Per Diem Management Analyst I - City Manager's Office

The City Manager’s Office is seeking a Management Analyst I for a per diem opportunity beginning as soon as possible. The position offers a flexible schedule. The expectation is this position will work 20-25 hours per week, but may go up to 30 hours per week on occasion, and will not exceed 960 hours total. The hourly rate is $48.91.

Duties may include but are not limited to:

• Oversee and promote the City’s volunteer program with an eye toward continuous improvement and program evolution.
• Provide direct support on special projects led by the Senior Management Analyst and/or Assistant City Manager.  
• Coordinate ongoing management of select City public art installations.
• Represent the City Manager’s Office on cross-departmental committees and teams, such as the Safety Committee and Diversity, Equity, and Inclusion Committee and act as a conduit for critical information.
• Assist with the organization and implementation of community engagement events.
• Conduct research and analysis and make recommendations on the formulation of policies, procedures, and best practices.
• May draft staff reports or slide decks for presentation to city commissions and/or City Council on various policy and program topics.
• Develop requests for proposals and assist in negotiation and execution of contracts with consultants and service providers.
• Participate in the development and installation of new or revised programs, systems, procedures, and methods of operation.
• Assist in the coordination of intradepartmental and departmental activities with other City departments and divisions, and outside agencies.

Minimum Qualifications:

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.

• One year of general administrative experience, preferably in local government.
• Equivalent to a Bachelor’s Degree from an accredited college or university with major work in public or business administration or a closely related field.

IDEAL CANDIDATE

ESSENTIAL JOB FUNCTIONS

Prepare and process business registrations.  Collect payments over the counter and through the mail.  Balance cash drawer and reconcile end of day receipts.  Set-up and maintain customers on a computer system.  Prepare or assist in the preparation of a variety of statistical reports as assigned.  Input purchase requisitions into computer system.  Enter and verify invoices for payment. Respond to routine permitting inquiries and provide customer service to the public at the permit counter, and/or via telephone, email, or fax.  Research and communicate the status of permits for applicants. Work with Building Inspectors and/or Code Compliance Officers to schedule inspections and pull related permits.  Process various transactions involving business registrations, cashiering and permitting.  Assist customers over the counter with respect to new business registrations and renewals, general building permit issues, and over the counter plan submittals.  Generate reports as needed utilizing the computerized program related to permitting and/or licensing.  Provide information and direction to the public related to community development, planning, building, engineering, code enforcement and permit processes via phone, e-mail and counter work.  Respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate.  Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations.  Update forms and informational materials as needed.  Maintain files, both paper and computerized.  Regular, predictable, consistent and timely attendance is an essential function of the position.  Other duties as assigned.

The pay cycle is bi-weekly.  Except for worker's compensation coverage and sick leave accrual, no other benefits compensations are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

The Staff Services Specialist position performs a variety of technical administrative duties in support of facilities management, budget, administrative functions, department projects, and programs that require a thorough knowledge of the terminology, procedures, and practices for the assigned functional area. The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst for the Budget Services office.  

The Senior Fiscal Analyst serves as the lead staff for the Trial Court Budget Advisory Committee and its three subcommittees: Funding Methodology, Revenue & Expenditure, and Fiscal Planning, providing comprehensive support for all committee operations. This role manages the Funds Held on Behalf of the Trial Courts program, a fiscal process that assists courts in managing their operational budgets. The analyst also provides budgetary support for the Court Interpreter Program and acts as a key backup to the Senior Fiscal Analyst responsible for the trial court allocations and Workload Formula policy implementation. This position requires advanced, journey-level analytical expertise to manage complex projects and programs, conduct in-depth research, develop fiscal policies and procedures, compose official comprehensive written reports, and serve as a subject matter expert in trial court finance and planning.

