The Senior Development Review Technician is the advanced journey level in the Development Review Technician series. Incumbents provide work coordination and training for other Development Review Technicians or consultants (as applicable), as well as perform the full range of technical building and planning support duties. They are required to possess thorough knowledge of the requirements, processes and procedures of the Planning and Building Department, and some working knowledge of Public Works is desirable. This position is distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, and independence of action taken. Incumbents are expected to provide more comprehensive support to the Planning and Building Department and may be assigned work coordination and lead responsibilities.

The Air District is accepting applications for the position of Legal Intern in the Legal Office. This is a temporary, exempt position, not to exceed 10-12 weeks in Summer 2026. There are two (2) vacancies. 

About the Division
The Legal Division provides a wide array of legal services to support the entire Air District, including prosecuting violations of air laws; advising on legal compliance with the Brown Act, California Environmental Quality Act, AB 617, and other federal, State and local laws; supporting rulemakings by developing regulatory language and advising on compliance with rulemaking requirements; supporting the permitting program; reviewing records under the Public Records Act; researching legal issues; and staying abreast of current legal developments in air quality throughout California and nationwide. The Division utilizes a variety of tools to resolve enforcement actions, such as abatement orders, civil enforcement, and coordinating with other enforcement agencies, like local district attorneys or the state Attorney General. For cases in environmental justice communities, Air District staff can directly engage with community members when determining the appropriate legal remedies, including high enough penalties to reach deterrence-based outcomes and ensure the community benefits from the related funds and measures to bring the facility into long-term compliance and prevent the potential recurrence of violations.

Definition
Under close supervision, the legal intern performs various work related to and in support of legal casework being undertaken by attorneys in the Legal Division. The intern gains practical work experience through assisting the Air District’s attorneys while following guidelines and procedures defined by the Legal Division.

Distinguishing Characteristics
This is a temporary training position for current law students and recent law school graduates. Interns will apply their legal education to work and gain practical experience assisting experienced attorneys on a variety of cases and projects. Through this work, interns will gain valuable environmental law and regulatory experience.

Conducts legal research and prepares legal memoranda for review by attorneys.

Assists attorneys in the preparation of enforcement cases, often involving a specialized body of law.

Assists attorneys in reviewing air quality regulations and policies.

Monitors legal developments, including proposed legislation and court decisions, evaluates their impacts on Air District operations, and recommends appropriate action.

Attends and takes notes at Air District departmental, board and committee meetings.

Maintains, organizes, and tracks accurate records and compiles reports of work performed.

Provides support for special projects as needed.

Position Summary

Under general direction of the Director of Engineering Contracts, performs technical work related to preparation of contract documents, requests for proposals and formal bids, and administration of professional services agreements and construction contracts. May act as a liaison between District staff and professional consulting engineering firms or construction contractors. May serve as a contract administrative assistant to project engineers on design and construction projects. Maintains detailed and accurate records of contract compensation invoices, progress payments, status and schedules. Communicates with other District departments regarding engineering contracts. Performs related work as required.

Essential Responsibilities

• Assists in preparation of requests for proposals and formal bids, professional services agreements, and construction contract documents
• Assists with the preparation of contract amendments and contract change orders
• Performs invoice reviews and confirms invoices comply with contract requirements
• Reviews contractors' certified payrolls for compliance with contract requirements; performs labor and Small Business Enterprise / Disadvantaged Business Enterprise (SBE/DBE) compliance duties, such as, but not limited to, verifying certified payrolls with inspection daily diaries, performing contractor and sub-contractor employee interviews, verifying on-site postings of Federal and State required notices, keeping current records of Federal and State Wage Determination changes
• Assists with the review of extra work bills from contractors
• Assists with maintaining Engineering Department budgeting and accounting records
• Types correspondence, reports, forms and specialized documents related to the engineering contracts
• Researches information on the Internet and in the electronic and hard copy files for government rules, regulations and codes, historical information and certified documents
• Composes contract correspondence
• Assists with compiling Daily Diaries, matching them to their respective Extra Work Bills and entering the information onto a spreadsheet
• Prepares spreadsheets and reports for project status, summary of submitted invoices, requests for anticipated budget increases, etc.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service
• Performs additional related duties as assigned
• Regular and reliable performance and attendance is required
