Description: Performs law enforcement and crime prevention work, controls traffic flow and enforces state and local regulations. Some essential duties are:

• Responds to calls for service and takes appropriate action to resolve problems
• Renders assistance to citizens in distress
• Initiates investigation of criminal or suspicious activity
• Makes arrests, issues citations, and gives warnings when appropriate
• Enforces all laws without bias
• Conducts business license checks
• Promotes crime prevention and disseminates security information
• Testifies accurately and honestly in court

 

Education: Graduation from a U.S. High School or equivalent is required.  Additional education at the college level is preferred.

 

Licenses:  Possession of or the ability to obtain a valid California driver’s license by the time of hire, and ability to maintain the valid license.

 

Physical Requirement: Meet standards of adequate physical stature, endurance and agility. Vision: • 20/100 correctable to 20/30, with adequate depth perception and color vision. If soft contacts are worn, no limit on uncorrected distance visual acuity provided soft lenses have been worn for at least six months prior to the physical examination.

THE POSITIONS

The following positions are flexibly staffed at the Librarian I/II or Lead Librarian level, depending on the candidate’s experience. Bilingual Spanish/English preferred.

• Youth Services - Librarian I, II, Lead: A dynamic, energetic, team-oriented full-time (38-hours per week) Librarian, to coordinate the library’s outreach and deliver innovative programs and services for children and families at the Downtown Library and throughout the community.

San Mateo County Health is seeking a well-qualified individuals for the position of Environmental Health Specialist IV - Consumer Protection Programs. Environmental Health Specialist will receive general supervision and provide lead direction in performing various countywide environmental health inspection and enforcement activities in one of the several specialized technical areas such as consumer protection, food sanitation, recreational water, water, sewage, land use, and cross connection control; vector control; solid waste; medical waste; and housing and institutions.

There is currently one regular vacancy that will function as a Food Plan Check Specialist within the Environmental Health Division Food and Pool Programs, located in San Mateo, but the position will include travel/driving throughout the county to perform duties of the job.

Environmental Health Services ensures a safe and healthful environment in the County's 20 cities and unincorporated areas through education, monitoring and enforcement of a variety of regulatory programs, as well as ongoing services to the community.

Duties within the Consumer Protection Programs include:

• Lead specialized programs within the Food and Pool Programs, such as Food and Pool Facilities Plan Review, Cottage Food Operations, Microenterprise Home Kitchen Operations (MEHKO), Temporary Food Events, Mobile Food Facilities, and Certified Farmers Markets.
• Lead quality assurance, quality control and standardization functions.

The Department of Public Works is looking for a highly motivated Information Technology (IT) Technician. Under general supervision, the IT Technician will be responsible for supporting the IT staff with general desktop support and access control systems support. General duties include imaging PC's, installing software and hardware, documenting procedures, keeping accurate records, providing advice to users of application software, and training users to make appropriate and safe usage of the IT infrastructure. The IT technician will also be responsible for providing superior customer service in working with both internal users and other departments in maintaining records in the card key management software.

 

The Department 
The Department of Public Works is unique by being one of the few departments in San Mateo County to have its own internal, full-service IT unit, Business Systems Section. BSS is a small group of dedicated IT staff who are responsible for a wide range of roles in Information Technology: from handling core IT functions to providing GIS support to handling access control.

 

Working in BSS, staff have the opportunity to learn and work with many different aspects of technology including desktop support, enterprise application support, design/ implement/ maintain server, and network infrastructure, creating GIS maps and spatial applications, internet/ intranet web design and support, databases, and even some programming opportunities.

