THE ORGANIZATION

Incorporated in 1927, Menlo Park is a General Law city operating under a Council-Manager form of government. The City Council is the City’s five-member governing body whose members are elected by district for four-year overlapping terms in general municipal elections. The Mayor and Vice Mayor each serve one-year terms and are selected annually by the City Council.

The City Council appoints the City Manager and City Attorney as well as members of the Planning Commission and numerous advisory boards. The City Manager appoints all executive and management level positions. City staff report to one of six departments: City Manager’s Office, Administrative Services, Community Development, Library and Community Services, Police, and Public Works, which includes water and solid waste enterprises. Fire protection and sanitary services are provided by separate special districts.

The City is supported by 296 FTE and has over 55 funds with a total expenditure budget of $207.9 million. As evidence of the City’s sound financial stewardship and solid financial standing, Menlo Park consistently maintains an AAA bond rating, in large part due to its healthy reserves and diverse revenue base

 In addition to its many attributes, Menlo Park has one of the most beautiful civic center campuses in the Bay Area. Heritage trees, a running fountain and a duck pond surround City Hall. THE DEPARTMENT

The Community Development Department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It is comprised of 35 FTE who operate as an effective and cohesive team across multiple functional areas and lead a number of City initiatives to support the City Council goals. The Department includes the Building, Planning and Housing Divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review.

The Building Division, which is the division this position will be responsible for overseeing, includes managing building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction. These functions require a high level of customer service with the public and coordination within and across various departments and agencies. THE POSITION

The City of Menlo Park is seeking a strong, forward-thinking leader who is collaborative and passionate about serving the community and advancing department and City goals. This position serves as the City’s Building Official, as well as plans, organizes, manages, and provides administrative direction and oversight for major functions, activities, and staff of the Building Division. The incumbent will assist with department initiatives, including annual budgeting and monitoring and the development and administration of departmental policies, procedures and services, as well as day-to-day operations, including reviewing plans, interpreting applicable code, and meeting with stakeholders to explain processes. Areas of responsibility include building and safety, permit processing and issuance, inspection and compliance with the California Building Standards Code and relevant parts of the City’s Municipal Code, and building plan check review.

This position plays a key role in collaborating and coordinating assigned activities with other City departments, teams, and outside agencies and fostering cooperative working relationships. The person in this role is also expected to have excellent rapport with the general public, with the ability to respond to, and resolve difficult and sensitive citizen inquiries and complaints.

Current examples of notable projects include coordinating the upcoming California Building Standards Code cycle, collaborating on the IT Master Plan and land management permitting system (Accela) to improve customer experience and service delivery, and overseeing the building permit process for a diverse range of development from tenant improvements to hotels to comprehensive mixed-use campuses. The City has over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial spaces approved, but not yet under construction, along with a number of large development projects currently under review. This position reports directly to the Community Development Director and is responsible for overseeing several positions within the Building Division across all functional areas.

The Assistant District Secretary reports to the Deputy District Secretary and provides administrative support for the Boards of Directors and committees for the San Mateo County Transit District(SamTrans), Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA).

Essential Functions & Duties

Examples of Essential Functions:

• Provide administrative support, which includes preparing agenda packets for the Boards of Directors and committees.

Supervision:
Works under the general supervision of the Deputy District Secretary, who establishes goals and objectives, monitors and evaluates performance.

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s Degree
• Two (2) years of full-time progressively responsible experience providing professional administrative support.

Preferred Qualifications:

• Experience performing duties in support of Boards of Directors, Councils, or Commissions that operate under the Brown Act.
• Experience in records management.
• Proficiency in Microsoft Office Suite.
• Able to attend Board and Committee meetings outside of regular working hours (evenings, nights, and rarely weekends and offsite)
• Effectively communicate both orally and in writing.
• Maintain effective working relationships with internal and external customers.

About the Position

Under general direction, performs professional-level tasks related to municipal planning, zoning, housing, economic development and environmental analysis; researches and analyzes a variety of planning data; prepares various studies and recommendations; prepares and reviews environmental documents; reviews development and subdivision proposals, building plans, permits, and parcel maps; works with developers, architects, attorneys, and the public regarding City standards and policies; may serve as staff to various Commissions and/or committees; and does related work as required.

 

This classification is a journey level class in the professional planning series.  With the requisite experience, the incumbent can independently assume responsibility for more complex projects and specialized assignments. This position differs from the Assistant Planner position by increased responsibility for project management.

 

General direction is received from the Planning Manager overseeing the Advance Planning Division. Direct supervision and supervision through secondary managers may be provided with specific project assignments in the Community Development Department. San Mateo County Health is seeking a well-qualified individuals for the position of Environmental Health Specialist IV - Consumer Protection Programs. Environmental Health Specialist will receive general supervision and provide lead direction in performing various countywide environmental health inspection and enforcement activities in one of the several specialized technical areas such as consumer protection, food sanitation, recreational water, water, sewage, land use, and cross connection control; vector control; solid waste; medical waste; and housing and institutions.

Duties within the Consumer Protection Programs include:

Position Duties  

The Department of Public Works is seeking to fill one (1) vacant Facility Repair Worker position within the Facilities Management Division. Under general supervision, this Facility Repair Worker will perform a wide variety of semi-skilled work in the repair of buildings and equipment at San José City Hall. 

