The Department: 

The Department of Public Works (DPW) constructs, maintains and improves various components of the City’s infrastructure and provides quality, cost-effective, timely services to the residents and businesses of Santa Clara. DPW is responsible for a wide variety of programs throughout the city which include implementation of solid waste and urban run-off pollution prevention programs, design, construction management, inspection and maintenance of City streets, bridges, storm drain systems, traffic signal systems, building facilities, fleet, street trees, landscaping and the closed landfill.

The Position: 

This is the second level paraprofessional position in the Staff Aide series requiring the frequent use of independent judgment and interpretive ability related to research, analysis, and report writing. An incumbent in this classification performs work of a varied and responsible nature under general direction with some responsibility for the follow-through on details of assigned projects. This classification is distinguished from a Staff Aide II in that the Staff Aide II – Environmental Programs is a public facing role with specific knowledge of solid waste, source reduction, recycling, and urban runoff pollution prevention.

 • Two (2) years of investigation, coordination, or technical report writing experience
 • One (1) year of customer service including complaint resolution, public education, or general program administration in one of the following areas: solid waste, recycling, waste prevention, or urban run-off pollution prevention program.

Labor Relations Unit (Position Code 834) 

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

• Process utility bills for residents and businesses in the City.
• Work with other departments and the City’s waste management service to accurately set up complex utility accounts and process utility bill adjustments.
• Interact with and assist customers to set up, adjust, and/or close their utility accounts and provide general customer service support.
• Reconcile revenue and financial accounting systems, interfacing transactional data between them.
• Create invoices for various departments to collect fees and other sources of revenue.

After School Program Technician I's work in the formal Suisun City classification of Recreation Specialist II. Starting hourly rate will depend on qualifications. This position works on average 19-29 hours per week.

Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. With headquarters in San José, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.

Key Responsibilities include, but are not limited to:

• Perform analyses of engineering, operational, and economic data to support imported water projects, including surface and groundwater storage projects. 
• Review and analyze computer modeling results, including appropriateness of input, assumptions, and modeling methods, and specify output requirements.
• Review engineering plans and reports regarding construction and operation of proposed new facilities.
• Prepare spreadsheets to analyze costs, benefits, risks, and constraints of proposed projects and programs, and to document transactions and other records.
• Research current technical information, historical files, legislative histories, etc. to prepare analyses and reports.
• Support senior staff in the development, negotiation and administration of water supply contracts and cooperative agreements with other water districts, State and Federal agencies, and other interests
• Understand the administrative, financial, and operational requirements of existing water supply contracts and follow through with assigned actions to ensure compliance.
• Represent Valley Water in meetings and on committees; participate in technical development work conducted by coalitions of agencies; and provide support in technical negotiations.

• Four (4) years of experience working on water resources planning and engineering projects.
• Experience coordinating and performing reviews of a variety of complex work such as water supply modeling; analyzing operational, regulatory, financial, and administrative issues associated with complex water supply systems; developing and analyzing water supply contracts; and evaluating engineering plans, designs, and hydraulics analyses.
• Experience working with teams comprised of representatives from diverse organizations towards a common objective.

Ideal Training and Education:

Graduation from an accredited four-year college or university with major coursework in civil engineering or a field related to assigned functional area(s) OR possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.

Coursework in surface and groundwater conveyance, water quality, water resources issues, environmental engineering, mathematics, economics, and statistics.

PE is desirable but not required.

Imported Water Unit (Position Code 385) 

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

The Department: 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. This recruitment is to fill the Chief Storekeeper position that will manage operations at the current central warehouse, as the incumbent Chief Storekeeper will be transitioning over to the new warehouse.

The Position: 

The Chief Storekeeper is a classified position responsible for overseeing day-to-day warehouse operations, including:

• Oversee a wide variety of materials, supplies, and related equipment 
• Receiving, storing, and issuing supplies, tools, and equipment 
• Ensuring accurate inventory tracking and efficient material handling
• Providing direction to departments for orders of materials
• Supervising a team consisting of two Material Handlers and one Senior Materials Handler in the efficient requisition and issue of materials and supplies
• Obtaining quotes, preparing requisitions, and entering purchase orders in PeopleSoft in accordance with the City’s purchasing policies and guidelines.

The ideal candidate will have strong supervisory, communication, and organizational skills to ensure efficient, consistent, and service-oriented warehouse operations.

 • Graduation from high school or possession of a GED
 • Three (3) years of experience in storekeeping, warehousing or inventory control, at least one (1) year of which shall have been in a supervisory or lead capacity
 
Desirable Qualifications:
 • Graduation from an accredited college or university with an Associate or Bachelor's Degree in Business, Public Administration, Finance or related field is highly desirable
 
LICENSE
 Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

 • May be required to work additional shifts, weekends, or unusual hours in the normal performance of duties to support emergency situations
 • Must be able to perform all of the essential functions of the job assignment
