VTA’s Engineering and Program Delivery (EPD) Division is seeking a Senior Transportation Engineer for the Quality Assurance (QA) Group under the Technical Services Department.  

Quality Assurance Group: 
The QA Group supports all capital improvement programs for the Division during planning, design, procurement, construction and closeout phases of highway, rail, transit and facilities projects.  As a Senior Transportation Engineer, you will play an important role in ensuring delivery of quality products and services for the Division. It is the responsibility of the QA Group to ensure the development of each project’s Contract-specific Quality Management Plan (CQMP) and to conduct audits and surveillances, based on the approved CQMPs, to monitor and assure effective implementation. Strong interpersonal and communication skills to work with VTA staff, consultants and contractors, attention to detail and ability to lead the QA team with day-to-day activities are desirable skill sets.

Under direction, to have charge of varied and difficult engineering work involving the supervision of a professional transportation engineering staff engaged in a variety of activities, such as the planning and design of transportation systems and facilities, the operation of transit systems, special studies or services, and other transportation projects.

• Supervises and directs projects in connection with the planning, design, construction, maintenance and operation of transportation systems including fixed guideways, highway transit, bicycle, airport, and other facilities;
• Supervises the design function, structural analyses and field surveys;
• Makes traffic engineering studies;
• Conducts transit planning and supervises the scheduling of transit operations;
• Supervises the preparation specifications and related documents used in advertising transportation projects for bids;
• Coordinates technical information exchanges with officials of other governmental jurisdictions, other transportation specialists and the public;
• Coordinates with utilities and land and water companies in matters of relocation and rights-of-ways;
• Coordinates legal assistance in the preparation of resolutions, agreements and other legal documents;
• Conducts special studies, and performs related work as required.

Minimum Qualifications:

Employment Standards
Training and experience equivalent to graduation from college with major work in engineering and five years professional engineering experience on transportation systems or projects, including assignments which provided the opportunity to demonstrate supervisory abilities.

Registration as a professional engineer in the State of California in a field related to transportation engineering at the time of appointment.

Position Summary

Essential Responsibilities

 

• Leads Budget Team in the annual budget process and takes a lead role in performing annual long-term financial projection
• Performs a wide variety of complex financial analysis, including financial forecasting, revenue projection, revenue analysis, modeling and cost/benefit analysis
• Performs and leads special studies for the District as well as coordinates assigned activities with other District departments, divisions, and outside agencies
• Analyzes financial impacts of District plans, facilities, services, operations, expenditures, funding programs, and strategies for Board, staff and public

Overview:

This position uses and maintains groundwater models to simulate current and future groundwater conditions, supporting groundwater supply and planning programs and contributing to sustainable water management. Two (2) years of professional level experience with responsibility for compliance with environmental permitting, water supply planning or distribution, groundwater management, mitigation of natural resource impacts, or hydrogeology or engineering civil.

• Proficiency using and maintaining groundwater flow models. 
• Project based work experience in groundwater management and hydrogeology including issues like groundwater overdraft, managed aquifer recharge, groundwater/surface water interaction, and/or seawater intrusion. 
• Proficiency in Microsoft Excel, including experience with functions, graphs, and pivot tables in Excel. 
• Experience using GIS and performing statistical analysis (e.g., trend test), and use of computer programming language.

Required License or Certificate

Groundwater Management Unit (Position Code 76) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

Primary responsibilities and duties of the Senior C/CAG Transportation Program Specialist may include, but are not limited to, the following:

• Assist with the development and implementation of transportation plans, policies, programs, and projects, and the linkage of transportation, land use, and environmental goals.

Position Duties

 

The salary range for the Senior Power Resources Specialist Classification is:
$147,005.04 - $180,070.80 Annually
This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Energy Department is seeking to fill one (1) full-time Senior Regulatory Compliance & Policy Manager (Senior Power Resources Specialist) position for the Regulatory Compliance & Policy Division. This position reports directly to the Deputy Director of the Regulatory Compliance & Policy Division and will provide technical analysis, assess the potential business impacts to SJCE from proposed regulatory changes, and provide expert public representation.

Under general direction of the Deputy Director, the Senior Regulatory Compliance & Policy Manager will be responsible for engaging in the increasing number of complex electric regulatory proceedings and effectively advocating for the business interests of SJCE at the  California Public Utilities Commission (“CPUC”), the California Energy Commission (CEC), and California Independent System Operator (“CAISO”) to protect and advance San José business and community interests. Typical duties of this position may include, but are not limited to:

• Monitoring and advising internal staff about the progress of regulatory policy and rate-related proceedings
• Performing independent analysis of the possible operational impacts of rate cases and regulatory proceedings
• Representing SJCE before regulatory bodies and on external working groups
• Keeping abreast of key regulatory issues affecting CCAs, and assisting in prioritizing proceedings
• Developing formal written comments to regulatory agencies and advising on advocacy strategy

Under general direction from the Director of Planning, manages projects, leads and supervises staff and performs difficult and complex transit planning studies, investigations and analyses. Makes regular personal contact with District staff to interpret planning policy and interacts with outside public works and transit partner agency representatives to exchange planning and conceptual design information.  Regularly works with the public and other agencies to develop and implement District programs. • Researches, compiles, analyzes and interprets complex technical, demographic, economic, financial and other statistical data for the development of various roadway and transit facility plans and projects such as the District's transit service plan, transit capital improvement program, proposed bridge tolls  or parking facilities.
• Monitors and evaluates transit service performance, bridge traffic patterns, parking occupancy and trends, and transit service patronage, including the use of computer techniques or models where appropriate
• Prepares, or supervises preparation of, routine evaluations of the efficiency and effectiveness of bus on-street operations, major transit facilities and bus stops.  Recommends specific improvements based on these evaluations
• Assists in the preparation of the District's Short-Range Transit Plan and other federal and state required reports, including the organization of meetings between various staff providing input to these reports on an as-needed basis
• Leads teams of planning and other staff working on planning projects.  Develops project staffing requirements and timelines
• Prepares official recommendations and informational reports for consideration by the general public, the District's Board of Directors, technical staff of the District or other agencies and other groups on technical and planning subjects. Prepares or assists with verbal presentations to staff groups, public groups, and the boards of local municipalities and advises District personnel on matters related to interactions with these groups
• Supports and coordinates staff responsibilities with regard to monthly meetings of the District’s Service Review Committee and other internal and external coordination meetings as directed
• Acts, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence and providing technical information to public agencies and other transit groups.  Communicates with the general public on technical matters related to facility planning and District data
