The City of Sunnyvale is currently recruiting for a Deputy Director of Environmental Services – Water Distribution/Sewer Collection to join the Environmental Services Department. The Deputy Director of Environmental Services – Water Distribution/Sewer Collection leads a team of 46 staff and is  responsible for planning, organizing, and directing the operation, maintenance, and improvement of the City’s potable and recycled water distribution and sanitary and storm sewer collection systems; ensuring compliance with all applicable federal, state, and local regulations; preparing and administering the division’s operating and capital improvement budgets; overseeing asset management and long-term infrastructure planning; coordinating with regional agencies, contractors, and community stakeholders; and fostering a safe, customer-focused, and high-performing team culture.

POSITION

To prepare and implement a wide variety of environmental programs in areas of integrated waste management, water conservation and other resources.  The purpose of this recruitment is to fill a current vacancy in the Equity, Environment, Economy, and Engagement (EEEE) division of the City Manager’s Office, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The City of Woodland is seeking an enthusiastic, team-oriented Conservation Coordinator focused on recycling and outreach to join the Environmental Service team under the City Manager’s Office of Equity, Environment, Economy, and Engagement. The Ideal Candidate will be familiar with regulatory issues and principles pertaining to pollutant reduction, waste diversion, and California’s Senate Bill 1383, as well as how these topics relate to energy conservation, waste, habitat quality, and other environmental issues. The position calls for a high level of public contact; ability to develop and coordinate events and program materials; good data analysis skills; ability to give presentations to City Council, local organizations, and community groups; good writing and speaking skills; ability to work both independently and in a close team relationship as needed; and ability to prioritize and simultaneously manage multiple programs and activities. The ability to speak and understand Spanish is highly desirable.

 

ESSENTIAL JOB FUNCTIONS

General

• Coordinates and updates the City’s environmental programs; develop program materials for presentations to schools, community and neighborhood groups.  Track and analyze program-related legislation; make recommendations for City involvement in pending legislation and compliance and implementation of existing legislation.
• Develop program and time schedules for implementation of environmental programs; accumulate data and prepare reports, including informational flyers, press releases, articles and prepare Council Communications and other correspondence. 
• Provide general information to the public, other City departments, and other government agencies pertaining to environmental conservation programs, which may include social media content, adverts, educational material, publications, and other related materials.
• Develop a presence on social media utilizing various social media tools.
• Develop educational tools and presentations to various organizations and community members.
• Develop and execute various conservation events, which address current conservation issues such as temperatures, changes in precipitation, storms, flooding, droughts, wildfire and other environmental issues.  
• Collaborate with other public agencies to promote and support correlating environmental programs and efforts.
• Provide public outreach and education at community events, which may require evening and weekend participation. Administer rebate and incentive programs.
• Assist with City electricity and solar use monitoring and analysis.
• Coordinate with the Sustainability Advisory Committee on community engagement.
• Assist with Climate Action Plan implementation and greenhouse gas monitoring efforts and outreach.
• Keep abreast of current developments, trends, legislative action, and practices in the field of integrated waste management, water conservation, and other environmental programs.
• Identify, prepare and manage grants from a variety of funding sources.
• Assist with contract management, develop program protocols, create tracking systems.
• Prepare and track internal division annual budget.
• Represent the City at board, commission, and professional group meetings as necessary.
• Act as a liaison with local, regional and state environmental conservation and sustainability programs.
• Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to employees, department and the public.
• Performs related duties as assigned.

Solid Waste and Recycling:

• Develop and implement program materials and procedures for compliance with legislative requirements pertaining to SB 1383, AB 939, and other recycling, waste reduction, and integrated waste management regulations.
• Conduct inspections and enforcement measures for compliance with waste diversion and food recovery programs.
• Assist with administrating the construction and demolition recycling program and coordinating with City departments for project compliance.
• Coordinate with the City’s franchise hauler to provide outreach and education.
• Review all related legislation to ensure compliance.

 

QUALIFICATIONS

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain these abilities would be:

Education:

Completion of two (2) years of college with major coursework in business, physical science, public administration, environmental studies, or a closely related field.

Experience:

One (1) year of experience developing, promoting, or coordinating environmental, conservation or public outreach programs.

License or Certificate:

Required upon hire, possession of a valid California Driver's License.      

Knowledge of a second language is highly desirable.

Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. Minimum Qualifications:

ABOUT THE AIR DISTRICT

The Bay Area Air District (Air District) created in 1955, is the state’s first regional agency to regulate air pollution. The Air District was created during this time, as the air in the Bay Area was often unhealthy to breathe due to burning, vehicle exhaust, and factories polluting the air.

The Air District is tasked with regulating stationary sources of air pollution in the nine counties that surround the San Francisco Bay: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma counties. It is governed by a 24-member Board of Directors composed of locally elected officials from each of the nine Bay Area counties, with the number of board members from each county being proportionate to its population.

The Board of Directors oversees policies, adopts regulations, and promotes and incentivizes clean air actions to reduce air pollution in communities within the Air District jurisdiction. The Board also appoints the Air District’s Executive Officer/Air Pollution Control Officer (EO/APCO), who implements these policies, gives direction to staff, and provides air quality thought leadership on a state, national and global scale. The Air District consists of 538 dedicated staff members, including engineers, inspectors, planners, scientists, and other professionals.

