San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Strategic Projects Manager. This management position will report to the Public Health Clinics Manager, overseeing Edison Clinics and Mobile Clinics and will have broad project management responsibility for key strategic efforts affecting the Public Health clinics.
 
There is currently one regular vacancy in the Public Health, Policy and Planning Division located in San Mateo, CA.
 
Primary responsibilities will include, but are not limited to, the following:  

• Quality assurance and improvement:  build and visualize data in management reports and dashboards; convert data to information and use it to guide process improvement.
• Process improvement:  facilitate, document, track, organize, measure progress; e.g., conduct improvement work within daily huddles.
• Project management:  lead projects and provide ad hoc support of projects.
• Knowledge management:  inventory and maintain infrastructure of core programmatic documents and processes, how files are stored and shared.

• Revenue optimization support:  oversee billing quality assurance and improvement, facilitate braided funding opportunities and oversight.
• Policy and procedures facilitation:  maintain inventory and lead update processes through completion, including occasional initial literature reviews or research and coordination of stakeholders.
• Change management and leadership synchronization:  coordinate staff engagement, training, feedback to ensure successful system changes, take meeting minutes, contribute to agendas, track on-going project work in support of meeting goals.

Ideal candidate will possess:  

• Experience with project management and process improvement as the lead.

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field. At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least 3 years for the Management Analyst level.

Licenses and Certifications:

AC Transit is seeking a Finance Systems Project Manager. Under general direction serves as the project manager leading a variety of complex, finance systems-related projects. This position works with department end-users, Innovation and Technology (IT) staff, consultants and, vendors to translate business and operational requirements into workable finance system solutions. Incumbents in this position provide training and technical assistance in the use of the system software.

This classification is distinguished from other finance classifications by the assigned project management responsibilities leading District-wide, finance systems-related projects and studies of considerable size and complexity. Analyzes testing criteria and results to support development, evaluation, and configuration of existing and new systems.

Works with IT staff on the development and implementation of finance systems security protocols, including policies and procedures on security, disaster recovery, standards, and best practices.
Oversees the finance software and hardware acquisition and procurement process; develops cost estimates for hardware and software components, connectivity solutions, system integrations, and ongoing support, maintenance, and training for assigned systems and databases.

Serves as staff on a variety of committees; consults with District staff and consultants concerning information technology, finance system issues, work progress, and priorities; coordinates and runs periodic meetings; ensures adherence to standards and procedures; presents recommendations for strategic initiatives, long range planning, and process improvements.

Performs project management functions and activities and is responsible for the full lifecycle of the assigned projects overseeing scope, timeline, budget, and quality standards from the project’s inception to completion; manages the activities of outside vendors and contractors.

Provides consultation and professional, technical advice to executive staff, management teams, and other District departments; represents the Department on various external committees and projects.
Prepares and presents a variety of reports on finance operations, activities, and special projects; presents findings to the Board of Directors, executive management, other District staff, and various public and private entities.

Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs), Request for Qualifications (RFQs), and Invitation For Bids (IFBs) and develops proposal evaluation criteria; assists in the negotiation, preparation, and administration of professional services and contracts; recommends and prepares amendments to professional services contracts.

Prepares, reviews, and maintains a variety of project-related information and documentation, including project schedules, Statements of Work (SOWs), status reports, detailing issues, risks, and deliverables; monitors agreements and projects for compliance with relevant codes, ordinances, rules, and regulations.
Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and market research. Provides technical and functional direction to professional, technical, and contract staff and participates in the formation, planning, review, and management of assigned projects.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned.
For the Finance Systems Project Manager position the following are applicable fields of study: business administration, public administration, accounting, finance, management information systems, or a related field.

Experience: Eight (8) years of experience in the professional field required by the assigned special projects. The Finance Systems Project Manager position requires accounting support experience utilizing and supporting financial systems and/or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Manager II. Years of experience may be substituted for the educational requirement on a two for one basis (two years experience may be submitted for one year of education).

ADDITIONAL INFORMATION:
Physical Requirements: Must maintain the physical condition necessary to perform tasks in an office setting operating a computer, keyboard, and other peripheral equipment; safely drive a District automobile; and walk, stand, and climb short distances in construction settings in order to inspect the progress of assigned projects.

THE POSITION:

Under general supervision, the Shelter Volunteer Coordinator assists in the planning, organization, implementation and review of the Animal Care Volunteer Program; assists with recruiting, training, scheduling and evaluation of volunteer staff; performs community liaison functions, coordinates public relations activities; humane education programs and performs related work as required.

What you will do:

• Coordinates ongoing training opportunities for volunteers to enhance their skills and keep them engaged; implements a system to provide volunteers with consistent recognition to increase volunteer retention. 
• Coordinates volunteer meetings and annual Volunteer Recognition event. 
• Coordinates and attends meetings with Volunteer Coordinators from other Animal Care Services and volunteer organizations in the Bay Area.
• Maintains good communication with volunteer staff through personal contact, email and newsletters to keep volunteers apprised of changes, accomplishments and opportunities.
