The City of East Palo Alto is now actively seeking a compassionate, organized, responsible Administrative Assistant. The Administrative Assistant performs a variety of complex office administrative, secretarial, and clerical duties in support of an assigned Department Director or for the East Palo Alto Sanitary District (EPASD), including coordinating, organizing, and overseeing the administrative operations and functions of the assigned office. The selected candidate coordinates assigned programs, projects, and services with other City departments, divisions, and outside agencies. In addition to coordinating tasks for the assigned area of responsibility, interacting frequently with the public and providing information or directing questions and requests to the appropriate staff, and performing other duties as required. 

This position is expected to be in office Monday through Friday. This is an open competitive/ promotional recruitment, meaning that it is open to qualified permanent employees and any other applicants who meet the minimum qualifications. Two employment lists will be created for internal promotional and an open list of all other non-current EPA employees.

THE DEPARTMENT

THE POSITION

This Administrative Assistant II is an executive secretarial classification, coordinating the administrative work of the department in addition to ensuring the efficient service provision of the assigned department. Responsibilities require the frequent use of tact, discretion, and independent judgement as well as a knowledge of departmental and City activities. This class is distinguished from other office administrative classes in that the nature, scope, and diversity of responsibilities originating at a departmental level require a broader understanding of City functions and the capability of relieving a department head and/or related management, supervisory, and professional staff of day-to-day administrative duties.

The Administrative Assistant II in the City Manager’s Department provides crucial administrative support to department operations, communications, volunteer coordination, and public relations. This position is responsible for coordinating office operations, handling confidential documents, and assisting with event preparation. The Administrative Assistant II plays a key role in maintaining effective communication between staff, City officials, and the public, while also supporting day-to-day operations to ensure the smooth functioning of the department. This position requires a high degree of organization, independent judgment, attention to detail, including invoice processing, budget tracking, and calendar management, and the ability to shift quickly from one task to another.

IDEAL CANDIDATE

The Community & Economic Development Department (C&ED) has 1 vacancy to be filled at either the Principal Planner, Senior Planner, or Associate Planner classification. The Planning Division plays a critical role in shaping the future of San Rafael and establishing a positive initial impression for members of the public engaging with the Community and Economic Development Department.

The successful candidate is an effective project manager experienced with high conflict and litigious projects, writing and managing proposals, managing consultants, and working collaboratively with various departments. They are comfortable managing large project teams and serving as the primary point of contact for applicants, design professionals, and the public, resolving disputes and complaints with professionalism and sound judgment.  The ideal candidate communicates clearly, collaborates effectively with other City departments and outside agencies, and provides reliable advice and support to the Principal Planner and Planning Manager to ensure the efficient, compliant, and customer-focused operation of the Planning Division. 

The ideal candidate for the Associate Planner is capable of independently processing development applications, including experience with Sign Permits, Design Review, Use Permit, Lot Line Adjustment/Merger, and Variance application types. This individual can prepare and analyze professional planning studies respond to public inquiries regarding the City’s General Plan, Zoning Code, and Subdivision Ordinance, and has experience presenting development projects before public boards and commissions. • Responds to inquiries from the public by providing information regarding the General Plan, the

Senior Planner

• Graduation from a recognized college or university with a Bachelor’s degree in Planning or related

• A Master’s degree in Planning may be substituted for one year of experience.
• Public agency experience desirable.
• Excellent written and verbal communication skills required.

Associate Planner

• Bachelor’s degree from an accredited college or university with major coursework in planning, urban studies, geography or related field and three (3) years of full-time work experience at the Assistant Planner level in municipal or regional planning.
• Any combination of education, experience, and training which demonstrates possession of and
• competency in requisite knowledge and abilities may substitute for the education (degree) on a year-

ABOUT THE POSITION

The City of Redwood City, Engineering and Transportation Department announces an opportunity for the position of SUPERVISING CIVIL ENGINEER.  The Supervising Civil Engineer works under general direction of the Engineering and Transportation Director/City Engineer.  This position is responsible for planning and overseeing the work of the Capital Improvement Program (utilities, parks/special projects for building facilities, and creek/channel/levee improvements) and inspection services and supervising and participating in design, construction, and support services.  In addition, the Supervising Civil Engineer provides technical staff assistance in the review of agreements and other engineering functions.  The Supervising Civil Engineer may be required to fulfill the duties of the City Engineer, in the City Engineer’s absence.

