The Pacifica Police Department is responsible for all functions related to law enforcement and crime prevention and is made up of several divisions that carry out specialized duties to help the department perform as a cohesive whole. Those divisions are Field Services, Investigations, Communications and Records. The City of Pacifica Police Officers operate at the heart of the community, ensuring the safety of those who work, live, and visit the City. DEFINITION

DISTINGUISHING CHARACTERISTICS

This is an entry level, sworn position serving the city of Pacifica maintaining and fostering high ethical, and professional standards within the police department and throughout the community.

SUPERVISION RECEIVED/EXECUTED

Receive general supervision from the Police Sergeant, Police Corporal, Police Captain and/or the Chief of Police.

EXPERIENCE AND TRAINING GUIDELINES

Training: High school graduate or equivalent qualification, and 30 semester units from an accredited college or university desired (not required)
 

Certification: Must pass a comprehensive physical examination, meeting the standards established by the California Commission on Peace Officers Standards & Training (POST)
 

License: Possession and maintenance of a California Class C driver’s license and have a satisfactory driving record.
 

Minimum requirements for lateral entry officers:

• Must meet all minimum requirements for entry level officer with the exception of written and agility examination requirements.
• Must possess a POST Basic Certificate.
• A minimum of one-year satisfactory past police patrol experience within the past three years.
• Must have no record of felony criminal convictions or misdemeanor convictions that could affect credibility as a witness in a court of law.
• Vision and hearing capabilities consistent with guidelines by POST and/or the City.
• Must be of good moral character to be determined by a thorough background investigation, which will be conducted under POST guidelines.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

Receives direction from the Field Services Manager or designee. Exercises general supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

DEFINITION

Under general supervision, plans, organizes, publicizes, coordinates, and administers community and recreation services for various age groups; organizes and conducts special events.

Recreation Coordinator positions will be assigned to one or more of the following areas: administration; aquatics; contract classes, community rentals and facilities; senior services; Meals On Wheels, city-wide special events; youth and teen services, and community outreach.

DISTINGUISHING CHARACTERISTICS

This classification provides support to the City’s diverse range of recreation and community service programs.  This classification is distinguished from the Recreation Supervisor in that the latter is a full supervisory classification that has broader responsibility for a wider range of programs.

Receives general supervision from higher-level supervisory staff and oversees assigned staff, contractors, and volunteers.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). Employees are represented by eight bargaining units.

Each year the City Council convenes in advance of the new fiscal year to review and amend as necessary City Council goals, and to develop a list of priorities to be implemented in the upcoming fiscal year to fulfill the goals. THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. Forecast annual funding needed for construction, staffing, equipment, materials, and supplies to complete the Capital Improvement Program. Monitor and approve capital improvement expenditures and implement mid-year budget adjustments.
• Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
• Prepare a variety of budgets, reports, correspondence, and special studies.

Child Care Aide: $16.00 - $19.00 per hour, part time, non-benefited, typically limited to 1,000 hours per year.

DISTINGUISHING CHARACTERISTICS

The Engineering and Transportation Department is supported by 27 FTEs, 9 contract employees, and a FY 2025-26 Capital Budget of approximately $72.9 million covering infrastructure and transportation projects. THE POSITION Under general supervision, this non-sworn, non-peace officer position performs assignments involving responsible public contact work in crime prevention and delivers non-emergency police services; to include Public Safety (emergency/non-emergency) Radio Comm for Police & Fire responders; also performs related duties as required.

Prerequisites / Qualifications 

This is the entry-level position.   Applicants must be 18 years old at time of application, have no felony convictions, have the ability to learn and understand radio and statue codes, understand policy and procedures written in English, function without close supervision, work a variety of shifts including weekends and holidays, and lift and transport various objects.

About the role:                   

The Parks, Recreation & Community Services Manager – Arts & Events is responsible for overseeing the City’s signature community events, cultural programming, and public art initiatives that celebrate Redwood City’s diverse community and vibrant downtown. This position manages the planning, coordination, and production of a wide range of public events including festivals, concerts, cultural celebrations, and arts programming that bring people together and foster community pride.

In addition to event management, this role provides critical support to the Director of Parks, Recreation, and Community Services on all public art initiatives. The Arts and Events Manager serve as the staff liaison to the Arts Commission, manages website content related to the Commission and public art, and leads the implementation and updating of the City’s Public Art Master Plan. The position also ensures compliance with the Percent for Art Ordinance, including public art permit application management, maintaining detailed records of all art in public places (45.070 Section C), and overseeing the recognition and promotion of public art throughout the city.

The Arts and Events Manager collaborate closely with the Economic Development Manager and works with developers as new commercial projects over 50,000 square feet come on board, ensuring compliance with public art requirements.

More broadly, this role involves negotiating, preparing, and managing contracts and agreements with vendors, performers, artists, and community partners, while ensuring compliance with City policies and maintaining strong inter-agency collaboration.