 

The ideal candidate:

• Has strong desktop support, troubleshooting and “break-fix” skills; familiarity using helpdesk ticketing systems (Samanage, JIRA, ServiceNow, etc.) and knowledge bases (Confluence)
• Has working knowledge of enterprise software platforms (Microsoft O365) and directory services (Active Directory)
• Has thorough knowledge of computer software and hardware and a variety of internet applications, networking, and operating systems (Windows); ability to image Windows workstations using imaging tools (Windows ISO, Clonezilla) and/or deployment platforms (SCCM, MDT) to deploy and maintain computers and laptops.
• Has familiarity with public sector procurement; experience purchasing software licenses, technology equipment and supplies.
• Has great troubleshooting skills, attention to detail, and have the ability and interest to quickly master new technology.
• Has the ability and interest to quickly master new computer applications.
• Is a problem solver with strong interpersonal, verbal, and written communication skills to effectively communicate with diverse groups.
• Is able to maintain confidentiality with sensitive customer and internal information.
• Has the ability to work well and independently in a multi-disciplinary, fast paced environment.

 

Expected position hours: 8:00 A.M. to 5:00 P.M, Monday through Friday. Time subject to change based on organizational need. Occasional on-call duties may be required. This position will be fully on-site at 555 County Center, Redwood City, CA 94063.

 

Examples Of Duties

• Managing technology asset inventory; deploy, setup, and maintain inventory of technology devices such as laptops, workstations, servers and peripheral equipment; prepare decommissioned equipment for surplus pickup and/or storage; order equipment and supplies as required.

User Support

Desktop Support

• Install, configure, maintain, troubleshoot and upgrade department computers and peripheral equipment. Deploy and maintain computer images, drivers and software packages.
• Using Active Directory maintains and establishes user accounts and profiles; Onboard and offboard users
• Through end-point management software (SCCM, XDR, Tenable, etc) performs routine system administration functions according to desktop security policies, which include monitoring and adding applications, users and devices, monitoring and deploying security patches.
• Provision and support mobile devices (Apple).

 

Qualifications

 

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. 

 

A typical way to qualify is:

• Education: Possession of a high school diploma and technical certification from an accredited college in a specified area with coursework in computer science, information systems, or a closely related field.
• Experience: One year of full-time experience performing information systems equipment installation, system support, and/or user support duties.

 

For the Desktop support area

• Computer networks and systems, their operation, support, development and migration.
• Computer hardware and software products in use on the department and across the industry.

 

Physical Requirements:

• Stoops, kneels, crouches, crawls, walks, sits, and reaches by extending hands and arms in any direction on a consistent and daily basis.

San Mateo County Health is seeking a well-qualified individual for the position of Community Program Analyst II - Aging & Disability Services.

The Community Program Analyst II position within the In-Home Supportive Services (IHSS) Unit, a community-based service for older adults and people living with disabilities, within the Aging and Disability Services (ADS) Division. The position performs a variety of technical tasks related to monitoring, policy interpretation, policy development, and development of training materials for the IHSS program. Much of the work includes compiling and analyzing data, collaborating with staff and clients/families to ensure a service delivery system that is responsive to the needs of older adults and people with disabilities. Individuals should have knowledge of issues regarding aging, disabilities, functional/cognitive/mental limitations and experience in QA within a large, regulation driven service delivery system.

The Community Program Analyst will conduct QA case documentation reviews, home visits, and consultation as detailed by the California Department of Social Services (State). The analyst will provide technical guidance and education on program regulations and county operations and produce monthly, quarterly and year-end reports for Aging and Disability Services management/executives and State QA/Program Integrity. In addition, the analyst will serve as liaison among social workers, Public Authority and IHSS clients/providers to resolve disputes. The role also includes leading investigations and collaboration with the California Department of Health Care Services on suspected program misuse and oversight of all required QA monitoring work of the unit.

Community Program Analysts provide technical assistance and evaluate program functions to support effective community and client service delivery. They serve as County liaisons with contract service providers, and community-based organizations, ensure compliance with program regulations and procedures and monitor contracts related to assigned programs. Analysts may also perform other work-related duties as required.

The current vacancy is in the ADS Division located in San Mateo, CA, but may move to the South San Francisco office if needed. The position will travel throughout the County to perform the duties of this position. Travel to meetings and training courses located in Sacramento and other counties is also required.

