ABOUT THE POSITION
The City of Gilroy is recruiting to fill the limited-term position of Code Enforcement in the Community Development Department, Building Division.

The Code Enforcement Officer will respond to citizen concerns and proactively identify violations such as property maintenance issues, and zoning infractions. You will educate the public on code requirements through clear and respectful communication and work collaboratively with other city departments and external agencies to resolve issues. The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. These tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.

Overview:

The position of Systems Control Operator III is responsible for remotely monitoring, operating, and controlling Valley Water’s raw water system, including local and imported raw water transmission facilities, three pumping plants, and appurtenances to control the flow of water from the Raw Water Control Center during an assigned shift.

Key Responsibilities include, but are not limited to:

• Maintain and operate automated controls to ensure that commitments and daily schedules are met according to standard operating procedures (SOPs).
• Remotely control the flow of water through turnouts to achieve the demands of three water treatment plants and adequate delivery of water for managed groundwater recharge and environmental stream flows.
• Validate unusual readings of flow, pressure, and Hydraulic Grade Line (HGL) by contacting field personnel for verification; notify supervisor or maintenance personnel of unusual conditions.
• Monitor stream flow stations to prevent dry back conditions that result in violations of state and federal fish and wildlife ordinances.
• Confer with the water treatment plant operators, other internal staff, and personnel from other utilities regarding system operation.
• Explain the system's SOPs to visitors.
• Observe and inspect pumps, motors, generators, and related equipment for safe and proper operation; coordinate high-voltage and general switching orders in dealing with Western Area Power Authority (WAPA) and Pacific Gas and Electricity (PG&E).
• Issue internal and external switching and clearance orders; bypass portions of the system during emergencies or planned maintenance shutdowns; and ensure lockout/tagout procedures are completed before maintenance activities commence.
• Perform confined space entry functions in the completion of assigned tasks; ensure adherence to established safety procedures and precautions.
• Maintain detailed logs and records of work performed; issue source change notifications; and prepare clear and concise reports, as requested.
• Interact with Valley Water's Emergency Operations Center (EOC), field operations personnel, and County communications personnel to resolve emergency flood control situations during periods of heavy rain.
• Work 12-hour, day or night shifts on weekdays or weekends on a rotating basis every six months.
• Work on-call during the weekends and nights on a rotating basis.
• Communicate with external customers such as the California Department of Water Resources (DWR) and San Benito County Water District and internal customers (water treatment plants operators, water resources technicians, and hydrographers) about operations such as shutdowns; coordinate with customers to ensure they receive deliveries; and communicate, plan, and orchestrate system.
• Use pressure monitoring devices to find leaks in pipelines.
• Follow safety regulations and applicable safety policies and procedures.
• Serve as a disaster service worker and perform disaster service activities as may be assigned by supervisor or law, pursuant to California Government Code Section 3100.
• Perform all related duties and responsibilities as required.

Environmental Programs Department

The Environmental Programs Group is responsible for environmental review of VTA’s capital projects, VTA’s Sustainability Program, and VTA’s Stormwater Management Program.  Environmental review includes preparation of federal and state environmental documents; compliance with environmental laws and regulations; acquisition of regulatory agency permits; management of mitigation plans and programs; and coordination on a wide range of environmental topics.  VTA’s Sustainability Program is responsible for reducing the consumption of natural resources and the generation of greenhouse gases in the provision of transportation services through utility management, transportation electrification, climate action planning, waste reduction, and education. VTA’s Stormwater Management Program is responsible for complying with the National Pollutant Discharge Elimination System permit known as MS4. The Program aims to reduce pollution of local creeks and the Bay through the implementation of best management practices in project design and construction, educational initiatives for staff and the public, and enhanced maintenance and sustainable landscaping.

Environmental Planner II: Under supervision, an Environmental Planner II manages environmental studies and environmental compliance programs; and assists in the review of land development applications and documents for impact on transportation systems and/or facilities; and supports VTA's sustainability program.

