San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Strategic Projects Manager. This management position will report to the Public Health Clinics Manager, overseeing Edison Clinics and Mobile Clinics and will have broad project management responsibility for key strategic efforts affecting the Public Health clinics.
 
There is currently one regular vacancy in the Public Health, Policy and Planning Division located in San Mateo, CA.
 
Primary responsibilities will include, but are not limited to, the following:  

• Quality assurance and improvement:  build and visualize data in management reports and dashboards; convert data to information and use it to guide process improvement.
• Process improvement:  facilitate, document, track, organize, measure progress; e.g., conduct improvement work within daily huddles.
• Project management:  lead projects and provide ad hoc support of projects.
• Knowledge management:  inventory and maintain infrastructure of core programmatic documents and processes, how files are stored and shared.
• Partnership building:  support internal staff operational needs; coordinate with other stakeholders, such as staff from Behavioral Health & Recovery Services, Human Services Agency, Health IT, San Mateo Medical Center, grant makers, state agencies, etc.
• Management of administrative staffing:  supervise intermittent interns and volunteers.
• Contract and MOU support:  assist Clinics Manager to write scopes of work, produce required reports and invoices for categorical funding and operational agreements.
• Revenue optimization support:  oversee billing quality assurance and improvement, facilitate braided funding opportunities and oversight.
• Policy and procedures facilitation:  maintain inventory and lead update processes through completion, including occasional initial literature reviews or research and coordination of stakeholders.
• Change management and leadership synchronization:  coordinate staff engagement, training, feedback to ensure successful system changes, take meeting minutes, contribute to agendas, track on-going project work in support of meeting goals.

Ideal candidate will possess:  

• Experience with project management and process improvement as the lead.
• Knowledge and/or experience with:  County of San Mateo; health; people experiencing homelessness; HIV and Sexually Transmitted Infections (STIs).
• Data skills including: requirements gathering; ad hoc report building; data and dashboard management.
• Knowledge of and/or experience with information technology systems including:  Power Business Intelligence (BI); advanced Excel; eClinical Works (eCW); ARIES; Microsoft SharePoint; Epic; Workday reporting.

Education and Experience: 
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:
 

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field. At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least 3 years for the Management Analyst level.

Licenses and Certifications: 

• Depending upon assignment, possession of a valid California Driver's License.

THE POSITION

The main job of a Library Page is putting books, DVDs, CDs, and magazines back on the shelves and preparing the library for opening and closing. The ability to quickly and accurately sort things alphabetically and numerically is required. This is an ideal job for someone who enjoys organizing and who can work quietly on their own.

DEFINITION

Under supervision, sorts, shelves, straightens, relocates, and searches for library materials, re-orders and organizes materials as needed, provides basic directional information to patrons, performs basic circulation duties using computer software, performs physical tasks to support library programs and procedures, performs closing procedures, and does related work as required.

EXAMPLES OF DUTIES

Sorts and shelves materials, assists at public service desks; inspects materials for wear and damage and does basic mending of same; keeps books and periodical shelves in order; assists in taking inventory of books; performs basic custodial tasks as needed.

MINIMUM QUALIFICATIONS

 Knowledge of: Basic clerical functions, principles of alphabetical and numerical filing, basic record keeping procedures.

Ability to: Sort material quickly and accurately in alphabetic or numeric order; follow oral and written directions; interact positively and cooperate with co-workers, respond politely to library patrons, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

The Position:

The Position:  Police Officers perform law enforcement and crime prevention work; control traffic flow and enforce state and local regulations; perform investigative work; participate in and provide support and assistance to special department crime prevention and enforcement programs and do related police work as assigned. Duties and hours will vary with assignments.

THE POSITION

Library Aides provide customer service to library visitors. Duties include checking items in and out at the Checkout Desk, opening new library accounts, collecting fines and fees, shelving materials, and assisting library visitors in finding materials and using the computers. Other tasks may include processing materials, providing storytimes for children, and assisting with other public programs for children, teens and adults. This is an ideal job for someone who is friendly, computer savvy, enjoys working with the public, putting things in order, and is detail-oriented. Bilingual skills are desirable.

DEFINITION

Under supervision, to do library clerical, technical and customer service work, and related assignments as required.

EXAMPLES OF DUTIES

Check materials in and out, sort materials, open new library accounts, explain library policies and resolve disputes, collect fines and fees, assist library patrons with self-checkout and public-use computers, printers, photocopiers, and scanners, answer routine information questions, complete opening and closing procedures, and perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:  Modern office and record-keeping procedures; use of office equipment and technology; numerical and alphabetical filing; basic mathematical principles.

Ability to: 

Provide excellent customer service; apply and explain library policies; communicate clearly, both orally and in writing; perform basic troubleshooting and assist patrons with computer use; adapt to changing technology and working conditions; learn the Dewey Decimal Classification System and library procedures; interact positively and cooperate with co-workers; function under demanding time pressure; respond in a positive manner to supervision; and attend work and perform duties on a regular and consistent basis. 

Bilingual ability (Spanish, Mandarin, Cantonese, or Tagalog) is highly desirable.

Must be physically able to stand for extended periods, walk, bend, kneel, push wheeled carts, lift, reach overhead, go up and down stairs, and use a step stool.

Availability for evening and Saturday shifts is required.

San Mateo County Behavioral Health and Recovery Services (BHRS) is seeking a well-qualified individual for the position of Psychologist I/II-Behavioral Health and Recovery Services. 

There is currently one vacancy on the Central County Adult Mental Health Clinic team in San Mateo.

 

In this position, the psychologist will work as part of a dynamic, multicultural and multidisciplinary team, supporting our culturally diverse San Mateo residents who are diagnosed with a Serious Mental Illnesses and Co-Occurring Disorders.

This Psychologist will conduct admission assessments and evaluation, provide individual and group therapy, crisis intervention, case management, and rehabilitation services to a caseload of adults diagnosed with a serious mental illness.  The Psychologist will also support the psychology doctoral student program and the MSW/MFT graduated internship program at the clinic and provide students with supervision and provide clinical consultation. The Psychologist will work with the team in appropriate discharge planning and coordination of care with other community based organizations.
 
In this position, the psychologist will also administer psychological testing to a small number of clients referred from other BHRS Adult outpatient clinics.

Psychologist I is the entry level class in the Psychologist series, providing professional psychological diagnostic and therapeutic services in a county program. Work is generally of a routine nature requiring more direct supervision for the more complex cases. This class is flexibly staffed with Psychologist II and incumbents are expected to advance to the higher level after gaining experience and demonstrating the required proficiency.
 
Psychologist II is the fully experienced journey level class in the Psychologist series providing a full range of professional psychodiagnostic, psychotherapeutic, consultant and training and research work in a comprehensive community mental health program with a high degree of skill and independence.