The ideal candidate will demonstrate:

• Fluency in Spanish, Russian, Tagalog, Mandarin, or Cantonese (preferred but not required).
• A self-directed, proactive, and solutions-oriented approach, with strong attention to detail.
• Excellent written and verbal communication skills.
• Two to three years of leadership experience in a highly regulated program.
• Prior experience with IHSS.
• The ability to prepare professional, detailed written and statistical reports, including experience with data entry.
• Proficiency with Microsoft applications (Word, Outlook, PowerPoint, Excel, Teams, Power Apps), Adobe, and the ability to quickly learn multiple database systems such as the Case Management, Information, and Payrolling System (CMIPS II).
• Skill in building strong, collaborative working relationships with organizations and individuals from diverse backgrounds.
• Capacity to manage projects while balancing multiple assignments, adjusting priorities, and meeting deadlines.
• Strong knowledge of systems of care for older adults and people with disabilities from diverse backgrounds and cultures, including experience conducting home visits.
• Familiarity with QA desk reviews and home visits, including identifying assessment discrepancies and concerns, and developing solutions to improve compliance with regulations.
• The ability to analyze, interpret, and implement new and existing federal, state, and county regulations and laws related to IHSS and the continuum of care for older adults and people with disabilities

This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. The Superior Court of California, County of San Mateo seeks highly qualified candidates for the position of Deputy Court Executive Officer.

 

As a key member of the executive management team, the Deputy Court Executive Officer will provide highly responsible and complex administrative support to the Court Executive Officer/Clerk/Jury Commissioner.  The Deputy Court Executive (DCEO) will participate in strategic planning and will be responsible for the day-to-day management of the operations, support, and administration divisions of the Court.  This will include directing all criminal, family law, civil, juvenile, small claims, traffic, and probate clerk office functions.

 

The DCEO will also oversee all staffing and personnel functions including recruitment, retention, training and development, and disciplinary action.  The DCEO will research and review new technology systems that could assist the Court in meeting workload requirements and will oversee the implementation of new systems and, when necessary, the modification of existing systems.  In addition, the DCEO will write, review, monitor, and manage contracts with vendors providing services and materials.

 

Significant to the role, the DCEO will analyze new legislation and the legislation’s impact on the Court, will communicate with the executive team about new legislative or statutory requirements needed to successfully operate the court, and will establish procedures to conform to new laws.

 

In addition to internal operations, the DCEO will serve as liaison with the court, County departments, agencies, and the public, and will work with other criminal justice agencies to implement new or mandated programs.

Regulatory Development Division
The Regulatory Development Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and to protect the climate. The Principal Air Quality Engineer for the Regulatory Development Division will:

• work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and contributing to localized air quality impacts in overburdened communities);  
• work closely with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution. 
• lead, conduct, and coordinate scientific, economic, and technical research work;  
• review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with a variety of control options;  
• analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development;  
• brief Air District executives and present at workshops and board meetings;  
• work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders;

Engineering Division
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance. The division is responsible for implementing the Air District’s Facility Risk Reduction Program that focuses on reducing health risks to the community from existing facilities or sources.

The position will be working on the Air District’s Toxic Air Contaminant Control (TAC) Programs. These programs are designed to identify, assess, and reduce public exposure to toxic air contaminants—pollutants known to cause or contribute to adverse health effects, including cancer and other serious illnesses. The programs integrate federal, state, and local regulations to:

• Monitor and evaluate TAC emissions from permitted facilities through annual emissions inventories and health risk assessments
• Implement the Air Toxics New Source Review (NSR) program, requiring preconstruction review and risk assessment for new or modified sources of TACs.
• Operate Facility Risk Reduction Programs, targeting existing facilities to identify, assess, and reduce health risks, especially in communities with disproportionate air quality impacts.
• Engage with community stakeholders and provide transparent access to emissions data and health risk information through annual reports and online tools.

These efforts have led to significant reductions in health risks from toxic air contaminants across the Bay Area.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but are not limited to:

• Dispersion modeling and health risk assessments for toxic emissions
• Verification of emissions inventories
• Database development and data management 
• Development of new regulations or amendments of existing regulations
• Strategic planning of division programs

The Principal Air Quality Engineer for the Engineering Division may perform other complex and highly specialized air quality engineering work such as, but not limited to:
