The City of Pacifica's Public Works Department is recruiting for a Building Maintenance Specialist. This is a full-time position with benefits and a compensation schedule range of $6,339 - $7,529 per month. This position works a 9/80 schedule, with every other Friday off. This position is included in a bargaining unit under Teamsters MISC Local No. 856.

Definition

Under general supervision, this position performs a variety of semi-skilled and skilled duties in connection with the construction, maintenance, and repair of City buildings and other facilities; and performs related duties as assigned. This position is distinguished from other maintenance classes in its specialization in building construction and maintenance, utilizing skills in one or more of the building trades.

Typical and Important Duties

• Constructs, remodels, and repairs a variety of buildings and structures, such as walls, partitions, doorways, counters, stairways, plumbing, roofs, and floor coverings.
• Builds and/or installs cabinets, shelving, bookcases, molding and other items involving finish carpentry.
• Performs other crafts-related work in connection with the construction, alteration, and repair of buildings and related facilities.
• Inspects work sites to take dimensions, prepare estimates of time and materials to lay-out work. 
• Reads and interprets blueprints, schematics, diagrams, and catalogues
• Maintains work orders, services records, time logs
• Prepares drawings and specifications for assigned projects.
• Estimates materials and supplies required to perform assigned work; may order supplies and materials as required.
• May direct the work of other workers on a project or relief basis.
• Performs related duties and responsibilities as assigned.

Essential Job Function

Ability to drive, possess and maintain a valid California driver’s license, as well as drive a variety of vehicles safely.

• Work in a safe manner, following City safety practices and procedures. 

Employment Standards

Any combination of training and experience equivalent to graduation from high school and completion of an accredited four-year apprenticeship program in construction field.

Licenses and Certificates

Possession of, or ability to obtain, a valid California driver’s license and a satisfactory driving record. May be required to qualify for and obtain a Class “A” or “B” driver’s license, and, therefore, become subject to the Department of Transportation’s random drug and alcohol testing program.

THE TRAINEE POSITION:

Is designed to attend a Peace Officer Standards and Training (POST)-certified Basic Law Enforcement Academy and receive the academic and physical training resulting in graduation and certification required for appointment to the classification of Police Officer.

This classification is structured for the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Prior to performing a variety of professional law enforcement duties which include police patrol, investigation, traffic regulation, and related law enforcement activities. 

Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees will be sworn in and appointed to the classification of Police Officer at the beginning of the following pay period.  

EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following:

Attend a POST-certified Basic Law Enforcement Academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.

Receive training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.

Perform related duties and responsibilities as assigned.

Minimum Qualifications

Ability to:

The Public Works Department is made up of four divisions: Engineering, Building Inspection, Maintenance, and Environmental Services. The incumbent in this position will be instrumental in directing the planning, design, and construction of public infrastructure projects, overseeing both city-led developments and private sector contributions. This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department.

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements. 

• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection.

EXPERIENCE AND TRAINING

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a closely related field. 

Experience: 

• Six (6) years of progressively responsible professional civil engineering work including three (3) years of supervisory and project management experience.

• Possession of a valid driver license and a satisfactory driving record throughout employment. 

• Current registration as a Civil Engineer in California. 

Under general supervision, provides a wide variety of administrative and secretarial support within the City Manager’s office or another City department; coordinates office activities; and, performs other related work for an assigned department/division as required.

This class is distinguished from the Administrative Assistant series by the former requiring a broader understanding of City functions, and a greater emphasis on preserving the confidentiality of sensitive information and the performance of highly technical assignment involving functions of the assigned department.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. Position Duties  

The Department of Public Works (DPW) is currently seeking to fill one (1) Principal Engineer/Architect position in the City Facilities and Architectural Services (CFAS) Division. This is a temporary (Overstrength) position that is anticipated to be funded through June 30, 2025, subject to further extension as appropriate. If this position is not extended through the budget process, the city may seek to place you in other internal job opportunities based on your previous work experience. 

Salary range(s) for this classification is $179,076.82 - $218,123.62 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Principal Engineer/Architect will support the Library Department (LD) in leading the coordination for the Library Facilities and Customer Experience Planning. This individual will play a key leadership role in driving critical infrastructure initiatives, including supporting the implementation of the California State Library Building Forward Infrastructure Grant projects and managing capital and facilities planning processes in collaboration with the LD and consultants. This individual will act as a leader, ensuring timely and effective project execution, and delivering results that meet organizational and state funding objectives.  

Reporting to the Deputy Director, the Principal Engineer/Architect will require the ability to extensively collaborate across the LD, the DPW, Planning, Building and Code Enforcement (PBCE) and other contractors/vendors, while maintaining adherence to budgets, timelines, and plans. Outstanding leadership, a high degree of accountability, and the ability to establish an excellent working relationship with all stakeholders are required to be successful in this position.  

Key Responsibilities 

• Lead the design and construction of major public works projects, in partnership with the Library Department.  

• Lead a multi-disciplinary team of engineers, architects, technicians, and inspectors to deliver high-quality, cost-effective, and consistent services. 

• Oversee engineering/architectural or other technical research; review, analyze, and prepare recommendations to Senior and Executive staff regarding project and/or program scope or objectives. 

• Direct and coordinate the preparation of cost estimates and project and/or program budgets; monitor budgets and schedules for performance. 

• Consult with Senior and Executive staff, contractors, other departments, and consultants to plan, design, and construct major engineering/architectural and/or other technical projects. 

• Direct and coordinate the creation, planning, and management of capital budgets and staffing plans to successfully deliver capital projects. 

• Oversee the planning and execution of the procurements of design consultants and construction contracts. 

• Partner with the department’s other executive staff to lead transformation, training, and other process improvement efforts in the City’s capital improvement program. 

• Prepare technical reports and correspondence as required.
