What You’ll Do

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew. Level I:  $5,357 - $6,512 per month

THE DEPARTMENT AND POSITION

The Department of Public Works is recruiting for a Street Maintenance Worker I/II to perform a variety of manual and semiskilled tasks involving the construction, repair, maintenance, and cleaning of streets, sidewalks, other concrete structures, storm drainage and related Public Works facilities.  The Street Maintenance Worker operates light power driven, hand-held, and "walk behind" equipment.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Performs manual and semiskilled work in street excavation and repair, asphalt laying, cold tar patching, concrete work, weed control spraying, street painting, street signing, and flushing, clearing and maintaining sewer and storm drainage pipelines, culverts, and pump stations.
• Uses shovels, rakes, other hand tools, jackhammers, asphalt saws, tampers, packers, dump trucks, rollers and spray equipment in the excavation, building up, patching and surfacing of streets.
• Performs or assists in finished concrete work by excavating and clearing areas, constructing forms, trucking and pouring concrete.  Performs or assists with concrete leveling, floating, and finishing.  
• Removes debris and assists in cleaning and clearing of sewer lines, catch basins, canals, pipelines, and pumping stations.
• Assists in maintenance, repair, or replacement of pumps, motors, valves, gates, and pipelines,.
• Prepares and installs traffic signs and related posts per specifications.
• Places traffic barriers and warning signs and directs traffic.
• Performs street painting and striping per specifications, using a variety of materials and related equipment. 
• Assists in emergency repairs of Public Works facilities.

EDUCATION AND EXPERIENCE:

Street Maintenance Worker I:

• Equivalent to graduation from high school to provide necessary reading and communication skills;
• Prior experience in the operation of power driven equipment or previous maintenance experience is desirable but not required.

Street Maintenance Worker II:

• Equivalent to graduation from high school.
• Two years of increasingly responsible experience in the maintenance and construction of Public Works facilities equivalent to the Street Maintenance Worker I.  

OTHER REQUIREMENTS

Street Maintenance Worker I:

• Valid California Driver's License
• Must obtain a Class B license prior to passing probation

Street Maintenance Worker II:

• Valid California Driver's License
• Effective July 1, 2010, employees hired or promoted into the SMWII position are required to obtain a Class B license prior to pass probationary period, and participate in the DOT program.

The Department of Public Works plans, designs, constructs, operates and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers. The Position
Utility Workers perform a variety of manual tasks such as building and grounds maintenance, minor equipment repair, and transportation of materials, and supplies in a locked facility.
 
As part of their duties, Utilities Workers assist the skilled trade workers including painters, carpenters, and engineers. Other duties include, but are not limited to: operating and maintaining equipment or hand tools used in the maintenance of buildings, grounds, and facilities; assembling, maintaining, and repairing equipment and furniture; providing complete custodial services to areas such as medical examination rooms, public restrooms, and lobbies; utilizing the assistance of and instructing incarcerated individuals, clients, or other staff to perform work; ordering and receiving supplies, tools, and equipment; delivering supplies to appropriate areas; digging holes, cleaning-out gutters or storm drains, and disposing of debris; operating a car, van, or light delivery vehicle to transport materials; operating and maintaining power tools, hand tools, and specialized equipment; and performing related duties as assigned.

The ideal candidate will be:

• Knowledgeable and able to assist skilled trade workers including painters, carpenters, electricians, and engineers.
• Highly organized and able to work collaboratively with others.

Examples Of Duties:

As a Utility Worker, you will be responsible for a variety of tasks, which may include but are not limited to the following:

• Lift, move, load, arrange, and transport materials or supplies such as furniture, mattresses, heavy equipment, records, mail, money, or waste materials.
• Operate and maintain equipment or hand tools used in the maintenance of buildings, grounds, and facilities.
• Assemble, maintain, and repair equipment and furniture.
• Utilize the assistance of and instruct inmates, clients, or other staff to perform work.
• Remove and replace light bulbs.
• Order and receive supplies, tools, and equipment; review invoices against supplies received; and deliver supplies to the appropriate area.
• Water, trim, and remove trees, plants, and weeds.
• Dig holes, clean out gutters or storm drains, and dispose of debris.
• Maintain logs, coordinate work requests, and perform related office support tasks.
• Operate a car, van, or light delivery vehicle to transport materials.
• Fuel vehicles as required and report the need for service repair.
• Operate and maintain power tools, hand tools, and specialized equipment.
• Perform related duties as assigned.

