Education & Experience:

Work Environment:  This full time position is part of the Facilities & Fleet Department at Midpen’s Administrative Office in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding, and may be eligible for a 9/80 schedule.  To meet service needs, three days of working on-site is required per week – set days are Tuesdays, Wednesdays and Thursdays in the office. The Fleet Services Specialist will often meet with Midpen staff in the district field offices.  Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, or road hazards. Must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

VTA's Technology Department is seeking an enthusiastic, team-player and customer-focused Senior Information Systems Analyst to join our team! This individual will provide Tier-3 technical assistance and leadership in helping establish a robust IT asset management and ticketing system to streamline the daily operations of a dynamic IT department.

What You’ll Be Doing
Definition
Under direction, the Senior Information Systems Analyst leads and participates in the work of staff responsible for providing technical and analytical support to VTA computer information systems and computer servers.

Distinguishing Characteristics
This is the advanced journey level in the Information Systems Analyst series.  Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. The Senior Information Systems Analyst performs project lead functions including assigning work, delegating assignments, and reviewing the work of others and keeping the supervisor updated.

Incumbents at this level perform the most difficult and responsible types of duties assigned to classes within this series including serving as a project lead over staff responsible for maintaining VTA's computer information systems and computer servers, researching and recommending new hardware and software components, and providing related support to the users.  Incumbents at this level are fully trained in all procedures related to assigned area of responsibility.

This class is distinguished from the higher-level classifications of Information Systems Supervisor and Technology Infrastructure Supervisor in that the supervisory classifications are responsible for full supervisory activities over a major section in the Technology Department.
 

Minimum Qualifications
Employment Standards
Sufficient training, education, and experience maintaining computer information systems and computer servers to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in computer science or a related field, and four (4) years of responsible experience performing technical and analytical tasks in support of computer information systems and computer servers. (Additional applicable experience with technical and analytical tasks in support of computer information systems and computer servers substitutes for college on a year for year basis.)

Reporting to the Division Manager, the Senior Library Page is responsible for a variety of routine but essential library tasks. 

Key duties include:

• Checking in and shelving library materials,

• Mending and processing new or damaged items,

• Sorting and shifting collections,

• Shelf-reading, and maintaining organized and inviting displays,

• Locating materials for patron holds,

• Duplicating and weeding lists, and 

• Accurately updating item records in the Library’s Integrated Library System (ILS).

In addition to core responsibilities, this position helps train new Library Pages and serves as a mentor to part-time Page staff, fostering a supportive and collaborative work environment. The Senior Library Page also assists library staff with special projects and events, and provides customer service support at the public desk as needed.

This role requires demanding physical activity, including standing, walking, bending, reaching, and repetitive hand movements. Ideal Experience:

• Five (5) years of progressively responsible experience in procurement, contracting, or closely related administrative, operational, or financial analysis work involving complex issues.

• Business process analysis methods related to purchasing and contract administration.
• Data collection, analysis, and reporting techniques used in procurement oversight.

Ideal Training and Education:

• Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, political science, or a related field, with emphasis on procurement, contracts, or financial management preferred.

Substitution:

• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

Purchasing & Consultant Contracts Services Unit (Position Code 79)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).

This is the journey level in the single level technical Instrumentation Technician class. Incumbents initially perform the more routine duties assigned to positions in this class and work under close supervision.  However, as experience is gained, incumbents are expected to perform the full range of duties as assigned with increasing independence.

To perform skilled, technical work in the design, installation, testing, calibration, maintenance, and repair of process control, telemetry, and data acquisition systems and subsystems used in the wastewater treatment plant, water production, and distribution facilities; to provide journey level electrical skills in a heavy industrial environment; and to provide technical support to an assigned supervisor.

The Executive Assistant/Deputy District Clerk independently performs a full range of highly responsible, confidential, and complex administrative duties to a small team of Executives. Additionally, this classification supports the District Clerk in preparing and delivering the District Board agenda packets, meeting notices, resolutions, and related materials;  coordinating District election processes; provides administrative support maintaining the District’s records management system; attends Board and Committee meetings and facilitates streaming technology; and functions as the District Clerk in their absence. WORK ENVIRONMENT

The Executive Assistant/Deputy District Clerk will be required to attend evening Board/Committee meetings. Meetings may be held in Los Altos or offsite.  This position is part of the General Manager’s office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute work environment for this position.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and
• Three (3) years of responsible secretarial experience involving assisting executive management or a high-level officials with administrative duties.

LICENSES & CERTIFICATIONS REQUIRED

Possession of a valid California Driver’s License.
