet and confer with contractors, engineers, representatives of utility companies and other public agencies regarding construction plans and specifications.
6. Perform design and drafting using current AutoCAD or equivalent software, to complete construction plans and specifications for complex Public Works projects, as well as maps, plans, deeds, descriptions, exhibits, records or surveys.
7. Research project design requirements and perform calculations and prepare estimates of time and material costs.
8. Check improvement plans for compliance with master plan, design criteria, special conditions and City standards.
9. Prepare engineering and surveying field reports and related documents.
10. Operate survey instruments as the party chief using total stations, GPS/GNSS equipment, transits, levels, and other instruments in the performance of paraprofessional land surveying.
11. Create, update, and maintain the City’s GIS map using ArcGIS or equivalent software, including importing and exporting shapefiles using accurate and precise coordinate systems.
12. Perform related duties as assigned.

POSITION SUMMARY

The City of Ceres is accepting applications for Academy Graduate and current Academy Attendee Police Officers!   Under general supervision, the ideal candidate will perform state and local law enforcement and crime prevention duties and responsibilities; including traffic control and issuing citations; participate in and conduct criminal investigations, and makes arrests; provides support and assistance to special crime prevention and law enforcement programs; and performs a variety of technical and administrative law enforcement services and activities; engages with local Ceres community and contributes to a positive, trustful, and professional Police Department image, and respected relationships with residents, businesses, academic, and other communities throughout the City.   POA (Police Officers Association) Bargaining Group.  Non-Exempt, Sworn Safety FLSA Status.

REPRESENTATIVE DUTIES

· Patrol designated areas of the City in car, by foot, or other means to preserve law and order, discover and prevent the commission of crimes, and enforce traffic and other laws and ordinances; protect real and personal property by providing security checks of residential, business, and public premises; maintain awareness of and remains alert for wanted suspects, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; issue warnings and citations.

· Conduct investigations at scenes of incidents to which summoned or incidents observed; determine what, if any, crime has been committed; identify, collect, preserve, process, and book evidence; locate and interview victims and witnesses; identify and interrogate suspects.

· Contact and cooperate with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses; may respond to requests for assistance from agencies outside the City for mutual aid in the suppression of civil disturbances, apprehension of criminals, or other related requests.

· Participate in continuous training to enhance law enforcement skills including firearms proficiency, defensive driving skills, apprehension and arrest techniques, investigative skills, and general law enforcement skills.

· Participate in special assignments including Special Weapons and Tactics (SWAT), etc..

· When assigned as a Field Training Officer, train new recruits and lateral police officers; document trainee progress and prepare evaluations; serve as acting field supervisor as assigned.

· When assigned to traffic, patrol assigned areas on a police motorcycle; perform a full range of traffic enforcement duties; observe, monitor, and control routine and unusual traffic conditions; assist and advise motorist; use radar to detect speed; issue citations and warnings; investigate traffic accidents.

· Sign off on citations and Vehicle Identification (VIN) verification.

· Enforce parking regulations; issue citations; tow vehicles that are in violation of codes.

Detective Assignment

· Serve on assigned taskforce including auto theft, gang or drug taskforces; gather knowledge about individuals or groups who are involved in criminal activity in order to understand how they function, describe their current activities, forecast future action they may undertake, and provide intelligence and resources that will eradicate criminal activity; coordinate and participate in multi-jurisdictional intelligence gathering and suppression operations.

· Receive, review, and analyze reports and case information on law enforcement activities requiring special and detailed investigations.

· Coordinate and conduct complete and detailed investigations of crimes involving juveniles and adults, crimes against persons and property including child and elder abuse claims, homicides, rape and assaults with deadly weapons, and crimes involving vice, gaming, and narcotics violations; follow cases from reporting, to arrest, to prosecution.

· Contact, interview, and interrogate victims, complainants, witnesses, suspects, and others involved in cases and incidents; obtain statements, documents, and factual and physical evidence.

· Review information and evidence obtained for presentation in court cases; testify in court concerning evidence and facts gathered during the investigative process.

· Remain on-call during stipulated time periods to respond to incidents that will probably require major investigative follow-up and criminal identification work at the scene of the incident .

· Collect, preserve, maintain, and book evidence and recovered property found that is involved with suspected crimes.

· Hold stakeouts, perform undercover activities, conduct surveillance activities, and other observation assignments.

· Prepare investigative reports and case information; recommend disposition of cases including to discuss recommended disposition of cases with legal authorities.
