THE DEPARTMENT

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to the community as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs. 

Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. THE POSITION

The mission of the Senior Management Analyst in the City of San Rafael’s Public Works Department is to provide strategic analysis, fiscal oversight, public communications,  and management projects that enhance the City’s infrastructure, services, and quality of life. This role works to build relationships through internal and external stakeholder collaboration and issue resolution. EDUCATION/EXPERIENCE

Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:

Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.

POSITION

To prepare and implement a wide variety of environmental programs in areas of integrated waste management, water conservation and other resources.  The purpose of this recruitment is to fill a current vacancy in the Equity, Environment, Economy, and Engagement (EEEE) division of the City Manager’s Office, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

General

• Coordinates and updates the City’s environmental programs; develop program materials for presentations to schools, community and neighborhood groups.  Track and analyze program-related legislation; make recommendations for City involvement in pending legislation and compliance and implementation of existing legislation.
• Develop program and time schedules for implementation of environmental programs; accumulate data and prepare reports, including informational flyers, press releases, articles and prepare Council Communications and other correspondence. 
• Provide general information to the public, other City departments, and other government agencies pertaining to environmental conservation programs, which may include social media content, adverts, educational material, publications, and other related materials.
• Develop a presence on social media utilizing various social media tools.
• Develop educational tools and presentations to various organizations and community members.
• Develop and execute various conservation events, which address current conservation issues such as temperatures, changes in precipitation, storms, flooding, droughts, wildfire and other environmental issues.  
• Collaborate with other public agencies to promote and support correlating environmental programs and efforts.
• Provide public outreach and education at community events, which may require evening and weekend participation. Administer rebate and incentive programs.
• Assist with City electricity and solar use monitoring and analysis.
• Coordinate with the Sustainability Advisory Committee on community engagement.
• Assist with Climate Action Plan implementation and greenhouse gas monitoring efforts and outreach.
• Keep abreast of current developments, trends, legislative action, and practices in the field of integrated waste management, water conservation, and other environmental programs.
• Identify, prepare and manage grants from a variety of funding sources.
• Assist with contract management, develop program protocols, create tracking systems.
• Prepare and track internal division annual budget.
• Represent the City at board, commission, and professional group meetings as necessary.
• Act as a liaison with local, regional and state environmental conservation and sustainability programs.
• Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to employees, department and the public.
• Performs related duties as assigned.

Solid Waste and Recycling:

• Develop and implement program materials and procedures for compliance with legislative requirements pertaining to SB 1383, AB 939, and other recycling, waste reduction, and integrated waste management regulations.
• Conduct inspections and enforcement measures for compliance with waste diversion and food recovery programs.
• Assist with administrating the construction and demolition recycling program and coordinating with City departments for project compliance.
• Coordinate with the City’s franchise hauler to provide outreach and education.
• Review all related legislation to ensure compliance.

QUALIFICATIONS

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain these abilities would be:

Education:

Completion of two (2) years of college with major coursework in business, physical science, public administration, environmental studies, or a closely related field.

Experience:

One (1) year of experience developing, promoting, or coordinating environmental, conservation or public outreach programs.

License or Certificate:

Required upon hire, possession of a valid California Driver's License.      

Knowledge of a second language is highly desirable.

DISTINGUISHING CHARACTERISTICS

Account Clerk I
The Account Clerk I is the entry-level classification in the Account Clerk series. Positions in this class typically require little or no directly related work experience. Incumbents work under immediate supervision while learning to perform routine accounting duties. As experience is gained and familiarity with departmental and City-wide procedures increases, incumbents work under general supervision and perform more varied tasks with increasing independence.

This classification is alternatively staffed with Account Clerk II, and incumbents may advance to the higher level upon gaining the required experience and demonstrating the necessary proficiency.

Account Clerk II
The Account Clerk II is the journey-level classification in the Account Clerk Series. Incumbents are expected to perform the full range of accounting support functions with minimal supervision, including complex and technical assignments that require a deeper understanding of accounting principles and procedures. This level is distinguished from Account Clerk I by the greater scope of duties, increased technical knowledge, and greater use of independent judgment in applying established procedures.

