The City of San José Information Technology Department seeks an experienced City Information Security Officer (CISO) to lead cybersecurity Citywide initiatives.
 
The CISO will direct the Cybersecurity Office as the City’s principal executive leader for information and systems security. In partnership with the Chief Information Officer (CIO), they will manage risk identification, protection and compliance, threat detection, incident response (IR), and recovery services for all City departments to ensure business resilience.
 
The City’s CISO must be able to apply expertise in security strategy, cybersecurity frameworks, managing staff and vendor services, leading incident management, and optimizing resources to achieve desired security outcomes.
 
Key responsibilities include but not limited to:

• Lead and mentor the Cybersecurity team, offering expertise and support to foster growth and a collaborative environment. 
• Collaborate with business units and solution providers to provide optimal security measures and achieve a balance between sustaining business operations and achieving security compliance.
• Coordinate with stakeholders within the City and partners/vendors outside of the City to ensure information and systems meet the City’s standards for threat identification, protection, and risk detection.
• Develop, operationalize, and enhance the City’s cybersecurity strategic plan, programs, policies, and architecture, including vulnerability, risk, and threat management programs through remediation.
• Conduct training programs to educate City personnel on relevant security best practices, foster diligence, and ensure compliance.
• Provide expert security guidance to City departments and officials in service planning, procurements, contract negotiations, vendor management, and project management.
• Provide expert guidance on regulations and standards (FISMA, FedRAMP, CJIS, PCI-DSS, HIPAA, etc.) the City must meet in providing municipal services, as well as security frameworks (NIST, ISO, IEEE, etc.) to shape City operations.
• Oversee and lead incident management/response processes in coordination with City departments to respond and recover from incidents.
• Resolve security-related audits in partnership with City staff.
• Ensure comprehensive security strategies align with resilience plans and emergency management exercises.
• Oversee vendor relationships and manage the City’s procurement and utilization of cybersecurity products and services across departments.
• Lead the annual Cybersecurity Assessment of the City’s technology infrastructure.
• Provide strategic and operational leadership to address cybersecurity in the City’s emerging Internet-of-Things, smart communities, privacy, and equity through data initiatives.

Valley Water is seeking to hire a dedicated Senior Management Analyst/ Management Analyst II to lead pre-award efforts within our Grants, Compliance, and Claims Management Unit. Overview:
The Grants, Compliance, and Claims Management Unit with Valley Water is the centralized unit for seeking and managing grants brought in to help fund Valley Water projects. The pre-award side of work within the unit will be administered by this Senior Management Analyst, with support from a Management Analyst II, and oversight by the Grants Unit Manager.
 
Senior Management Analyst (SMA): Core components of the Senior Management Analysts work will include researching grant opportunities and writing grant applications; high levels of collaboration with project teams, grants liaisons in watersheds and water utility divisions, procurement, legal, government relations, capital improvement program, and communications; and tracking/reporting. The position will tie efforts into the two grant roadmaps (i.e. strategic funding plans), assist in preparing updates to the Board and staff via all employee communications, and aid in early compliance reviews (pre-agreement) to ensure Valley Water can meet grant terms and conditions. As a Senior, the position will help implement new grants management software on the pre-award side in coordination with the unit’s compliance and claims staff, assist in updating standard operating procedures, and work with the Unit Manager to clearly define rationale for which grants to pursue.

Management Analyst II: Core components of the Management Analyst II's work will include assisting the SMA in researching grant opportunities and writing grant applications, coordinating with project teams, tracking and reporting grant-related information, assisting with compliance tracking for federal and state grant terms and conditions, and assisting with grant communications such as the bi-monthly Grants One Pager update for the Board of Directors and the Grants Action Team monthly meeting.

Under administrative direction, and reporting to the City Manager, this position has
overall responsibility for planning, organizing, directing and supervising the Finance
Department, which encompasses activities such as financial analysis, accounting,
payroll, purchasing, investment and internal audit. The incumbent manages and
coordinates the work of professional, technical and clerical staff; directs the
preparation of the biennial operating budget and capital improvement program (CIP)
and monitors and prepares reports of both spending plans; prepares financial
projections and analyses; maintains sufficient internal controls to ensure integrity of
financial operations and responsibilities; and provides a high level of administrative and
technical support to the City Manager as assigned.

CLASS CHARACTERISTICS

This is an executive management level classification and member of the City’s Senior
Management Team. The incumbent is expected to provide prudent, timely, and
thoroughly researched information, opinions and recommendations to the City Manager
and City Council on all financial, risk management and MIS matters, and has frequent
interaction with staff and leaders of other departments, the City Manager, the Mayor,
the City Council, and citizens. The incumbent works as an integral member of various
City leadership teams in helping the City achieve its objectives, including public
presentations to citizens and other interested parties.

