Management (Budget) Analyst

This role is ideal for someone who wants to make an impact through thoughtful budgeting, financial analysis, and cross-department support.

As a Management (Budget) Analyst, you'll work under the direction of a Finance Manager to help develop the City’s annual budget, support financial planning efforts, and keep key systems running smoothly. You’ll be hands-on with both day-to-day operations and longer-term projects that support Belmont’s financial health.

This position is classified as Management Analyst I or II, with the working title of Budget Analyst.
Placement will be made at either level depending on experience and department needs.

• Assist in preparing the annual operating budget and 5-year capital improvement plan

• Maintain the City’s budget system and provide end-user support and training

• Analyze trends in revenues and expenditures, and prepare financial reports and presentations

• Coordinate budget transfers and amendments

• Manage chart of accounts alignment and process documentation

• Support payroll processes, audits, and financial system upgrades

• Research local, state, and federal regulations for financial impacts

• Collaborate with other departments and outside agencies to gather and share financial data

• Contribute to cost allocation models, internal service fund rates, and related analysis

• Take on special projects and assist in the general administration of the Finance Department

The City of Dixon is recruiting to fill one full-time position of Fire Battalion Chief and to establish an eligibility list for future vacancies. The Fire Battalion Chief will act as a shift commander, ensure operational readiness for emergency response and perform emergency command and control functions; to provide highly responsible staff assistance to Fire Administration; and to manage and participate in administrative tasks, programs, and projects.

THE ORGANIZATION

Incorporated in 1927, Menlo Park is a General Law city operating under a Council-Manager form of government. The City Council is the City’s five-member governing body whose members are elected by district for four-year overlapping terms in general municipal elections. The Mayor and Vice Mayor each serve one-year terms and are selected annually by the City Council.

The City Council appoints the City Manager and City Attorney as well as members of the Planning Commission and numerous advisory boards. The City Manager appoints all executive and management level positions. THE DEPARTMENT

The Community Development Department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It is comprised of 35 FTE who operate as an effective and cohesive team across multiple functional areas and lead a number of City initiatives to support the City Council goals. The Department includes the Building, Planning and Housing Divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review.

The Building Division, which is the division this position will be responsible for overseeing, includes managing building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction. THE POSITION

The City of Menlo Park is seeking a strong, forward-thinking leader who is collaborative and passionate about serving the community and advancing department and City goals. This position serves as the City’s Building Official, as well as plans, organizes, manages, and provides administrative direction and oversight for major functions, activities, and staff of the Building Division. The incumbent will assist with department initiatives, including annual budgeting and monitoring and the development and administration of departmental policies, procedures and services, as well as day-to-day operations, including reviewing plans, interpreting applicable code, and meeting with stakeholders to explain processes. Areas of responsibility include building and safety, permit processing and issuance, inspection and compliance with the California Building Standards Code and relevant parts of the City’s Municipal Code, and building plan check review.

This position plays a key role in collaborating and coordinating assigned activities with other City departments, teams, and outside agencies and fostering cooperative working relationships. The person in this role is also expected to have excellent rapport with the general public, with the ability to respond to, and resolve difficult and sensitive citizen inquiries and complaints.

Current examples of notable projects include coordinating the upcoming California Building Standards Code cycle, collaborating on the IT Master Plan and land management permitting system (Accela) to improve customer experience and service delivery, and overseeing the building permit process for a diverse range of development from tenant improvements to hotels to comprehensive mixed-use campuses. The City has over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial spaces approved, but not yet under construction, along with a number of large development projects currently under review. • Solicits participant input to gauge participant reaction to program quality.  Uses evaluation results and past program experience to plan new programs. Effectively plans programs that are convenient to users and participants to promote high levels of attendance and facility use.
• Maintains a competent and motivated work force by exhibiting leadership skills and by maintaining continual supervisory contact with their subordinates and volunteers.  Objectively and constructively evaluates their performance, promptly apprising them of how well they are performing and/or in what specific areas they should seek improvement.
• Provides timely and detailed input to the Recreation Manager and Parks and Recreation Director for the preparation of the budget, adequately documenting the amount and levels of service to be provided.  Keeps expenditures within the limits set.
• Ensures that the revenue for recreation, community and social service programs is handled according to established management policies.
• Effectively promotes and fosters public awareness of recreation programs by appearing before community groups, developing social media marketing, and preparing content to be included in various City newsletters/outreach materials throughout the year.
• Keeps current of changing needs within recreation and community and social service programs.  Remains flexible in ensuring necessary modifications are made.
• Participates in evening and weekend City-wide special events and programs.
• Inspects recreation facilities to ensure they are safe for use by recreation program participants and are presented in a satisfactory appearance.
• Exhibit effective leadership and instruction skills in recreation programs and community events for which they are responsible. Effectively communicate these skills and techniques to participants and staff members.

