SENIOR BUILDING INSPECTOR

The City of Sunnyvale is hiring (1) full-time Senior Building Inspector in the Department of Community Development.

Sunnyvale is a dynamic city in the heart of Silicon Valley. Construction activities continue to grow with a wide range of project types, including tech manufacturing, hazardous occupancies, single-family residential, and multistory mixed-use, multifamily, and commercial buildings.

This position shares the responsibility of supervising 9 experienced inspectors with another Senior Building Inspector. The Building Division is a cohesive and supportive unit that helps each other navigate code compliance and enforcement issues.

Minimum Qualifications:
Education and Experience:

The minimum qualifications for education and experience can be met in the following way:

An Associate's degree or 60 semester units or 90 quarter units in engineering technology, architecture, construction management or related field; AND
Four years of professional, full-time experience as a building inspector with a public agency,

OR

Graduation from high school or tested equivalent; AND
Four years of professional, full-time experience as a building inspector with a public agency and two years as a licensed general contractor.

Licenses/Certificates:
Possession at time of hire and continued maintenance of a valid Class C California driver's license and a safe driving record.
Possession and continued maintenance of ICC Certifications:  Building Inspector (B1 and B2), Electrical Inspector (E1 and E2), Plumbing Inspector (P1 and P2), and Mechanical Inspector (M1 and M2).

DESCRIPTION:

The Department:

The Community Development Department strives to enhance the community’s safety, welfare, quality of life, and economic opportunities by providing advanced planning, development review, permitting and inspection services, as well as administration of programs related to affordable housing. The Position:

The Senior Planner is the advanced journey level classification in the professional Planner series. An incumbent in this classification is responsible for performing complex planning duties in the administration of land use regulations, the City's General Plan, Housing Element, environmental review, and design review.  The Senior Planner is distinguished from the Associate Planner classification as they perform lead, supervisory responsibilities.

This Senior Planner position will be primarily assigned to advanced or long-range planning implementing the City’s Housing Element, including preparing Annual Progress Reports, monitoring Regional Housing Needs Allocations, developing, implementing, and monitoring policies, data analysis & reporting, and community engagement activities.

The ideal candidate is expected to be familiar with state planning and housing laws, including state density bonus requirements, and Housing Element requirements. They should be able to demonstrate a comprehensive understanding of the laws and the local implementing ordinances to ensure the City is in compliance. This position will also play a key role in advancing housing-related initiatives, many of which are part of the Housing Element programs.

The ideal candidate will be a motivated self-starter able to work independently, and with a team. They will be able to communicate effectively with supervisors, colleagues, consultants, decision-makers, and the public. Creativity, critical thinking, ability to perform research and analyses are essential traits.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

A Bachelor's Degree from an accredited college or university in Urban and Regional Planning, Environmental Studies, Architecture, or closely related field.

Minimum Experience Requirements:

Four (4) years of professional municipal or regional planning experience.

Acceptable Substitution:

• Two (2) years professional planning experience as an Associate Planner with the City of Santa Clara may be substituted for the required experience.

• A Master's Degree from an accredited college or university in City Planning or closely related field may be substituted for one year of the required experience.

Desirable Qualifications:

• Computer proficiency in Microsoft Word, Excel, Geographic Information Systems (GIS), permit tracking software, such as Accela.

• Depending on position assignment, experience in a particular specialty such as current planning, advanced or long-range planning, California Environmental Quality Act (CEQA), and/or Geographic Information Systems (GIS) mapping, or database development.

• Experience developing and delivering public presentations.

• Planning experience in a lead or supervisory capacity.

• Possession of a certification from the American Institute of Certified Planners (AICP).

Other Requirements: 

• Will be expected to work evenings and weekends as required.

• Must be able to perform all of the essential functions of the job assignment.

SUMMARY DESCRIPTION

Performs technical and paraprofessional work supporting both the department and City planning operations including current and long-range planning,  environmental compliance review, processing development proposals, interacting with applicants, developers, consultants, the public, and external agencies, organizations and community groups, and other technical-level functions.

DISTINGUISHING CHARACTERISTICS

A paraprofessional classification requiring administrative, analytical, and specialized technical skills to perform semi-complex municipal planning duties. The role is distinguished from lower classifications by its scope of work and requirements for specialized training and technical proficiency in planning. This classification performs recurring tasks and solves problems independently under general supervision from the department director or assigned supervisor, and does not exercise supervision over staff.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Perform a wide range of administrative, operational, and technical tasks supporting planning programs and functions.
• Process, review, and evaluate plans, required planning documents and construction plans for completeness, consistency, and regulatory compliance.
• Administer zoning, land use, subdivision, and environmental regulations; provide recommendations on project issues, and assist applicants to ensure all requirements are met within established time frames.
• Interact with the public, and internal and external stakeholders;  serve as liaison to City staff, applicants, developers, consultants, and external organizations and agencies regarding City codes, policies, processes, and requirements.
• Conduct site visits; investigate zoning issues and complaints; advise property owners, developers, and the public on relevant City ordinances and regulations.
• Prepare reports and make public presentations to the Planning Commission, City Council, and other public groups.
• Conduct specialized planning studies, research, and analysis for current and long-range planning issues, including environmental evaluations and General Plan updates.
• Develop ordinances, resolutions, and regulations related to planning matters.
• Oversee and coordinate the current planning process including project scheduling for Historic Design Review Committee and Planning Commission, and project review with other staff.
• Maintain accurate and up-to-date planning records and data.
• Perform other related duties as assigned.

