The Superior Court of California, County of San Mateo is seeking a dependable and skilled Court Utility / Maintenance Worker to support daily court operations through general maintenance, repair, custodial coverage, and logistical services. This position performs a wide range of semi-skilled and skilled tasks essential to maintaining well-cared for and professional court facilities.

The Court Utility / Maintenance Worker performs a broad range of skilled and semi-skilled maintenance, repair, custodial, and logistical services in support of court facilities. Incumbents work independently on routine assignments and under general supervision on complex or unusual tasks, exercising sound judgment and professionalism in an active court environment.

The work differs from higher-level trades classifications in that the work is generalist in nature and does not require journeyman-level certification. It differs from custodial-only classifications by requiring maintenance, repair, carpentry, and equipment support skills.

Examples Of Duties

Essential duties and responsibilities may include, but are not limited to, the following:

• Perform painting, furniture repair, minor carpentry, and wood restoration
• Repair and replace window coverings, fixtures, and building hardware
• Conduct basic appliance, equipment, and minor electrical repairs
• Perform minor workstation upgrades and repairs
• Assemble, move, and reconfigure furniture and equipment
• Provide occasional custodial coverage on an as-needed basis, not as a primary function of the classification, including restrooms, offices, and public areas
• Deliver paper, supplies, furniture, and water gallons throughout court facilities
• Stock, inventory, and assist with ordering supplies and materials
• Assist departments, court staff, and operations as required
• Safely operate hand tools, power tools, and light equipment
• Follow established safety procedures and court protocols
• Perform other facilities related duties as assigned

Qualifications

Knowledge of:

• General building maintenance and repair practices
• Painting materials, techniques, and surface preparation
• Basic carpentry and furniture repair
• Safe use and care of tools and equipment
• Workplace safety standards and procedures

Ability to:

• Perform physical labor safely, including lifting, moving, and standing for extended periods

Experience:

• One (1) to three (3) years of experience in facilities maintenance, building maintenance, custodial services, or a related field
• Equivalent combinations of education and experience may be considered
• Possession of a valid California Driver’s License may be required

DEFINITION Under general supervision or direction of the Director of Water and Wastewater Resources or the Director’s authorized personnel, develops, monitors, conducts, and administers the Department’s occupational health and safety and environmental programs and Water/Wastewater industrial training program in compliance with federal, state, and local safety, health, and environmental regulations, as well as industry standards; develops, implements and administers  safety and training policies, procedures and directives; evaluates effectiveness of safety and training programs, implements new programs and procedures as needed; assists in the administration of the risk management program; acts as the Department’s Safety Officer; and performs other duties as assigned.

Maintains and updates the Department’s Safety Data Sheet (SDS) database. Conducts thorough audits, investigations and analysis of accidents, incidents and injuries; develops findings, prepares reports, and makes recommendations to assigned supervisor of corrective actions and preventative measures; assesses incident statistics to determine requirements for new or modified training. Maintains a library of reference materials on training records and coordinates the acquisition of training materials, including manuals, technical resources, videos, recordings, and self-instruction workbooks. Coordinates necessary safety certification and license obtainment and renewal for Department employees. Develops and administers contractor safety program, including reviewing contractor health and safety work plans for Department projects, serving as the Department’s subject matter expert, and working with vendors and consultants for matters related to safety compliance, and providing contractors with appropriate hazardous materials communication in compliance with applicable regulations. Education: Graduation from High School or equivalent. Bachelor’s or Master’s degree majoring in industrial engineering, safety engineering, occupational health, or closely related field desirable.

Experience: Three (3) years of experience in the areas of workplace safety and employee training, including at least one (1) year of which involved administration of a comprehensive safety and accident prevention program. Five (5) years of experience in the areas of workplace safety and employee training, including at least three (3) years of which have involved administration of a comprehensive safety and accident prevention program desirable.

License/Certification: Possession of a valid Class C California Driver's License; possession of a Cardiopulmonary Resuscitation and Emergency Cardiac Care Provider certificate and First Aid certificate or the ability to obtain one within 12 months of appointment.