Salary range for this classification is $77,355.20 - $94,036.80 annually. Actual salary shall be determined by the final candidates’ qualifications and experience.  

This Facility Repair Worker position will be stationed at San José City Hall. City Hall is an 18-story high-rise structure which adds maintenance and operational challenges. In addition to the typical duties of a Facility Repair Worker, the successful candidate will maintain the potable/reclaimed water systems, learn how to maintain pressure variances in the systems, operate and maintain a large water feature/fountain on site, and work in high locations utilizing a scissor-lift and ReachMaster® 138 ft. boom lift. City Hall houses the upper management of most of the city departments, as well as the Mayor and City Council Offices. The ability to work in a politically sensitive environment is essential. 

Other duties of this position include, but are not limited to: 

• Proactive maintenance of roofs and roof water drainage systems; 

• Ability to install and modify office space cubicles, including ergonomic adjustments; 

• Skilled at painting techniques and proper cleanup for small and larger surfaces, including graffiti removal; 

• Perform drywall repair; 

• Experienced in maintaining and repairing various plumbing fixtures and resolving plumbing issues (clogs, drainage, flushometer repair, piping work, mixing valve repairs, sink and faucet repairs); 

• Monthly inspections of fire sprinkler systems and pumps; 

• Flooring repair, including carpet and tile work; 

• Familiarity with fire control panels; 

• Experience in motors, pumps, and other architectural water feature infrastructure; 

• Knowledge of fundamental provisions of various codes related to the maintenance and repair of facilities; 

• Knowledge and experience related to door and lock repair and replacement work, which include electronic access control door hardware and door operators;   

• Ability to draw sketches and plans for assigned projects, estimate the materials needed, and record keeping; 

• Maintain all work order details, status updates, labor applied, and contractor costs in City’s work order database.

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: Four (4) years of experience managing a section with oversight of contract negotiation, administration, operation, or compliance within a large organization, all of which includes experience supervising professionals.

Substitution:

1. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
2. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, economics, finance, business law, contract law, public policy, or other fields of study closely related to the essential functions of the job may be substituted for one (1) year of required experience.

 

The Process Control Technician performs a variety of technical and professional engineering duties related to the design, installation, set-up, programming, troubleshooting and maintenance of hardware, software and instrumentation associated with the District’s Supervisory Control and Data Acquisition (SCADA) systems.

They support Operations and Maintenance by troubleshooting, researching, designing, purchasing, and installing field instrumentation, programmable logic controller (PLC), operator interface terminals (OIT), variable speed drives, electrical systems, and other appurtenances. The Process Control Technician provides PLC and OIT programming and installation support making programming changes as required for the efficient operation of new and existing District facilities.

Qualifications

Experience and Education

• Graduation from high school or equivalent, supplemented by college or equivalent course work in engineering, electronics, instrumentation, control systems, and/or computer systems.
• Two years of increasingly responsible experience involving the configuration and programming of process control, instrumentation and operator interface terminals.
• A Bachelor’s degree in mechanical engineering or a closely related field from an accredited college or university is desirable.

Licenses and Certification

• Possession of a valid and appropriate California Driver License with a satisfactory driving record to maintain insurability.
• Possession of a State Water Resources Control Board Distribution Operator Certification for Grade D1 is desirable.

The City of Sebastopol is seeking two diligent, energetic, dependable Administrative Technicians, one to serve in the Public Works Department and the other will serve the Building and Community Development departments. The Administrative Technician will perform a variety of technical-level administrative duties in support of an assigned City department or program. Duties may include areas relating to finance, grants, building, planning, public works, engineering, or general support of City operations. The selected candidates will conduct research, collect and analyze data, and prepare draft reports. In addition to tracking and reporting operational statistics, this position provides technical assistance to management. This is a lead position, assigning, reviewing, and training the work of other lower-level support staff.

There are two assignments within the City, one located in Public Works and one in City Hall. The Administrative Technicians will be expected to cross-train as emergency coverage for any department's administrative duties.

For the position assigned to Public Works: The Administrative Technician assigned to Public Works will report to the Director of Public Works/ City Engineer at 714 Johnson Street, Sebastopol, CA 95472. This position will perform clerical duties such as answering phones, providing office support services, and ordering supplies for the department. In addition, the position will manage budget tracking operations that include Springbook reports, invoicing, and project close-outs. The Administrative Technician will oversee contract processing, special event permit processing, and California Department of Industrial Relations(DIR) registrations. The selected candidate will assist in Council agenda reports and in preparing the agenda packets. This position will also serve as the Water Conservation Coordinator, providing news to the public on drought reports and Covenants, Conditions and Restrictions (CC&Rs) within the City.

For the position located in City Hall: The Administrative Technician will report to the City’s Building Official or Community Development Director at City Hall, 7120 Bodega Avenue, Sebastopol, CA 95472. The primary duties of this assignment will serve as the main City contact at the City’s public counter, providing support to the Building and Community Development departments. In, addition to supporting Building and Community Development in all permitting activities, this assignment involves providing administrative and analytical support for the City Clerk, Assistant City Manager and City Manager, serving as staff and support for public meetings, administering the media and public comment for assigned public meetings, tracking and responding to public records act requests, records retention assistance, assisting with records management, transcribing minutes, and updating the City’s website with official documents.
