The Superior Court of California, County of San Mateo seeks highly qualified candidates for the position of Deputy Court Executive Officer.

 

As a key member of the executive management team, the Deputy Court Executive Officer will provide highly responsible and complex administrative support to the Court Executive Officer/Clerk/Jury Commissioner.  The Deputy Court Executive (DCEO) will participate in strategic planning and will be responsible for the day-to-day management of the operations, support, and administration divisions of the Court.  This will include directing all criminal, family law, civil, juvenile, small claims, traffic, and probate clerk office functions.

 

The DCEO will also oversee all staffing and personnel functions including recruitment, retention, training and development, and disciplinary action.  The DCEO will research and review new technology systems that could assist the Court in meeting workload requirements and will oversee the implementation of new systems and, when necessary, the modification of existing systems.  In addition, the DCEO will write, review, monitor, and manage contracts with vendors providing services and materials.

 

Significant to the role, the DCEO will analyze new legislation and the legislation’s impact on the Court, will communicate with the executive team about new legislative or statutory requirements needed to successfully operate the court, and will establish procedures to conform to new laws.

 

In addition to internal operations, the DCEO will serve as liaison with the court, County departments, agencies, and the public, and will work with other criminal justice agencies to implement new or mandated programs.

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide highly responsible administrative and management assistance to the Court Executive Officer/Clerk and Jury Commissioner in planning, organizing, directing, and reviewing the functions and activities of the operations and/or support divisions of the Court.
• Provide strong leadership as part of the Court’s Executive Team, which also consists of the CEO, Information Technology Director, Human Resources Director, Senior Managing Attorney, and Finance Director.
• Direct, supervise, and guide Court managers and supervisors or staff of a major division by establishing goals, policies, and performance standards, conducting periodic evaluations for the staff members' performance, and counseling staff members regarding their performance and career development consistent with the departmental mission and expectations.
• Work with judges, attorneys, internal staff, and external departments to define and coordinate a variety of activities such as forecasting trial court needs, arranging for jurors, and assigning visiting judges.
• Consult with and advise other County staff and the public regarding Court policy issues and participate in the development of standards and programs relating to these policies.
• Consult and cooperate with other agencies and departments on all aspects of the Court’s operations, discuss problems and develop alternatives and strategies for dealing with those problems, and assist in implementation of solutions.
• Develop effective statistical and recordkeeping systems, analyze new laws and requirements that may impact these systems, and revise systems as needed.
• Direct and counsel managers, supervisors or staff in planning, resource allocation, personnel actions, budgeting, and record systems needed to meet the Court’s responsibilities.
• Assist in the preparation and administration of the Court budget.
• Perform a variety of special assignments and prepare complex analytical and statistical reports in all areas of Court management, as assigned.
• Perform any additional court administration or operations-related duties and tasks as assigned by the Court Executive Officer.

 

 

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: A bachelor’s degree from an accredited college or university in judicial, public, or business administration or a closely related field, or a graduate degree in these same fields; however, additional qualifying experience as described below and relevant course work outside of degree programs may substitute for the required education on a year-to-year basis.
• Experience: Seven years of increasingly responsible experience performing a wide variety of duties related to management in, preferably but not limited to, a court setting including at least one full year of progressively responsible experience in a senior level administrative, executive, or management position.

 

Knowledge of:

• All aspects of Court Administration including appropriate methods, procedures, and technical expertise.
• Pertinent state and federal laws and regulations regarding Court management.
• Organizational, administrative, and management principles and practices.
• Conflict resolution, training and development, and mentoring for management team direct reports as well as organizational development.
• Supervisory techniques, resource allocation, planning and budgeting.
• Budget principles and procedures.
• Change management and implementation of process refinement, improvement, and documentation.
• Statistical analysis and presentation of data-driven decision making.

The Air District is currently accepting applications for the position of Principal Air Quality Engineer. This is an open recruitment for three (3) full-time, represented positions: one (1) vacancy in the Regulatory Development Division and two (2) vacancy in the Engineering Division. 

Regulatory Development Division
The Regulatory Development Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and to protect the climate. The Principal Air Quality Engineer for the Regulatory Development Division will:

• work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and contributing to localized air quality impacts in overburdened communities);  
• work closely with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution. 
• lead, conduct, and coordinate scientific, economic, and technical research work;  
• review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with a variety of control options;  
• analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development;  
• brief Air District executives and present at workshops and board meetings;  
• work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders;  
• perform related work as assigned

Engineering Division
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance. The division is responsible for implementing the Air District’s Facility Risk Reduction Program that focuses on reducing health risks to the community from existing facilities or sources.

