The San Francisco Municipal Transportation Agency (SFMTA or “the agency”) connects San Franciscans with their communities to enhance the economy, environment and, ultimately, the quality of life in the city. Project Name: Train Control Upgrade Project

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects that will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service. Within the Program Delivery and Support unit, the Transit Technology Group handles the delivery, acceptance, and management of technology systems which are critical to transit operations.

The Train Control Upgrade Project is an 8-year, multimillion dollar project with the goal of modernizing the existing Automatic Train Control System in Muni’s subway as well as expanding the supervision and limited control aspects of a Communication-Based Train Control System to the entire Muni light rail system.

Under the general direction of the Train Control Upgrade Project Manager, the Lead Project Engineer manages the Train Control Upgrade Project engineering team and acts as the SFMTA lead for the overall system design. The Lead Project Engineer assists the Project Manager with oversight duties related to project design and scheduling to facilitate the procurement, development, and maintenance of the future train control system. Additionally, this position is responsible to the Train Control Upgrade Project Manager for ensuring that the future train control system design meets the SFMTA’s objectives for the project, and that the system design conforms to all applicable SFMTA, state, local, and federal standards.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor (Supplier) and other firms providing installation, construction support, technical expertise, and professional services. The Lead Project Engineer will act as the SFMTA design authority for the project by supervising the production of technical documentation from the project contractors, leading technical coordination between the department and Supplier, and ensuring the future system meets the performance metrics and technical specifications laid out in the Supplier contract(s).

In addition, the Lead Project Engineer will act as the SFMTA technical representative to review, accept, or when necessary, audit, technical project submittals and deliverables provided by the Supplier and other project contractors related to system design. As the SFMTA technical representative, the Lead Project Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Essential Duties:

• Manages a team of SFMTA engineers assigned to the project, including vehicle engineers, electrical engineers, and traffic engineers;
• Responsible to the Project Manager for ensuring the train control system design meets the project objectives as well as applicable SFMTA, state, local and federal design standards;
• Acts as the lead SFMTA design authority for the project, provides technical review and recommendation to the Project Manager for approval/acceptance of project CDRLs;
• As assigned by the Project Manager, represents the SFMTA in reviewing, approving and auditing technical submittals provided by the Supplier and other project contractors;
• Leads the SFMTA technical team during project design reviews and prepares technical comments on behalf of the SFMTA;
• Reviews all technical documents and correspondence from the Train Control System Supplier and other project contractors;
• Prepares and supervises staff and project Consultants in the preparation of documents, including technical specifications, engineering reports, contract documents, advertisement for bids, instructions to potential bidders, detailed project specifications, technical manuals, and contract bonds;
• Assists Project Manager in negotiating contracts and contract modifications;
• Responds to technical RFIs, resolves clarifications from vendors and addresses their requests by issuing addendums;
• Works with the Technical Program Manager and Technology Department engineers on communications infrastructure design and technical coordination between the Supplier and supportive infrastructure installers;
• Works with Real Estate department, Maintenance of Way staff, facilities project team and engineers on ensuring SFMTA facilities are prepared for train control equipment installation;
• Reviews proposals from vendors and evaluates bid documents for conformance with project specifications;
• Observes train control system component installation and ensures installation is occurring according to plans;
• Ensures smooth communication, and when necessary, mediates technical disputes between the train control system Supplier and installers;
• Supervises the train control system testing program and assists the project QA team in assessing the quality of delivered and/or installed components;
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance;
• Participates in the RAM demonstration and verifies that the system as designed and delivered meets the project performance metrics;
• Communicates with Train Control System Supplier for technical support as needed to address system issues under warranty;
• Works with Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished train control system meets operations and maintenance needs and works within their stated constraints;
• Reviews and manages workload assignment to consultants, SFMTA engineers, and interns as required;
• Performs other duties as required.

Minimum Qualification:

1. Seven (7) years of verifiable professional electrical engineering work experience of which four (4) years of that experience must be as a licensed professional engineer. Two (2) of the seven (7) years must be equivalent to the City and County of San Francisco class 5241 Engineer; AND
2. Possession of a baccalaureate degree with major course work in engineering; AND
3. Possession of a Certificate of Registration as a Professional Engineer (Electrical) in the State of California.

