Summary
Under general supervision, performs a variety of complex skilled irrigation, grounds mainten­ance and landscape tasks in accordance with District policies and procedures; works indepen­dently and exercises judgment; ensures daily workload is carried out through individual and cooperative efforts; performs preventive maintenance of District-owned properties; and performs related duties as assigned.

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal
• Develops and implements plans for daily/regularly-scheduled park irrigation maintenance; installs, repairs and maintains irrigation equipment, as necessary.
• Establishes water budgets for each park facility; audits and calculates park/facility water usage, analyzes and interprets data and provides monthly reports.
• Investigates and develops new methods and/or improvements to existing methods that result in effective management and conservation strategies of limited water resources.
• Evaluates and makes recommendations, provides technical expertise to District staff, and provides reports to supervisor regarding water conservation objectives.
• Provides irrigation/water management training to staff.
• Assists in the design and makes water usage/conservation recommendations for new parks/ rehabilitation projects.
• Assists in seeking grants for water efficiency devices.

Other Duties and Responsibilities

• May be required to drive District or personal vehicle.
• May provide technical work guidance to Groundskeepers, contractors or temporary staff; participates in prioritizing irrigation/maintenance/water conservation workload and monitoring work of other employees for completeness, accuracy and conformance with departmental standards; provides information, instruction and training on work processes, proper uses of equipment, and safe work practices.
• Participates during disasters or when emergency response is needed
• Non-exempt employees may be required to work overtime.

Qualifications

Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the required knowledge and abilities would be: graduation from high school or GED equivalent and two years of pertinent experience in installing and maintaining landscape irrigation systems; or an equiva­lent combination of education and experience.

Language Ability: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to effectively present information in one-on-one and small-group situations to other employees and visitors.

Math Ability: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratios and percent, and to draw and interpret bar graphs.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions provided in written, oral, diagram or schedule form.

Certificates and Licenses:  

• Valid California driver’s license with a good driving record and current automobile insurance.
• Certified Water Auditor.
• All full-time employees require satisfactory completion of a pre-employment functional capacity examination.

Supervisory Responsibilities: This job has no significant supervisory responsibilities but may direct contractors or temporary staff and provide technical direction to Groundskeeper classifications.

Position subject to pre-employment physical

Under general supervision, provides clerical and administrative support to a department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments.  Typical functions may include, but are not limited to reception, word processing, record keeping, and filing.  May also perform related work as assigned.

CLASS CHARACTERISITICS:

Office Specialist I – This is the entry-level class in the Office Specialist series.  Initially under close supervision, incumbents learn office and City procedures.  As experience is gained, there is greater independence of action within established guidelines.  The Office Specialist I class includes part-time and temporary positions with incumbents available to provide relief support to a variety of City departments.  This class is alternately staffed by the Office Specialist II class.  Full-time incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher class.

Office Specialist II – This is the journey-level class in the Office Specialist series.  Requires the competency to independently perform a variety of office support duties.  All positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances.  Specific duties, including the amount of typing, word processing, and use of on-line of personal computers will vary with the organizational unit to which you are assigned.  This class is distinguished from Office Specialist III, which is the working lead-level of the series, because that class performs more complex and/or specialized office clerical support functions.  Full-time incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher class.

EXAMPLES OF DUTIES (illustrative only):

• Types correspondence, reports, forms and specialized documents related to the functions of the organizational unit to which assigned from drafts, notes, dictated tapes, or brief instructions, using a typewriter, word processor, or personal computer.
• Proofreads and checks typed and other materials for accuracy and completeness; compliance with departmental policies; and correct English usage, including grammar, punctuation, and spelling.

The Position 

The City of Thousand Oaks is seeking an innovative and proactive Deputy Community Development Director – Operations with a forward-thinking perspective who will: 

• Oversee a portion of the Planning Division, code compliance, open space planning, CDBG/housing, and  administrative services. Manages administrative support to the department and establishes methods, procedures, and standards for office services.  

• Manage department-wide special projects and process improvement initiatives, including e-planning and e-permitting through a new land management system implementation,  

• Develops and implements organization development programs, department’s training programs, and coordinates agency personnel related issues, which may include payroll. 

• Develops and administers the operating budget for the department.   

• Supervises management information systems of the department, including, but not limited to, computer and software support, maintaining records and archives, and developing and maintaining a variety of databases.    

• Assist in integrating the City’s vision, goals, and people strategy with the business strategy of the Community Development Department. 

• Direct, plan, and organize Community Development services, programs, budget, and operations.  

• Manage budgeting, resource allocation, and performance metrics to optimize department efficiency and service delivery. 

• Craft and implement department and City objectives, goals, policies, and performance metrics within guidelines established by the City Council and City Manager.  

• Exercise a high degree of judgment and discretion along with political acumen and an understanding of the needs of the business community. 

