The Position

The Clinical Supervisor will provide clinical and administrative leadership to the Aging and Family Services Division. The mission of the Aging and Family Services Division is to foster a high quality of life for older adults through its Senior Support Services. The Senior Support Services employs a team of caring professionals from diverse backgrounds which include social workers, a public health nurse, counselors, and peers who will work closely with other department staff to provide cohesive wrap-around services for older adults and their families.

Examples of Job Duties

• Develop and maintain systems necessary to support effective and efficient Senior Support Programs. This includes the responsibilities of: supervising a multi-disciplinary team; monitoring contractual and billing procedures; electronic charting requirements; working with other providers and referral organizations; utilization review and methods for integrating the work of the Aging and Family Services Division and Human Services Department.
• Facilitate and support the work of a multi-disciplinary team in providing services to seniors with complex care needs and their caregivers.
• Oversee contract development, billing processes and service deliverables necessary to support the programs. Complete reports required by funding agencies and build strong working relationships with funding parties.

What You’ll Do

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew. The incumbent in this position will be instrumental in directing the planning, design, and construction of public infrastructure projects, overseeing both city-led developments and private sector contributions. This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department. 

A few key aspects of this position are: 

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements. 

• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection. 

• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives. 

• Capital Improvement Management: Administer the City’s Capital Improvement Plan (CIP), including project selection, budget oversight, and coordination with City Council and other stakeholders. 

• Grant Applications & Management: Apply for federal and state grants to fund various public works projects. Monitor the expenditure and compliance of awarded grants. 

• Collaboration & Communication: Provide guidance to other City departments and the public on civil engineering and urban development matters. Represent the City in regional discussions and public meetings.

ABOUT THE POSITION

The Public Works Maintenance Worker I is the entry-level classification in the series of Public Works Maintenance Worker. It is the journey level in the class series. The current two vacancies are in the Right of Way Division.  Incumbents receive immediate supervision from higher-level staff progressing to general supervision with training and experience.

A few typical duties may include:

• Perform street maintenance duties; operate construction and maintenance equipment such as trucks, tractors, and skip loaders for a variety of construction and maintenance operations involving streets, sidewalks and gutters.
• Spread asphalt in patching and repairing streets.
• Use concrete cutting and breaking equipment; operate a jackhammer; pour and finish concrete, construct concrete forms and perform rough carpentry work.
• Set up traffic safety devices and barricades as necessary.
• Perform emergency street or other public service maintenance work as required.
• Paint or stencil such traffic directional markings as crosswalks, safety loading zones, bus stops, parking and center lines and railroad and school crossings.

Position Summary

Under general direction of the Secretary of the District, performs complex and highly analytical work for the Secretary of the District, members of the Board of Directors and associated committees.   Departmental lead on government tort claims, legal documents and communications and participating in complex, sensitive, and detailed analytical work in the areas of budgets, historical preservation and economic, regulatory and administrative policy. Provides internal customer service by assisting managers and executive level staff in complex analysis.  This position requires a high degree of accuracy, discretion, confidentiality, excellent communication skills, and robust customer service skills. 
 

Essential Responsibilities

• Serves as the primary analytical support to the District Secretary;
• Interprets meeting proceedings and prepares draft meeting minutes, with minimal oversight and as assigned, may attend meetings in the absence of the District Secretary;
• Performs legal functions of the office and guidance to office staff in the absence of the District Secretary;
• Performs a wide variety of complex legal analysis, research and briefings about claims for the District, Bridge, Bus and Ferry Divisions, and works with legal counsel in the areas such as government tort claims, subpoenas, Brady requests, small claims and lawsuits;
• Provides a wide variety of complex, confidential analytical duties in support of the District Secretary, Board of Directors, and standing Board committees;