Environmental Planner III: Under direction, an Environmental Planner III performs comprehensive environmental planning, analysis, and administrative duties for transportation projects and environmental compliance programs.

Distinguishing Characteristics
Environmental Planner II: 
This is the journey level in the Environmental Planner class series. Positions at his level are expected to be conversant with relevant environmental laws, regulations, and guidelines in order to achieve compliance of transportation projects. Incumbents conduct environmental analysis of projects in concert with other staff and consultants and may have responsibility for management of the environmental phase of minor projects or for specific portions of larger projects. This classification reviews environmental documents and development applications received from cities/regional agencies for project impact on the transportation system and/or facilities.

Environmental Planner III: 
This is the advanced journey level in the Environmental Planning series. Positions at this level work independently on the largest and most complex projects directing, reviewing, and coordinating the work of assigned project staff, consultants, and representatives of other public agencies in multi-disciplinary teams. Incumbents conduct environmental analyses of transportation projects and programs with minimal supervision and are expected to be conversant in and achieve compliance with relevant environmental laws, regulations, and guidelines.

Positions at this level require the use of initiative and judgment in resolving problems and recommending effective courses of action. This classification is distinguished from the Environmental Planner II classification in that positions in this class may act in a lead capacity over the work of lower level staff and consultants.

Typical Tasks
Environmental Planner II:

• Plans, coordinates, and reviews the work of a multi-disciplinary professional and technical staff and/or consultants conducting environmental studies of minor complexity;
• Manages and coordinates environmental planning, research and analysis of proposed VTA projects, including the planning, design, and construction phases of capital projects, maintenance and operation of facilities, and issuance of permits;
• Analyzes and evaluates the impact of proposed transportation projects and plans, and provides technical input to project design to mitigate adverse environmental effects and ensure compliance with environmental laws and regulations;
• Organizes, prepares, and processes environmental documents, monitoring and reporting plans, technical reports and responses for transportation projects and plans;

• Implements federal, state, and local agency environmental laws, regulations, and guidelines relating to the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA);
• Reviews development proposals received from cities/regional agencies and coordinates with various VTA divisions to prepare official VTA recommendations on development conditions and mitigation measures for said proposals;
• Tracks compliance with permit requirements or other regulatory agency conditions for projects;
• Plans, coordinates, reviews, directs, and oversees the work of multi-disciplinary professional and technical staff and/or consultants conducting complex and comprehensive environmental studies;
• Assists in the administration of VTA's Storm Water Management and Sustainability Programs;
• Assists in the development of policies, procedures, and projects that advance sustainability for VTA facilities and assets;

Development of the required knowledge, skills, and abilities is most typically obtained through training and experience equivalent to graduation from an accredited college or university with a four-year degree in environmental studies, natural or physical science, transportation or urban planning, or a related field, and one (1) year of experience in compliance or monitoring of environmental issues. (A Masters Degree in environmental, transportation, or urban planning or related discipline may be substituted for one year of the required experience).

Environmental Planner III:
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to a graduation from an accredited college or university with a four-year degree in environmental studies, natural or physical science, transportation or urban planning, or a related field, and four (4) years of increasingly responsible experience in environmental planning, including preparing and processing environmental documents for compliance with federal, state, and local environmental laws, regulations, and guidelines; managing related environmental compliance and mitigation programs; and reviewing environmental documents and development applications for project impact on transportation systems and/or facilities. This position is primarily onsite and requires in-office attendance five days per week for the first six months. Following six months of employment and a demonstrated record of exceptional performance, the Paralegal may be considered for a hybrid schedule, which includes the option to work remotely one day per week.

As a community-owned, not-for-profit municipal electric utility, Silicon Valley Power (SVP)has been providing dependable electric service to residents and businesses in the City of Santa Clara since 1896. SVP is the only full-service, vertically integrated, publicly owned utility in Silicon Valley owning generation, transmission, and distribution assets. Silicon Valley Power is not driven by profits, as reflected in its significantly lower utility rates when compared to other private sector utilities. Today, SVP owns, operates, and participates in more than 2,000 MW of electric generating resources delivering 4,800 GWh of electricity. SVP is growing due to data center expansion, high-density developments, and electrification initiatives. SVP’s peak load will be increasing from 700 MW to 1300 MW in the next 5-10 years. To accommodate future growth, SVP is implementing a $400 million system expansion and infrastructure replacement plan.