ABOUT THE ROLE

This position works under immediate supervision and serves as the receptionist for the City Manager's Office, working under the City Clerk's Office. DISTINGUISHING CHARACTERISTICS

The Office Assistant I is the entry level class in the office support series responsible for performing less complex assignments within an established procedural framework where there are minimal consequences of error. This classification is distinguished from the next higher classification of Office Assistant II by the performance of more routine, repetitive and less complex assignments.

SUPERVISION RECEIVED/EXERCISED

Receives immediate supervision from administrative and/or management staff. Incumbents of this class do not routinely exercise supervision. 

ESSENTIAL FUNCTIONS     (Include but are not limited to the following)

• Performs the duties assigned to classes in the Office Assistant series including organizing and coordinating work; sets priorities and meets deadlines; performs a variety of office administrative tasks such as purchasing requisitions, ordering materials and supplies, monitoring supply budgets, and keeping current reference materials and files.
• Provides information to the public or to City staff that may require the use of judgment and the interpretation of policies, rules or procedures; responds to questions and concerns from the general public; receives visitors and telephone calls and directs them to the appropriate information source; represents the City to all callers and visitors in a professional and customer friendly manner; assists the public in filling out forms and supplies information regarding fees, permits, legal requirements, procedures and services provided by City departments.
• Types drafts and a wide variety of finished documents from recording devices, notes, brief written or oral instructions; compiles and maintains records and prepares reports; prepares agenda materials, draft reports, resolutions and ordinances; inputs, retrieves and references various computer data management systems such as financial and/or budget systems; attends meetings and records and transcribes minutes.
• Researches and assembles information from a variety of sources for the completion of forms or the preparation of reports; makes arithmetic, statistical and payroll calculations; compiles and maintains records; maintains centralized division/department records and files; inputs, updates and retrieves data such as mailing lists and registrations; designs and develops flyers and brochures; determines proper spelling and grammar; develops proper formats for forms, charts and reports.
• Performs specialized and/or confidential records maintenance and retention functions; scans and enters documents to database; maintains and retrieves records and documents; posts and distributes public notices; assists with the compilation of various city agenda packets.
• Makes appointments and maintains a calendar and tickler files; schedules and arranges meetings and makes travel arrangements; organizes meetings by notifying participants, making room arrangements and preparing required informational materials; sorts and distributes mail received by departmental staff.
• Provides follow-up and research information on inquiries and problems which require knowledge of services and programs of the City; resolves problems and responds to special assignments which require interdepartmental or staff communications; responds to questions and concerns from the general public; provides information as is appropriate and resolves complaints.
• Receives and processes fees, enrollment charges, fines or other money; prepares receipts and balances money received; prepares rental agreements and reviews for completeness.
• Maintains petty cash, daily cash and daily revenue records; performs a variety of general accounting operations including, receivables and bank deposits; processes purchase orders and checks incoming orders.
• Maintains office equipment and facilities; requests and follows up on building maintenance and custodial services; operates and performs routine preventative maintenance on office machines including data/word processors, copiers, field dispatch equipment etc.
• Receives incoming telephone and may receive voice radio calls; secures and records information and uses radio to dispatch necessary City services.
• Demonstrates understanding of applicable policies, procedures and work methods associated with assigned duties.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public. 
• May assist with and/or administer special projects; coordinates specific projects, including fostering cooperative working relationships with civic groups, inter-governmental agencies and City staff; helps develop, implement and maintain goals, objectives, policies and priorities for assigned projects and service areas; helps ensure that established goals and priorities are achieved; attends and participates in professional and community meetings; stays current on related issues; serves as a technical resource.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

KNOWLEDGE/SKILLS/ABILITIES    (The following are a representative sample of the KSA’s necessary to perform essential duties of the position.)

The City of Dixon is excited to announce the recruitment for a Public Works Director. The Public Works Director will play a critical leadership role during a period of elevated development activity and organizational transition. This position requires a hands-on leader who can maintain momentum on existing initiatives while advancing new priorities across Public Works, Engineering, and land development functions.

This is an exempt, "at-will" senior management position directly responsible to the City Manager.  Salary is negotiated within salary range depending on qualifications.
