THE DEPARTMENT

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to the community as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs.

THE POSITION

The mission of the Senior Management Analyst in the City of San Rafael’s Public Works Department is to provide strategic analysis, fiscal oversight, public communications,  and management projects that enhance the City’s infrastructure, services, and quality of life. Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.

The City of Sebastopol is seeking a professional, collaborative problem-solver to serve as the next Planning Director. The Planning Director will direct, oversee, and materially participate in the work of the City’s Planning Department, including current and long-range planning, maintenance of the General Plan, Housing Element, and zoning codes, and review of proposals for construction and development within the City of Sebastopol. The selected candidate will coordinate activities, permits, and projects with other City departments. In addition to reviewing and preparing recommendations to the Planning Commission on development proposals, and serve as the official secretary and officer of the Planning Commission.

The Planning Director performs professional planning duties in the fields of long-range planning, current planning, and building permitting, including a variety of diverse professional planning assignments. The incumbent will oversee technical reviews and evaluations of land use and permit applications, handle the most complex customer service issues, environmental impact documents, and construction projects, and provide supervision or lead direction to professional and support staff. The City of Orinda Planning Department seeks a strong customer-service oriented Planning Technician to primarily staff the Planning Counter and process code-enforcement cases.  Depending on experience, the successful candidate may also gain opportunities to assist with various current and long-range planning tasks.  This non-exempt position reports to the Director of Planning.

The Permit Technician will perform a variety of responsible technical and office support work in the Engineering division. Work may include reviewing permit applications relating to building, site development, construction, mapping, encroachment or occupancy; checking plans for completeness and performing basic review for permits; tracking plans and applications through the permitting process; calculating permit fees and issuing over the counter permits; performing a variety of office support activities, which may include telephone and counter reception, provision of factual information to visitors, receipt of payments, word processing, data entry and record keeping, report preparation and filing, and other related work as assigned. This position receives general supervision from the Public Works Director or designee, and exercises no direct supervision over staff.

SPECIAL EMPLOYMENT INFORMATION: This is a part-time position requiring a minimum of 24.5 hours per week, up to 37 hours per week. The schedule will typically be 25 hours per week, Monday through Thursday, with some flexibility with days and hours.
 

Examples of Duties:

• Provide customer service by responding to general public, developer, and agency inquiries by phone and at the counter; provide information regarding building, encroachment and grading permit policies and application procedures; and work cooperatively with property owners, contractors, architects, developers, engineers or their representatives to resolve questions regarding permit issuance and permit fees. 
• May review building, traffic control or engineering plans and specifications for completeness and conformance to application requirements and regulations; ensure that required permits have been obtained; verify contractor licensing; route plans to appropriate departments for review and sign off; track plans and ensure timely returns; prepare and track plan packets for plan check by outside contract services; and compiles plan check comments.
• Calculate, collect and record permit application and plan check fees; coordinate fee collection with staff; issue building, grading, encroachment, and over the counter permits for development projects; and coordinate bond releases with finance staff and contractors.
• Coordinate with outside agencies to ensure all necessary approvals acquired before issuing permits.
• Work closely with Code Enforcement Officer on code compliance issues to ensure community concerns are addressed and building code is adhered to.
• Assist in scheduling daily building or engineering inspections; monitor Division inspection phone line; and coordinate utility releases with building inspectors and utility company.
• Maintain department records, file and other reference materials; compile and disseminate data regarding permit activity and fee collections; prepare and edit correspondence, plan check comments and various technical and statistical reports.
• Establish positive working relationships with building contractors, developers, engineers, representatives of community organizations, state/local agencies, associations, City management and staff, and the general public.

The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown.

POLICE OFFICER - Academy Graduate - $8,419 to $11,416 per month (up to $13,128 with incentives)

Police Officers can serve in patrol, traffic, investigations, and K-9 assignments. Other collateral opportunities include instructor positions (Firearms and Force Options Team), Regional SWAT, Mobile Field Force, 10851 Task Force, CSI, Regional Major Accident Investigation Team, Driving Team with firearms and force options team, Crisis Intervention Team (CIT), FBI Safe Streets Task Force, SET Team, Drone Team, Social Media Team, Community Resource Officer, School Resource Officer, and Field Training Officers. Specialty assignments may add an additional 5% pay. 

Officers work 12-hour shifts as part of a team concept. Shift schedules include 4-10 and 3-12, which may be changed periodically as job assignments may be rotated among patrol, traffic, and criminal investigation.  Night shifts include 5% additional pay. 

EDUCATION:

Academy Graduates (no sworn experience) - High school diploma and a minimum of 45 units of college-level course work, in addition to graduation from a P.O.S.T. basic academy.

Academy Graduate candidates with an honorable discharge may be credited with up to 15 semester units for a minimum of 3 years of active duty in the U.S. Armed Services (Army, Navy, Air Force, Marines and Coast Guard).

Under the direction of the Police Records Supervisor, Public Safety Clerks perform a variety of administrative and data-driven tasks to support the processing and maintenance of Police Department reports, records, and files. Responsibilities include:

• Entering high volumes of data from police reports.

• Preparing statements, letters, petitions, and civil or criminal complaints using word processing software.

• Processing, indexing, and maintaining confidential law enforcement documents.

• Assisting the public in person and electronically by responding to requests for information.

• Collecting and invoicing fees for various services.

EXPERIENCE AND TRAINING

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Education:

Experience:

• Two (2) years of administrative experience preparing, compiling, and distributing records, files, reports, or statistical information.