The following certifications are highly desirable:

• Certification by the Board of Certified Safety Professionals as a Certified Safety Professional (CSP) and an Associate Risk Manager (ARM)
• Certification by the State Water Resources Control Board in Water Treatment, Water Distribution, or Wastewater Treatment

  Physical Requirements: Moderate and sometimes strenuous exertion required, including sustained walking, standing, bending, kneeling, climbing, lifting and carrying. May have to work on ladders, in tunnels and confined spaces, hazardous atmospheres and in protective garments. Key Responsibilities include, but are not limited to:

• Oversee the end-to-end procurement process for IT goods, services, and consultants, ensuring compliance with Valley Water policies, organizational requirements, and industry best practices. This includes leading, planning, and overseeing complex procurements for accuracy and compliance.
• Negotiate, prepare, and administer contracts for IT-related procurements to ensure organizational needs are met and compliance by vendors is maintained. 
• Provide training and support in procurement methods and procedures.
• Evaluate and analyze bids, making recommendations for vendor selection in accordance with Valley Water standards. Develop specifications for goods and services and ensure fair and open competition among vendors.
• Develop and implement strategic procurement plans for IT acquisitions that align with Valley Water’s technological goals and future needs. Provide technical guidance on requisitioning procedures, vendor qualifications, and the availability of goods and services.
• Analyze, identify and make recommendations to purchasing standards and procedures for requisitioning, solicitation of bids, and contract administration to ensure best pricing and value.
• Respond to questions and inquiries from Valley Water staff and other agencies, investigating complaints and recommending corrective actions as necessary. Ensure effective communication with stakeholders throughout the procurement process.
• Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.
• Execute related duties and responsibilities as required to support the Procurement and Consultant Contracts Unit and Valley Water’s objectives.

• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

• Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO), Universal Public Procurement Certification Council (UPPCC).
• Extensive experience in public sector procurement and contracts management in the State of California. 
• Other Purchasing and/or Supply Chain Management Certifications. Examples include Certified Purchasing Manager, (C.P.M.) or Certified Professional in Supply Management (CPSM), Institute for Supply Management (ISM).

Wastewater Operator II

Wastewater Operator II - A journey level classification in the Wastewater Operator series. The ideal candidate must be skilled in basic principles of mechanical, maintenance, and electrical systems. Must be able to recognize and report unusual, inefficient, or dangerous operating situations. Must have working knowledge of the functions and purpose of wastewater disposal systems; routine cleaning and basic operation of wastewater treatment equipment. Must have knowledge of algebra and geometry as required to perform the responsibilities of the position; basic knowledge of electronics and hydraulics. Must have excellent communication skills, work cooperatively with those contacted in the course of work, and have a dedication to safe working practices. Must be able to work on-call as assigned. Work independently, as needed. 

Requires a High School Diploma or equivalent and two years of full-time experience in a wastewater treatment facility in a position equivalent to a Wastewater Operator I. Possession of a Grade II California Wastewater Treatment Plant Operator certificate issued by the State of California Water Resources Control Board.

Wastewater Operator III-An advanced level classification in the Wastewater Operator series. The ideal candidate  must be skilled in inspecting, operating, and maintaining a wastewater treatment plant and related lift stations including primary, secondary, tertiary and solids treatment processes. Must be able to recognize inefficient, unusual, or dangerous operating conditions. Solid experience in basic principles of mechanical, maintenance, and electrical systems; algebra and geometry; basic knowledge of electronics and hydraulics.  Must have good trouble shooting skills, attention to detail, excellent communication skills, training and leadership abilities, and have a dedication to safe working practices. Must be able to independently perform plant operations work; work on-call as assigned.

Requires a High School Diploma or equivalent and three years of full-time experience equivalent to a Wastewater Operator II in a  wastewater treatment facility.  Possession of a Grade III California Wastewater Treatment Plant Operator certificate issued by the State of California Water Resources Control Board.   

A 2.5% supervisory differential will apply.
