The San José City Council consists of ten Councilmembers elected by district and a Mayor elected at-large, each for four-year terms. Position Duties

The Council District Offices 2, 6, and 10 are up for election this year. The incoming elected officials will be recruiting for positions. The Council Assistant position serves as a liaison to the elected official and will regularly represent the Council District office at City-related meetings and functions. The position provides support with policy analysis, research, communication, event planning, community outreach, and other related matters as needed. The position requires an employee with strong and effective organizational skills; detail oriented and ability to handle multiple assignments; excellent written and oral communications skills, and the ability to develop and maintain effective and collaborative working relationships with community members and neighborhood organizations, key stakeholders, and City staff. It would be highly desirable for the successful candidate to have experience and knowledge of policy as well as event planning. Bilingual language skills (Vietnamese, Spanish, and/or Chinese), both oral and written, are desirable, but not required.

Responsibilities for the position may include, but are not limited to, the following:

• Represents the elected official at neighborhood or community meetings and activities, City-related boards/commission meetings and other meetings with government agencies, private industry, and related meetings. 
• Provides legislative support (legislative and policy research, responding to stakeholder inquiries, etc.) to the elected official.
• Gathers background information relative to issues pending before the City Council.
• Analyzes a wide variety of materials on assigned projects, programs, and topics.
• Provides communication support such as drafting correspondence, preparing memoranda or reports which articulate the elected official’s proposals, priorities, and positions on matters pending before the City Council or other governmental agencies.
• Assists in preparation of speeches, articles, or other communications for the elected official. 
• Responds to a variety of constituent inquiries, resolving complaints, and interpreting operating policies for residents of the community and other interested parties.
• Plans, coordinates, and leads community meetings and special events.
• May provide training and supervision of interns and volunteers.
• Performs other duties of a similar nature or level as required.

Employees in this classification are not members of the classified civil service and appointment would be on a contract “at-will” basis and is for a specified period of time to be determined by the appointing elected official and does not extend past the end of the elected official's term. • Coordinates arrangements for meetings, programs, or other civic functions on behalf of the Councilmember.
• Attends meetings and community events with the Councilmember, requires availability on evenings and weekends.
• Analyzes a wide variety of materials on assigned projects, programs, and topics.
• Responds to constituent inquiries and issues, resolving complaints, and interpreting operating policies for residents of the community and other interested parties.
• Attends and represents the Councilmember at City-related meetings and activities, meeting with governmental agencies, private industry, and related meetings.

The Department: 
Silicon Valley Power (SVP) is the City of Santa Clara’s municipal public power utility. Located in Northern California’s Santa Clara County, SVP is primarily a distribution utility contained within a roughly twenty square mile footprint and embedded within the much larger PG&E utility system. SVP operates under the jurisdiction of the California Independent System Operator (CAISO) and the Western Electricity Coordinating Council (WECC). SVP operates voltages of 230kV and 115kV (transmission), 60kv (sub-transmission), and 12kV (distribution). Its peak load in 2024 was 718MW and has the ability to generate up to 200MW internally. SVP has roughly 60,000 meters with 90% of the load industrial-commercial and 10% residential. SVP is a NERC registered utility and conforms to NERC 693 and CIP reliability standards. It is the mission of SVP to be a progressive, service-oriented utility, offering reliable, competitively priced services for the benefit of the City and its customers. Being competitive in the marketplace with a continuous focus on customer service, SVP provides economic value to the City of Santa Clara and its customers while maintaining low residential rates and offering competitive rates for all customers
 
The Position:  
Electric and Water System Operators (EWSO) ensure that all Electric, Water and Storm sewer systems are operated reliably, efficiently and effectively in a safe manner and restoring service in a timely way to all customers.  The EWSO has responsibility for monitoring and operation of the City's municipal electric power, water, transmission and distribution systems and for coordinating planned and unplanned power outages. As a Transmission Operator, operating personnel in this position have the responsibility to comply with NERC reliability standards and the authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System. These efforts are coordinated with the appropriate Reliability Coordinator (RC), affected Transmission Operator(s) (TO) and affected Balancing Authorities (BA). This position is staffed 24/7 365 utilizing a rotation of 12 hour shifts with Operators alternating between days and nights.

Minimum Qualifications

EDUCATION AND EXPERIENCE

Minimum Requirements:

• Graduation from high school or possession of a GED

• 1) Two (2) years of experience in an electric utility performing complex load dispatching and switching

• 2) Four (4) years of experience in an electric utility as a generating plant or substation operator with sub-dispatching responsibility

• 3) Four (4) years of experience with the City of Santa Clara Electric Department, including at least one (1) year as an journey-level or higher, electrician or lineman/linewoman 

• 4) Completion of a recognized State of California Electric System Operator apprentice program

Desirable Qualification:  A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC)

LICENSE: Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

CERTIFICATES: Possession of the following certificate is required within one year of hire date and for the duration of appointment:

• A valid Water Distribution System Operator Certificate (Grade D-1 or above) issued by the California Department of Health Services (DHS).