The Utility Worker position may be assigned to one of multiple sections within the Department.  At this time, up to three different sections of the Facilities and Capital Projects Division are seeking qualified applicants.  More information on the various Divisions and sections of the Department is available at:  https://www.smcgov.org/publicworks/our-organization. 

The Building Services section provides janitorial services and a variety of building services for more than 70 County facilities, with over 4 million in total square footage. Core activities of the section include interior office maintenance, exterior office maintenance, receipt and delivery of supplies, room set-up and office configuration, and parking control. If hired into the Building Services section, additional duties may be:

• Provide complete custodial services and support to the custodial staff.
• Provide support and services to our parking structures and parking enforcement which may include providing custodial services and issuing parking citations.
• Maintain and clean all outdoor premises which may include pressure washing, window washing, operating a sweeper, etc. 

The Facilities Maintenance & Operations Redwood City section is responsible for the operation, maintenance, installation and repair of machinery and equipment in County operated buildings. This includes HVAC systems, boilers, lighting systems, refrigeration, generators, water treatment, and emergency power systems. It also includes crafts services such as carpentry, painting, plumbing, and lock smithing services required to maintain County facilities. If hired into the Facilities Maintenance & Operations (FM&O) section, additional skills needed, and duties may include: 

• Identify weeds from plants.
• Work independently.
• Dig and set sign and fence posts.
• Attached signs to wood and/or metal posts.

Construction Services provides competitive professional crafts services beyond the scope of routine maintenance provided by the Facilities Operations and Maintenance section, and contracts with the County and Cities to provide carpentry, graffiti abatement, and lighting district services. Trades represented include electrical, plumbing, carpentry and painting.  If hired into the Construction Services section, additional duties may be:

• Assist trades with painting, carpentry, light electrical, and clean-up of work site.
• Empty trash at offices and vacuum floors.
• Dig trenches or post holes on various projects.
• Handle small moving jobs for other departments.
• Knowledge of how to use hand and power tools.

Qualifications

Utility Worker I ($28.35 - $35.45/Hourly) is the entry or trainee level class in this series. Initially, under close supervision, incumbents perform the more routine duties while receiving on-the-job instruction and gaining practical experience. As experience is gained, there is greater independence of action within established guidelines. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Utility Worker II ($29.90 - $37.38/Hourly) is the experienced journey level class in this series. Under general supervision, incumbents independently perform the full range of duties. All the positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. Incumbents should demonstrate a thorough knowledge of operations and procedures and the ability to independently accomplish day-to-day tasks under normal conditions and to instruct others.

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: One year of experience providing building and facility maintenance and minor equipment repair.

Knowledge of:

• Methods, materials, operations, tools, and practices used in moving, loading, arranging, and transporting materials, records, and supplies.
• Principles and techniques used in basic custodial services and minor equipment repair.
• Fixtures, building hardware, and equipment.
• Safety regulations, precautions, and practices.
• Methods, practices and equipment used in the receipt, storage, handling and ordering of materials and equipment.
• Basic arithmetic.
   

Skill/Ability to:

• Follow safety practices.
• Follow oral and written instructions.
• Communicate effectively and tactfully with customers and others.
• Make accurate estimates of time and materials required to perform the job.
• Properly use and care for vehicles, tools, and equipment used in the job.
• Instruct and direct the work of incarcerated individuals and others in the performance of the job.
• Lift, carry, push, or move materials, supplies, or equipment up to 50 lbs; climb ladders; and walk or stand for long periods of time.

Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a performance exam. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in County of San Mateo, California and applicants must participate at their own expense.

• Performs framing, rough and finish carpentry to erect small structures, partition interior spaces, frame and trim doors and windows, apply siding, build roofs, build stairs, build indoor and outdoor benches, tables, signs, decks, fences, gates, and related items.
• Builds interior cabinetry such as counters, cupboards, and shelves.
• Operates power nail drivers, drills, saws, drill presses, joiners, and related hand and power carpentry tools to make and install custom pieces.
• Installs, repairs, and maintains domestic water supply, drainage plumbing and related fixtures using copper, galvanized and PVC pipe techniques.
• Hangs, tapes, and textures interior wallboard, patch plaster, and apply paneling to finished interiors.
• Masks, sandblasts, brushes and chemically prepares surfaces for painting.
• Operates spray equipment and uses manual tools to paint interior and exterior surfaces, equipment and facilities.
• Repairs metal equipment, recreational fixtures and furniture; fabricates frames and racks using acetylene and arc welding and brazing equipment.
• Prepares forms, sets rebar, pours and finishes concrete to repair or construct equipment and small building slabs, foundations, retaining walls, patios, repairs brick and masonry.
• Installs and repairs shake, asphalt shingle, and tar seal roofing.
• Removes and replaces window glass.

