THE POSITION

To monitor City facilities during programs and rentals; to open and close facilities; to set up and take down equipment; to provide information and assistance to the public in person and on the phone; to perform general administrative tasks when assigned; to perform certain custodial duties; to ensure user compliance with policies, regulations, and laws pertaining to facility use; and to perform other duties as assigned. The purpose of this recruitment is to fill current temporary/part-time positions.

Temporary / Part-Time employees work no more than 130 hours per month

AND 960 hours per fiscal year.

ESSENTIAL JOB FUNCTIONS

Follow established facility use guidelines, policies, and procedures.  Open and close facilities.  Meet, greet, and monitor facility users.  Act as liaison between facility users and City staff.  Patrol facilities as needed.  Perform facility check-in and check-out as needed.  Provide information and assistance in person and over the phone.  Check availability of facilities upon request by customers.  Assist patrons with enrolling in City recreation programs.  Ensuring users are in compliance with facility rules.  Assist maintenance staff with room setups.  Perform certain custodial duties.  Maintain reports as necessary, like incident reports or vandalism reports.  Use Microsoft Office tools for communication and assignments.  Provide nightly feedback to Supervisor of facility activity.  Perform related duties as assigned

QUALIFICATIONS

Age Requirement:  At least 18 years of age

Education:  Possession of a high school diploma or equivalent

Experience:  At least one (1) year of experience in resource management, parks & recreation, or other relevant customer service positions.

License and Certificates:  Possession of a valid California Driver's License is required upon hire.

SALARY

BENEFITS

All of these positions are temporary/part time. Temporary employees work no more than 130 hours per month AND 960 hours in a Fiscal Year.

The pay cycle is bi-weekly.  Except for worker's compensation coverage and sick leave accrual, no other benefits are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

DISTINGUISHING CHARACTERISTICS

The Code Enforcement Officer I
The Code Enforcement Officer I is the entry level class in the code enforcement series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex code enforcement assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Code Enforcement Officer II
The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. This classification is distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

SUPERVISION RECEIVED/EXERCISED

The Code Enforcement Officer I
The Code Enforcement Officer I receives immediate supervision from the City Attorney. Incumbents of this classification do not routinely exercise supervision.

The Code Enforcement Officer II
The Code Enforcement Officer II receives general supervision from the City Attorney and may exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs residential, commercial, industrial and site inspections; determines existence and type of code violation; compiles, analyzes and evaluates findings of investigations and inspections; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues administrative citations for non-compliance.
• Interprets, applies and explains applicable municipal codes, zoning ordinances, building codes, vehicle codes, state housing, health and safety codes, relocation regulations, Community Development Block Grant (CDBG) administrative requirements and other related laws, codes and regulations; advises property owners on the requirements for compliance; explains processes and procedures for obtaining compliance or appropriate permits.
• Maintains clear, concise and comprehensive records and reports related to enforcement activities; composes and types correspondence, reports, forms and specialized documents; maintains communication/action logs for code enforcement cases; enters and retrieves information from automated records systems; prepares notices of violation and orders.
• Photographs violations; gathers evidence and prepares cases for court proceedings; produces photographs and records of violations for evidence; represents the City in court regarding noncompliance if required.
• Responds to questions and concerns from the public, departmental staff and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies, neighborhood improvement groups and organizations interested in neighborhood beautification, improvement and clean up.
• May be assigned on a City-wide basis or in targeted areas of the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when making inspection, reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold. Incumbents may frequently deal with irate members of the public.

KNOWLEDGE/SKILLS/ABILITIES

Office Specialist II – This is the journey-level class in the Office Specialist series.  Requires the competency to independently perform a variety of office support duties.  All positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances.  Specific duties, including the amount of typing, word processing, and use of on-line of personal computers will vary with the organizational unit to which you are assigned.  This class is distinguished from Office Specialist III, which is the working lead-level of the series, because that class performs more complex and/or specialized office clerical support functions.  Full-time incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher class.

THE POSITION:

The City of Hayward is excited to announce its recruitment for the position of Jail Supervisor. Under the direction of the Jail Administrator, incumbents perform the most difficult and responsible types of duties including providing technical and functional supervision over jail personnel. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility. 

To plan, assign and review the work of assigned jail personnel; to perform duties related to the booking, searching and monitoring of prisoners; and to assist with other non sworn police activities as necessary. This is an advanced journey level class. Employees perform the most difficult and responsible types of duties including providing technical and functional supervision over jail personnel. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

The ideal candidate will be committed to providing excellent service and possess the ability to multi-task several duties while supervising staff and ensuring health and safety standards in a secure Type I jail facility. The candidate should have experience training and evaluating others, completing administrative reports, and understanding the principles of report writing. • Assists in identifying training needs and the design of training programs; supervises and/or provides training to employees assigned to the jail adhering to the laws pertaining to a Type I jail facility.
• Train and develop assigned personnel; maintain awareness of new procedures related to prisoner incarceration.
• Book prisoners into the jail; prepare paperwork on prisoners; fingerprint and photograph prisoners.
• Maintain light security of the jail; separate prisoners as necessary.
• Verify warrants and criminal history of prisoners on law enforcement computer systems.
• Transport prisoners to court or other jail facilities.
• Respond to the public inquiries on the phone and in person and provide information as appropriate.
• Deliver prescribed medication to prisoners.
• Inventory and order jail supplies and food.