Substitution:

• A Master's Degree in Engineering may substitute for one-year work experience.
• A Ph. D. in Engineering may substitute for two years work experience.

Desirable Qualifications:

• Technical expertise and knowledge of the principles, practices, purposes, scope and techniques of train control and/or signaling systems.
• Engineering experience working on train control, train signaling systems, transit or communications infrastructure projects;
• Engineering experience working with rail vehicle electrical and/or communications systems;
• Experience working with public transit agencies or as an employee of a public transit agency;
• Leadership experience and/or experience managing a team of engineers on a project;
• Experience working on communications and/or network infrastructure projects;
• Experience managing contracts and overseeing the design and delivery of public sector procurement projects, especially for rail transit agencies;
• Experience managing testing and commissioning vehicle and/or wayside equipment on an active railway;
• Experience working with third-party vendors and contractors to deliver public infrastructure projects on-time and on-budget;
• Excellent written and oral communication skills. Ability to communicate with diplomacy and conduct meetings with stakeholders throughout the agency;
• Technical writing and editing experience; experience writing technical specifications and/or manuals;
• Experience with CAD software or other computer-aided design tools;
• Experience with P6 Primavera, Microsoft Project, or other project management software applications;
• Experience with Microsoft Office products such as Excel, Outlook, and Word;
• Experience interpreting and analyzing telematics data, using Python, SQL, Tableau or other tools to perform calculations and visualize data;
• Ability to work well with a multi-disciplinary, diverse workforce, including operations staff, maintenance technicians, technical professionals, contractors, executives and elected officials, and stakeholder groups

THE POSITION

The Administrative Assistant II plays a key role in maintaining effective communication between staff, City officials, and the public, while also supporting day-to-day operations to ensure the smooth functioning of the department. ABOUT THE POSITION:
The Housing Coordinator supports the Housing and Community Development division by assisting in the formulation and implementation of the City’s affordable housing policies and programs. This position monitors the City’s inventory of affordable housing units for compliance with the applicable deed restrictions or affordability covenants, assists developers in complying with the City’s Affordable Housing Ordinance, and coordinates the funding processes for the City’s affordable housing funds. The Housing Coordinator stays current with local, state and federal housing laws and helps advance the various affordable housing policies and programs in the City’s Housing Element. This may include drafting funding agreements, reviewing scopes of work for housing rehabilitation projects, and income verification of applicants for affordable housing programs.

DEFINITION

Under the direction of the Housing and Community Development Manager, the position is responsible for the development, coordination and oversight of the City’s housing policies and programs to meet the City’s long and short-term housing goals and objectives.

EXAMPLES OF DUTIES

Identify and work with for-profit and non-profit housing development organizations in developing affordable housing projects; negotiate and monitor contracts; develop and evaluate RFP’s relating to affordable housing development; assist in developing new housing assistance programs, new housing development projects, criteria for new construction programs, and in negotiating lending agreements and contracts with financial institutions for housing programs; work on site acquisition for housing programs. Additional duties are to analyze housing project development Pro Forma; maintain a liaison relationship with the County, the State and Federal Agencies which administer housing programs; provide assistance to those individuals seeking housing assistance; monitor compliance of affordable housing projects; prepare and maintain the HUD Consolidated Plan and Annual Performance Reports; and, assist with the compiling of the Housing Element; and, performs related work as required.

MINIMUM QUALIFICATIONS

Knowledge of: Real Estate lending practices and underwriting standards, and housing development finance; as well as, knowledge and experience with housing funds and HUD’s Community Development Block Grant (CDBG) and HOME programs along with laws, regulations and funding requirements relating to State and Federal assisted housing programs.

Ability to: Prepare clear and concise written reports and recommendations, both written and oral, to the City Council, Daly City Housing Development Finance Agency, and at public meetings; maintain effective working relationships with City Council members, City Staff, the real estate development community, non-profit organizations, civic groups and the general public. Additionally, be sensitive to the housing needs of the City’s
lower-income residents, and translate knowledge into policy options for City Council and Housing Development Finance Agency programs. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Bachelor’s degree in Public Administration, Business Administration, Economics, Planning, Sociology or a related field. A Master’s degree is highly desirable.

Experience: Three years of increasingly responsible experience with housing programs, construction industry, financial institutions, real estate and local agencies is required.

License: Possession of a valid California Class C California Drivers License.

THE POSITION

The successful candidate for Director of Finance & Administrative Services will bring a proven breadth and depth of financial management experience to the position. Appointed by and reporting to the City Manager or their designee, the new Director will lead a staff of 35 in the management of accounting, cash management, revenue collections, business licensing, utility billing, purchasing, payroll, budget, and information technology. MINIMUM QUALIFICATIONS

This position requires a Bachelor’s degree, and desirably a Master’s degree and CPA, in accounting, public or business administration or a related field. In addition, progressive executive level responsibility is desirable in finance administration, accounting, auditing, budget administration, purchasing and risk management, long-range financial forecasting, debt and investment strategies, and labor negotiations. Experience with information technology and computer software systems is highly desirable.

ABOUT THE POSITION

The City of Redwood City, Engineering and Transportation Department announces an opportunity for the position of SUPERVISING CIVIL ENGINEER.  The Supervising Civil Engineer works under general direction of the Engineering and Transportation Director/City Engineer.  This position is responsible for planning and overseeing the work of the Capital Improvement Program (utilities, parks/special projects for building facilities, and creek/channel/levee improvements) and inspection services and supervising and participating in design, construction, and support services.  In addition, the Supervising Civil Engineer provides technical staff assistance in the review of agreements and other engineering functions.  The Supervising Civil Engineer may be required to fulfill the duties of the City Engineer, in the City Engineer’s absence.

General

The Principal Transportation Planner, Multimodal Corridor Programs will report to the San Mateo County Transportation Authority (SMCTA) Manager, Planning and Fund Management, and will be responsible for leading strategic planning initiatives for the Corridor Connect Program, managing the Highway Program Call for Projects, and leading major multimodal safety and congestion relief planning projects. This Principal Transportation Planner will work in partnership with jurisdiction staff across San Mateo County to support local agencies with complex transportation projects, community engagement, and grant or funding strategy development. This role will also support the Planning & Fund Management team members with other SMCTA managed programs, as needed, including the Pedestrian & Bicycle Program and Transportation Demand Management Program. 

Essential Functions & Duties

Examples of Essential Functions: 

• Coordinate on-going initiatives and programmatic activities, monitor progress of priority projects, and communicate updates regularly to stakeholder groups along SMCTA Corridor Connect major highways include US 101, El Camino Real, and Highway 1   
• Manage complex and multi-disciplinary planning projects, or significant portions of such projects, involving a high level of technical complexity, public visibility, and coordination with numerous stakeholders.
• Compile, arrange, analyze, and interpret transportation, demographic and financial data, and presenting them in both quantitative and qualitative formats.
• Facilitate public meetings/workshops and assist with promoting community-based organization partnerships in planning efforts.
• Provide technical assistance to stakeholder agencies on various transportation subject areas by leading projects on behalf of outside agencies, managing consultant contracts, and providing strategic guidance on an as needed basis.
• Lead the development of funding strategies to assist with advanced planning for implementing projects.
• Work collaboratively with internal and external teams to help advance and support mobility initiatives with a focus on multimodal safety and congestion relief for highways and major arterials.
• May supervise staff including hiring, mentoring and taking appropriate corrective and/or disciplinary action. Ensure EEO and affirmative action policies and procedures are followed. Coordinate staff training and professional development, establish performance objectives, monitor and evaluate employee performance. 

• Advance planning work related to a number of wide-ranging topics including but not limited to the following: mobility hubs, transportation demand management, bicycle and pedestrian planning and concept design, signal operations, and/or multimodal highway planning efforts.

• Manage projects and/or programs in partnership with outside agencies, including but not limited to cities, County of San Mateo, and City/County of San Mateo Association of Governments (C/CAG).

• Prepare or coordinate the research, analysis and writing of reports for the SMCTA Board and/or advisory committees.

• Develop and present oral reports in relation to SMCTA planning and program initiatives.

• Assist with the strategic development and preparation of grant applications.

• Establish and maintain working relationships with key partners at the local, regional, and state levels.  

• Assist with the development of strategic planning efforts.

• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Public or Business Administration, Transportation/Urban Planning, Public Policy, Economics, Engineering, and/or other related field. 

• Four (4) years of increasingly responsible experience in providing professional-level multimodal transportation planning and concept designs. 

• Knowledge of transportation planning and/or engineering for bicycle/pedestrian, transit, transportation demand management, multimodal highways and the environmental process for transportation projects is preferred.
• Knowledge of Caltrans Local Assistance Procedures Manual and best practice design standards such as NACTO, AASHTO, and other sources.
• Knowledge of local, regional, state, and federal grant funding opportunities.  
• Experience with GIS and proficiency with Microsoft Office Suite.
• Proven experience utilizing analytical, written and verbal communication and presentation skills at many different levels of an organization.

The County Executive’s Office is seeking a Management Analyst to join the Office of Budget, Policy & Performance — a team at the core of the County’s budgetary operations and strategic planning.

This is more than a budget job — it's an opportunity to build technical expertise, lead high-impact projects, and work closely with County leadership. The position is open to both external candidates as a Limited Term position and current County employees through a Work-Out-of-Class assignment (up to 18 months).

This is a Limited-Term position. Limited-term positions are full-time, fully benefited, temporary positions.  The current position is funded for up to 18 months and could extend longer depending on the department’s needs.  Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).

ABOUT THE UNIT

The Budget, Policy & Performance (BPP) unit manages the County’s $5 billion budget, oversees performance reporting, coordinates fiscal policy, and leads strategic initiatives across departments. Analysts are deeply involved in building the County’s operating and capital budgets from the ground up, gathering data, consulting with departments, evaluating requests, and helping shape budget strategy.

KEY RESPONSIBILITIES

Budget Development and Creation

• Collaborate with assigned departments to build detailed annual and mid-cycle operating and capital budgets.
• Provide departments with guidance on budget assumptions, salary and benefits projections, and cost containment strategies.
• Analyze revenue forecasts, expenditure plans, and fund balances to ensure accurate, balanced budgets.
• Draft budget documents, schedules, narrative justifications, and presentations for leadership and the Board of Supervisors.
• Monitor departmental compliance with budget policy, timelines, and reporting standards.
• Support the County’s transition to enhanced or new budget platforms and tools.

Fiscal Policy and System Support

• Lead or contribute to major budget system administration efforts, including testing, implementation, training, and troubleshooting.
• Maintain accuracy and consistency of budget data across departments using a variety of systems and Excel-based tools.
• Use financial models and data visualization to highlight trends, risks, and opportunities.

Strategic and Analytical Work

• Evaluate fiscal implications of department proposals and develop funding recommendations.
• Produce reports, dashboards, and decision packages that support executive decision-making.
• Support capital planning, resource allocation, and long-term financial forecasting.
• Conceive of and execute analytical projects for County Executives and the Board of Supervisors.

Performance and Project Management

• Track program and policy performance across departments to ensure alignment with fiscal priorities.
• Coordinate and manage special projects, including the Children, Youth & Family Budget, Youth Commission, Lean improvement initiatives, and Measure K funding allocations.
• Engage with stakeholders at all levels to implement policy and funding strategies.

IDEAL CANDIDATE

We are looking for a candidate who:

• Has direct experience in public budget development and preparation, including salary projections, multi-year forecasting, and funding analysis, finance, and/or accounting or an interest in and aptitude for these types of work.
• Understands financial systems and tools and can apply them to drive clarity and efficiency.
• Is a strong communicator who can translate technical findings into actionable recommendations.
• Seeks to grow into leadership roles in finance, operations, or public administration.

Qualifications

Education and Experience

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying, unless otherwise specified. A typical way to qualify is: 

• A bachelor’s degree in public administration, business, finance, political science, or related field plus three years of analyst experience; OR
• A master’s degree in the same fields plus one year of analyst experience; OR
• Five years of progressively responsible analyst experience in a public or nonprofit agency.

Knowledge of

• Public budgeting and financial management processes in government.
• Financial reporting, cost accounting, and multi-year forecasting.
• ERP or similar systems, Excel modeling, and data presentation tools.
• Local government operations and interdepartmental coordination.

Skill/Ability to

• Independently manage the full lifecycle of departmental budget development.
• Interpret and explain complex financial information to both technical and non-technical audiences.
• Work collaboratively with department fiscal officers, executives, and elected officials.
• Prepare clear, concise, and comprehensive budget documents and reports.
• Adapt to evolving budget systems and processes.
