Position Summary

This position demands a wide range of technical skills. Under the direction of the Communications Electronics Supervisor, this position provides technical support for the communications, access control, video and electronics control system in place throughout the District. The Communications Electronics Technician installs, maintains, test and repairs electronics communications system located at various District facilities from San Francisco to Santa Rosa. These include, but is not limited to, P25 trunked radio system, microwave equipment, video cameras and management system, access control system, programmable logic controllers, fiber optics and network communications equipment. The position is also involved in the installation and maintenance of communication and fiber optic cabling systems. 

 

Essential Responsibilities

• Installs and maintains the following: P25 trunked radio system, access control system, video management system, programmable logic controllers and associated controls, microwave equipment, public address systems, telephone lines and fiber optic cables
• Installs, tests, and maintains electronic and two-way radio equipment in Buses, Ferries, District vehicles and facilities, and radio sites
• Setups and services access control system, including card readers, electromechanical locks, gate controllers and associated software
• Installs and maintains video surveillance system, including cameras, servers and management software
• Installs and maintains different computer aided equipment such as radio dispatch consoles, access control monitoring, video management system, & distributed control system for PLC
• Tests, troubleshoots and repairs fiber optic using OTDR and splice equipment
• Installs, configures and maintains servers, database and network equipment such as routers and switches
• Performs regular, preventive maintenance and documents system and equipment repairs, modifications and changes
• Assists in the design, fabrication and modification of electronics communications equipment
• Updates and corrects manufacturers' documentation to increase maintenance and repair efficiency
• Knows and follows the safety and health rules and safe working practices applicable job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned

• Basketball, Volleyball and Softball scorekeeping
• May be responsible for handling money and organizing class sign-in sheets 

Gymnastics

• Working directly with children in gymnastics classes, supporting skill development, confidence, and independence
• Demonstrating skills and modeling positive behavior as a role model for students
• Communicating with parents as needed about progress, development, and questions
• Maintaining class discipline using positive reinforcement and progressive behavior management techniques

Senior Center

• Helping serve meals
• Helping coordinate activities
• Serving as Kitchen Cook

 

These positions are part-time, hourly, non-benefited classifications limited to a maximum of 1,000 hours per fiscal year (or approximately 20 hours a week). 

 

Physical Requirements
This position requires a moderate to high level of physical activity depending on program assignment. Duties may include standing, walking, bending, squatting, kneeling, reaching, and sitting for extended periods of time while facilitating programs, interacting with participants, or performing administrative tasks. Employees must be able to actively supervise and engage participants in a variety of recreation programs and activities, both indoors and outdoors, and move quickly to respond to participant needs and ensure safety. The position may also require lifting, carrying, pushing, and pulling equipment, supplies, tables, chairs, or other materials weighing up to approximately 30 – 50 pounds as part of program setup and breakdown. Some assignments may involve computer and desk work for program planning, communication, and administrative duties.

$141,065.60 Annually

Position Summary

Under general supervision, performs repair, maintenance and alterations of electrical equipment including toll equipment and facilities on the bridge, shops, roadways, administration building and other District offices.

Position Summary

 

Under the general direction of the Fleet and Facilities Manager, this position is responsible for planning, assigning, supervising, training, and assisting mechanics in the routine preventive maintenance, inspection, diagnosis, and repair of structural, mechanical, and electrical systems at Bus Transit facilities. This includes overseeing shop equipment, automated fueling systems, revenue fare collection equipment, passenger amenities, and signage.

The Chief Mechanic - Building Maintenance is a working position that combines the duties of the Mechanic - Building Maintenance classification with skilled supervisory responsibilities. These include supervising work crews, scheduling tasks, managing projects, and providing training and mentorship to subordinate employees. Additionally, the position is accountable for generating detailed written and electronic reports on facility and equipment conditions, documenting maintenance and repairs performed, and outlining ongoing maintenance needs.

 

Essential Responsibilities

 

• Plans, supervises and participates in work assignments for all employees supervised
• Evaluates job performance and knowledge, skills and abilities (KSA) of all employees being supervised.
• Provides training, mentoring and feedback to personnel
• Issues 2nd level of progressive discipline, counseling, and written letters of reprimand to employees supervised. This position will not be responsible for administering discipline at subsequent levels.
• Interprets and enforces District rules, regulations, and policies
• Assures proper completion of job assignments with minimum expense and maximum productivity 
• Certifies records of work in progress and completed, including timecards, material requisitions, maintenance records and equipment counts when required.
• Collaborates closely with supervisors of oncoming and off going shifts to assure maximum daily productivity and continuity of work
• Monitors employee attendance and adherence to arrival, break and departure times
• Assures security and safety of premises and work.  