Senior Account Clerk
The Senior Account Clerk is the advanced journey-level classification in the Account Clerk series. Incumbents are distinguished from Account Clerk I and II by the higher degree of responsibility, independence, and complexity of work performed. Senior Account Clerks handle the most difficult and technical accounting support functions, interpret and apply policies to unique and complex situations, and often serve in a lead capacity by training, guiding, and reviewing the work of lower-level Account Clerks.

SUPERVISION RECEIVED/EXERCISED

The Account Clerk I receives general supervision from the Customer Service Supervisor, Accounting Manager, Finance Manager, or Director of Finance. Incumbents in this classification do not routinely exercise supervision.

The Account Clerk II receives general supervision from the Customer Service Supervisor, Accounting Manager, Finance Manager, or Director of Finance. May serve in a lead capacity by providing functional and technical guidance to other Account Clerks.

ESSENTIAL FUNCTIONS

• Processes City expenditures according to established policies and procedures; maintains vendor database and purchase order files; receives and verifies all invoices from vendors; responds to department and vendor questions and inquiries; researches and solves accounts payable issues.
• Processes and maintains customer utility billing for water, sewer and refuse for all residential and business/commercial customers; processes new customer applications for utility services; accepts payments for utility services, various licenses, permits and fees; explains utilities billing, business license procedures and other regulatory policies to customers; processes and updates billing charges to customer accounts; monitors and notifies customers of delinquent account status; research and solve billing inquiries and adjust accounts if necessary.

Senior Account Clerk

• Prepares and leads the maintenance of a wide variety of complex financial records and information; utilizes and provides guidance in the use of automated financial systems and various word processing and spreadsheet programs to enter, store, and retrieve information; researches and gathers information from multiple sources for the completion of forms and preparation of reports; provides information in person and over the phone to the public, other governmental agencies and City staff, requiring judgment and interpretation of policies, rules, and procedures.

• Prepares accounts payable batches for entry and revision; verifies accuracy and reconciles financial data to accounts payable statements; processes accounts payable disbursements; receives and inputs special accounts payable batches for manual checks as needed; responds to department and vendor inquiries; researches and resolves accounts payable issues.
• Receives and reviews invoice payments for accuracy, proper authorization, and account coding; reconciles payments with accounts payable invoices and research discrepancies; records accounts receivable transactions.
• Receives and processes general cash receipt payments, ensuring accuracy, proper documentation, and timely deposit.
• Serves in a lead capacity for processing and maintaining customer utility billing for water, sewer and refuse services for all residential and commercial customers; processes new customer applications for utility services; receives payments for utility services, licenses, permits, and fees; explains utility billing and regulatory policies to customers; updates billing charges to customer accounts; monitors and oversees the notification delinquent accounts; researches and resolves billing inquiries; and adjusts accounts as necessary.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, kneeling, squatting and stooping in the performance of daily activities. The position also requires repetitive hand movement, and fine coordination in data entry and preparing reports using a computer keyboard. Additionally, the position requires both near and far vision in reading written reports and work-related documents. Requires acute hearing and clear effective communication in person and over the phone. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

EDUCATION AND EXPERIENCE

• Completion of 15 units in Early Childhood Education, Recreation Administration, or related coursework, AND

THE POSITION

This position works in parks and open space maintenance.   Under general supervision, the incumbent is expected to perform the full array of duties assigned at the journey level of the Maintenance Worker class series.  The work includes maintenance, construction and equipment operation work in the Parks and Facilities division, occasionally assist in the training of lower level Maintenance Workers, and perform other related duties as required.