The position will be working on the Air District’s Toxic Air Contaminant Control (TAC) Programs. These programs are designed to identify, assess, and reduce public exposure to toxic air contaminants—pollutants known to cause or contribute to adverse health effects, including cancer and other serious illnesses. The programs integrate federal, state, and local regulations to:

• Monitor and evaluate TAC emissions from permitted facilities through annual emissions inventories and health risk assessments
• Implement the Air Toxics New Source Review (NSR) program, requiring preconstruction review and risk assessment for new or modified sources of TACs.
• Operate Facility Risk Reduction Programs, targeting existing facilities to identify, assess, and reduce health risks, especially in communities with disproportionate air quality impacts.
• Engage with community stakeholders and provide transparent access to emissions data and health risk information through annual reports and online tools.

These efforts have led to significant reductions in health risks from toxic air contaminants across the Bay Area.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but are not limited to:

• Dispersion modeling and health risk assessments for toxic emissions
• Verification of emissions inventories
• Database development and data management 
• Development of new regulations or amendments of existing regulations
• Strategic planning of division programs

The Principal Air Quality Engineer for the Engineering Division may perform other complex and highly specialized air quality engineering work such as, but not limited to:

• Processing permit applications for complex facilities
• Analyzing air emissions and other metadata
• Evaluating program effectiveness
• Providing project leadership

This role also involves peer review, staff mentoring, and training. The incumbent may lead or contribute to sensitive, high-profile projects and deliver technical presentations to the Board of Directors, public, industry, and partner agencies. The Principal Air Quality Engineer also represents the Air District in multi-agency working groups.

Participate in the preparation of the budget of the assigned section.Participate and review staff's handling of Hearing Board matters involving variances, Order of Abatement and public nuisances.

Testifies as expert witness before the Hearing Board.

Conduct technical seminars for industry and other agencies.

Develop, participate and review field engineering compliance audits, source testing and sampling, analysis of the results and preparation of reports; observes and audits private contractor tests.

Provide lead direction, review and participate in the study of accidental releases as complex facilities, rule effectiveness and hazardous material storage, transportation and handling.

Provide lead direction, review and participate in community assistance program, hazardous incident investigations, and Technical Review Group.

THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

THE POSITION: This limited term position supports the Youth and Family Services Bureau (YFSB) in the Police Department to strengthen and enhance services provided to Hayward families to keep youth positively engaged in the community and out of the juvenile justice system. The Lead Program Assistant works with YSFB mental health counselors to provide case management, life skills training, diversion, restorative justice, and other services.
The limited term position is dependent on ongoing funding for the program. Funding has already been secured through FY2026 (June 30, 2026) with the possibility of an extension or permanent funding in FY 2027.

ABOUT THE POSITION

The City of Redwood City Parks, Recreation & Community Services Department invites you to apply for the casual position of Building Attendant. This position requires daytime availability for four-to-six-hour shifts between the hours of 8am and 5pm. A person in this classification will work flexibly, up to 20 hours per week. The Department

The City Clerk’s Office administers the democratic process such as elections, access to records, and all legislative actions, ensuring transparency to the public. The City Clerk’s Office is responsible for acting as a compliance officer for federal, state, and local statues including the Political Reform Act, the Brown Act, and the Public Records Act.

The City Clerk serves as a steward of the democratic process and is a liaison between the City Council and members of the public. The City Clerk is a partner in democracy, providing information and ensuring transparency. The City Clerk is an elected representative of the people and serves a four-year term. The City Clerk has legal responsibilities described in California Government Code Sections 40800, et seq., the Elections Code, and City ordinance.

The Position

Under general direction, the Deputy City Clerk is responsible for providing support to the City Clerk and Assistant City Clerk. This includes but is not limited to records management, public records requests, attendance at Council and/or Standing Committee meetings, preparing and editing minutes, and assisting with special projects. With responsibility for legal noticing, advertising, and calendaring public hearings.

Under administrative direction, and reporting to the City Manager, this position has

coordinates the work of professional, technical and clerical staff; directs the
preparation of the biennial operating budget and capital improvement program (CIP)
and monitors and prepares reports of both spending plans; prepares financial
projections and analyses; maintains sufficient internal controls to ensure integrity of
financial operations and responsibilities; and provides a high level of administrative and
technical support to the City Manager as assigned.