• Assists in developing and performs ongoing monitoring of key performance measures to ensure departmental goals are consistently achieved
• Performs quality control inspections to ensure all repairs meet or exceed regulatory requirements and internal safety and reliability standards
• Schedules facilities and equipment routine maintenance and ensures all inspections and preventive maintenance activities are performed on time and in a timely and satisfactory manner
• Monitors condition of facilities, passenger terminals and equipment. Directs preventive and corrective maintenance activities to maximize asset life and minimize maintenance expenditures   
• Coordinates and directs special projects and campaigns as required
• Coordinates with stores personnel to ensure adequate materials and supplies are available to complete ongoing and scheduled work
• Responsible for cleaning and safe housekeeping in work areas
• Ensures that occupational health and safety practices and procedures are strictly followed
• Refers any problems to Fleet and Facilities Manager, recommending action required
• Opens and closes work orders in Maximo and enters all pertinent information
• Performs other computerized recordkeeping as required
• Inspects, maintains and repairs all facilities mechanical systems including, but not limited to, bus washers, HVAC systems, electrical systems, lighting, plumbing, automatic and roll-up doors, waste oil and wastewater systems 
• Inspects, maintains and repairs shop equipment such as air compressors, generators, welders, fuel and lube oil delivery systems, hydraulic jacks and lifts, steam cleaners, pressure washers and pneumatic tools and other miscellaneous equipment. 
• Performs additional related duties as assigned
• Regular and reliable attendance and performance are required

DEFINITION

Under general supervision to perform general duty firefighting and fire prevention activities; to respond to emergency calls; to operate and maintain firefighting apparatus and equipment; to assist and participate in fire training programs and fire station maintenance; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

This classification includes a variety of assignments in preventing, controlling and extinguishing fires, performing emergency medical care and rescue operations, public education activities, and maintenance operations. While time spent fighting fires constitutes a small fraction of the scheduled work time, incumbents must be able to meet such emergencies and the hazards which may involve considerable physical exertion, and potential risk to health and safety.

EXAMPLES OF DUTIES

Responds to fire alarms with fire company; connects and lays hose lines; operates nozzles and applies fire streams on fire surfaces; carries and operates hand extinguishers; carries and uses ladders, ropes, axes and other equipment; enters burning structures to combat fires and remove occupants; lays salvage covers and protects exposures and performs salvage operations; responds to emergency rescue calls, administers appropriate emergency first aid to victims; conducts inspections of buildings and properties for compliance with safety codes; conducts public information/education programs for the public; attends and participates in fire department training programs, maintains required skills; inspects, and performs appropriate preventative maintenance on vehicles, apparatus, equipment and fire hydrants, assists in the maintenance of fire station and grounds; as assigned drives and operates fire apparatus; receives and transmits radio messages and prepares and completes forms and reports; and performs other tasks as required.

MINIMUM QUALIFICATIONS

 

Ability to: Learn firefighting techniques, principles and practices; learn the basic operation and mechanics of firefighting equipment, streets and locations and the locations of hydrants, mains, and major fire hazards; learn to operate apparatus and equipment in conformance with safety procedures; demonstrate physical endurance, agility, dexterity and strength necessary to perform required duties; understand and act in accordance with Fire Department and City Rules and Regulations, policies and procedures; to follow written and oral directions; perform in a calm and efficient manner under stress; analyze emergency situations and adopt effective courses of action; respond to orders from supervisors; perform cooperatively and effectively as a member of a team; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision attend work and perform duties on a regular and consistent basis.

Education: Graduation from high school or equivalent. (College level course work in fire science desirable).

License/Certification:

Possesion of a valid Commercial Class B  California Driver's License OR a valid Class C California Driver's License with a Firefighter Endorsement, as currently provided by law.

            Possession of a valid Emergency Medical Technician-1 (EMT-1) Certificate

Age: Twenty-one (21) years of age for entrance.

Physical: Weight commensurate with height and build. Normal visual functions and visual acuity not less than 20/70 vision in each eye without corrections, and corrected to 20/20 in the better eye and not less than 20/30 in the lesser eye; normal hearing; freedom from color blindness.

The Library Activity Leader supports the Youth Services and Neighborhood Libraries Divisions working year-round at the family friendly Redwood Shores Branch Library and Schaberg Branch Library. Job Description:

Definition

Under direction (I) or general (II) supervision, performs a variety of work in the construction, repair, maintenance, and replacement of Town infrastructure, including water, sewer, streets, parks, facilities, and drainage facilities and systems; uses and operates a variety of tools and light to heavy equipment; and performs related duties as assigned.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction (Maintenance Worker I) or general supervision (Maintenance Worker II) from assigned Public Works Supervisor.  Exercises no direct supervision over staff.