The Position:

This is a temporary, as-needed position assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). The position is part of the Systems Support Group (SSG), which functions as the technology backbone of SVP and is responsible for critical technology modernization, cybersecurity, and operational support in response to rapid utility growth and evolving regulatory requirements.

We are seeking a highly skilled and experienced Network Engineer to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including the SVP’s utility communication and control systems.
 
In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including, but not limited to, Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex multi-protocol infrastructure components, including enterprise-grade Cisco firewalls, routers, switches, and wireless controllers. Additionally, it consists of managing secure VPN access, routing protocols, and future zero-trust network access initiatives.

As an as-needed employee, this is an "at-will" position, and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The salary range for this position is $55.00 - $84.69.  This position may be filled at or near the minimum of the salary range. 

Typical Duties:

Network: Design, configure, deploy, and maintain secure enterprise-grade network infrastructure, including routers, switches, wireless controllers, and access points within a large and complex high-availability multi-protocol environment.

Network Performance: Proactively monitor network utilization and capacity, and troubleshoot issues related to connectivity, degradation, or failure.

Network Security: Design, configure, deploy, and maintain, including but not limited to firewalls, VPNs, IPS systems, and zero-trust platforms, in a highly segmented environment.

VOIP: Support VoIP infrastructure to ensure QoS, call quality, and reliability.

Cybersecurity: Investigate and produce comprehensive reports on all cybersecurity incidents and threats.

Access Control: Maintain a zero-trust security model, implementing strict access controls, multi-factor authentication, and least-privilege principles.

Process and Documentation: Maintain accurate documentation of network configurations, diagrams, and change control records to ensure consistency and compliance.

Operational Support: Participate in the ticketing queue for service requests and after-hours maintenance windows as needed.

Communication: Communicate effectively on technical issues and solutions to both technical and non-technical stakeholders.

Minimum Qualifications:

Minimum Education Requirements: 

Associate degree from an accredited University.

Minimum Experience Requirements: 

Three (3) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, or Network Architect.

Desirable Qualifications: 

• Bachelor’s degree in computer science, Information Technology, Engineering, or a related technical field from an accredited University.
• Five (5) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, Network Architect, or equivalent, preferably within a NERC-CIP regulated public utility.
• Experience administering Cisco ASA & FTD Firewalls, Core Switches, and Edge Routers
• Experience administering HP Aruba Switches and Wireless Controllers
• Certifications: Active (non-expired) professional certifications such as Cisco (CCNA, CCNP, CCIE), Palo Alto (PCNSE), HP Aruba, Azure Cloud, and/or industry-recognized cybersecurity certifications (CISSP, CompTIA Security+, GIAC, etc.).  Proof of active certifications must be uploaded with your application submission.

Knowledge, Skills, and Abilities:  

• Expert knowledge of Cisco IOS, NX-OS, and Cisco firewall administration.
• Expert knowledge of STP, VTP, DTP, HSRP, and GLBP
• Proficient at Layer 3 routing protocols such as BGP, OSPF, and EIGRP.
• Knowledgeable of Industrial communication protocols (DNP3, Modbus, serial comms).
• Security technologies: Firewalls, VPNs, NAC, IPS/IDS, zero-trust frameworks.
• Wireless standards (802.11n/ac/ax/be) across 2.4, 5, and 6 GHz, and enterprise wireless controller management.
• IT/OT Segmentation and Best Practices for Critical Infrastructure Protection.
• Excellent communication skills and the ability to document complex network topologies.
• Excellent troubleshooting and problem-solving skills.
• Ability to clearly explain technical concepts to both technical and non-technical audiences.

Other Requirements:
