The City of Pacifica is a beautiful coastal community, just south of San Francisco with an exciting opportunity. We are currently hiring for Maintenance Assistants to join our team. Under general supervision, Maintenance Assistants perform unskilled/semi-skilled labor and maintenance work. This recruitment is to fill a vacancy in our Wastewater Treatment Plant Division. If selected for our Wastewater Division, you will be working with our Collections division where they focus on conveying wastewater to the treatment plant by cleaning, inspecting, repairing, and other pipeline maintenance tasks.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform a variety of unskilled/semi-skilled maintenance or custodial duties involving manual labor of facilities.
• Clean and inspect sewer facilities for vandalism or potential hazards.
• Sanitize surfaces, repair minor plumbing problems, diagnose basic sewer issues, replace components on fixtures.
• Maintain area(s) as assigned including pump stations of treatment plant, performing basic repairs, inspections and landscaping.
• Load and unload supplies and materials.
• Safely assist with various heavy pipe lines, cleaning equipment, and maintenance operations.

The Pacifica Police Department is responsible for all functions related to law enforcement and crime prevention and is made up of several divisions that carry out specialized duties to help the department perform as a cohesive whole. Those divisions are Field Services, Investigations, Communications and Records. DEFINITION

DISTINGUISHING CHARACTERISTICS

This is an entry level, sworn position serving the city of Pacifica maintaining and fostering high ethical, and professional standards within the police department and throughout the community.

Responsible for protecting life and property while enforcing the California Penal Code, California Vehicle Code and Pacifica Municipal Codes

SUPERVISION RECEIVED/EXECUTED

Receive general supervision from the Police Sergeant, Police Corporal, Police Captain and/or the Chief of Police.

ESSENTIAL FUNCTIONS - INCLUDING BUT ARE NOT LIMITED TO THE FOLLOWING:

• Protect life and property through patrolling assigned areas.
• To maintain law and order.
• Answer calls for service from citizens regarding criminal activity and other matters relating to the safety of the community.

EXPERIENCE AND TRAINING GUIDELINES

Training: High school graduate or equivalent qualification, and 30 semester units from an accredited college or university desired (not required)
 

Certification: Must pass a comprehensive physical examination, meeting the standards established by the California Commission on Peace Officers Standards & Training (POST)
 

License: Possession and maintenance of a California Class C driver’s license and have a satisfactory driving record.
 

Minimum requirements for lateral entry officers:

• Must meet all minimum requirements for entry level officer with the exception of written and agility examination requirements.
• Must possess a POST Basic Certificate.
• A minimum of one-year satisfactory past police patrol experience within the past three years.
• Must have no record of felony criminal convictions or misdemeanor convictions that could affect credibility as a witness in a court of law.
• Vision and hearing capabilities consistent with guidelines by POST and/or the City.
• Must be of good moral character to be determined by a thorough background investigation, which will be conducted under POST guidelines.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). Employees are represented by eight bargaining units.

Each year the City Council convenes in advance of the new fiscal year to review and amend as necessary City Council goals, and to develop a list of priorities to be implemented in the upcoming fiscal year to fulfill the goals. THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.

• Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
• Prepare a variety of budgets, reports, correspondence, and special studies.

DEFINITION

DISTINGUISHING CHARACTERISTICS

This classification is structured for incumbents hired with the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees will be sworn in and appointed to the classification of Police Officer at the beginning of the following pay period. 

SUPERVISION RECEIVED AND EXERCISED

Receive immediate supervision from higher level supervisory or management staff and from training staff at a POST-certified Basic Law Enforcement Academy.

ESSENTIAL FUNCTIONS – INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Attend a POST-certified Basic Law Enforcement Academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
• Receive training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
• Perform related duties and responsibilities as assigned.

Necessary Special Qualifications:

• At the time of application, all applicants must show proof of passing the PELLETB test with a minimum T-Score of 50 and successful completion of the WSTB test (physical agility).  These tests can be taken by visiting www.theacademy.ca.gov.  All testing information including practice tests can be located on the site.
• Free of any felony convictions.
• A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).

The City Attorney's Office
The City Attorney’s Office provides legal advice to all City Departments, the City Council and all Boards and Commissions. In addition, the City Attorney’s Office provides risk management services through the Risk Management Division.

The Position
The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, water storage and distribution, sewer collection and services during construction and construction management for a variety of projects in wastewater treatment.

DEFINITION

DISTINGUISHING CHARACTERISTICS

This is a mid-management level position that performs, oversees, and coordinates assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sanitary sewer collection, recycled water, stormwater management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects. This position is distinguished from that of the Principal Utilities Engineer by the latter position’s complexity of assignments and responsibility for the supervision of higher-level engineering and technical staff.  

 

 

Essential Duties

What you will do:
Duties may include but are not limited to the following:

• Recommend and assist in the implementation of goals and objectives; establish budgets, schedules, and methods for the engineering, planning, design and construction of assigned utilities systems.

• Plan, prioritize, assign, supervise, and review the work of staff involved in the implementation of Capital Improvement Projects through the planning, design, bid award, construction and commissioning phase.

• Negotiate and obtain easements, permits, and agreements for the City construction projects and development projects. Review and coordinate annexation of property to the City water, sanitary sewer, and recycled water service areas.

• Prepare Requests for Quotes and Requests for Proposals; receive and respond to questions during proposal period; review proposals and participate in the selection of vendors, consultants, and/or contractors.

• Maintain and create accurate records and maintain design standards and specifications for water, sanitary sewer, wastewater treatment and recycled water infrastructure.

• Oversee and review the preparation and/or updates of Master Plans and studies that outline future water, recycled water, sanitary sewer collection system, and wastewater treatment system improvements.

• Prepare drawings, models, and displays for special studies and reports completed by the Utilities Division and explore and study the preparation of area wide Master Plans guiding future installations of major water, recycled water, and sanitary sewer collection system improvements.

• Serve as construction manager on complex water, sewer (wastewater), and recycled water capital improvement projects.

• Oversee and review the preparation of plans, specifications, cost estimates, and the administration of contracts for construction projects in utilities (e.g., water, recycled water, sanitary sewer collections, and wastewater treatment  and storm drainage projects).

• Prepare, revise, and update standard specifications and details related to water, recycled water, and sanitary sewer system infrastructure.

• Check plans prepared by other agencies for conflict with the City's existing and proposed utilities systems.

• Coordinate work between sections and divisions of various City Departments and advise City staff on assigned engineering and technical matters.

• Participate in the selection and supervision of outside engineering consultants for the development of plans and specifications, studies, and reports.

• Coordinate utilities engineering related activities with other City departments, divisions, and sections and with outside agencies.

• Prepare reports and participate in the development of the Capital Improvement Program and Project budget and priorities for utilities projects. 

• Coordinate and consult with contractors, developers, engineers, and operation and maintenance staff on problems relating to the design, construction, and maintenance of assigned utilities facilities.

• Prepare project statements outlining scope of projects, design criteria, available data, background, scheduling coordination, and financing for utilities projects.

• Review, edit and prepare staff reports and resolutions for City Council authorization; prepare staff reports and presentations to council special committees.

The Position
Utility Workers perform a variety of manual tasks such as building and grounds maintenance, minor equipment repair, and transportation of materials, and supplies in a locked facility.
 
As part of their duties, Utilities Workers assist the skilled trade workers including painters, carpenters, and engineers. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Utility Worker II ($31.40- $39.25/Hourly) is the experienced journey level class in this series. Under general supervision, incumbents independently perform the full range of duties. All the positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. Incumbents should demonstrate a thorough knowledge of operations and procedures and the ability to independently accomplish day-to-day tasks under normal conditions and to instruct others.

The OIT learns during the first year of employment to perform the essential duties of an Operator I/II.

The responsibilities of the Operator I and Operator II are distinguished by the level of independent performance of essential duties, greater complexity of assigned work, additional experience, and requirement for higher California State Operator Certification.

*          Laboratory Operations:  Performs standard laboratory tests of materials in process; takes grab and composite samples; performs other laboratory routines required to maintain accurate records of tests personally conducted and as needed to maintain order in laboratory facilities.

*          Preventive Maintenance:  Oils, greases, cleans, and maintains treatment plant machinery and equipment; cleans adjusts and repacks valves and pumps; similarly services/tests outlying pumping station machinery and equipment. Inspects plant electrical, plumbing and mechanical equipment for needed repairs.

*          Maintenance and Electrical Repair/ Construction Repair/Construction:  Disassembles electrical, plumbing and other mechanical or constructed plant systems and structures; makes repairs to existing equipment; fabricates parts when feasible; reassembles and tests repairs. Uses and operates tools and equipment associated with electrical system repairs, plumbing systems, sandblasting, welding, concrete and cement work, metal work, general construction and materials hauling. Assists in plant construction projects as appropriate.

*          Custodial Maintenance:  Cleans tanks and containers, sweeps, sands and paints plant equipment and facilities, performs general grounds keeping and building custodial and maintenance work as needed to maintain orderly plant and facilities operations.

*          Shift Operator:   Operator II provides on-call availability for any emergency work required of the plant during assigned periods. A certified Waste Water Treatment Plant Operator trains and instructs less experienced personnel in treatment plant operations and maintenance work as appropriate. Position does require assignment to vary work schedules and shifts.

*          Record Maintenance:  Keeps and maintains accurate records of plant operations and laboratory procedures, assists in other public works operations as assigned and performs other assigned duties necessary to the effective operations of the plant facility that are consistent with the responsibilities of the classification.

Other Duties:

Incumbent personnel are assigned alternate work schedules.

Special Requirements for all Three Levels:  The ability to sit, stand, walk, kneel, crouch, stoop, squat, twist upper body, climb, lift 60 pounds, and drive a standard motor vehicle. Learn and see operation of plant equipment, ability to access remote areas of the Treatment Plant using ladders, walk ways, and stairs. Work weekends and holidays.

Operator in Training Minimum Qualifications:

Ability to learn how to:

• Operate wastewater treatment plant machinery and equipment.
• Read, record, and interpret meters and gauges.
• Use and maintain manual and automated electronic record-keeping systems used to record treatment plant and laboratory data and activities.
• Perform elementary wastewater mathematics.
• Properly adjust operational equipment and process controls.
• Perform standard wastewater laboratory tests.
• Perform preventive maintenance of treatment plant machinery and equipment.
• Perform minor repair of electrical and mechanical systems.
• Perform operation or maintenance work involving heavy physical labor.
• Train lesser-qualified or experienced personnel in treatment plant operations and preventive maintenance work as appropriate.

Education:  Equivalent to completion of the twelfth (12th) grade.

Experience:  None required.

License:   Possession of a valid Class C California Operators License issued by the California State Department of Motor Vehicles.  Employee is responsible to maintain required license to remain employed by the City of Millbrae.

Certification:  Must possess or obtain upon employment an OIT Operator Certificate issued by the Office of Operator Certification, Division of Clean Water Programs of the State of California Water Resources Control Board. Must pass Grade I certification examination within 24 months of employment. In addition, must obtain Grade II Certification within two years of obtaining Grade I certification. Employee is responsible to obtain and maintain required certification levels to remain employed by the City of Millbrae.

Operator I/II Minimum Qualifications:

Knowledge of:  Design, operations and maintenance principles of valves, pumps, motors, plumbing and electrical systems; associated tools and equipment; safe work practices and use of safety equipment.

Ability to:  Operate wastewater treatment plant machinery and equipment; read, record and interpret meters and gauges; make adjustments to controls; perform standard laboratory tests; perform usual preventive maintenance and servicing of treatment plant machinery and equipment; repair electrical and mechanical systems; perform maintenance work involving heavy physical labor; operate skillfully and safely a variety of hand and power tools and motorized equipment used in maintenance and construction activity; keep accurate records and prepare summary reports; understand and carry out oral and written instructions; train and instruct others in plant operations and maintenance processes; operate record keeping systems.

Education:  Equivalent to completion of the twelfth (12th) grade.  An AA degree with 15 units of basic or environmental science is highly desirable.

License:  Possession of a valid Class C California Operators License issued by the California State Department of Motor Vehicles.  Employee is responsible to maintain required license to remain employed by the City of Millbrae.

Additional Operator I Minimum Qualifications:

Experience:  One -year of full-time work experience involving the operation of maintenance of pumps, valves and electric motors or related activities.

License:  performing operation duties at any Publicly Owned Treatment Works (POTW) while in possession of an OIT certificate.

Certification:  Must possess a Grade I Operator Certificate issued by the Office of Operator Certification, Division of Clean Water Programs, and State of California Water Resources Control Board.   Must obtain Grade II Certification within two years of obtaining Grade I certification.  Employee is responsible to obtain and maintain required certification to remain employed by the City of Millbrae.

Additional Operator II Minimum Qualifications:

Experience:  Eighteen months experience performing operation duties at any POTW while in possession of a Grade I Operator Certificate.

Certification:  Must possess a Grade II Operator Certificate issued by the office of Operator Certification, Division of Clean Water Programs, and State of California Water Resources Control Board.  Employee is responsible to obtain and maintain required certification levels to remain employed by the City of Millbrae.

Minimum Requirements for Noncompetitive Advancement to Operator I:

A City of Millbrae OIT can advance to Operator I with successful completion of Operator I qualifications described above and meeting the requirements listed below. The Director of Public Works must recommend and Personnel Officer must approve appointment.

Ability:  To perform essential duties of an Operator I.  Knowledge of Millbrae operation and maintenance procedures, laboratory techniques, etc., as demonstrated by completion of the OIT-training program checklist.

Experience:  One year experience performing operation duties at the City of Millbrae (WPCP) Water Pollution Control Plant) while in possession of an OIT Certificate.

Certification:  Must possess a Grade I Operator Certificate issued by the Office of Operator Certification, Division of Clean Water Programs, and State of California Water Resources Control Board.  Employee is responsible to obtain and maintain required certification to remain employed by the City of Millbrae.

Minimum Requirements for Noncompetitive Advancement to Operator II:

A City of Millbrae Operator I can advance to Operator II with successful completion of Operator II qualifications described above and meeting the requirements listed below.  The Director of Public Works must recommend and Personnel Officer must approve appointment.

Ability:  To perform essential duties of an Operator II.  Knowledge of Millbrae operation and maintenance procedures, laboratory techniques, etc., as demonstrated by completion of Operator I training program checklist.

Experience:  Two years experience performing operation duties at the City of Millbrae WPCP while in possession of an Operator in Training Certificate.

Certification:  Must possess a Grade II Operator Certificate issued by the Office of Operator Certification, Division of Clean Water Programs, and State of California Water Resources Control Board.  Employee is responsible to obtain and maintain required certification to remain employed by the City of Millbrae.
