We are seeking a hands-on, mechanics and electronics savvy Instrumentation Technician to join our Public Works Sanitation division. This position maintains, repairs, inspects, plans, modifies, designs, installs and calibrates instrumentation, electrical, and SCADA control systems for wastewater treatment facilities; maintains a spare parts inventory; and trains operations staff in the understanding of instrumentation and control systems related to the process operation.

Details:

• Full-time regular position, 9/80 schedule with every other Monday or Friday off.

Minimum Qualifications for consideration - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Are you a skilled, motivated, and technically savvy professional looking to make a difference? The City of Thousand Oaks is seeking a Plant & Equipment Mechanic to become an integral part of our team at the Hill Canyon Treatment Plant (HCTP). In this role, you'll perform a variety of challenging and rewarding tasks, including installing, maintaining, and repairing mechanical and electrical equipment critical to the plant’s operations. We're looking for a resourceful team player with a strong work ethic and a commitment to excellence.

Primary Responsibilities

• Identifies and performs a variety of maintenance, troubleshooting, repairs, installations, and modifications on wastewater treatment plant mechanical equipment and facilities, including but not limited to:
  • Mechanical grinders, pumps, valves, engines, blowers, motorized valves actuators, lab equipment, air compressors, etc.
  • Industrial grade machinery, boilers, digester equipment, bulk chemical storage and delivery systems, hydraulic and pneumatic systems and devices.
  • Fabricates and or modifies equipment mounts, brackets, supports, utilizing welding, drilling, milling, tapping, etc. 

• Coordinates activities with operations personnel and contractors to ensure efficient and streamlined operations
• Completes and maintains maintenance logs on the City's Computerized Maintenance Management System (CMMS)
• Responds to night and weekend emergency calls as needed

The Position 

The City of Thousand Oaks is seeking an innovative and proactive Deputy Community Development Director – Operations with a forward-thinking perspective who will: 

• Oversee a portion of the Planning Division, code compliance, open space planning, CDBG/housing, and  administrative services. Manages administrative support to the department and establishes methods, procedures, and standards for office services.  

• Manage department-wide special projects and process improvement initiatives, including e-planning and e-permitting through a new land management system implementation,  

• Develops and implements organization development programs, department’s training programs, and coordinates agency personnel related issues, which may include payroll. 

• Develops and administers the operating budget for the department.   

• Supervises management information systems of the department, including, but not limited to, computer and software support, maintaining records and archives, and developing and maintaining a variety of databases.    

• Assist in integrating the City’s vision, goals, and people strategy with the business strategy of the Community Development Department. 

• Direct, plan, and organize Community Development services, programs, budget, and operations.  

• Manage budgeting, resource allocation, and performance metrics to optimize department efficiency and service delivery. 

• Craft and implement department and City objectives, goals, policies, and performance metrics within guidelines established by the City Council and City Manager.  

• Exercise a high degree of judgment and discretion along with political acumen and an understanding of the needs of the business community. 

• Serve as back-up liaison to the Planning Commission.  

• Performs other administrative duties as required to support each division within the department.   

CURRENT PRIORITIES AND INITIATIVES

The Community Development Department is experiencing a high volume of development applications, including residential, commercial, assisted living, and industrial projects. In addition, there is significant interest in downtown revitalization, including mixed-use projects. Some key initiatives on the horizon for the Deputy Community Development Director – Operations include: 

• Assisting with the ongoing implementation of the General Plan 

• Administration of process improvement initiatives, including e-planning and e-permitting  

• Leading staff to be innovative, collaborative, excel in community outreach, promote continuous improvement and continue moving forward in an enthusiastic and professional manner 

• Shaping and positively influencing the Community Development Department environment by supporting a culture of collaboration and project ownership by employees  

• Identification, development and promotion of innovative strategies and technological solutions to maximize service delivery. Working across department lines to promote collaboration in order to improve efficiencies 

• Development and implementation of key performance metrics to measure operational effectiveness, identify areas of success and areas for improvement  

• Planning and executing staffing and operational strategies to provide high quality, cost-effective services to external and internal customers 

• Refining the Land Management System, including coordinating the zoning code update, specific plans, and supporting the implementation of the Housing Element

THE POSITION:     

Under the direction of the Pool Manager, the Assistant Pool Manager is responsible for assigned aquatic program areas, and acts as Pool Manager during the Pool Manager’s absence. The Assistant Manager assists in the direction and supervision of the staff and programs at the facility. This is an at-will, intermittent, part-time, hourly position. Work a flexible work schedule, which may include evening, weekdays, weekends and holidays

EXAMPLE OF DUTIES:

Duties may include, but are not limited to the following:

• Acts as Pool Manager in the absence of same.
• Assist with pool staff assignments and scheduling.
• Perform lifesaving practices and standards according to accepted industry standards.
• Assist with training and supervision of staff and volunteers on assigned duties.
• Meet program goals and objectives, collect and maintain relevant statistical records and data.
• Acts in capacity of pool lifeguard.
• Assist in maintaining on-site security and safety of participants, staff, and others in the pool area, preparation and maintenance of incident records.
• Assist in organization, teaching and evaluation of swim lessons and pool activities.
• Enforce City and program rules and guidelines.
• Assist Pool Manager to monitor correct completion of required paperwork.
• Attend pertinent staff meetings as required during the season.
• Perform other program-related duties as assigned.