• Perform a wide variety of tasks such as writing program descriptions, proofreading/editing marketing content, taking photos or selecting imagery to be used in marketing campaigns.
• Assists in the preparation and oversight of the Youth Development and Athletics budgets, summarizing results at program and fiscal year end.

What type of experience and education do you need to be a successful Recreation Coordinator?

• Performs core service desk functions including patron registration, account management, checking in/out materials, using self-check equipment, processing payments and reserves, and responding to patron inquiries.
• Provides assistance to patrons in locating and using library materials, equipment, and technology; explains library services, policies, and procedures.
• Lifting and carrying materials (up to 35lbs.) such as books, boxes or related equipment and pushing/pulling carts for shelving returned and in-house used library materials.

• Troubleshoots basic issues with public computers, MakerSpace equipment, and related technology.
• Supports library staff with leading programs.
• Performs other related duties as required.

POSITION

To respond to fire alarms, medical emergency, and other emergency activities in the protection of life and property; and to participate in fire prevention, training and station and equipment maintenance activities.  The purpose of this recruitment is to fill a current vacancy in the Woodland Fire Department (WFD), as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

The following are typical illustrations of duties encompassed by the job class, not an all-inclusive or limiting list:

• Respond to fire alarms with assigned company; lay and connect hose lines; hold nozzles and direct water streams; raise and climb ladders.
• Perform rescue operations in a variety of situations including but not limited to rescuing persons from areas threatened by fire, hazardous conditions, confined space, and active shooter/rescue task force events.
• Provide basic life support during medical incidents, assessing and initiating patient care until relieved by proper medical personnel.

• Participate in fire drills; serve as instructor as assigned; attend training sessions.

• Respond to hazardous materials incidents and participate as member of the County Hazardous Materials Team. Shut down natural gas and electrical services to structure.

• Possession of at least three (3) years of full-time work experience with a municipal fire agency, including current employment in good standing.  Exceptions may be considered for those in lay-off status if deemed not for cause.

License or Certificate:

Review Process:  Based on the information provided in the application documents, the best qualified applicants will be invited for further examination.  All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.  Depending upon the number of applications received, the examination may consist of an application screening, written and/or practical exam, oral interview or any combination thereof.  Applicants will be required to take and pass a medical examination by a City of Woodland physician to ensure their physical suitability to perform the assigned duties.

Current Salary:                      
$6,691.84 - $8,133.98 /month ($3,088.54 - $3,754.14 /bi-weekly)

Retirement:                           
CalPERS Retirement system (3% @ 50 Formula for Classic CalPERS members and 2.7% @ 57 Formula for new CalPERS members).  The City does not participate in social security

Deferred Compensation:                    
Choice of deferred compensation plans (Traditional and Roth).  After successful completion of probation, new hires are also eligible for a 2% City contribution.

Medical:                                 
CalPERS Medical Insurance Plans, including HMOs & PPOs.  City gives an allowance toward the cost of insurance

Maximum Family Allowance for 2025: $2,752.96 per month

Dental/Vision:                       
City paid Delta Dental and VSP Vision Insurance

STD/LTD:                              
City paid wage protection for short- and long-term disabilities

Life Insurance:                      
City provides $50,000 life insurance policy

Voluntary Benefits:

Vacation:                               
11 hours per month during first 3 years of service

Sick Leave:                           
12 hours per month

Holidays-In-Lieu:

Longevity Pay:                      
1% of base pay at 10 years of service

Bilingual Pay:                        
$200 per month upon certification

Education Incentive:             
Up to 5% additional compensation for fire service diploma/certificates

Professional Growth Incentive:        
$625 per year for additional educational or professional activities
