The City of Stockton seeks to fill an Information Technology Supervisor position with primary responsibilities around Enterprise Applications. This position will be primarily responsible for maintaining enterprise applications, GIS applications, data integrations, budgeting,  and managing assigned staff within the Information Technology Department.  This Information Technology Supervisor is accountable for the leadership, facilitation, analysis, and design tasks required to ensure that assigned information systems at the City are evolving to providing value to the departments in a secure and cost-efficient way.

The incumbent will be responsible for developing strong plans and roadmaps on how the application portfolio meets the business needs in an efficient, cost-effective, resource-balanced and secure way to gain executive support and buy-in. Furthermore, the incumbent will be accountable for executing the roadmap to ensure the application portfolio provides value, meets cyber security standards, and is vendor supported.

The incumbent must be proficient in creating the documentation of current and future state, roadmaps, and transition plans that support application initiatives. The right candidate will maintain the application inventory in collaboration with the business users and recommend appropriate actions to maximize the value to the organization. It will be essential to keep up with the technology industry and market trends to determine their potential impact on the application portfolio. Knowledge and experience in both on-premise and cloud technology are paramount.  A strong understanding of how to apply modern cyber security principles to secure on-prem and cloud applications and associated data assets are the foundation of every deployment.

The incumbent will work closely with other supervisors and leaders in the IT department to coordinate activities to ensure software applications, hardware, virtualization, cloud deployment, and cyber tool deployments are successful and execution follows established methodical processes.

Information Technology Supervisors work a City of Stockton 9/80 schedule: 7:30 a.m. to 5:30 p.m. Mondays through Thursdays; 8:00 a.m. to 5:00 p.m., with alternating Fridays off. May be required to work additional hours and/or weekends to provide critical support to key initiatives.

Incumbents in this position are excluded from the Civil Service system and are in a "for-cause" employment status represented by the Mid-Management/Supervisory bargaining unit. Only those applicants who best fit the needs of the City will be referred to the hiring department.

About the Position

Under general direction, performs professional-level tasks related to municipal planning, zoning, housing, economic development and environmental analysis; researches and analyzes a variety of planning data; prepares various studies and recommendations; prepares and reviews environmental documents; reviews development and subdivision proposals, building plans, permits, and parcel maps; works with developers, architects, attorneys, and the public regarding City standards and policies; may serve as staff to various Commissions and/or committees; and does related work as required.

This classification is a journey level class in the professional planning series.  With the requisite experience, the incumbent can independently assume responsibility for more complex projects and specialized assignments. This position differs from the Assistant Planner position by increased responsibility for project management.

General direction is received from the Planning Manager overseeing the Advance Planning Division. Direct supervision and supervision through secondary managers may be provided with specific project assignments in the Community Development Department. Responsibilities may include functional supervision of subordinate staff.

Essential Duties

• Conducts assigned planning projects involving long-range planning, land use, populations, structures, economic activities, housing, transportation, environmental and related subjects; conducts research, and confers with community members, interested parties, and agency representatives to identify problems and opportunities.
• Analyzes data with respect to relevant laws, ordinances, regulations, and policies; determines methods for compliance with local and state law.
• Prepares professional staff reports of summarized data, conclusions and recommendations; makes oral presentations to the public and elected and appointed decision makers.
• Conducts review of planning applications; coordinates review with various City and outside agencies; may lead a team on complex implementation of long range planning projects; responds to inquiries both orally and in writing; interprets planning policies, state laws and local ordinances, within established parameters; explains City procedures in person, over the phone and in writing.
• Drafts resolutions, findings, ordinances and amendments to them, and California Environmental Quality Act documents.
• Prepares and oversees the preparation of graphs, charts and other displays.
• Provides information on city, regional and state environmental, zoning, and subdivision requirements to consultants, developers, property owners and the general public.
• Works extensively on the computer to manage work programs, produce written documents, prepare maps and graphics, analyze data, create graphics, research on the Internet, and communicate with others through e-mail.

Facilities Maintenance Technician II (journey-level class in the classification series)

Responsible for performing the full range of maintenance duties at City buildings and facilities in order to ensure that all are maintained in a safe and effective working condition and provide the highest level of safety for City and public use. Incumbents are responsible for performing maintenance and alterations on buildings and facilities, electrical and mechanical systems, identifying and evaluating construction-related problems, and performing installation and repairs on plumbing systems. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Facilities Maintenance Technician in that the latter is responsible for technical and functional supervision of lower level maintenance staff and is capable of performing the most complex duties assigned to the series.

Senior Facilities Maintenance Technician (advanced journey-level class in the classification series)

Responsible for providing lead supervision and training to facilities maintenance staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment, including performing the most complex duties required to ensure City buildings, facilities, and grounds are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include training, developing and scheduling Facilities Maintenance Technicians, inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of City buildings, facilities and grounds. Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned section. The work involves problem-solving of unique issues or increasingly complex problems without precedent and/or structure. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products.

Positions in the Facilities Maintenance Technician class series are flexibly staffed and positions are normally filled by advancement from the previous level; progression to the next level is subject to management approval and is dependent on the incumbent (i) performing the full range of duties assigned to their current level, and (ii) acquiring the knowledge, skill, and experience necessary to meet the minimum qualifications for the next level of the series.

The City of Patterson’s Public Works Department is seeking to fill (1) one full-time Maintenance Worker position within the Urban Forestry division and to establish an eligibility list.  Duties include but are not limited to: Under supervision performs routine manual labor, maintenance, and repair tasks while learning to perform a full range of semi-skilled work required in maintenance, repair, operations and construction of related facilities, parks, streets, and services; performs other duties as assigned.

This is a journey-level electrician classification that works independently with minimal supervision completing a variety of skilled electrician tasks.