The incumbent has a broad range of independence within policy and procedural
limitations, works under minimal supervision and is accountable to the City Manager for
the quality and efficiency of services directed. While the general parameters of the
job are defined, the incumbent is expected to select and put into effect work
procedures and practices which will lead to the effective and efficient accomplishment
of Department goals. Recommendations on the improvement of Department activities
are expected.

EXAMPLES OF DUTIES (illustrative only):

• Develop and implement Departmental goals and policies, staffing levels, and administrative policies for City-wide application; review and revise existing City financial and related policies and procedures as required.
• Plan, direct, coordinate and review the work plan for the Department; revise as circumstances and City Manager/Council direction dictate.

• Prepare a variety of financial and budgetary statements and reports including timely financial statements, budget transfers, cost studies, cash flow analyses, and revenue/expenditure projections.
• Manage fiscal resources including cash receipts, revenues and investments, ensuring compliance with all federal, state, and local requirements.
• Perform oversight of the City’s procurement procedures and systems ensuring that they are in compliance with all federal, state, and local requirements.
• Serve as a resource for labor negotiations, providing accurate and timely information on City costs, the financial impact of contract proposals, and best practices for sustainable labor costs.
• Determine that adequate documentation exists to substantiate the appropriateness and authenticity of financial transactions.
• Develop efficient practices and utilize technology to streamline procedures while ensuring adequate internal controls within the Department, and other City functions.
• Ensure safeguard of warrants and control of signature authorities.
• Develop and manage the City’s investment strategy, evaluate investment results, and report on the City’s investment portfolio, ensure that the investment of funds meet generally acceptable accounting principles, standards, and legal requirements.
• Oversee the closing of the general ledger, ensuring compliance with State accounting requirements and governmental accounting standards.
• Oversee the payroll function in coordination with the Human Resources Department, ensuring timely and accurate payment of wages and benefits, updated as required by new laws, regulations, policies or bargaining agreements.
• Manage the financial aspects of SEMS-based emergency/disaster response and recovery activities, ensuring full reimbursement of all City costs as allowed by law.
• Plan, organize, lead, supervise, train, and evaluate Department staff.
• Conduct regular Departmental meetings; emulate and foster open communications and transparent data and information; lead by example.
• Develop and implement Departmental goals, objectives, policies, procedures and work standards.
• Make presentations to the Senior Management Team, City Council, various City Commissions, and other groups - community, governmental, and professional.

Overview:

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. This position reports to the Manager of the Purchasing and Consultant Contracts Unit, within the General Services Division.

The City of Berkeley invites you to apply for the position of Advanced Practice Provider in the Health, Housing & Community Services Department! In this role, you will make assessments, provide treatment based on a patient's physical and psychosocial condition, provide patient counseling and guidance in the maintenance of health and the prevention of illness; and perform other related work as required.

In the Public Health Division, the Advanced Practice Provider provides health care at the Berkeley High School Health Center (BHSHC) and the City of Berkeley's Public Health Clinic. This position has overall responsibility for the delivery of clinical care and supports other clinical staff.

This is an hourly, part-time position working up to 19 hours per week. It is not a benefited position.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills and abilities outlined above is:

• Equivalent to graduation from a Physician Assistant program from an accredited institution approved by the Physician Assistant Board of California (PAB) and one year of clinical experience in a health-related occupation; OR
• Equivalent to completion of a graduate-level Nurse Practitioner program from an accredited institution approved by the California Board of Registered Nursing (BRN). Completion of an approved preceptorship and appropriate academic training in an area of specialization covering extended roles in traditional nursing and must meet all other requirements as an advanced practice registered nurse as specified in standards by the California Board of Registered Nursing.

The Senior Management Analyst in Valley Water's Purchasing and Contracts Unit is responsible for leading the procurement of information technology (IT) goods, services, and consultants. This role ensures compliance with organizational policies and industry best practices for the complete procurement process—from solicitation to contract administration—for IT-related acquisitions. The position entails analyzing bids, conducting market analysis, negotiating vendors, negotiating contracts, and providing strategic recommendations to maximize value. Additionally, this position acts as a key analyst on IT procurement strategies and leads complex IT procurement projects, ensuring alignment with Valley Water's goals.

•    Direct and oversee the Body-Worn Camera (BWC) Unit and Photo Lab, ensuring compliance with state and federal regulations, including data retention, security, and public disclosure policies. Ensure the secure storage, retrieval, and management of digital evidence to support investigations, prosecutions, and public transparency. Support public trust and department accountability by implementing best practices for digital evidence management, audit processes, and system integrity.

