Summary Description

Under immediate supervision (Facility Maintenance Worker I) or general supervision (Facility Maintenance Worker II), performs a variety of skilled facility maintenance and repair work on City buildings.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Install new plumbing; maintain, repair, and replace plumbing systems and fixtures such as faucets, drinking fountains, water heaters, water closets, urinals, water regulators, and pressure valves; repair boiler and boiler piping and pumps.
2. Maintain, repair, and replace electrical systems including light switches, outlets, interior and exterior light fixtures, computer lines, electrical panels, and card readers; replace light bulbs.
3. Install and repair door lock sets; rekey locks and padlocks; cut keys.
4. Perform carpentry and trim and finish work; frame walls, doors, and windows; build or remodel offices; replace doors and windows; build or assemble cabinets, shelving, and furniture; hang, tape, and texture drywall.
5. Perform painting work; prepare and paint or stain interiors, exteriors, and furniture of various material.
6. Performs welding, masonry, flooring, and general repair work on buildings and furniture.
7. Operate heavy equipment as needed.
8. Perform custodial duties as needed.
9. Monitor and update HVAC control program.
10. Operate and troubleshoot audio/video equipment used to record City Council meeting.
11. Maintain records of work performed.
12. Perform related duties as required.

Facility Maintenance Worker I - This is the entry level class in the Facility Maintenance Worker series. This class is distinguished from the Facility Maintenance Worker II by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

Facility Maintenance Worker II - This is the full journey level class within the Facility Maintenance Worker series. This class is distinguished from the Facility Maintenance Worker I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Operations, services, and activities of a building maintenance, repair, and construction program.

Materials, methods, terminology, equipment and tools used in the maintenance, repair, and construction of building structures and systems including those used in performing rough and finished carpentry, plumbing, heating, electrical, mechanical, and painting work.

Operational characteristics of tools and equipment used in building maintenance activities.

Proper procedures used in the maintenance and repair of hand and power tools.

Basic mathematical principles.

Pertinent federal, state, and local codes, laws, and regulations including applicable building codes and ordinances.

Principles and practices of record keeping.

Occupational hazards and standard safety practices.

Ability to:

Perform skilled work in a variety of building trades.

Perform a full range of semi-skilled and skilled tasks involved in a variety of building maintenance, repair, and construction activities including those requiring rough and finished carpentry, plumbing, heating, electrical, mechanical, painting, and welding skills.

Safely drive and skillfully operate power equipment and hand tools involved in building maintenance, repair, and construction.

Maintain and repair a variety of tools and equipment.

Read and work from sketches, blue prints, or drawings.

Maintain records including time and material use records.

Ensure adherence to safe work practices and procedures.

Work independently in the absence of supervision.

Understand and follow oral and written instructions.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Facility Maintenance Worker I

Education/Training:

Equivalent to the completion of the twelfth grade.

Experience:

Two years of increasingly responsible general maintenance experience in a variety of trades.

License or Certificate:

Possession of a valid California Driver License.

Possession of a valid forklift certificate within one year of employment.

Facility Maintenance Worker II

Education/Training:

Equivalent to the completion of the twelfth grade. Additional specialized training in building trades is desirable.

Experience:

Two years of performing duties at a level comparable to the Facility Maintenance Worker I with the City of Ceres.

License or Certificate:

Possession of an appropriate, valid driver's license.

Possession of a valid forklift certificate.

Assistant Engineer: $7,101 - $8,630 monthly (paid bi-weekly - 26 pay periods) hourly starting rate at $40.97

Associate Engineer: $7,836 - $9,526 monthly (paid bi-weekly - 26 pay periods) hourly starting rate at $45.21

Assistant Engineer - This is the entry level class in the engineering series. Positions in this class possess the applicable educational and training background required of classes in the engineering series, yet typically have only limited or unrelated work experience. The Assistant Engineer class is distinguished from the Engineering Associate by the performance of less than the full range of duties as assigned to the journey level class within this series. This class is typically used as a training class. Incumbents work under direct supervision while learning job tasks.

Associate Engineer - This is the journey level class in the engineering series. Positions in this class possess the applicable educational background and work experience required for classes in the engineering series. The Associate Engineer is distinguished from the Assistant Engineer by the performance of the full range of duties with only minimal instruction or assistance. Incumbents work independently, seeking assistance only as new or unusual situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Engineer class.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.       Perform professional and technical engineering work relative to assigned area of responsibility, such as design, land development, and capital improvements.

2.       Design and prepare plans and specifications for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects; research project design requirements; perform calculations and prepare estimates of time and material costs.

3.       Answer inquiries from realtors, developers, engineers, and the general public.

4.       Develop revised design and construction standards for public works structures and appurtenances.

5.       Serve as construction inspector to ensure compliance on City projects, subdivisions, and encroachments.

6.       Investigate field problems affecting property owners, contractors, and maintenance operations; resolve problems or refer as appropriate; coordinate or perform field work associated with infrastructure projects.

7.       Administer contracts; coordinate and review the work of outside consultants; review and recommend payments and billing for contracted services related to assigned projects.

8.       Write legal descriptions for right of way and easement dedications.

9.       Issue encroachment, water, and sewer permits.

10.    Request and participate in the collection of survey and mapping data.

11.    Prepare estimates and feasibility reports for new or modified services and structures.

12.    Participate in the plan check, review, and processing of plans for private developments affecting City streets, sewers, drains and related public works facilities; assure compliance with appropriate codes, ordinances, rules and regulations.

13.    Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of municipal engineering; incorporate new developments as appropriate into programs.

14.    Prepare visual presentations and reports.

15.    Prepare special engineering studies and reports.

16.    Coordinate public works activities with other City departments, divisions and sections and with outside agencies.

WATER DISTRIBUTION OPERATOR I/II

Summary Description

Under immediate supervision (Water Distribution Operator I) or general supervision (Water Distribution Operator II), performs skilled maintenance, repair, and construction work on the potable water treatment and distribution system of the water utilities services division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to water distribution and treatment.

Water Distribution Operator I: This is the entry level class in the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.      Perform a variety of professional accounting functions supporting City-wide operations; maintain accuracy of general, revenue, and expenditure ledgers and subsidiary financial systems.

2.      Reconcile financial ledgers and records; prepare financial statements and reports, general and subsidiary ledgers and supporting schedules; research and resolve discrepancies.

3.      Review and audit all accounts payable, purchase orders, cash receipts, business licenses, payroll, utility billing, and other accounting records and transactions; ensure money is posted to correct accounts and that all accounts balance.

4.      Provide assistance in the development of the annual budget; assist in the review and validation of the annual City budget; create a variety of spreadsheets, documents, and graphs; assist in preparing the final budget document for approval by City Council.

5.      Prepare bank reconciliations and related journal entries for a variety of accounts.

6.      Prepare a variety of monthly, periodic, and annual financial and statistical reports and account summaries; prepare treasurer reports; prepare and file annual State Controllers Report.

7.      Assist in preparation of year end closings and accompanying financial reports.

8.      Perform grant accounting work related to federal, state or grant agency funding; maintain records for audit purposes.

9.      Maintain and track fixed asset inventory control records for the City.

10.   Participate in the year-end audit; compile and prepare supporting schedules, work papers, and financial reports as requested by auditors.

11.   Prepare property tax remittances for payment.

12.   Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve issues in an efficient and timely manner.

13.   Provide responsible staff assistance to management staff; perform special department projects as assigned.

14.   Serve as department liaison to various City committees as necessary.

15.   Perform related duties as required.