Class Characteristics

Maintenance Worker I: This is the entry-level classification in the Maintenance Worker series.  Initially under direction, incumbents learn Town infrastructure and use of tools and equipment.  As experience is gained, assignments become more varied, complex, and difficult; direction and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently.  Positions at this level usually perform most of the duties required of the positions at the Maintenance Worker II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods.  Work is usually supervised while in progress and fits an established structure or pattern.  Exceptions or changes in procedures are explained in detail as they arise.

Maintenance Worker II: This is the fully qualified journey-level classification in the Maintenance Worker series.  Positions at this level are distinguished from the Maintenance Worker I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative.  Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  This class is distinguished from the Lead Maintenance Worker in that the latter is responsible for providing technical and functional direction to lower-level maintenance staff and performs the most complex duties assigned to the series.

Positions in the Maintenance Worker class series are flexibly staffed; positions at the II-level are normally filled by advancement from the I-level; progression to the II-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Maintenance Worker II-level.

Positions at the Maintenance Worker I level may perform some of these duties and responsibilities in a learning capacity.

• Inspects assigned Town infrastructure for safety issues, structural integrity, and possible future work projects and programs, and appropriately marks areas that need to be repaired.
• Operates and maintains hand and power tools, vehicles, and a variety of light, medium, and heavy equipment related to the construction, maintenance, and repair of Town infrastructure.
• Observes safe work methods and makes appropriate use of related safety equipment as required.
• Maintains work areas in a clean and orderly condition, including securing equipment at the close of the workday.
• Installs street barricades and cones and controls traffic around work sites and special events to ensure safe conditions for the general public and Town staff.
• Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
• Maintains accurate logs and records of work performed and materials and equipment used.
• Receives and responds to service calls and resident complaints; investigates resident issues and complaints; resolves or refers issues to supervisor.
• Responds to after-hour emergencies.
• May locate underground utilities as part of Underground Service Alert (USA) to inform contractors, agencies, and Town employees doing construction, excavation, or digging work.
• Performs related duties as assigned.

In addition, when assigned to the Water Division:

• Performs construction, maintenance, and repair activities of Town water utilities systems, including; repairs concrete including sidewalk panels and temporary street patches.
• Performs water valve maintenance, including locating and raising unexposed valves, operating automated machines to exercise valves on an annual basis, and updating records following the installation of new valves.
• Flushes water mains to ensure water quality meets California State Water Resources Control Board standards.
• Performs water meter maintenance, including installing new meters, testing and repairing meters of various sizes, repairing leaks, and replacing meters as necessary; installs service lines for newly developed properties and accounts for the installation of meters for new homes; performs shut-downs of services, as required.
• Collects and tests samples, following established protocols, from sampling stations located throughout water distribution system to measure system performance and to ensure compliance with water quality standards; schedules testing and sampling conducted by external agencies for compliance and reporting purposes.
• Operates and monitors the Supervisory Control and Data Acquisition (SCADA) system; assists with maintaining water flow and levels throughout the system.

In addition, when assigned to the Sewer Division:

• Performs inspection, construction, maintenance, and repair activities of sewer collection systems; inspects and maintains pump stations.
• Cleans sanitary sewer lines in the collection system by means of hydro-cleaning, flushing, vacuuming, and rodding.
• Coordinates the and/or performs the inspection of underground sewer collection pipes, lateral connections, and associated appurtenances using closed-circuit television equipment.

In addition, when assigned to the Streets and Storm Division:

• Performs construction, maintenance, and repair activities of Town streets, roadways, curbs, sidewalks, and drainage infrastructure; maintains and repairs asphalt pavement, concrete, traffic and street signs, and pavement markings.
• Inspects, cleans, maintains, and repairs storm drains and catch basins.
• Trims and prunes bushes, trees, and shrubs and removes weeds to provide clearance of roadways, easements, sidewalks, and signs.
• Performs street sweeping duties and other cleaning activities on public sidewalks, streets, parking lots, roadways, parks, Town Hall, and town-owned facilities.

Positions at the Maintenance Worker I level may exercise some of these knowledge and abilities statements in a learning capacity.

Knowledge of:

• Principles, practices, tools, and materials as they relate to the maintenance and repair of infrastructure, facilities, and systems similar to those in a municipal environment.
• Operational characteristics and minor maintenance of a variety of hand and power tools, vehicles, and light to heavy power equipment used in public works operations.
• Occupational hazards and safety equipment and practices related to the work, including driving rules and practices, traffic control procedures and regulations, and confined space entry.
• Applicable federal, state, and local laws, rules, regulations, ordinances, and organizational policies and procedures relevant to assigned area of responsibility.
• Basic mathematics.
• Record keeping principles and procedures.
• Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Town staff.
• The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Maintenance Worker I/II: Equivalent to completion of the twelfth (12th) grade.

Maintenance Worker I: No previous work experience is required.  Previous experience in the field of maintenance or construction is highly desirable.