• Perform special studies for the District, and coordinates assigned activities with other District departments, and divisions, and outside entities;
• Independently responds to and resolves difficult and sensitive citizen inquiries and complaints;
• Coordinates and assists in the development of the annual budgets of the Board and District Secretary’s Office and monitors, reviews and approves department expenditures, and performs financial analysis for budgetary purposes;
• Assists the District Secretary with providing direct support in varied, analytical administrative projects related to the Board and its committees;
• Independently prepares and presents a variety of oral and written reports, correspondence, and statistical analyses with extreme attention to detail and accuracy;
• Works with Procurement to select vendors and purchase department services as needed for projects, and participates on panels for various District procurements especially those related to the District’s third party administrators for public liability and workers compensation, insurance advisors and e-document conversion;
• Has an in-depth understanding of the department’s functions and especially its role with the Board of Directors such as the steps involved in planning and executing Board events and maintaining key Board documents such as Rules of the Board, Master Ordinance and record of the Board’s proceedings;
• Autonomously draft client correspondence and legal documents, using proper format and appropriate language and content;
• Oversees newspaper advertisements for public hearings/meetings;
• Monitors activities and ensures maintenance of files related to insurance and accident claim matters to fulfill department records retention schedule;

THE POSITION

The main role for this position of Network Administrator I/II will focus on Cybersecurity.  The candidate that fills the role will assist in defining enterprise cybersecurity policies, standards, guidelines, and procedures to ensure a robust and current cybersecurity program. They will also be responsible to monitor and analyze cybersecurity incident-related data and determine the appropriate response.

DEFINITION

Network Administrator I: Under general supervision, performs skilled technical work on the City’s data and voice networks, including LAN/WAN equipment, Windows servers, department-specific client/server applications, switching equipment, and UPS devices. This position reports to the Senior Network Administrator under the Department of Finance and Administrative Services. Performs other duties as needed.

Network Administrator II: Under limited supervision, performs complex technical work on the City’s data and voice networks, including LAN/WAN equipment, Windows servers, department-specific client/server applications, telecommunications infrastructure, switching equipment and UPS devices. Manages Microsoft 365 cloud services (O365, Azure, Intune) and enterprise security environments. Provides professional level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. Other duties would include, but are not limited to aiding other Network Administrators. Positions in this class require frequent use of a high degree of independent judgment and interpretive ability.

Positions in the Network Administrator II classification are flexibly staffed and normally filled from advancement from the Network Administrator I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of Network Administrator duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s data and voice networks. This position reports to the Senior Network Administrator under the Department of Finance and Administrative Services.

EXAMPLES OF DUTIES

Administration of the City’s Data and voice networks, including maintaining, upgrading, and troubleshooting LAN and WIFI network switches, routers, and servers. Maintains network security and data integrity. Researches, implements, and maintains physical and wireless data networks. Configures, maintains, and manages upgrades to client/server software applications. Researches, recommends, installs, and maintains server and network software. Administers and maintains Cloud-based Microsoft 365 solutions. Administers and maintains Virtual Infrastructure (Compute, Storage, and Network).

Develops and maintains the documentation regarding configurations, operations and diagnostic procedures for servers, network, and applications. Maintains system and hardware support contracts. Architects, implements, monitors, maintains, and troubleshoots various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure. Designs, organizes, modifies, installs, secures and supports security infrastructure; and provides technical support for network and security issues associated with enterprise applications. Analyzes both raw and processed security alerts, logs and event data to identify potential security incidents, threats, mitigations, and vulnerabilities. Architects, implements, maintains, and troubleshoots the City’s business continuity plan and emergency response plan as it relates to redundant, secure infrastructure. Investigates, analyzes, produces reports, and remediates security incidents that occur on City systems and applications, both onpremises as well as in the cloud. Confirms viable backups, tests, maintains and monitors both on-premises and within the cloud. Performs other duties as required.

MINIMUM QUALIFICATIONS

Knowledge of: Network firewall, VPN, layer 2/3 switching, VLAN, IP subnetting, Microsoft Online and related services, M365, Azure, Teams, Intune, Exchange, ADFS SSO, Server Virtualization VMware/Hyper-V, Windows Services (GPO,AD, LDAP, NTFS, DFS, DNS, DHCP,NPS, IIS), Enterprise Storage, Data Backup and Recovery, Patch management, Network and System Endpoint Security, System Monitoring, High availability. Microsoft Windows operating systems and Office suites, UPS systems, voice communication technology including PBX, public safety, and voice recording/logging systems.