Must possess or obtain, during the probationary, certificates for the "Correction Officer Supervisor Course" issued by the State of California Standards and Training for Correction Program or the Peace Officer Standards and Training Supervisory Course.

OTHER REQUIREMENTS

The City of Newark is seeking an experienced skateboarding instructor who can connect with participants of all ages, especially youth and teens. The Recreation Instructor will be responsible for the planning and implementation of skateboarding classes to be held at Mel Nunes Skatepark in Newark. The Public Works Department is made up of four divisions: Engineering, Building Inspection, Maintenance, and Environmental Services. The City Engineer will be a key leadership position oversees the Engineering Division, ensuring the efficient delivery of public works projects, transportation initiatives, and infrastructure improvements that enhance the quality of life for our residents. 

The incumbent in this position will be instrumental in directing the planning, design, and construction of public infrastructure projects, overseeing both city-led developments and private sector contributions. As a vital contributor to the City’s long-term development, the City Engineer will manage the City's Capital Improvement Plan (CIP), ensuring that infrastructure projects are aligned with the needs of our growing community.

• A streetscape project funded with regional grants and state earmarks, celebrating a beginning to development of the downtown area.

This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department. 

A few key aspects of this position are: 

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements. 

• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection. 

• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives.

The City of Newark is seeking dedicated professionals to be Public Safety Dispatchers and be members of a team providing excellent service to our community. Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Education:

• Possession of a high school diploma or equivalent.

Experience:

• Two (2) years of clerical, administrative, or dispatching experience.
• Experience in emergency dispatching, law enforcement or emergency-related services is desirable.

License and Certificate:

• Possession of California Peace Officer Standards and Training (POST) Public Safety Dispatching Certificate is required within the probationary period and throughout employment.
• This classification requires the ability to travel independently within and outside of City limits.

Under general supervision, provides a wide variety of administrative and secretarial support within the City Manager’s office or another City department; coordinates office activities; and, performs other related work for an assigned department/division as required.

This class is distinguished from the Administrative Assistant series by the former requiring a broader understanding of City functions, and a greater emphasis on preserving the confidentiality of sensitive information and the performance of highly technical assignment involving functions of the assigned department.

Receive supervision from the City Manager/Deputy City Manager or Department Head/Manager. Exercises no direct supervision over staff. 

• Receives and screens visitors and telephone calls, providing factual information which may require the interpretation of City policies and procedures; takes messages or refers the caller to the appropriate person. 

• Provide administrative support for the entire department (e.g. distribute and send mail, postings, arrange food and beverages, and set up and take down meetings, etc.)

• Researches, synthesizes, and compiles data for informational purposes, projects, or special reports or summaries.

• Implements and manages department filing system including records retention schedules both electronic and physical.

• Maintains confidential office files, records, and indexes.

• Schedules appointments, makes travel arrangements, maintains calendars and arranges and coordinates meetings and events.

• Prepares purchase requisitions, maintains records of purchase, and processes invoices.

• Perform data collection, analysis, and entry.

• Prepares charts, reports and/or narrative summaries.

• Accurately drafts and prepares letters, contracts, agendas, documents, memos, meeting minutes, reports, and correspondence.

• May attend a variety of meetings with City staff, contractors, vendors, representatives of other governmental and/or regulatory agencies and the public, to identify, discuss and/or resolve problems.

• Coordinates purchasing and ordering supplies; contacts vendors; obtains the best terms and prices; arranges for delivery; and processes paperwork for payment.

• May assist in the development and administration of the annual program and/or departmental budget.

• When assigned to the City Manager’s office, supporting the City Clerk in preparing, routing for signature, and scanning City documents. 

• Prepare and plan for special events.

• Performs other duties as assigned.

The City of Dixon is recruiting Senior Lifeguard/ Swim Instructor applicants for the 2025 Aquatic Season.

The Senior Lifeguard/Swim Instructor performs a variety of duties to ensure the City of Dixon swimming pool is a safe and enjoyable aquatic facility. Supervises pool patrons, enforces pool rules, performs first aid and emergency rescues, instructs swim lessons, performs cashiering duties, leads recreational activities; performs related and other work as required.

Staff may be expected to work weekends and on fixed holidays. Those who work on a City Holiday will earn 1 ½ times their base hourly salary.

This position is subject to random controlled substance testing and/or breath alcohol testing.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Clinical Supervisor will provide clinical and administrative leadership to the Aging and Family Services Division. The mission of the Aging and Family Services Division is to foster a high quality of life for older adults through its Senior Support Services. The Senior Support Services employs a team of caring professionals from diverse backgrounds which include social workers, a public health nurse, counselors, and peers who will work closely with other department staff to provide cohesive wrap-around services for older adults and their families.

Examples of Job Duties

• Develop and maintain systems necessary to support effective and efficient Senior Support Programs. This includes the responsibilities of: supervising a multi-disciplinary team; monitoring contractual and billing procedures; electronic charting requirements; working with other providers and referral organizations; utilization review and methods for integrating the work of the Aging and Family Services Division and Human Services Department.
• Facilitate and support the work of a multi-disciplinary team in providing services to seniors with complex care needs and their caregivers.
• Oversee contract development, billing processes and service deliverables necessary to support the programs. Complete reports required by funding agencies and build strong working relationships with funding parties.