• Serve as back-up liaison to the Planning Commission.  

• Performs other administrative duties as required to support each division within the department.   

CURRENT PRIORITIES AND INITIATIVES

The Community Development Department is experiencing a high volume of development applications, including residential, commercial, assisted living, and industrial projects. In addition, there is significant interest in downtown revitalization, including mixed-use projects. Some key initiatives on the horizon for the Deputy Community Development Director – Operations include: 

• Assisting with the ongoing implementation of the General Plan 

• Administration of process improvement initiatives, including e-planning and e-permitting  

• Leading staff to be innovative, collaborative, excel in community outreach, promote continuous improvement and continue moving forward in an enthusiastic and professional manner 

• Shaping and positively influencing the Community Development Department environment by supporting a culture of collaboration and project ownership by employees  

• Identification, development and promotion of innovative strategies and technological solutions to maximize service delivery. Working across department lines to promote collaboration in order to improve efficiencies 

• Development and implementation of key performance metrics to measure operational effectiveness, identify areas of success and areas for improvement  

• Planning and executing staffing and operational strategies to provide high quality, cost-effective services to external and internal customers 

• Refining the Land Management System, including coordinating the zoning code update, specific plans, and supporting the implementation of the Housing Element  

Program Assistant - Receptionist

Salary Range: $18.52 - $30.68/hour, depending on experience.

DEFINITION

Perform a wide variety of general clerical and/ or operational support duties at the Danville Community Center and/ or Senior Center. Incumbent serves as the facility receptionist, assisting with customer service-related questions and issues, and directing callers and visitors according to established procedures.
 

• This is a part-time temporary, non-benefitted position.
• 0-20 hours per week; not-to-exceed 950 hours per calendar year.

SUPERVISION

Direct supervision is received from the Administrative Assistant with indirect supervision from the Recreation Superintendent. May exercise supervision of part-time personnel and volunteers as assigned.

ESSENTIAL JOB DUTIES

Essential duties are inclusive of, but not limited to the following:

• Serve as first point of contact with the public; responds to information requests regarding services, classes, and events offered by the Town by email, in person or over the phone.
• Perform a wide variety of routine office duties to support department operations including filing, preparing basic reports, and program registration.
• Register participants, and support facility reservations using Active Net software.
• Performs cash handling duties, process payments, and issue receipts. 
• Assist in proofreading the Activity Guide and other marketing materials.

Experience:

One (1) year of experience performing standard clerical and secretarial duties. Prior experience as a receptionist in a related field preferred.

Education:

The equivalent of the successful completion of the twelfth grade; some college experience preferred.

A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

The Dispatcher I duties may include, but are not limited to, the following:

Answer emergency and non-emergency police related phone calls, help prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.  A Dispatcher I may be assigned to work various hours, shifts, holidays, weekends and overtime.

QUALIFICATIONS

A combination of education and work experience including 2-3 years of general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm net.  Knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; type and learn the operation of other standard office equipment; a willingness to work varying shifts; and to learn radio dispatching skills. 

COMPENSATION & BENEFITS

The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary:  $6,455 to $8,321 per month. Effective 7/1/2025, 3.5% COLA ($6,681 to $8,612/month).
• Medical Benefits: Choice of coverage with Kaiser or Blue Shield. The City pays 80% of monthly premiums at each coverage level. In lieu of medical coverage, the City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) into a MissionSquare 457 deferred compensation plan.

In this role, you will make assessments, provide treatment based on a patient's physical and psychosocial condition, provide patient counseling and guidance in the maintenance of health and the prevention of illness; and perform other related work as required.

In the Public Health Division, the Advanced Practice Provider provides health care at the Berkeley High School Health Center (BHSHC) and the City of Berkeley's Public Health Clinic. This position has overall responsibility for the delivery of clinical care and supports other clinical staff.

This is an hourly, part-time position working up to 19 hours per week. It is not a benefited position.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills and abilities outlined above is:

• Equivalent to graduation from a Physician Assistant program from an accredited institution approved by the Physician Assistant Board of California (PAB) and one year of clinical experience in a health-related occupation; OR
• Equivalent to completion of a graduate-level Nurse Practitioner program from an accredited institution approved by the California Board of Registered Nursing (BRN). Completion of an approved preceptorship and appropriate academic training in an area of specialization covering extended roles in traditional nursing and must meet all other requirements as an advanced practice registered nurse as specified in standards by the California Board of Registered Nursing.

Education and training in specialty area appropriate to the clinical assignment are desirable.

Other requirements include:

• Must possess a valid and active license as a Registered Nurse and certification as a Nurse Practitioner by the California Board of Registered Nursing (BRN) or possess a valid and active license as a Physician Assistant by the Physician Assistant Board of California (PAB).