A successful candidate will have experience performing municipal parks maintenance.  Training in maintenance, agronomy, horticulture, forestry, natural resource management, electrical, plumbing, carpentry, janitorial or related is desirable.  The Department is seeking a candidate who:

The Maintenance Worker II is the journey-level class responsible for a wide variety of maintenance and construction tasks. The Maintenance Worker II receives general supervision from the Maintenance Services Manager or Public Services Supervisor. May exercise technical and functional supervision over assigned staff.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Sanitary Sewer/Storm Drainage Systems Division.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground sewer/storm drain maintenance and repairs, and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series.  The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II:

This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbent perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment.  The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS

Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE

The Ideal Candidate for this position should have previous Road Maintenance experience; sidewalks, driveways, roads, curbs, and gutters, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, arrive on time, have good attendance, a positive attitude, be able to work independently with limited supervision, and a willingness to take on and learn new skills. • Provide information and interpretations on the role of City Council and various committee members’ operation policies, appointment procedures, and other questions which may arise concerning committee function.  Provide notice of all meetings, keep appropriate minutes and otherwise ensure that all Board meetings are conducted in accordance with State law.
• Communicate clearly and politely to assist employees and the general public in person and by telephone; acts interdependently across departments and cultivates relationships with a broad range of functions and levels in the organization.
• Maintains the official files, indices and records of the City in accordance with established policy; assists in development of policies and procedures for the records management program at the direction of and in coordination with the with the City Clerk to determine operating, administrative, legal, fiscal, historical and/or archival value of City records; ensures technical compliance with government codes for records retention, dissemination, access, and destruction in accordance with established policy. 
• Coordinates maintenance and operation of the records center and serves as records management liaison to City departments.
• Scans various documents; prepares documents for scanning; operates scanner and indexes items scanned on the computer.
• Provides information and forms to the public; collects and processes appropriate information; processes requests for release of bonds, certificates of deposit and letters of credit.
• Responds to public record requests by letter, telephone and in person regarding Council action and City records; researches information for public or City staff when necessary; assists in the maintenance of files including historical legal documents, resolutions, ordinances, agreements; advertises public hearings and other legal notices; assists with election activities.
• Maintains office equipment; requests and follows up on needed maintenance; operates and performs routine preventative maintenance on office machines.
• Demonstrates understanding of applicable policies, procedures and work methods associated with assigned duties.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports and data using a computer keyboard. Additionally, the position requires near and far vision in reading correspondence, statistical data and using the computer, and acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

KNOWLEDGE/SKILLS/ABILITIES

The following are a representative sample of the KSA’s necessary to perform essential duties of the position.

Knowledge of:  General principles of the department including provision of State and Federal codes, mandates, governing rules, regulations and policies, organization, procedures and operating details of City government procedures of a City Clerk’s Office.  General principals of administration, methods and techniques of supervision, training and motivation; standard office procedures, practices and equipment, including a computer and applicable software; English usage, spelling, grammar and punctuation; basic office methods and equipment.

Skill to:  Operate standard office equipment, including telephone, copy machine, scanner, computer and variety of word processing and software applications.

Ability to:  Demonstrate understanding of applicable policies, procedures and work methods associated with assigned duties.  Communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; resolve contentious issues collaboratively, respectfully and effectively; establish positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.  Effectively organize, direct and review work of assigned staff; maintain confidentiality of sensitive information; interpret and apply administrative and department policies and procedures; proactively research to ensure compliance with applicable regulatory agencies; analyze situations appropriately and adopt effective course of action.  Undertake activities associated with maintaining and operating records center; operate modern office machines including digital imagining equipment; learn principles and practices of archival records management; perform general clerical work including maintenance of complex files and records and compile information for reports under minimal supervision; correctly interpret and apply the policies and procedures of the program or function to which assigned; compose reports and correspondence involving individual judgement; perform routine clerical work; provide information and organize material in conformance with policies and regulations; read and understand a variety of documents including contracts and ordinances; learn and apply municipal laws and procedures, City Municipal Code provisions, election laws and political reform requirements; follow written and oral directions; read, interpret and record data accurately; prepare clear and concise reports and keep accurate records; perform mathematical calculations quickly and accurately if needed.

THE SELECTION PROCESS

The process may include an in-basket exercise, individual interviews, panel interviews and/or other related components.  Only those candidates who have the best combination of qualifications in relation to the requirements and duties of the position will continue in the selection process.
