The City is seeking a Cross-Connection Control Specialist to perform a range of technical and specialized duties supporting the City’s water system, including the development, implementation, and maintenance of cross-connection control and backflow prevention programs. This role ensures compliance with safe drinking water standards as well as federal, state, and local regulations. Responsibilities include conducting field investigations, surveys, tests, and audits of work performed by third‑party vendors or contract staff; preparing reports; maintaining records and files; and performing related duties as assigned.

Education and Experience

Education: Equivalent to completion of the twelfth (12th) grade, supplemented by specialized training in backflow prevention, cross-connection control, water distribution, or a related field.

Selection Process

Under general supervision, the Public Works Inspector performs skilled and technical inspection work on a variety of public and private construction projects, including streets, utilities, and other public infrastructure. This role ensures conformance with approved plans, specifications, permits, industry standards, accepted construction practices, and all applicable local and state codes and contractual requirements.

The inspector reviews construction documents, oversees all phases of infrastructure installation and contract maintenance work—such as pavement overlays, stormwater systems, and utility installations—and ensures compliance with the Manual on Uniform Traffic Control Devices (MUTCD) for traffic control. Responsibilities include conducting field measurements, performing material testing, maintaining detailed daily field records, and using applicable software to compile construction reports. The Assistant/Associate Transportation Planner performs professional transportation planning work; conduct and review transportation impact studies; prepare plans, studies, and reports; and to do related work as required. 

Assistant Transportation Planner - The Assistant Transportation Planner is an entry level class in the transportation planning series. This class is distinguished from the Associate Transportation Planner by the performance of the less complex tasks and duties assigned to positions within the series including assignments in the fields of multi-modal transportation associated projects, master plans, specific plans, policies, and programs. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. What You’ll Do

The Senior Engineer supervises and participates in the conduct of complicated engineering planning, design, and investigation activities.

Some duties may include, but are not limited to, the following:

• Supervise and participate in the development of designs, plans, specifications, and estimates for the construction of public works projects related to the WWTP.
• Coordinate with contractors, construction managers, construction inspectors, and the design engineers to resolve issues during construction.

• Assist in the preparation of the capital improvement plan and budget.

The Department

The Public Works Department’s Environmental Services Division (ESD) is responsible for the operation and maintenance of the City’s 15.7 million gallon per day (MGD) conventional activated sludge wastewater treatment plant (WWTP). The WWTP serves a population of more than 140,000 with an annual operating budget in excess of $15 million and has a staff of 28 professional and technical personnel. Upgrades currently in progress to the WWTP include new liquids treatment process facilities consisting of new headworks, primary treatment, and biological nutrient removal/membrane bioreactor (BNR/MBR) process.  When you join the Public Works Department, you will work among collaborative and energetic colleagues who share a passion for serving our San Mateo citizens and improving the community in which we live and work. The Position

• Install, maintain, repair and research a variety of supervisory controls and replacement electrical components that are part of advanced wastewater treatment processes such as aeration, filtration, disinfection and dichlorination, sludge dewatering, odor control, and an environmental laboratory.
• Perform wiring required for the installation of electronic equipment; electrical conductors in conduits; splice high and low voltage cables utilizing hand taping and pre- molded splice kits.
• Design, install, maintain, repair, test and construct electrical assemblies.
• Troubleshoot plant electrical systems, controls and related process equipment. Provide technical support for other work groups within Public Works.
• Specify, install, program, and repair various types of variable frequency motor drive systems.
• Fabricate, maintain, install, service, and calculate power load distributions to various motors and related equipment.
• Install and repair programmable logic controllers and install related hardware and software for control systems in conjunction with controls technician.
• Maintain and repair automatic control valves and associated control functions.
• Implement preventive maintenance and repair on motors from fractional to over 400 horsepower. Record and calculate current requirements for new electrical installations.
• Troubleshoot, perform inspections, preventive maintenance and repairs on industrial switchgear and high voltage equipment such as transformers, breakers, circuits, switches, relays, regulators and distribution panels.
• Specify, install, and inspect various types of conduit; isolate breakers and switches for major repairs; coordinate repairs and scheduled outages with operations staff.
• Conduct surveys to gather field data.
• Use aerial lifts, scaffolding and ladders.
• Prepare requisitions and associated documents for purchase of repair parts and supplies.
• Maintain accurate records of work performed, materials used, and associated costs.
• Perform other duties as assigned.

The WWTP Electrical Technician receives general supervision from the WWTP Maintenance Superintendent or higher level personnel and exercises technical and functional supervision over assigned technical and maintenance personnel.

The Public Works Director will play a critical leadership role during a period of elevated development activity and organizational transition. This position requires a hands-on leader who can maintain momentum on existing initiatives while advancing new priorities across Public Works, Engineering, and land development functions.

This is an exempt, "at-will" senior management position directly responsible to the City Manager.  Salary is negotiated within salary range depending on qualifications.

Exam Process: A limited number of candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training and experience may be invited to participate in the subsequent phase of the evaluation process which may include interviews, written exercises, or simulated work problems, after a contingent offer is made Ratification by City Council.