POLICE ASSISTANT

Salary Range: $20.84 to $32.41/hour; non-benefitted position, DOE

DEFINITION

The Police Assistant is a civilian, non-sworn, uniformed position that is responsible for a variety of customer service-based interactions with the community. Duties include non-hazardous enforcement of municipal parking laws and regulations as well as clerical front counter tasks related to phone and walk-in contacts at the police department.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Administrative Assistant. Projects are assigned, and the person usually works with very little supervision. 

ESSENTIAL JOB FUNCTIONS/DUTIES

• Handle confidential administrative duties at the front desk. Greets telephone callers and visitors to department; screens and handles inquiries of a general or specific nature; takes messages.
• Takes information from the public regarding thefts, accidents, lost and found property, and other incidents that do not require the presence of a sworn law enforcement officer at the scene; completes standard police reports for review by staff supervisors or sworn supervisory staff.

• Perform a variety of research & staff work; prepare reports.
• Maintain records using computers and various filing systems.
• Coordinate Parking Permits for business employees.
• Enforces parking ordinances and the Town’s Abandoned Vehicle Abatement Program, issues parking citations; follows-up on complaints regarding abandoned or illegally parked vehicles; issues citations and arranges for the towing or other abatement measures. Receive and respond to complaints and reports of routine parking incidents from the public.
• Respond to public complaint of abandoned vehicles; document and schedule tows for abandoned vehicles; and ensures proper disposition of illegally parked vehicles; patrols city streets and issues citations on vehicles parked in an unlawful manner. Mark vehicles to detect abuse of timed areas.
• Operate computer equipment and two-way radio as related to employment.
• Directs traffic at crash, crime, and/or congestion scenes.
• Investigates and prepares reports on burglary, petty theft, lost and found property, missing persons, property damage, accidents, Town Ordinance violations, abandoned vehicles and other incidents.
• Assists with maintaining evidence and property in the Evidence Room. Coordinates receiving and cataloging evidence and found property, maintaining records of property movement, processing, and disposition.
• Assist with transporting, storing, photographing, releasing, or destroying property pursuant to state law and established procedures.

Summary
Under general supervision, performs technical paraprofessional accounting duties including payroll processing and accounts receivables and payables for Conejo Recreation & Park District (CRPD) and Mountain Recreation & Conservation Authority (MRCA); prepares accounting records and journal entries as necessary; generates reports and reconciles data; and performs other related duties as assigned.

Essential Duties and Responsibilities

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal entries; corrects discrepancies.
• Compiles timesheets from District and MRCA employees, inputs payroll data into payroll system, prints proof list and verifies hours; corrects errors in time reporting; processes payroll and allocates payroll costs to budget appropriation accounts.
• Calculates and prepares payment for a variety of taxes including sales tax, payroll taxes and income withholdings; assists with issuance of employee, contractor and vendor tax statements.
• Processes routine and special check runs; validates accuracy of coding and payments and prepares checks for mailing or distribution.
• Prepares direct deposit, warrants and wire transfer information for approval and transmittal to the bank before established deadlines; prepares bank deposits.
• Maintains independent contractor and vendor records and databases including contracts, payment and ACH information.
• Assists with generating financial reports, spreadsheets and records; maintains purchase order file and records expenses; scans and files data and documents in accordance with District and MRCA records management policies and procedures.
• Gathers statement backup and reconciles Cal-Card statements; processes approved payments.
• Researches and answers District and MRCA employee and department inquiries regarding payroll, reimbursements and general status inquiries.  

Other Duties and Responsibilities

• Provides backup to divisional administrative staff.
• Assists in research and preparation of data for payroll and financial audits and special reports requested by auditors, MRCA administrators, and other public agencies.
• May be required to drive District or personal vehicle.
• Participates during disasters or when emergency response is needed.
• Non-exempt employees may be required to work overtime
• Performs related duties as assigned.

Math Ability: Ability to accurately calculate figures and amounts such as discounts, interest, commis­sions, proportions and percentages. Ability to apply concepts of basic accounting and finance.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to analyze and reconcile fiscal recording, banking and payroll records. Ability to interpret a variety of instructions provided in written or oral form.

Certificates and Licenses:

This rewarding and impactful position safely assists school children in crossing busy intersections by halting vehicles through the use of mechanical signals and/or hand-held stop signs; maintains order among children waiting to cross the street at street crossing points; permits street crossing only when safe to do so; reports the license numbers of vehicles violating school crosswalk-related traffic laws to Community Services management personnel or the Simi Valley Police Department; and, instills an awareness in school children of safety measures necessary for safe street crossing.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four-year college or university with major coursework in civil or traffic engineering and five years of increasingly responsible professional traffic engineering experience, three years of which were at a level equivalent to the Associate Transportation Engineer class.

Other requirements include:

• Possession of a valid California Registration as a professional Traffic Engineer or professional Civil Engineer. California Registration as a professional Traffic Engineer is preferred.