Facility and Sports Field Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

ABOUT THE POSITION:
The Circulation Manager leads the day-to-day operations and strategic direction of the Library’s Circulation Services. As a member of the Library’s management team, this role is instrumental in maintaining efficient, patron-centered service. Key responsibilities include overseeing circulation operations at the Serramonte Main Library: supervising and supporting staff, managing schedules, and ensuring a high standard of customer service. The Circulation Manager also collaborates with managers across all four Daly City library locations, contributes to committee work, supports program planning and implementation related to circulation services, and completes special projects as assigned.

DEFINITION

Under the general supervision of a Librarian II, Librarian III or Library Services Manager, this position is responsible for coordinating a library program area such as Circulation, Programming, Outreach and Marketing, or Technology Support and Training.  This is the highest level of the Library Assistant series and is distinguished from the next lower class by the higher level of responsibility, including coordinating services system-wide and training and supervising staff.

ABOUT THE POSITION:
The Housing Coordinator supports the Housing and Community Development division by assisting in the formulation and implementation of the City’s affordable housing policies and programs. This position monitors the City’s inventory of affordable housing units for compliance with the applicable deed restrictions or affordability covenants, assists developers in complying with the City’s Affordable Housing Ordinance, and coordinates the funding processes for the City’s affordable housing funds. The Housing Coordinator stays current with local, state and federal housing laws and helps advance the various affordable housing policies and programs in the City’s Housing Element. This may include drafting funding agreements, reviewing scopes of work for housing rehabilitation projects, and income verification of applicants for affordable housing programs.

DEFINITION

Under the direction of the Housing and Community Development Manager, the position is responsible for the development, coordination and oversight of the City’s housing policies and programs to meet the City’s long and short-term housing goals and objectives.

Identify and work with for-profit and non-profit housing development organizations in developing affordable housing projects; negotiate and monitor contracts; develop and evaluate RFP’s relating to affordable housing development; assist in developing new housing assistance programs, new housing development projects, criteria for new construction programs, and in negotiating lending agreements and contracts with financial institutions for housing programs; work on site acquisition for housing programs. Additional duties are to analyze housing project development Pro Forma; maintain a liaison relationship with the County, the State and Federal Agencies which administer housing programs; provide assistance to those individuals seeking housing assistance; monitor compliance of affordable housing projects; prepare and maintain the HUD Consolidated Plan and Annual Performance Reports; and, assist with the compiling of the Housing Element; and, performs related work as required.

MINIMUM QUALIFICATIONS

Knowledge of: Real Estate lending practices and underwriting standards, and housing development finance; as well as, knowledge and experience with housing funds and HUD’s Community Development Block Grant (CDBG) and HOME programs along with laws, regulations and funding requirements relating to State and Federal assisted housing programs.

Ability to: Prepare clear and concise written reports and recommendations, both written and oral, to the City Council, Daly City Housing Development Finance Agency, and at public meetings; maintain effective working relationships with City Council members, City Staff, the real estate development community, non-profit organizations, civic groups and the general public. Additionally, be sensitive to the housing needs of the City’s
lower-income residents, and translate knowledge into policy options for City Council and Housing Development Finance Agency programs. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Bachelor’s degree in Public Administration, Business Administration, Economics, Planning, Sociology or a related field. A Master’s degree is highly desirable.

Experience: Three years of increasingly responsible experience with housing programs, construction industry, financial institutions, real estate and local agencies is required.

License: Possession of a valid California Class C California Drivers License.
