THE DEPARTMENT AND POSITION

The Department of Public Works is recruiting for a Street Maintenance Worker I/II to perform a variety of manual and semiskilled tasks involving the construction, repair, maintenance, and cleaning of streets, sidewalks, other concrete structures, storm drainage and related Public Works facilities.  The Street Maintenance Worker operates light power driven, hand-held, and "walk behind" equipment.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Performs manual and semiskilled work in street excavation and repair, asphalt laying, cold tar patching, concrete work, weed control spraying, street painting, street signing, and flushing, clearing and maintaining sewer and storm drainage pipelines, culverts, and pump stations.
• Uses shovels, rakes, other hand tools, jackhammers, asphalt saws, tampers, packers, dump trucks, rollers and spray equipment in the excavation, building up, patching and surfacing of streets.
• Performs or assists in finished concrete work by excavating and clearing areas, constructing forms, trucking and pouring concrete.  Performs or assists with concrete leveling, floating, and finishing.  
• Removes debris and assists in cleaning and clearing of sewer lines, catch basins, canals, pipelines, and pumping stations.
• Assists in maintenance, repair, or replacement of pumps, motors, valves, gates, and pipelines,.
• Prepares and installs traffic signs and related posts per specifications.
• Places traffic barriers and warning signs and directs traffic.
• Performs street painting and striping per specifications, using a variety of materials and related equipment. 
• Assists in emergency repairs of Public Works facilities.

EDUCATION AND EXPERIENCE:

Street Maintenance Worker I:

• Equivalent to graduation from high school to provide necessary reading and communication skills;
• Prior experience in the operation of power driven equipment or previous maintenance experience is desirable but not required.

Street Maintenance Worker II:

• Equivalent to graduation from high school.
• Two years of increasingly responsible experience in the maintenance and construction of Public Works facilities equivalent to the Street Maintenance Worker I.  

OTHER REQUIREMENTS

Street Maintenance Worker I:

• Valid California Driver's License
• Must obtain a Class B license prior to passing probation

Street Maintenance Worker II:

• Valid California Driver's License
• Effective July 1, 2010, employees hired or promoted into the SMWII position are required to obtain a Class B license prior to pass probationary period, and participate in the DOT program.

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal
• Develops and implements plans for daily/regularly-scheduled park irrigation maintenance; installs, repairs and maintains irrigation equipment, as necessary.
• Establishes water budgets for each park facility; audits and calculates park/facility water usage, analyzes and interprets data and provides monthly reports.
• Investigates and develops new methods and/or improvements to existing methods that result in effective management and conservation strategies of limited water resources.
• Evaluates and makes recommendations, provides technical expertise to District staff, and provides reports to supervisor regarding water conservation objectives.
• Provides irrigation/water management training to staff.
• Assists in the design and makes water usage/conservation recommendations for new parks/ rehabilitation projects.
• Assists in seeking grants for water efficiency devices.

Ability to effectively present information in one-on-one and small-group situations to other employees and visitors.

Math Ability: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratios and percent, and to draw and interpret bar graphs.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions provided in written, oral, diagram or schedule form.

Certificates and Licenses:

The Position 

The City of Thousand Oaks is seeking an innovative and proactive Deputy Community Development Director – Operations with a forward-thinking perspective who will: 

• Oversee a portion of the Planning Division, code compliance, open space planning, CDBG/housing, and  administrative services. Manages administrative support to the department and establishes methods, procedures, and standards for office services.  

• Manage department-wide special projects and process improvement initiatives, including e-planning and e-permitting through a new land management system implementation,  

• Develops and implements organization development programs, department’s training programs, and coordinates agency personnel related issues, which may include payroll. 

• Develops and administers the operating budget for the department.   

• Supervises management information systems of the department, including, but not limited to, computer and software support, maintaining records and archives, and developing and maintaining a variety of databases.    

• Assist in integrating the City’s vision, goals, and people strategy with the business strategy of the Community Development Department. 

• Direct, plan, and organize Community Development services, programs, budget, and operations.

California-licensed Professional Civil Engineer are eligible for an additional 2% differential above base salary.

The Civil Engineer helps define, design and/or review minor projects and phases of large civil engineering projects with complex budgets and timelines. This position exercises substantial initiative, judgment, and expertise to meet program and project needs. The Civil Engineer may be responsible for designing projects, reviewing project plans and specifications prepared by consultants, or reviewing development applications. The Civil Engineer helps in selecting consultants, preparing contract documents, and administering contracts during construction. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work to ensure that work is performed efficiently and effectively for the public good.

Engineering Division
Projects may include such things as: bridge repair and replacement, culvert repair and replacement, new retaining walls, pavement management, road improvements, new stormwater management devices, new traffic management devices and others.

Land Development Division
Projects include a full range of private development from improvements to single family homes and small businesses to new subdivisions with extensive new infrastructure. This position issues and oversees permits such as grading, creek and quarry permits, supports the Road Commissioner role by issuing encroachment permits, transportation permits, and film permits, ensures private development project comply with stormwater regulations, floodplain management requirements, and use of the public rights-of-way, interacts with the public at the Counter and in meetings, and coordinates with the Community Development Agency to develop conditions of approval for development projects.

Hybrid schedule:
The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

Minimum Qualifications:
Registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers and three years of increasingly responsible engineering experience.

The Process Control Technician performs a variety of technical and professional engineering duties related to the design, installation, set-up, programming, troubleshooting and maintenance of hardware, software and instrumentation associated with the District’s Supervisory Control and Data Acquisition (SCADA) systems.

They support Operations and Maintenance by troubleshooting, researching, designing, purchasing, and installing field instrumentation, programmable logic controller (PLC), operator interface terminals (OIT), variable speed drives, electrical systems, and other appurtenances. ABOUT MILL VALLEY PUBLIC WORKS

ABOUT THE POSITION

Under close supervision, the Seasonal Operations Aide provides entry-level support to an assigned division of the Public Works Department. • Prepares direct deposit, warrants and wire transfer information for approval and transmittal to the bank before established deadlines; prepares bank deposits.
• Maintains independent contractor and vendor records and databases including contracts, payment and ACH information.
• Assists with generating financial reports, spreadsheets and records; maintains purchase order file and records expenses; scans and files data and documents in accordance with District and MRCA records management policies and procedures.
• Gathers statement backup and reconciles Cal-Card statements; processes approved payments.
• Researches and answers District and MRCA employee and department inquiries regarding payroll, reimbursements and general status inquiries.

• Provides backup to divisional administrative staff.

Supervisory Responsibilities: This position has no supervisory responsibilities.

Examination:  Candidate selection will be based on competitive examinations.  Test content will be related to the job.  A driver license will be requested for identification and admission to the testing area.  If there is more than one part to an examination, candidates must pass each part.  Candidates with passing scores will be asked to compete in successive parts of the examination.

• Written Test/Practical Exercise:  A written test and a practical exercise may be used, in addition to the appraisal interview.
• Appraisal Interview:  A job-related appraisal interview will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.
• After the Appraisal Interview, the top candidates will be invited to a staff interview.