• A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC).

Incumbents will be required to obtain and maintain any other license or certification mandated by NERC for the position of Transmission Operator and necessary for the performance of duties under the current scope of responsibilities pertaining to the SVP Transmission System.

OTHER REQUIREMENTS

• Incumbents may be assigned to work on a rotating 12-hour shift schedule

• Incumbents must have the ability to work, as assigned, to schedules that may include weekends, holidays, and non-traditional work hours; and a willingness to work overtime as required

• Incumbents may have to pass an initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State and/or industry security requirements

• Must be able to perform all of the essential functions of the job assignment.

The City of San José Information Technology Department seeks an experienced City Information Security Officer (CISO) to lead cybersecurity Citywide initiatives.
 
The CISO will direct the Cybersecurity Office as the City’s principal executive leader for information and systems security. In partnership with the Chief Information Officer (CIO), they will manage risk identification, protection and compliance, threat detection, incident response (IR), and recovery services for all City departments to ensure business resilience.
 
The City’s CISO must be able to apply expertise in security strategy, cybersecurity frameworks, managing staff and vendor services, leading incident management, and optimizing resources to achieve desired security outcomes.
 
Key responsibilities include but not limited to:

• Lead and mentor the Cybersecurity team, offering expertise and support to foster growth and a collaborative environment. 
• Collaborate with business units and solution providers to provide optimal security measures and achieve a balance between sustaining business operations and achieving security compliance.
• Coordinate with stakeholders within the City and partners/vendors outside of the City to ensure information and systems meet the City’s standards for threat identification, protection, and risk detection.
• Develop, operationalize, and enhance the City’s cybersecurity strategic plan, programs, policies, and architecture, including vulnerability, risk, and threat management programs through remediation.
• Conduct training programs to educate City personnel on relevant security best practices, foster diligence, and ensure compliance.
• Provide expert security guidance to City departments and officials in service planning, procurements, contract negotiations, vendor management, and project management.
• Provide expert guidance on regulations and standards (FISMA, FedRAMP, CJIS, PCI-DSS, HIPAA, etc.) the City must meet in providing municipal services, as well as security frameworks (NIST, ISO, IEEE, etc.) to shape City operations.
• Oversee and lead incident management/response processes in coordination with City departments to respond and recover from incidents.
• Resolve security-related audits in partnership with City staff.
• Ensure comprehensive security strategies align with resilience plans and emergency management exercises.
• Oversee vendor relationships and manage the City’s procurement and utilization of cybersecurity products and services across departments.
• Lead the annual Cybersecurity Assessment of the City’s technology infrastructure.
• Provide strategic and operational leadership to address cybersecurity in the City’s emerging Internet-of-Things, smart communities, privacy, and equity through data initiatives. 
• Collaborate with the Digital Privacy Officer to address privacy challenges emerging from new technologies, including AI.

The mission of the San Jose Police Department is to create safe places to live, work and learn through community partnerships. 

Position Duties

 

The City of San Jose is recruiting for a part-time School Crossing Guards in the Police Department during the normal school year.  Work involves providing for the safe conduct of elementary and junior high school children across heavily traveled streets and reporting problems requiring possible police action. Positions may involve substituting at different corners or a regular location assignment.  In general, these assignments are a split shift with approximately ten (10) hours per week.  School Crossing Guards are required to work outside regardless of weather conditions and must be able to provide a uniform as specified by the Police Department.   Work includes outside duties and exposure to weather.  Work may include the physical ability to sit, stand, walk quickly, step up/down from the curb, reach, push and/or pull, twist and or rotate, bend, lift and carry up to 10 pounds, use hands hold and use a stop sign the entire shift, use other hand to stop traffic and use a whistle at the same.

Overview:

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. This position reports to the Manager of the Purchasing and Consultant Contracts Unit, within the General Services Division.

Key Responsibilities include, but are not limited to:

• Review and approve procurement request documents, cost estimates, scope, and other relevant information to initiate and implement a procurement strategy.

Purchasing & Consultant Contracts Services Unit (Position Code 103)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).

About the Position:  The Planning Department is seeking TWO interns who are interested in learning about open space conservation and planning for ecologically sensitive recreation. Their responsibilities may include researching and compiling project information, supporting community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents related to Midpen lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in project management, planning research, analysis, and written communication.  For additional information about the position, see the Job Description on our website. Basic Requirements: Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field or a recent graduate (within the last 12 months). Successful candidates will have a background in the natural sciences, park/open space management, land use/environmental planning, GIS/geography, biology, ecology, or another related field and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with Microsoft Outlook, Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus.   Possession of or ability to obtain a valid California driver’s license is required. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Working Conditions:  This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  The selected individuals will be required to work a minimum of three days on-site per week, and assignments may vary between field and office work. Field work is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week (within regular business days/hours). Regular business is conducted Monday through Friday between the hours of 8:00am to 5:00pm. Interns may work up to a total of 950 hours over a 6-to-9-month period. This is a non-benefited position.

Supervision

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery.