EDUCATION AND EXPERIENCE:

Facility Repair Worker II:

• Equivalent to graduation from high school.
• Three years of responsible experience in building repair and maintenance with at least one year of experience in one of the trades.

Facility Repair Worker III:

• Equivalent to graduation from high school.
• Five years of responsible experience in building repair and maintenance equivalent to the Facility Repair Worker II classification at the City of San Rafael.
• Knowledge of building codes and necessary permits related to building maintenance tasks.
• Possess strong computer skills with programs such as Microsoft Word, Excel and Office.

OTHER REQUIREMENTS

• Possession of a valid California Class C Driver's License with a satisfactory driving record.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform a variety of unskilled/semi-skilled maintenance or custodial duties involving manual labor of facilities, parks, storm drains, streets, etc.
• Clean and inspect facilities for vandalism or potential hazards.
• Sanitize surfaces, repair minor plumbing problems, diagnose basic sewer issues, replace components on fixtures.
• Maintain area(s) as assigned including parks and public buildings, performing basic repairs, inspections and landscaping.

ABOUT THE POSITION

The City of Redwood City Public Works Services Department invites you to apply for the position of Public Works Maintenance Worker I/II. This is a full-time position with benefits and a compensation schedule range of $6,339 - $7,529 per month. This position works a 9/80 schedule, with every other Friday off. This position is included in a bargaining unit under Teamsters MISC Local No. 856.

Definition

Under general supervision, this position performs a variety of semi-skilled and skilled duties in connection with the construction, maintenance, and repair of City buildings and other facilities; and performs related duties as assigned. This position is distinguished from other maintenance classes in its specialization in building construction and maintenance, utilizing skills in one or more of the building trades.

Typical and Important Duties

• Constructs, remodels, and repairs a variety of buildings and structures, such as walls, partitions, doorways, counters, stairways, plumbing, roofs, and floor coverings.
• Builds and/or installs cabinets, shelving, bookcases, molding and other items involving finish carpentry.
• Performs other crafts-related work in connection with the construction, alteration, and repair of buildings and related facilities.
• Inspects work sites to take dimensions, prepare estimates of time and materials to lay-out work. 
• Reads and interprets blueprints, schematics, diagrams, and catalogues
• Maintains work orders, services records, time logs
• Prepares drawings and specifications for assigned projects.

• May direct the work of other workers on a project or relief basis.
• Performs related duties and responsibilities as assigned.

Essential Job Function

Employment Standards

Any combination of training and experience equivalent to graduation from high school and completion of an accredited four-year apprenticeship program in construction field.

Licenses and Certificates

Possession of, or ability to obtain, a valid California driver’s license and a satisfactory driving record. May be required to qualify for and obtain a Class “A” or “B” driver’s license, and, therefore, become subject to the Department of Transportation’s random drug and alcohol testing program.

DEFINITION 

Under general supervision, leads and performs a variety of preventative maintenance, repairs, and installation of water pollution control plant, sewage pumping facilities, and equipment; maintains accurate maintenance records; orders and maintains an inventory of supplies, parts, and other frequently used items; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Senior Treatment Plant Maintenance Worker is distinguished from Treatment Plant Maintenance Worker II in that the Senior Treatment Plant Maintenance Worker level provides lead direction, work coordination, and training to assigned staff and requires a higher level of certification.

SUPERVISION EXERCISED AND RECEIVED

Receives general supervision from supervisory or management staff in assigned department. Provides lead direction, work coordination, and training to lower-level staff.

DUTIES AND RESPONSIBILITIES 

The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Leads and performs tasks related to the maintenance and repair of pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily logbook;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Leads and performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing  debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control  plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant;  principles and techniques of lead direction, work coordination, and training; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock  necessary parts and supplies for the maintenance shop; provide effective lead direction, work coordination, and training; ensures safe work practices are observed; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records. 

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable. 

Experience: Four (4) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities with at least one (1) year of equivalent experience to a Treatment Plant Maintenance Worker II.

Licenses: Possession of a valid California Class C driver's license and a satisfactory driving record. CWEA Certification as a Grade II Mechanical Technologist. Grade II Electrical/Instrumentation Certificate issued by the California Water Environment Association. 

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours.  Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds.  Work in confined spaces and wear protective equipment. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and in inclement weather for extended periods of time; work in conditions that may contain dust, mold, and various chemicals.
