THE DEPARTMENT

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to the community as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs. 

 

Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. Recently, the Department underwent a process of restructuring so that management of all City engineers is now under the Assistant Director for enhanced oversight, communication, and workflow. The City champions the Department's Dean Allison Award internship program annually, which shepherds talented young graduates into local government and encourages engagement with the public sector of California. THE POSITION

The mission of the Senior Management Analyst in the City of San Rafael’s Public Works Department is to provide strategic analysis, fiscal oversight, public communications,  and management projects that enhance the City’s infrastructure, services, and quality of life. This role works to build relationships through internal and external stakeholder collaboration and issue resolution. Data-driven insights, innovative problem-solving, and collaborative partnerships all play a critical role in advancing the Department’s efficiency, accountability, communications, and service delivery.

EDUCATION/EXPERIENCE

Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:

Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.

The City of Sebastopol is seeking a professional, collaborative problem-solver to serve as the next Planning Director. The Planning Director will direct, oversee, and materially participate in the work of the City’s Planning Department, including current and long-range planning, maintenance of the General Plan, Housing Element, and zoning codes, and review of proposals for construction and development within the City of Sebastopol. The selected candidate will coordinate activities, permits, and projects with other City departments. The Planning Director performs professional planning duties in the fields of long-range planning, current planning, and building permitting, including a variety of diverse professional planning assignments. The incumbent will oversee technical reviews and evaluations of land use and permit applications, handle the most complex customer service issues, environmental impact documents, and construction projects, and provide supervision or lead direction to professional and support staff. The director will ensure compliance with all aspects of the City’s General Plan and related ordinances and laws, and perform related work as assigned.

PRIMARY RESPONSIBILITIES 

• Administer CDBG: Coordinate and implement the Community Development Block Grant (CDBG) program. 

• Housing Program Coordinator: Assist in implementing the City’s Affordable Housing programs, HOME Investment Partnerships Programs, City Rent Stabilization Program, Housing Successor Fund, and City Housing Trust Fund, and related housing assistance programs. 

• Ensure Regulatory Compliance: Interpret and implement regulations with the US Department of Housing and Urban Development (HUD), the State of California Housing and Community Development (HCD), and local ordinances and resolutions. 

• HUD Needs Assessment: Conduct application workshops and community meetings; prepare applications, funding availability notices, and participate in the evaluation of funding applications and community needs.   

• Coordinate Interagency Efforts: Coordinate CDBG and affordable housing funding activities with internal departments (City Manager, City Attorney, Finance, and City Clerk) and outside agencies at the County, State, and Federal levels. Review the work of contractors and consultants.  

• Community Engagement: Represent the City in meetings with community groups and agencies. Participate in special multi-disciplinary task forces.  

• Conduct Analysis: Analyze social, economic, demographic, housing, and land use data, as well as development plans, and technical studies for compliance with the General Plan, regional plans, codes, ordinances, and state/federal law.  

• Prepare Reports & Documentation: Develop staff reports with recommendations on funding, program implementation, and complete HUD/HCD documentation, including contracts, performance reports, applications, public notices, Consolidated Plan, and NEPA clearances.  

• Monitor Program Performance: Conduct compliance reviews, site visits, and performance evaluations. Maintain accurate records and develop tracking systems and monitoring procedures.  

• Evaluate Housing Affordability: Review controlled rents, household income, affordable housing costs, and affordable sale price calculations. Screen and interview applicants to determine the household’s eligibility for affordable units. 

• Deliver Customer Service: Respond to inquiries from the public, applicants, developers, consultants, and agency representatives. Explain program requirements and assist with applications.

The San Rafael Fire Department (SRFD) is piloting a 6-month, part-time, BLS ambulance  program and is seeking up to 6 motivated and enthusiastic individuals to join our team! • Emergency Response Support: Provide emergency medical care at the basic life support level and provide support services to Firefighter/Paramedic crews at prolonged incidents including fires, medical emergencies, rescues, and hazardous materials incidents. • Equipment and Vehicle Operation and Communication: identify and operate various types of equipment for life saving and support measures; safely and effectively drive ambulance unit to specific locations while in communication with dispatchers, treatment center personnel, and/or other emergency team members and internal/external personnel, in a respectful and collaborative manner. Consistently practice and promote safety for yourself, colleagues, patients, and the public in all aspects of emergency medical response and care.  

• Training Participation: Attend training sessions, workshops, and skill-building exercises to learn about emergency medicine and fire suppression techniques, search and rescue operations, medical aid procedures, and other essential firefighting skills. 

• Equipment and Facility Maintenance: Assist in the maintenance and inspection of firefighting equipment, tools, and apparatus. Learn proper cleaning, care, and upkeep of vehicles, gear and tools to ensure readiness for emergency situations. Assist in the tracking, organizing, and dispensing of inventory.  

• Community Outreach: Participate in community events, educational programs, and public demonstrations to promote fire safety awareness and engage with the local community. Serve as an ambassador for the fire department and provide information about fire prevention and preparedness. 

• Administrative Support: Assist with administrative tasks such as record-keeping, data entry, and inventory management. Gain exposure to the behind-the-scenes operations of a fire department.  

• Physical Fitness: Work towards maintaining a level of physical fitness necessary for performing firefighting duties. Engage in physical training and conditioning activities as directed by the department.

EDUCATION AND/OR EXPERIENCE 

• Must be at least 18 years of age with a High School Diploma, GED or equivalent.  

• Must possess a valid EMT (EMT-1/EMT-B) Certificate either through the National Registry EMT or State of California. Must maintain local certification requirements.  

• Must possess a valid CPR “Healthcare Provider” card issued by the American Heart Association or equivalent.  

• Must possess, or within one month of appointment must obtain, an Ambulance Driver Certificate through the CA DMV.  

• Must possess a valid California Class C Driver’s License with a satisfactory record.

Under direction, the Deputy City Clerk provides complex administrative and organizational support for all functions and activities of the City Clerk’s Office, including the duties necessary to ensure the custody and maintenance of official City documents, public and archival records and files, and public information. The Deputy City Clerk services to City employees and the public; as the Acting City Clerk in the absence of the City Clerk.  The Deputy City Clerk – Administrative Aide administers projects as assigned, fields and answers inquiries from the public, City departments, officials, and outside entities; participates in fostering cooperative working relationships among City departments and with State and local intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex administrative support to the City Clerk, City Manager, City Council, and other City Administrative Managers, and performs related work as required.

This position is full-time at 36 hours per week.