The Judicial Council

RESPONSIBILITIES

• Serve as lead staff and provide high-level professional support to the Trial Court Budget Advisory Committee, its subcommittees, and working groups. This is one of the most active advisory bodies to the Judicial Council that represents trial court funding priorities and policies. This role involves strategic planning, policy compliance, stakeholder engagement, and administrative coordination to ensure the committee’s operations align with Judicial Council governance standards. 
• Manage the annual submission cycle, analyze funding requests from trial courts, and coordinate the Funds Held on Behalf of the Trial Courts program to ensure compliance, transparency, and effective fiscal oversight. 
• Provide high-level professional support in a backup capacity to the Senior Fiscal Analyst position that oversees the trial court budget allocations of $3 billion annually and the Workload Formula policy. This role collaborates extensively with Judicial Council leadership and trial court representatives to ensure effective governance of trial court funding and policy execution. 
• Provide advanced-level analytical and budgetary support to the Court Interpreter Program. This includes technical assistance to the Language Access Program for annual court interpreter allocations to the trial courts, implementation of budget proposals, and review of reports to the Legislature and other documents. 
• Provide support for the development and implementation of the annual trial court budget. Contribute to cross-functional initiatives that support trial court operations, ensure fiscal integrity, and support the goals of the Judicial Council. 
• Document and maintain detailed records of operational processes, procedures, and related backup information to ensure clarity and consistency for key budgetary processes that support the trial courts.

MINIMUM QUALIFICATIONS 
Bachelor’s degree, preferably in business, finance, accounting, or a directly related field, and four (4) years of professional experience in accounting, financial analysis, budgetary, or contract administration/procurement. 

Possession of a bachelor’s degree in a directly related field such as accounting, finance, business, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

OR

Juris doctor, Master of Business Administration, or master’s degree in a directly related field for the assigned discipline such as finance, contract administration or accountancy, and one year of experience as identified above. 

OR 

One (1) year as a Fiscal Analyst in the assigned field with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Analyst in a California superior court or California state-level government entity. 

Desirable Qualifications

• Knowledge of California’s state budget process and governmental budgeting practices.
• Strong political acumen and understanding of governmental laws, rules, and policies.
• Experience implementing budgetary policies within government frameworks.
• Proficiency in Microsoft Office tools, including Outlook, Word, Excel, and PowerBI.

• Ability to research, analyze, and summarize financial and policy information for diverse audiences.

THE POSITION:

 

The City of Hayward is excited to announce its recruitment for the position of Lateral Communications Operator. 

DEFINITION

Under general supervision from the Communications Supervisor, the Communications Operator operates a computer aided dispatch system receiving calls and dispatching police, fire or other City services.

DISTINGUISHING CHARACTERISTICS

This is a journey technical level position in which incumbents are expected to independently perform the full range of duties assigned. This class is distinguished from the Communications Supervisor in that the latter provides technical and functional supervision over assigned communication personnel.

THE DEPARTMENT

The Communications Center in the Support Services Division of the Hayward Police Department is responsible for dispatching both Police and Fire Services throughout the City of Hayward. The Hayward Police Department is one of 18 CALEA (Commission on Accreditation for Law Enforcement) accredited police departments in California and is committed to maintaining CALEA's high standards and broadly recognized excellence.
The Communications Center is frequently the first point of contact that a member of the public will have when requesting assistance from the City of Hayward. The information gathered by the communications operator during this contact is critical to a positive outcome. The Communications Center consists of six (6) stations with each communications operator assigned to a specific job.

Minimum Qualifications

LATERAL REQUIREMENTS:

Experience: Two (2) years of experience as a public safety dispatcher for a Public Safety Answering Point, including heavy public contact while performing multiple tasks and using a computer-aided dispatch system.

Education: Equivalent to the completion of the twelfth (12th) grade.

Licenses and Certificates: Completion of the California Commission on Peace Officer Standards and Training (POST) Basic Public Safety Dispatcher course is highly desirable.

OTHER REQUIREMENTS

Typing Certificate: A typing certificate with 35 net words per minute 

1. Certificates will be accepted from a public school, business school or temporary agency; certificates from Internet testing services and/or home computer CD testing will NOT be accepted.