The Air District has a mission to improve air quality to protect public health, reduce historical and current environmental inequities, and mitigate climate change and its impact. ABOUT THE POSITION

The Air District is currently accepting applications for the position of Deputy Executive Officer of Information Management. There is one (1) vacant full-time position. This at-will position is appointed by the Executive Officer/Air Pollution Control Officer and serves a term of three (3) years which may be extended.  

Under direction of the Executive Officer/Air Pollution Control Officer, the Deputy Executive Officer of Information Management provides high-level technical, policy, and strategic direction in the management of the Air District's programs and activities.  The position oversees the modernization of the Air District’s technology infrastructure, improvement of core business processes, and coordination of strategic cross-functional projects. Enterprise Technology Solutions
Enterprise Technology Solutions identifies, develops, and implements both custom and off-the-shelf technologies that enhance the Air District’s core operations. Key examples include systems, which enable permitting, inspection, and enforcement processes for regulated facilities, grants management tools, the Air District’s financial system, and the technology powering the public-facing website. Enterprise Technology Solutions works closely with other service areas to streamline business processes, promote innovation, and ensure that technology solutions effectively meet staff and community needs.

Information Services
Information Services is responsible for designing, implementing, and maintaining the Air District’s information technology infrastructure. This includes managing servers and networks, telecommunications, cybersecurity, business continuity, and disaster recovery systems. Information Services also provides user support to Air District staff and technical assistance to external stakeholders, ensuring seamless and secure access to online services. By focusing on resilience and continuous improvement, Information Services safeguards the Air District’s data and systems against evolving threats and disruptions and fosters effective implementation of initiatives to improve air quality, protect public health, and address environmental challenges in the Bay Area.

Strategic Innovation
The position will oversee additional projects that aim to modernize Air District operations and bring innovative solutions to advance the Air District’s mission. As an example, the 2024-2029 Strategic Plan guides the Air District’s work to address air quality issues more effectively, with a focus on communities most overburdened by air pollution. It also guides how to transform our organization to align more closely with our core values of environmental justice, equity, integrity, partnership, transparency, and trust. The Air District is beginning to implement the goals and priorities across the Air District and will be reporting the results. This position will facilitate Strategic Plan implementation through a systems approach to tracking, reporting, and transparency measures. The Authority is currently recruiting for a part-time position of Environmental Stormwater Inspector to support the West Valley cities/Town stormwater inspection programs. These programs help protect our waterways and the San Francisco Bay by ensuring that businesses and residents are implementing best management practices to prevent water pollution and are in compliance with federal and local water quality regulations.

The Authority is currently working to advance multiple stormwater initiatives, such as trash reduction and controls for pollutants of concern, such as mercury and PCBs. The Environmental Stormwater Inspector may support these initiatives. An Environmental Stormwater Inspector also responds to complaints of illegal discharges

Supervision

This position reports to the Chief of Construction. Assorted tasks may be supervised by other division staff. The position supervises no other staff and generally works independently but in frequent communication with coworkers and supervisors.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery. Required Hours and Location

Monday through Friday, 8 hours per day, 40 hours per week. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may be required to travel to various other locations as needed.

MINIMUM QUALIFICATIONS

CLASS CHARACTERISTICS

Hydrologist I: This is the entry-level classification in the Hydrologist series. The County's Sustainability Department seeks well qualified applicants for the position of Sustainability Specialist III – Commute Alternatives Program (CAP) on the Climate Resilience team.
  
The Climate Resilience Program works on community and government operations hazard mitigation and adaptation, implements water quality regulations, supports efforts to reduce greenhouse gas emissions in county operations, and administers Shift, the County’s employee commute alternatives program.

 

The Sustainability Specialist III will lead efforts to reduce emissions from employee commute and help the County achieve its goal of carbon neutrality for operations by 2035. The CAP lead staff will:

Examples Of Duties

 

The duties of the Sustainability Specialist, may include, but are not limited to, the following: 

• Help develop the strategic vision and goals and manage daily operations for the CAP.
• Coordinate the evaluation of the current CAP and launch the re-designed program.
• Pro-actively develop relationships with County departments and regional and local transportation agencies and other partners.
• Develop and implement a marketing and communications strategy and oversee all customer service-related issues for the CAP.
• Identify Transportation Demand Management best practices to be incorporated into the CAP.
• Serve as a liaison to County departments and regional transportation planning initiatives and partnerships.
• Execute contracts, monitor budgets, and coordinate with contractors and County Departments on logistics of the CAP (enroll employees, resolve any issues regarding transit passes, etc.)
• Conduct commute surveys and analyze commute and emissions data.
• Coordinate and support outreach events.

 

Qualifications  

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of experience in the field of transportation planning or resource conservation which has included program analysis and coordination.

We are seeking an innovative and proactive Sustainability Manager who will be responsible for leading and managing important environmental programs and projects for the City of Thousand Oaks! As a key Division Head and member of the Public Works Senior leadership team, the Sustainability Division Manager will lead and guide professional staff and will be instrumental in integrating the City’s vision, goals, and people strategy. This is an essential senior management position reporting to the Deputy Public Works Director. 

 

Primary Responsibilities: 

Oversee, coordinate, and manage key programs and projects in solid waste, organic/food and hazardous waste, water conservation, drought contingency planning and implementation, energy conservation and efficiency, distributed energy resources including solar, battery energy storage and microgrids, clean energy procurement, and electric vehicle charging infrastructure citywide. 

• Plan, develop, implement, and manage strategies to reduce resource use and waste, and minimize the City’s environmental footprint.