 

CLASS CHARACTERISTICS

This is an executive management level classification and member of the City’s Senior
Management Team. The incumbent is expected to provide prudent, timely, and
thoroughly researched information, opinions and recommendations to the City Manager
and City Council on all financial, risk management and MIS matters, and has frequent
interaction with staff and leaders of other departments, the City Manager, the Mayor,
the City Council, and citizens. The incumbent works as an integral member of various
City leadership teams in helping the City achieve its objectives, including public
presentations to citizens and other interested parties.

The incumbent has a broad range of independence within policy and procedural
limitations, works under minimal supervision and is accountable to the City Manager for
the quality and efficiency of services directed. While the general parameters of the
job are defined, the incumbent is expected to select and put into effect work
procedures and practices which will lead to the effective and efficient accomplishment
of Department goals. Recommendations on the improvement of Department activities
are expected.

 

EXAMPLES OF DUTIES (illustrative only):

• Develop and implement Departmental goals and policies, staffing levels, and administrative policies for City-wide application; review and revise existing City financial and related policies and procedures as required.
• Plan, direct, coordinate and review the work plan for the Department; revise as circumstances and City Manager/Council direction dictate.

• Manage fiscal resources including cash receipts, revenues and investments, ensuring compliance with all federal, state, and local requirements.
• Perform oversight of the City’s procurement procedures and systems ensuring that they are in compliance with all federal, state, and local requirements.
• Serve as a resource for labor negotiations, providing accurate and timely information on City costs, the financial impact of contract proposals, and best practices for sustainable labor costs.
• Determine that adequate documentation exists to substantiate the appropriateness and authenticity of financial transactions.
• Develop efficient practices and utilize technology to streamline procedures while ensuring adequate internal controls within the Department, and other City functions.
• Ensure safeguard of warrants and control of signature authorities.
• Develop and manage the City’s investment strategy, evaluate investment results, and report on the City’s investment portfolio, ensure that the investment of funds meet generally acceptable accounting principles, standards, and legal requirements.
• Oversee the closing of the general ledger, ensuring compliance with State accounting requirements and governmental accounting standards.
• Oversee the payroll function in coordination with the Human Resources Department, ensuring timely and accurate payment of wages and benefits, updated as required by new laws, regulations, policies or bargaining agreements.
• Manage the financial aspects of SEMS-based emergency/disaster response and recovery activities, ensuring full reimbursement of all City costs as allowed by law.
• Plan, organize, lead, supervise, train, and evaluate Department staff.
• Conduct regular Departmental meetings; emulate and foster open communications and transparent data and information; lead by example.

DISTINGUISHING CHARACTERISTICS:

Accounting Assistant I

The Accounting Assistant I is the entry-level classification in the accounting support series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine accounting support and customer service duties while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. Upon successful completion of one year as an Accounting Assistant I and gaining experience in at least two of the functional areas of the department, incumbents are eligible for promotion to the class of Accounting Assistant II. This classification is distinguished from the next higher level classification of Accounting Assistant II by the performance of work requiring a knowledge of at least two support function areas listed below and a greater degree of independence of action.

Accounting Assistant II

The Accounting Assistant II is the journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, and related support duties with minimum supervision. Assignments are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision when required. Upon successful completion of one year as an Accounting Assistant II and gaining experience in all accounting support functional areas of the department, they are eligible for promotion to the class of Accounting Assistant III. This classification is distinguished from the next higher classification of Accounting Assistant III in that the latter is the advanced journey-level class that has experience in and can work independently in all accounting support functional areas.

Accounting Assistant III

The Accounting Assistant III is the advanced journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, customer service, treasury and related support duties with minimum supervision. Incumbents are expected to be able to fully perform the duties and responsibilities in all of the department’s assigned functional areas. This classification is distinguished from the next higher classifications of Accounting Technician, Payroll Technician and Treasury Technician in that the latter are the para-professional level classes that perform a variety of specialized and complex task related to their assigned program area.

Accounting Assistant I

One year of clerical accounting experience, including public contact and some financial record keeping and report preparation, and a high school diploma or equivalent, supplemented by bookkeeping or accounting course work.

Accounting Assistant II 

In addition to the above, one year of experience equivalent to an Accounting Assistant I with the City of Burlingame, including the ability to perform the duties of at least two of the listed functional areas.

Accounting Assistant III

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant III. A typical way of obtaining the required qualifications is to possess the equivalent of one year of experience equivalent to an Accounting Assistant II with the City of Burlingame, including the ability to perform the duties of all of the functional areas.  

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data, and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required. The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.

• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.