Maintenance Worker II: Two (2) years of experience in construction, maintenance, and/or repair of utilities, streets and roadways, traffic signs, and/or related facilities, systems, and appurtenances equivalent to that of a Maintenance Worker I with the Town.

Licenses and Certifications:

Maintenance Worker I/II:

• Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
• Possession of, or ability to obtain, a valid Grade I (D1) Water Distribution Operator Certificate issued by California State Water Resources Control Board or Grade I Collections System Maintenance certificate issued by California Water Environment Association (CWEA) within twelve (12) months of appointment.
• Possession of, or ability to obtain, a valid Class A California Driver’s License with Tanker Endorsement is highly desirable within 24 months of hire.

Physical Demands

Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; possible entry into confined spaces and the use of confined entry equipment, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various Town sites; and vision to inspect and operate equipment.  The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards.  Finger dexterity is needed to operate and repair tools and equipment.  Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.

Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, dust and air contaminants.

The Town of Hillsborough is seeking highly motivated, positive, and people-oriented candidates for part-time per diem Communications Officer positions in the Police Department. Shift coverage is needed on daytime and overnight shifts. This position is only open to candidates with two or more years of experience as a Public Safety Dispatcher in California in the previous five (5) years.

 

Per Diem Communications Officer

GENERAL PURPOSE

Under general supervision, receives and transmits routine and emergency telephone and radio traffic;

dispatches and coordinates police, fire, public works and other municipal staff and equipment via multi-frequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.

 

CLASS CHARACTERISTICS

Communications Officer II

This classification has primary responsibility for staffing the Town’s public safety dispatch communication center. Under most circumstances, the training and experience for this position would occur by having prior experience working for another police department as a Communications Officer for a period of at least two years.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Communications Officer II typically performs, but is not limited to, the duties noted below on a regular basis:

• Receives and handles incoming telephone and voice radio calls for police, fire, ambulance, and public works

• Secures and records information as to exact locations and circumstances using radio or other equipment to dispatch appropriate units to the emergency scene.

• Maintains radio contact with local units on assignment and directs and coordinates with staff from other agencies on a mutual-aid basis, as needed.

• Operates a multi-channel two-way radio, telephones, teletype, office equipment and software systems.

• Performs numerous duties simultaneously.

• Prioritizes calls for service as well as other work-related tasks such as assisting with schedule, monitoring email account or assisting with social media.

• Maintains radio logs and records other information as required.

• Maintains resource files for computer aided dispatch system.

• Serves as trainer to newly hired dispatchers on as needed basis.

• Assist with providing state-mandated training on relevant matters to other department staff, as directed.

• Oversees and performs work related to the warrant process.

• Maintains dispatch center work area and equipment in clean and working condition

• Performs related duties and responsibilities as assigned.

QUALIFICATIONS

Knowledge of:

· Standard office methods and practices

Ability to:

• Think clearly and act quickly in emergency situations.
• Gather, analyze, and evaluate information, independently assessing and disseminating the information clearly to field units

• Understand and carry out oral and written directions.
• Establish and maintain cooperative relationships with those contacted in the course of the work.
• Speak in a clear and understandable voice, using good English and proper enunciation.
• Appropriately prioritize calls for service and related tasks.
• Communicate effectively in writing, orally, and with others to assimilate, understand, and convey information in a manner consistent with job functions.

• Represent the Town, the department, or the organizational unit effectively in contacts with representatives of other agencies, Town departments and the public.

• Take a proactive approach to customer service issues.
• Make process improvement changes to streamline procedures.
• Work in a safe manner, following Town safety practices and procedures.
• Maintain confidentiality regarding sensitive information.

Skill in:

• Learning the operation of radio equipment and related information systems.
• Operating the computer aided dispatch system effectively.
• Entering and retrieving data from a computer with sufficient speed and accuracy to perform the assigned work.

• Type at an acceptable level of speed and accuracy to perform the duties satisfactorily,
• Performing numerous tasks properly and simultaneously, with ease.

 

EDUCATION AND EXPERIENCE

Education:
Equivalent to graduation from high school

Graduation from or enrollment in a POST accredited Dispatch Academy.

Experience:
Two or more year(s) of experience as a Public Safety Dispatcher in California in the past five years.

License or Certificate:

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

SPECIAL REQUIREMENTS

Essential duties require the following physical skills and work environment:

Physical Skills: Able to use standard office equipment, including a computer; mobility to work in a typical office setting to use standard office equipment; sit, stand, walk, kneel, crouch, stoop, squat, twist, and maintain sustained posture in a seated position for prolonged periods of time; vision to read printed materials and a computer screen; hearing and speech to communicate in person, over the telephone, and radio; lift and carry 35 pound boxes, files, and materials.

Work Environment: Work in a standard dispatch center environment.

Ability to: Travel to different sites and locations; locations; drive safely to different sites and locations; maintain a safe driving record; handle public information emergency situations.