MANAGEMENT ANALYST – TRAINEE
This is a trainee-level, exempt position with a steep learning curve, designed to provide entry-level professional experience over a twelve to twenty-four-month period. The incumbent applies education and related work experience while actively pursuing a bachelor's degree. In the alternative, a Trainee may hold a bachelor's degree, but does not have the experience for a journey-level role just yet. Under general and/or close supervision of an executive or department manager, the incumbent will train on and perform a variety of analytical tasks, including budget preparation, program management, and policy evaluation. As experience and education progress, the incumbent may begin to take on more complex assignments. 

While in the Trainee capacity, the incumbent is an at-will, probationary employee. Upon successfully gaining the required experience or bachelor’s degree, the incumbent will be evaluated for potential placement in the Journey-Level Management Analyst classification.

MANAGEMENT ANALYST – JOURNEY LEVEL
This is a journey-level, exempt position in which the incumbent operates with greater independence and responsibility. The position requires both breadth and depth of knowledge in theories, concepts, and techniques used in budget, project, and policy analysis, along with a thorough understanding of policies and procedures. Under general supervision, the incumbent will perform complex analytical work, evaluate management projects, and may develop policy recommendations.

Unlike the Trainee, the Journey-Level Analyst is expected to work with greater autonomy, requiring less oversight in conducting research, preparing reports, and making recommendations on administrative and operational matters. The incumbent may also be assigned to supervise employees and volunteers.

We have an exciting internship opportunity available at the City of Millbrae’s Public Works Department - Engineering Division. This is an open-ended internship without a specific term, and is a fully on-site position with a minimum of 16 hours per week commitment (not to exceed 1,000 per fiscal year).

As the Engineering Division intern, you would be working on various infrastructure projects, such as streets, potable water, sewers, transportation, bridge/structural, permitting, and document management. You will assist the engineers by writing reports or conducting field visits to solve construction issues. You would also report to Senior Engineers located at the Corporation Yard at 400 East Millbrae Avenue and at City Hall.

SUMMARY:  Under close supervision, performs a variety of entry-level administrative tasks and special projects; assists in the coordination of administrative activities and analysis of department systems and procedures; and performs related work, as required.

MINIMUM QUALIFICATIONS:

Education, Training and Experience Guidelines: 

Proof of enrollment in a college or university OR recent graduates with paid or volunteer work experience, which demonstrates the ability to successfully perform the duties of the position.  Major course of study may be in one of the following areas: Business Administration, Public Administration, Accounting, Architecture, Computer Science, Engineering, Urban Planning, Human Resources, Communications, Recreation Administration, OR a related field of study. Education and experience will be evaluated based on the actual position.

Knowledge of: 

• Principles and practices of public administration and organization applicable to a local agency.
• Administrative techniques; statistical practices and methods of graphic presentation.
• Modern office methods, practices, procedures, and equipment, including personal computers and modern software and spreadsheet programs.
• Elements of business writing and proper use of English, vocabulary, spelling, punctuation, and grammar.  

Skill in:  

• Providing efficient customer service and communicating clearly and objectively both verbally and in writing.
• Organizing with the ability to prioritize work and exercise independent judgment, wisdom, common sense, and initiative.
• Thoroughly carrying out oral and written instructions.
• Gathering and analyzing data; preparing narrative reports and performing numerical analysis.

LICENSE AND CERTIFICATION REQUIREMENTS:

Possession of a valid Class "C" California driver's license. 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in an office environment in close proximity to other workers.  Incumbent shall be exposed to those conditions normally encountered in a business office environment.  Physical demands require frequent standing, reaching, leaning, twisting, grasping, lifting and sitting for prolonged periods of time.  Must carry moderately heavy boxes up to 50 pounds and/or utilize a dolly.  Incumbent must be able to drive safely to various City sites.  Incumbent must be able to see and hear in the normal range, with or without correction.  Incumbent must have the stamina to work long hours and overtime, if assigned, and be willing to work an irregular schedule, which might include evenings, weekends, holidays, and varying hours.