•    Supervise the Bureau of Technical Services Technology Project Manager, who centralizes and manages all departmentwide projects. This includes overseeing project portfolio management to support executive decision-making on portfolios, projects, programs, and operations. 

•    Supervise the Interoperability Manager, who is responsible for public safety communications and data-sharing across law enforcement agencies. COMPENSATION AND BENEFITS

The salary range for the Deputy Director is $161,513.30 - $260,737.36

Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package that includes, but is not limited to:

Overview:
The Senior Management Analyst in Valley Water's Purchasing and Contracts Unit is responsible for leading the procurement of information technology (IT) goods, services, and consultants. This role ensures compliance with organizational policies and industry best practices for the complete procurement process—from solicitation to contract administration—for IT-related acquisitions. The position entails analyzing bids, conducting market analysis, negotiating vendors, negotiating contracts, and providing strategic recommendations to maximize value. Additionally, this position acts as a key analyst on IT procurement strategies and leads complex IT procurement projects, ensuring alignment with Valley Water's goals.

 Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. With headquarters in San José, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.
 
Key Responsibilities include, but are not limited to:

• Oversee the end-to-end procurement process for IT goods, services, and consultants, ensuring compliance with Valley Water policies, organizational requirements, and industry best practices. This includes leading, planning, and overseeing complex procurements for accuracy and compliance.
• Negotiate, prepare, and administer contracts for IT-related procurements to ensure organizational needs are met and compliance by vendors is maintained. 
• Provide training and support in procurement methods and procedures.
• Evaluate and analyze bids, making recommendations for vendor selection in accordance with Valley Water standards. Develop specifications for goods and services and ensure fair and open competition among vendors.
• Develop and implement strategic procurement plans for IT acquisitions that align with Valley Water’s technological goals and future needs. Provide technical guidance on requisitioning procedures, vendor qualifications, and the availability of goods and services.
• Analyze, identify and make recommendations to purchasing standards and procedures for requisitioning, solicitation of bids, and contract administration to ensure best pricing and value.
• Respond to questions and inquiries from Valley Water staff and other agencies, investigating complaints and recommending corrective actions as necessary. Ensure effective communication with stakeholders throughout the procurement process.
• Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.
• Execute related duties and responsibilities as required to support the Procurement and Consultant Contracts Unit and Valley Water’s objectives.

Ideal Experience:

• Five (5) years of experience (ideally in the public sector) independently analyzing complex competitive procurement processes for goods and services.            
• Experience working with project managers to develop scopes of work and write complex Invitation to Bid or Request for Proposals for the procurement of materials, equipment, infrastructure maintenance or information technology services.
• Experience negotiating and administering contracts for IT-related procurements, with a focus on achieving favorable terms and conditions that align with organizational objectives.
• Experience using procurement software tools.

Ideal Skills and Abilities:

• Ability to oversee and analyze the procurement process for IT goods, services, and consultants, ensuring adherence to organizational policies and best practices.
• Analytical capabilities to evaluate bids and proposals effectively, facilitating informed recommendations for vendor selection in accordance with established compliance standards.
• Ability to provide strategic advice on IT procurement strategies, contributing to decision-making processes related to complex procurement projects.
• Effective communication skills to engage with stakeholders, ensuring their requirements are understood and addressed within procurement strategies.
• Establish and maintain highly effective working relationships with Valley Water managers, staff, suppliers, vendors, and others encountered in the course of work.

Ideal Knowledge:

• Demonstrated expertise in analyzing complex procurement processes for IT goods and services, ensuring compliance with applicable laws, organizational policies, and industry best practices.
• In-depth knowledge of contract negotiation and administration, with the ability to secure favorable terms that align with organizational goals and maximize value.
• Analytical skills for evaluating bids and proposals, enabling effective recommendations for vendor selection based on established compliance standards and organizational needs.
• Knowledge of analyzing and guiding strategic procurement plans that align with organizational technological goals, ensuring the acquisition of IT goods and services meets current and future requirements.
• Proven ability to communicate effectively with stakeholders, facilitating their needs and requirements within procurement strategies, and ensuring transparency throughout the procurement process.
• Familiarity with procurement software tools to streamline processes and enhance the efficiency of procurement activities.

Ideal Training and Education:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration, political science, business administration or a related field. 
• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

 

• Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO), Universal Public Procurement Certification Council (UPPCC).
• Extensive experience in public sector procurement and contracts management in the State of California. 
• Other Purchasing and/or Supply Chain Management Certifications. Examples include Certified Purchasing Manager, (C.P.M.) or Certified Professional in Supply Management (CPSM), Institute for Supply Management (ISM).
